
Plight
of PSUs workers
Sir,
There are
about 25,000 workers in J&K Public
Sector Undertakings, who are being paid
COLA as per Rajan Wage Committee Report
of 1980. As per this report the PSUs
employees are entitled for COLA every
year as per price index, but it is
regretted that COLA for the year 1998,
1999 and 2002 is still pending with the
Government, resultant the PSUs employees
are suffering badly. This discrimination
in payment of basic wages is against the
spirit of democracy as well as natural
justice. When India got freedom from
British Rule, the people of this country
were assured by its leaders that
henceforth there will be no
discrimination and justice will be
delivered at their doors without any
delay, as justice delayed is justice
denied, but all assurances have proved
false in respect of PSUs employees in
J&K State.
The
previous Government was very non-serious
about the PSUs and created chaos and
confusion in the entire system. Undue
political interference created mess in
the corporations and blamed the workers
for the same. The workers are not
responsible for any mismanagement as
workers have no role in the management or
making policy decisions, it is the
Government who appoint the guards of
their own choice.
The
present Government claimed that they will
give good governance to the people of the
State, but it is impossible till the
workers are not given their right. Every
time the PSU employees come to the
streets for their right. It is the prime
duty of every Government, to redress the
genuine grievances of their citizens, so
they are also be benefitted by the fruits
of democracy. It is the need of the hour
to consider all the demands of PSU
employees and redress their grievances by
converting COLA into DA before May Day or
release three years pending COLA so that
their long pending demand is fulfilled by
the present Government, who is committed
to give healing touch to all the
neglected lot.

Women's
education
Sir,
Education
may be defined as a process in which the
individual learns the desired beliefs,
ideas, attitudes, skills, thoughts,
emotions and sentiments so that he may
prove to be a useful member of the
society in his latter life. Thus,
education tries to bring certain changes
or modifications in the behaviour of the
individuals. Such changes are desirable
from social point of view. Thus, in
simple words, education is defined as the
modifications of the behaviour.
The
importance of women education can never
be over-emphasised. There is a saying
that if you educate a boy, you educate a
man, if you educate a girl, you educate
one whole family. There is one proverb,
'A Good Mother is better than hundred
teachers. Rightly so, even the teachers
are mothers, but what an educated mother
can give to her children, no others human
being can give it to the children. The
education of girls is now considered more
important than that of boys.
The value
of women education must be realised
because of the social development.
Without properly educating the women folk
social development is not possible
illiteracy among women results in
appalling ignorance and superstition. It
encourages supersition, dogma and
prejudice. Education among women can help
to fight the prejudice and other
undesirable things prevalent in the
society. Education among women increases
the achievement of orientation in the
families and ultimately the upward social
mobility. Women Education can lead to
economic development in India. It is a
universal fact now that with universal
literacy, there is an increase in
production. Education brings about
general awareness among the women and
makes them politically conscious. It
makes women aware of their political
rights. It increase their capacity for
leadership participation. By increasing
awareness of women in political field can
help a lot. Many people want about 33
percent reservation for women in J&K,
so that women can represent women. But I
think what's more important is educating
women instead of just giving 33 percent
reservation. Bottom line is: if women
does not know her democratic rights then
how could she perform her duties as a
politician. If there are enough educated
women who know their democratic rights
and their duties as politicians. Only
then that 33 percent reservation can
help. I just believe that if women come
into politics only then our politics can
be clean and corruption free. It believe
that education particularly, the
professional education, gives women and
girls an opportunity for becoming
economically independent. This would
relieve a large section of female
population of domination, deprivation,
oppression and evil practices like dowry.
The end all sort of atrocities on women,
it is better to educate then.

Noise
pollution
Sir,
Jammu , it
seems, has not remained a pleasant place
to live in as it used to be a few decades
ago. It already earned a bad name as
being the most polluted city. However,
the residents of jammu usually go
sleepless at night these days due to
another source of pollution the pollution
caused by the holy noise. The growing
prosperity of the middle class has also
made it a little more religious minded.
Everyday roads are blocked and the
traffic diverted for holding
"Kirtans" at night. During the
day, the shrines of worship test the
patience of the people's ears by playing
on religious sermons over loudspeakers.
There is no discretion or good sense that
may check these noisy devotees from
holding the residents to ransom. The sick
and the students are the worst sufferers.
I appeal to the government to make laws
which may regulate the use of
loudspeakers for religious purposes.

Political
reservation to Gujjars
Sir,
`` No
doubt you (Gujjars) are brave, a true
patriot and as such country is proud of
you'', such words are not only now used
for this community by the former Chief
Minister of our State but were also used
by the top political leaders of our
country and many leading scholars in
their research articles. It is high time
for Gujjar leadership to come at a common
plateform to assert for Political
Reservation. The leaders from Gujjar
community in all the important political
parties of the State and the socio-
cultural organisation working for the
betterment of the community must realise
that strategic moment for highlighting
the need of political reservation to the
community despite their ST status has
come, as three top leaders of the
National Conference, the Congress and PDP
have expressed their direct or indirect
support to give the political reservation
to the community. The denial of
reservation in political representation
while giving it partially in education
and employment is not only a travesty of
the constitution but it makes the policy
of affirmative action for empowering an
eyewash. Because no real change in the
marginalised position of a community will
be brought in the Indian context only
through educational and economic
reservation.
The Chief
Minister Mufti Mohammad Sayeed and the
Pradesh Congress committee Chief Ghulam
Nabi Azad , who attended two different
functions organized by the Gurjjar Desh
Charitable Trust admitted that the
economic, social and political conditions
of Gujjars are worst in our state and
assured that the Government will provide
every possible help to ameliorate their
lot. Also Mr. Azad expressed his
willingness for political reservation
after discussing it with other coalition
partners. Recently National Conference
president strongly supported political
reservation for Gujjars and suggested to
constitute an all parties committee for
discussion as the constitution of J&
K has to be amended and two third
majority is required to amend the
constitutation. As the political
leadership in the state has publicly
expressed their willingness to remove
this discrepancy not for their love of
the community but because of their
political worth, if the bill is
introduced in the Assembly no party can
oppose it openly. So the community
leaders within and outside the Government
, who are ministers, MPs, MLAs and MLCs
and recognised personalities of civil
society from the community must pursue
this matter sincerely and consistently to
bring a bill for constitutional amendment
in the assembly so that this genuine
demand be achieved.
