DGP inaugurates all women police station in Jammu

Jammu, Mar 3: The Director General of Police, Mr A. K. Suri inaugurated all women police station at the busy Residency Road, Jammu today. This is second in a row after the establishment of all women police station at Nehru Park, Srinagar.

Talking to media persons the DGP said that the concept and objective of setting up of exclusive women police stations, particularly at the locations which are thronged by large number of tourists, be it the Dal Lake area of Srinagar or Residency Road, Jammu, was to provide much more courteous, affable and softer touch in police functioning.

Mr Suri said that women cops in State police have not lagged behind their male counter-parts in any activity. They, he said, have worked shoulder to shoulder with men cops in the discharge of diverse duties from patrolling to launching anti-militancy operations. He made a special mention of Inspector Shahida Parveen of Rajouri in this regard who has won gallantry medal. He also made a mention of Mrs.D. R. Doley, DIG Administration at Police Headquarters and said that women cops are working efficiently at different levels in police hierarchy.

The women police stations, he said , will do all those jobs of policing as are carried out by other police stations manned by men cops.

The all women police post at Residency Road will be manned by Sub-Inspector Shakti who will be its incharge. One woman ASI, three head constables and some constables, including selection grade ones will function under her.

The function was attended besides others by Addl.Director General of Police(Armed), MrGopal Sharma, IGP Jammu, MrP. L. Gupta, DIG Jammu-Kathua Range, Mr Dilbagh Singh, DIG (Armed) Police, Mr Ashok Gupta, SSP Jammu, Dr. Kamal Saini and Incharge Women Cell, Canal Road Jammu, Inspector Kiran Bala.

Girl dies of burn injuries
Body of a missing person recovered from Mansar Lake

JAMMU, Mar 3: Body of a missing person was fished out from Mansar Lake while as a young girl died of severe burn injuries and a youth committed suicide.

According to police, body of one Rajeshwar Sharma, son of Davinder Krishan of Purani Mandi, Jammu was recovered from Mansar Lake. He was reportedly missing since February 12 and today some visitors spotted his body floating in the lake.

The body was immediately fished out by police personnel and shifted to hospital for post-mortem.

A case has been registered in this connection and further investigations were on.

Meanwhile, one Bindu Devi, daughter of Madan Lal of Govindsar Kathua who was admitted in Government Medical College Hospital on February 26 with critical burn injuries, succumbed today.

The body was, later, handed over to family members for last rites. It could not be ascertained as to how she sustained severe burn injuries.

One Balbir Singh, son of Kartar Chand of Glard Camp, Samba committed suicide by consuming some poisonous substance. He was rushed to Sub-District Hospital Samba when spotted unconscious by family members. He was later referred to GMC Jammu for specialised treatment.

Doctors attending on him immediately provided him stomach wash treatment but he could not fight for his life and died. The cause behind this extreme step was not immediately known.

Meanwhile, one Yog Raj, son of Anant Ram of Rakh Fatepur was injured in a vehicular accident at Kullian under the jurisdiction of R S Pura Police Station while one Jag Mohan, son of Chaman Lal of Bishnah and Narayan Singh, son of Mohan of Govindpura were injured in an accident at Kud.

All have been hospitalised and their condition was stated to be critical when reports last came in.

Jammu, Mar 3: Jammu and Kashmir Government today decided to put a blanket ban on import of all kinds of chemical fertilizers in the State through any mode except by rail. The step is aimed at ensuring import of quality fertilizers alone into the State. The restriction will come into force from 15th of the current month. However, from the Rail Head onwards, the fertilizer stocks could be lifted by trucks upto the go-downs and other sale outlets.

This decision was taken at a high level meeting held here today to device a fool proof fertilizer procurement, stocking nd sales mechanism in the State particularly during the ensuing kharif.

The Minister for Agriculture and Cooperative, Mr Abdul Aziz Zargar presided.

The meeting also discussed measures to check entry of spurious pesticides and fungicides in the State and renewal of licenses. Availability of spray oil for orchards at reasonable price also came under threadbare discussion.

It was also decided to conduct pre-sale sample testing of fertilizer stocks procured from the authorized fertilizer manufacturing companies of the country. The Government would allow to sell only ISI and ISO certified chemical fertilizers from only Government of India registered reputed firms and there will be no compromise in this regard.

Five special check posts would be set up enroute Kashmir valley at Lakhanpur, Railway station, Jammu, Udhampur, Banihal and Lower Manda where round the clock monitoring on the movement of fertilizer truck loads would be ensured to eliminate chances of adulteration. The enforcement inspectors would also conduct random checks to ensure availability of 100 per cent pure fertilizers to the farmers. The list of license holders would also be screened to ensure that only honest people are associated with the job of selling fertilizers and fungicides in the market.

Speaking on the occasion, the Minister called for streamlining the monitoring system and said that companies should also be made accountable to supply 100 per cent ISI and ISO specified fertilizers and fungicides only. He also sought involvement of agriculture universities and media in a big way in the campaign against spurious fungicides.

The Commissioner/Secretary Agriculture Production, Mr Mushtaq Ahmad asked the concerned officers to gear up men and machinery and make advance arrangements for ensuring timely availability of fertilizers and fungicides to the farmers and orchardists. He said these products should not be put on sale in the market unless pre-testing.

The Special Secretary Agriculture, Mr Masood Samoon, Registrar Cooperatives, Dr. Mohammad Din, Director Enforcement, Mrs. Vinod Bala, Director Horticulture, Mr K. Wazir, Managing Director Horticulture Produce Marketing Corporation, Mr G. H. Shah, Additional Secretary Cooperatives, Mr Mushtaq Ahmad, Director Horticulture Planning and Marketing, Mr B. L. Bhat, Director Agriculture Jammu, Mr A. S. Anand and representatives of various fertilizer manufacturing companies were also present in the meeting.

JAMMU, Mar 3: Resuming its demolition drive, Jammu Municipal Corporation today demolished 24 concrete structures at Shaheedi Chowk.

The drive started at round 1400 hours and continued till 1600 hours under the supervision of Executive Officer D R Kapoor. The Corporation had already issued warnings to the encroachers but they didn’t pay any heed, forcing the Municipality to raze the encroachments.

In two hour long operation, 24 concrete structures including ovens constructed by the Dhabha owners and six shops were demolished which were illegally constructed. Though a number of police personnel were assisting the Municipal Corporation team, yet there was not even a single attempt of resistance and the two hour long operation ended peacefully.

A total of 25 truck loads of ‘Malba’ was lifted from the area and before leaving the area, the Municipal Corporation team had suggested the people not to resort to any sort of encroachments which could cause loss to them.

Mr Jeet Lal Gupta, Commissioner Jammu Municipal Corporation, when contacted said that Corporation could not carry out continous anti-encroachment drive due to the engagement of Corporation in the setting of electoral rolls right as a part of preparation for the Municipal Corporation elections.

Doshi’s Dogri book ‘Kamlo’ released

JAMMU, Mar 3: A book in Dogri," Kamlo", a collection of Short stories by noted Dogri writer, Mr Rattan Doshi, was released by Mr Jugal Kishore Sharma, Minister of State for PHE and Irrigation, at a function organised at Seminar Hall of the Cultural Academy here today.

The Minister, while speaking on the occasion, said that the Government was committed to get Dogri language its due status in the Indian Constitution. It on the top agenda of the present Government to include this language in the 8th Schedule of the Indian Constitution, he added.

He said that the rich cultural heritage and vast literature in various languages need to be preserved and promoted. The young writers and poets especially through their creative works can enrich it further, he stressed.

The Minister appreciated the role being played by the Academy of Art, Culture and Languages in this sphere.

The Secretary of Cultural Academy, Mr Balwant Thakur, who presided over the function, said the Academy will arrange for the writers and poets forum for release of their books at its premises. This will facilitate highlighting their works.

The Academy has been organising book release functions periodically and making necessary arrangements.

Mr Rattan Doshi, narrated his literary activities and achievements over the years. He read one of the short stories from his book, Kamlo, written in his own unique style, simple language and depth in treatment of subject matter. The character are real life full of human emotions.

Mr Balwant Thakur, Secretary, Cultural Academy, in his speech, threw light on measures undertaken to promote cultural and literary activities in the State.

The large gathering of leading literary figures of Dogri, Hindi, Urdu, Kashmiri and Gojri as also prominent citizens were present. Dr Gian Singh, Editor, Dogri Sheeraza conducted the proceedings of the book release function.

JAMMU, Mar 3: Police has busted a gang of inter-state vehicle lifters and arrested its six members including kingpin. A total of 25 vehicles were recovered from different places of the State on their disclosure.

This was disclosed by SSP Jammu Dr Kamal Saini while addressing a press conference here today. The SSP said that the gang had been operating for the past quite sometime and was involved in number of theft cases. He said that soon after lifting the vehicles, the gang members used to wheel them out of State.

"The vehicles stolen from Srinagar were being taken to either Jammu or outside the State and smilarly, the vehicles stolen from other states were sold in Jammu and Kashmir", Dr Saini disclosed and said that to bust the gang, police had to constitute special teams and depute them to various areas.

The recovered 25 vehicles included three trucks, seven scooters and equal number of motorcycles, five Maruti cars, one Maruti van, one Jonga, a mini-bus and a load carrier. "Six motorcycles and scooters each and all the three trucks were released after their owners approached police", the SSP said and added that all the information pretaining to the recovered vehicles were given to National Crime Records Bureau (NCRB), New Delhi so that the owners of the vehicles could get information about their recovery and approach Jammu and Kashmir Police.

The SSP didn’t reveal the names of the vehicle lifters including their kingpin by saying "the disclosure of the names of the accused could hamper our investigation which is still going on". He said that police teams were still on the job and more arrests and recovery of vehicles are likely to take place.

He didn’t rule out the possibility that most of the vehicles which were stolen in the recent past, were the handiwork of the same gang and said that the interrogation of the accused was at early stage and some more things could come to light. He further said that the kingpin of the gang was in judicial custody.

"We have also arrested five gamblers from Bagh-e-Bahu area and amount to the tune of Rs 66,000 was recovered from their possession", Dr Saini disclosed and identified the gamblers as Arun Verma, Jagdev Singh, Sudesh Gupta, Prithpal Singh and Raman Singh.

Bus Operators Union demands hike in fare

JAMMU, Mar 3: Jammu Province Bus Operators Union in its meeting today while expressed grave concern over the hike in the cost of P O L and H S D warned to go on strike in case the State Government fails to take decision regarding hike in bus fares.

The meeting which was held under the chairmanship of Mr T S Wazir, chairman of the Union said in the past two months the cost of HSD has increased by Rs 4 per litre which has increased the burden on transporters.

The Union demanded that the State Government should immediately order for revision of the fare and increase it suitably.

It warned that in case the Government failed to increase the fare within a week the bus operators will go on strike. The Union expressed the hope that people will bear with them for the inconvenience in case of the strike.

The meeting among others was attended by Messrs Deedar Singh, president Poonch Group, Jeet Singh, president, R S Pura, Group, Manohar Singh, president, Banihal Group, Balbir Singh, president, Kathua Group and Jeet Singh, president, Chhamb Group.

JAMMU, Mar 3: The Academy of Art, Culture and Languages organised an interaction of eminent scholar Mr Abdul Gani Sheikh from Ladakh, here this evening.

The noted writer in Ladakhi and Urdu shared his experiences with the galaxy of writers, poets and academicians present on the occasion.

Mr Abdul Gani Sheikh said that Ladakh has vast treasure of cultural and literature which is unique. He spoke about the classic and folk literature in Ladakh and also its rich cultural heritage.

There was over one hour long question-answer session, at which the scholar replied to wide-range of searching queries about the Ladakhi language and its literary scenario.

Dr Om Goswani, Additional Secretary, Academy of Art, Culture and Languages, who presided over the function, said that the Academy has been organising series of programmes of meet the eminent writers and highlight their literary contribution.

He said the Academy is publishing " Sheeraza" in different languages including Urdu, Hindi, Dogri, Kashmiri, Gojri, Ladakhi. The material in each of these languages periodical is different and devoted to promotion of overall literary scenario.

Dr Premi Romani, a noted writer, read a paper highlighting the various aspects of life and works of this scholar from Ladakh. The Sheikh, who has been about ten books to his credit, is recipient of honour from the State Cultural Academy for his book " Zojilla Ke Aar Par".

Mr Ashraf Tak, Editor, Cultural Academy conducted the proceedings of this function which was attended, among others, by Dr Usha Vyas, Javaid Rahi, Sham Raina, Malik Ram Anand, Sham Talib, Sagar Sehra, Khurshid Kazmi, Maharaj Krishan.

Jammu, Mar 3: With a view to facilitate the pilgrimage to holy cave shrine Shiv Khori, the Minister of State for PHE, Irrigation and Flood Control, Mr Jugal Kishore has ordered setting up of pony shed at Ransoo. He directed the revenue authorities to make land available for the purpose. He also issued instructions for setting up of concrete sheds at various places enroute for the facility of devotees.

The Minister announced these measures during his visit to the cave shrine recently.

Later, the Minister visited Rajouri and convened a meeting of district officers to review their pace of progress on various development schemes and implementation of various welfare programmes.

The meeting was informed that 98 hand pumps were installed at a cost of Rs. 154 lakhs across the district till January of the financial year. He directed the Deputy Commissioner to expedite the construction of tube well at Rajouri town and ensure its completion by 31st March.

Earlier, the Minister issued on spot instructions for installation of a hand pump at village Badhun, opposite GREF camp.

While addressing a series of public meetings at Dharamshalla, Kalakote and Patha, the Minister reiterated the resolve of the coalition Government to provide responsive and corruption free administration to the people.

JAMMU, Mar 3: With rains and snow showing no signs of respite in Jammu and Kashmir, the damages to houses and various services by weather fury echoed the Legislative Assembly during zero hour today.

Of the 22 members, who raised various issues of public importance, seven members drew the attention of the Government to the damages caused to houses, putting dwellers to immense hardships.

Raising this issue, Mr Manjit Singh sought immediate provision of tents to those whose houses have been collapsed due to incessant rains. Dr Chaman Lal demanded relief for the sufferers while Dr Manohar Lal called for make-shift facilities to lodge the affected families. Dr Ramesh Malhotra projected the problems being faced by 170 border families lodged in various schools and said they needed tented colonies particularly in wake of the current spell of rains.

Mr Yogesh Sawhney asked for assessing the damages to houses due to rains while Mr Faqir Nath strongly pleaded for cash assistance to the sufferers.

Responding to the concern of the members, the Minister for Housing and Tourism, Mr Ghulam Hassan Mir assured that the Government is seized of the matter and necessary steps are being taken in this regard.

Mr Ali Mohammad Sagar urged the Speaker, Mr Tara Chand to ensure that only a few members raised the issues of public importance during zero hour, focusing on all aspects of problems so that the Government could concentrate on their solution.

Mr Tara Chand said that a mechanism is being evolved by the presiding officers of various State legislative assemblies to further enhance the efficacy of zero hour.

Mr Raman Bhalla suggested inclusion of Channi Himat and Trikuta Nagar areas of the city with Jammu Municipal Corporation so that these avail of various civic facilities.

Dr Mehboob Beg wanted the Government to provide technical know how and seasoning plant facility to cleft manufactures of the State so that cricket bats could be produced as per the demand. He said that in the wake of current world cup, the State has got orders of 40,000 bats from Kolkatta and Mumbai.

Mr Prem Sagar sought fixation of norms for renting out shops in JDA complex. Mrs Khem Lata Wakhloo wanted restoration of panchayat ghar at old Nishat for bonafide purposes. Mr Javed Rana had a grouse that of Rs 2 crore additionality announced in the district development board, only Rs 70 lakhs had been released. He said that the problems of the district should be addressed to on priority.

Mr Ajay Sadhotra said that policy matters should not be announced in public in view of the assembly in session. He wanted Government to take the legislature in confidence first before going to public.

Mr Mushtaq Ahmed Bukhari sought to clarify the position regarding deputations in ICDS project. Mr G M Saroori wanted the road and PHE schemes being taken up for NABARD funding for their immediate implementation.

Mr Mubark Gul asked for raise in constituency development fund and sought additionality in district plans for giving push to developmental activities.

Mr Nazir Ahmed Gurezi asked for removing the deficiency of teachers in various schools of his constituency.

Mir Saifullah took up the issue of alleged human rights violation and sought implementation of the recommendations of State Human Rights Commission.

Mian Altaf Ahmad and Mrs Shanti Devi alleged unfair appointments made in several departments.

Mr M Y Tarigami favoured immediate meeting of the screening committee to review the detention of those lodged in prisons. He said cases of those having no serious allegations should be reviewed immediately.

JAMMU, Mar 3: The Government today categorically denied the allegations that Constituency Development Fund (CDF) is being misutilised in Jammu and Kashmir state.

Replying to a question of Sofi Ghulam Mohammed in Legislative Council, the Minister of Finance, Law and Parliamentary Affairs, Muzafar Hussain Beig said that the Rural Development Department has formulated a policy to allot the works of small nature without calling the tenders and rest works are allotted by the District Development Board through tenders.

He said the process of Constituency Development Funds was started in 1997-98.

He said the Government has not received any complaint so far that the tenders for allotting the works under Constituency Development Fund are not being invited properly.

He said there is also no intention before the Government to constitute the Committees at Halqa level for proper utilization of these funds.

The House was also informed by Minister of State for PWD, Abdul Rehman Veeri that 5,164 cases on account of offenses against women have been registered in various police stations of the state while replying a question of Farida Mir.

He said out of these, challans in 4,145 cases have been produced before the various courts in the state.

The Minister said the rest cases are also under investigation and when completed the challans will be produced in the respective courts.

However Farida Mir who was not satisfied with the answer alleged that discrimination is being made with women in police stations while registering their complaints.

Minister for Social Welfare, Mr Mula Ram informed the House that the Government will take the decision regarding the constitution of Board for Other Backward Classes (OBCs) only after it seeks a report from the Backward Classes Commission which has been already constituted. The Minister was replying to a question of Ram Paul in the House.

Later in reply to a written question of Nazir Ahmed Mir, the Minister said that the Common Minimum Programme (CMP) makes no where a mention about the grant of OBC status to the Pahari people of Rajouri and Poonch districts. He however said that Government will strive for the extension of Scheduled Tribe status to the Pahari speaking population of the state.

He said the Backward Classes Commission has already initiated action in this regard.

Dialogue only solution to restore peace in Kashmir: Veeri

JAMMU, Mar 3: The Kashmir tangle can only be resolved through a constant policy of dialogue and the State Government will stick to its stand in this regard.

This was stated by Minister of State for Publics Works Department, Abdul Rehman Veeri while replying to a question of Mohammed Aslam of NC in Legislative Council today.

The Minister said that Kashmir "is a complicated issue" and its solution was neither in the hands of former Prime Minister of India, Jawahar Lal Nehru nor the former Chief Minister of Jammu and Kashmir, Sheikh Mohammed Abdullah.

He said had it been so then India and Pakistan would have not fought the three wars over Kashmir.

Veeri said the problem is to be sorted out and "our Government has initiated the process of dialogue in this connection".

Pointing towards Mohd Aslam, Veeri said this question has also been raised in Lower House and those who ask such questions repeatedly are either ignorant of the affairs or tend to be so.

He said the solution of this problem can only be found through a consensus and the efforts are on to involve the intellectuals in resolving the issue so that people of the trouble-torn State will heave a sigh of relief.

However, when question assumed the shape of a discussion with some more members of the House raising their supplementaries, the Minister of Finance, Law and Parliamentary Affairs, Mr Muzafar Hussain Beig said that Rule 14 does not permit further discussion. By converting the question into a full debate the rule has been totally violated and hence no further debate was allowed by the Chair.

Earlier MoS for PWD in his reply said that the State Government is of the firm view that the wide ranging consultations and dialogue with the Government of India, the members of the Legislature and other segments of the public in all three regions of the state will evolve a broad based consensus for restoration of peace in the state.

He said the Central Government has already appointed Mr N N Vohra, former Union Home Secretary, as the interlocutor for initiating a dialogue with the elected representatives and other sections of the society for the restoration of peace in the state.

Regarding the other policies and programmes of the coalition Government, the Minister said we are committed to implementation of Common Minimum Programme (CMP) as already indicated in the Governor’s address. This includes the enhancement of delegation of powers to LAHDC, Leh, assimilation of SoG in the main Police Force, non use of POTA, enhancement of power supply and attitudanal change of security forces. A number of measures have already been taken in this regard, he added.

The Minister said 1,207 appointments on compassionate grounds have been made since November 2002 in the state after the coalition Government headed by Mufti Mohammed Sayeed took over.

The Minister said SoG personnel have been assimilated with the regular Police force and the posts of SP (Ops) have been redesignated as Additional SPs of the district. All the counter insurgency operations in the respective districts will be carried out under the direct supervision of the district superintendents of the Police, he added.

Through a supplementary Mohammed Aslam urged the Government to let the House know what permanent solutions the Government has for resolution of Kashmir issue. He wanted to know the terms of references of Vohra Committee.

Aslam said that he is fully aware that solution of Kashmir issue is not in any body’s pocket but "it is an international issue" . He wanted to know whether Pakistan is a party to Kashmir problem or not.

Supporting him his Party colleague Mrs Shamima said Kashmir is a political problem and it took critical shape in last 13 years. Some section of people in the Valley want merger with Pakistan while others want independence and so on. She asked the Government to make its policies public that what solution they have in mind to resolve this issue.

Supporting her Javed Hussain Shah also urged the Government to clear the stand whether Pakistan is a party to Kashmir or not while the CPI member Abdul Rehman Takroo sought clarification whether Government was going to provide the same emoluments to Task Force jawans as are given to regular police.

Beautification campaign to continue,
encroachments to go: Mir

JAMMU, Mar 3: Asserting that the current beautification drive and demolition of illegal structures would continue, the Minister for Housing and Urban Development, Mr Ghulam Hassan Mir today said the people have endorsed the Government action in a big way.

Taking strong note of encroachments, the Minister said the Government would continue to remove the illegal occupation of the State land and beautification drive to provide much needed relief to the people. He made it clear that the encroachers would not be rehabilitated except in very hard cases because "an encroacher is encroacher", irrespective of religion and politics, as he commits offence against the whole society.

Making a Statement in response to a Calling Attention Motion tabled by Mir Saifullah and Mr Raman Bhalla in Legislative Assembly, the Minister said that the people have appreciated the action of Government aimed at developing the existing infrastructure. He said, outcome of bye-elections in Pampore have endorsed the stand taken by the Government to come down heavily on encroachment menace.

Earlier in his written reply, the Minister said that there are different kinds of encroachments, which have to be dealt with differently. Most of these encroachments pertain to the illegal occupation of State land, challenging the State Authority as defined under Law. These encroachments have been causing inconvenience to the people at large, on the roadside and in the lanes, he said, adding that some shopkeepers have occupied even footpaths.

The Minister said that in several cases influential persons have manipulated to grab huge tracts of the State land and raised residential and commercial buildings. There is no reason why these encroachments/pavements are not cleared without fear or favour, he asked, adding that such encroachments cause difficulty in free flow of traffic, both vehicular and pedestrian. The State Government, he said, will ensure that such violations do not go un-noticed any where and the beautifications drive will continue till its logical conclusion.

He said at Kupwara, 54 shops have been demolished as these were constructed either illegally or un-authorizedly, besides removal of certain encroachments like bathrooms and compound walls.

He said 37 shops constructed by the Aquaf on the State land un-authorizedly have been removed by Auqaf voluntarily on the persuation of local Administrator, Municipal Committee. However, Administrator Municipal Committee Kupwara has been asked to examine the possibility of rehabilitating these shopkeepers by constructing shopping complex in the town, he added.

Similarly, 142 shops were demolished in Sopore town, which include 21 shops of Municipal Committee, Sopore. However, the persons whose un-authorized shops have been demolished have been offered alternate sites at Bugoo, PHE Complex and in first floor of Municipal Committee shop line in Bus Adda, Sopore. The process of negotiations with these people are under way, he added.

LC recommends College for Bandipora

JAMMU, Mar 3: The Legislative Council today passed a resolution recommending setting up of a Degree College at Bandipora in district Baramulla.

In reply to the resolution moved by Mr Javaid Hussain Shah, the Minister for Education, Mr Harshdev Singh said that the Government have decided to open more colleges in the State in a phased manner. He said during the current year one college each is being established at Ganderbal in Kashmir division and Reasi in Jammu division.

The Minister said that the previous Government had imposed a blanket ban on the expansion and upgradation of educational institutions due to the financial crunch. The present Government, has, however, decided to lift the ban on expansion and as soon as the resources become available more colleges would be set up in the State with priority being given to the deserving areas, he added.

Mr Singh said for setting up a Degree College the Government requires atleast Rs. 5 crore for infrastructure building and Rs 65 lakh recurring expenditure per year. He said in the prevailing financial conditions the Government is not in a position to go for the expansion of educational institutions in a big way and same would be done in a phased manner.

Earlier, Mr Mohammad Aslam participated in the discussion on resolution which was later passed by a voice vote.

RT teachers to be regularised after 5 years: Harsh
Tarigami seeks enhancement of wages

JAMMU, Mar 3: Rehbar-e-Taleem teachers would be regularised after five years on the basis of their performance and recommendations of the village committees. This was stated by Minister of Education, Mr Harsh Dev Singh while replying to a question of Mr Mohammed Yosuf Tarigami in the Legislative Assembly today.

Minister said that the appointments under Rehbar-e-Taleem have been made to overcome the shortage of teachers and to make the schools functional in far-flung areas of the State. He said that the village level committees have been constituted to monitor the performance of the Rehbar-e-Taleem teachers, adding that they would be regularised after five years on the basis of their performance and recommendations of village committees.

The Minister assured that the grant of casual and maternity leaves to RTs was under consideration. He said that the monthly remunerations of RTs were also raised from Rs 1500 to Rs 2000 per month after completion of two years.

Earlier PDF leader and CPI-M MLA, Mr Tarigami said that Rs 1500 as salary was violation of minimum wages act. He demanded casual and maternity leave in favour of RTs. Pointing towards Education Minister, he said ‘if they were on this side (opposition benches), they would have stage walkout on this issue.’

Mr Harshdev Singh today informed the House that there is no proposal to upgrade the primary school, Prangas Dachhan as the nearest middle school and higher secondary school is located within 2 km from the village at Dachhan. The school having just seven students in the higher class does not meet the cruteria for upgradation.

The Minister was replying to a question by Mr Sajjad Kitchloo.

Replying to the supplementaries by Mr Yogesh Sawhney, the Minister said that every primary school will be provided two teachers as per the laid down policy. He assured of providing another teacher to such of the primary school which has only one teacher. He also assured that the Government will consider the provision of full pay to the teachers during their leave period.

Replying to another question by Mr Shariff-ud-Din Shariq, Mr Harshdev Singh said that vacant posts of principals are filled up out of senior teachers, zonal education officers and headmasters on 50:50 basis and as per seniority. He dispelled the apprehension of any discrimination against any candidate for promotion as principal, saying that all have been promoted strictly on the basis of their seniority.

The Housing and Urban Development Minister, Mr Ghulam Hassan Mir today said that 1000 families evacuated from Dal Lake have been rehabilitated in various existing colonies in Srinagar. About 6000 families were uprooted from Dal Lake during the implementation of measures to conserve the lake and to restore its pristine glory, he added.

Replying to a question by Mr Shah Jahan Dar, the Minister assured that steps have been taken to rehabilitate remaining 5000 affected families in suitable colonies soon.

Minister for Sports and Youth Welfare, Haji Nissar Ali has said that physical education training is available in the schools above primary level in Jammu and Kashmir.

Replying to a question by Mr R. C. Sharma, the Minister said the Government would consider appointment of physical education teachers on the pattern of Rehbar-e-Taleem to offset their shortage. He, however, said that as of now there is no proposal with the Government to appoint physical teachers at primary school level.

The Minister of State for Parliamentary Affairs, Mr Abdul Rehman Veeri has said the Commissioner/Secretary, GAD has been instructed to prepare a list of SC/ST officers for considering their induction into KAS as per the quota.

In reply to a question by Ms. Suman Bhagat the Minister said 30 officers were inducted in KAS in January this year. He assured that eligible ST/SC officers of the feeding services will be considered for induction in KAS against the posts available to them on completion of induction from feeding service.

M C Khalsa College of Education, Department of Physics and Electronics, Department of Pol Science, Govt MAM College Jammu and GGM Science College Jammu were declared qualified for final of the quiz contest which will be held on March 6.

The results of the Photography contest shall be declared later.

In the morning session, Quiz preliminary contest was held at the auditorium in which 22 teams from different colleges and the JU departments participated.

Prof Keshav Sharma, teacher incharge of the activity, acted as Quiz Master and five teams were declared qualified for final of the contest.

15 private schools closed for violating norms

JAMMU, Mar 3: Minister for Education Harshdev Singh has said that fifteen private schools which have violated the provisions as laid down in the Private Educational Institutions and Control Rules 1969 have been closed down.

While responding to a question of Mrs Depinder Kour during Question Hour in the Legislative Council, the Minister said that all the private / Government aided schools are to function under Private Educational Institutions (Regulation and Control) Act 1967, read with SRO 259.

Responding to a supplementary question of Mrs Kour, Mr Singh said all the orders in this regard have been issued on different dates for the closure of these institutions. He offered to provide the list of the schools which have sought closure orders to the member in the House.

In response to the written reply of another question of Mr Mohd Iqbal Bhat, the Education Minister said that upgradation of six High Schools to Higher Secondary Schools was approved recently in its joint meeting of Cabinet -cum- District Development Board and the implementation of this decision is in progress.

The schools, he said, will be upgraded with due consideration of norms such as topography, enrollment, infrastructure, distance from nearest school etc. However, the upgradation of primary schools to the middle schools can be made under SSA as well as on need basis.

Meanwhile, Minister for Revenue and Relief, Hakim Mohd Yasin has said that 1.46 lakh Revenue pass books have been issued to the farmers in the state. While replying to a question of Mr Brij Mohan Sharma in the Upper House today the Minister for Revenue said that almost 95 % of the Agrarian work has been completed and residual work has remained unfinished due to various court proceedings. It is expected to be completed before the expiry of current financial year.

The Government was considering the proposal to rehabilitate families displaced due to Pakistani shelling from Kaksar area of Kargil. Responding to a question of Aziz Mohd Qari, the Minister for Finance, Planning and Ladakh Affairs Mr Beig said that about 106 families from that area are taking shelter at Kargil and Deputy Commissioner has been instructed to identify the safer place for them for their permanent rehabilitation. These families are being provided ration and other relief items by the Government and the issue regarding their permanent settlement has also been taken up with the Central Government.

FDI in J&K lowest in India

JAMMU, Mar 3: Foreign Direct Investment (FDI) in Jammu and Kashmir is the lowest across India, with its countrywide share coming to a paltry 0.03 per cent.

Among all the States, Jammu and Kashmir is at the bottom, 28th to be precise, so far as the share of the FDI inflows are concerned, official sources said here today.

"J&K along with five other North-East States have failed to attract even as little as 0.10 per cent of the FDI in 34 States and Union Territories in the country," they told PTI here.

Of the Rs 68925 crore FDI in India between March 1991 to March 2002 by multinational companies and other agencies, J&K received Rs 8.41 crore, they said.

The State which continues to remain engulfed in proxy-war sponsored by Pakistan, approved five proposals, they added.

"The failure to attract FDI is due to militancy, poor infrastructure and high degree of corruption during the 11-year period," they said.

Of the 34 States and UTs, 22 States receive less than one per cent of FDI share, the sources said adding only 12 States get more than one per cent of FDI with Maharashtra at the top with 16.92 per cent.

Other States which received more than one per cent of FDI included Delhi 13.07 per cent and Karnataka with 8.08 per cent, the sources said.

These States were followed by Tamil Nadu with 7.68 per cent, Andhra Pradesh with 4.91 per cent, Gujarat got 4.53 percent, Madhya Pradesh 3.71 percent, West Bengal 3.40 percent and Orissa 3.24 per cent, the sources said.

"It shows that most foreign companies were not interested in J&K due to troubled situation, corruption and poor infrastructure," they said.

The State has great potential for attracting FDI in tourism, power, minerals, handicrafts sectors.

"We are making efforts, now, to build infrastructure, weed out corruption and change wrong notion about the militancy in the State by bringing peace here," the sources added. (PTI)

No discrimination in providing security: Veeri
Security of NC workers withdrawn abruptly: Sagar

JAMMU, Mar 3: Even as the Minister of State for Parliamentary Affairs, Mr Abdul Rehman Veeri has denied any discrimination in providing security to the Legislators on party basis, National Conference leader and former Minister, Ali Mohammed Sagar today said that security of the NC leaders was abruptly withdrawn without any reason. Mr Sagar said that for the last six years, 725 NC activists have been killed by the militants.

Pointing towards the killings of former Minister of Law, late Mushtaq Ahmed Lone, Mr Sagar said that gruesome killing of Mr Lone and his borther was an indication that NC workers were on the top of the hit list of the militants. "We are not begging for the security, it is your constitutional duty", he told the Government.

Dr Mehboob Beg, Saif-Ullah Mir and other NC members also joined the issue and expressed grave concern over withdrawing security of the NC workers. Congress member, Yogesh Sawhney also criticised the administration for not providing adequate security to the MLAs and MoS.

Minister of State for Parliamentary Affairs, Mr Abdul Rehman Veeri while denying any discrimination with any legislator, assured that specific complaints would be earnestly looked into.

Replying to the supplementaries to a question by Mr Prem Sagar Aziz, the Minister said the Government would examine the cases where security has been withdrawn from any legislator or a protected person.

In reply to the main question, the Minister said the vehicles are being allotted to the ministers, legislators and protected persons on the basis of threat assessment. A State level committee decides the security categorization of each individual and the type and quantum of security to be provided to threatened persons and dignitaries.

He said the vehicles are also allotted on the basis of categorization by the security review committee keeping in view the latest threat inputs from the intelligence agencies.

Giving details about the provision of escorts being provided to the VVIPs and VIPs, the Minister said that a single escort is being provided to them at the headquarters, Jammu and Srinagar, and double escort for journey outside the headquarters. Due consideration is being given to the security of the most threatened persons as per the reports of the intelligence agencies and such protected persons are being provided double escorts for their movement both at headquarters as well as outside the headquarters. He said the legislators hailing from militancy affected areas are being provided single or double escort as per threat perception for their tours in their constituencies. He clarified that the vehicles or the security is not being provided to the VVIPs, VIPs and protected persons on the basis of rank or position but on basis of security categorization and their threat perception.

He said that the old vehicles allotted to some of the legislators would be replaced as soon as the new ones are purchased. If any member has any specific complaint about insufficient security cover or non-availability of vehicle, the matter could be examined and every effort made to provide these facilities to him, Mr Veeri assured.

RCC deputation meets DDC, SSP Rajouri

RAJOURI, Mar 3: A deputation of newly constituted Rajouri Citizen Council, comprising its executive members met the District Development Commissioner Rajouri under the chairmanship of Mr Kuldeep Raj Gupta and patron Nazir Ahmed Mir.

The district administration was apprised of the main objectives of the formation of the Council which pertained to maintaining communal harmony and mutual understanding and co-operation to all fronts amongst the either communities and the political groups belonging to various parties against any provocation.

The Council also expressed its resolve to mobilize and divert the resources already available for speedy development works in the town. The deputation protested against inadvertant and illogical ward formation and demanded immediate review of the same. It was also decided to ask the Government for upgradation of NAC to Municipality status.

The DDC Rajouri as also SSP interacted very patiently and assured that valuable suggestions would be considered in a planned and systematic manner.

Snow shatters normal life in Ladakh, LAHDC

JAMMU, Mar 3: Ladakh has been experiencing heavy snow fall for the past one week. Nearly 3 feet of snow has been recorded at Khardong La, the world’s highest road point and 2 feet of snow at Fotula. Various routes have been closed due to heavy snow avalanches resulting in stranding of several passengers at district and block headquarters.

As many as 250 passengers bound for Leh and 500 passengers bound for Nobra are stranded enroute due to hevy snow fall at Khardong La. The road from Leh to Kargil is blocked for the last three days due to snow avalanches at Fotula and Namkila. The road over Changla pass connecting Leh with Durbook block is also blocked for the last 10 days.

The Himank Project of Border Road Organization, maintaining these roads, have assured to undertake massive operation to clear these roads when the weather improves.

The heavy snowfall experienced after a dry spell of almost 5 years have brought much relief to the agriculturists of Leh as the dry spell had degraded the pasture area of Changthang, the home of Pashmina goads and yaks. But at the same time, the consistent snow fall has posed a serious threat to the nomads of Changthang as they apprehend permanent covering of their pastures with snow.

The district administration has been fully geared up to meet any untoward eventuality.

The Chief Executive Councillor, Mr. Thupstan Tsewang today reviewed the stock position of feed and fodder for the live-stock of Changthang and essential commodities for the population of remote areas.

The meeting was attended by the Executive Councillor, Mr. Rigzin Spalbar, Mr. Tsultim Phuntsog and Mr. Ghulam Abbas Abidi. The Deputy Commissioner, Leh Mr. Tashi Dorjey and Additional Deputy Commissioner, Mr. Mohammad Ismail Baji were also present in the meeting.

Ajaz announces Rs one cr for Narwal fruit Mandi

JAMMU, Mar 3: The Government will provide Rs. one crore for further improvement of fruit Mandi at Narwal during the next financial year.

This was Stated by the Minister of State for Agriculture, Mr Ajaz Ahmed Khan at a function organized by the Jammu Fruit Association at Narwal near here today.

Addressing fruit growers, the Minister said that those businessmen engaged with fruit industry would be provided more facilities for their stay at the Mandi. For this purpose construction on Kisan Ghar(Growers Sarai) will be taken up at Narwal within a month at a cost of Rs. 47 lakh, he added.

To maintain the grading of different varieties of fruit being exported, the Minister emphasized for strict adhere of the quality norms particularly in the wake of stiff competition from the neighboring Himachal Pradesh.

In order to give fillip to fruit industry, Mr Khan said that views of experts in the fruit industry had been sought in recently held Horticulture Conference in Srinagar. The recommendations are being examined to give a big boost to this vital sector of economy in the State, he added.

The Association presented a memorandum listing demands to the Minister which include infrastructure facilities, drinking water, sewerage and drainage, providing of electric transformer, sulabh block, canteen, dispensary and improvement of green belt park.

Responding to the demands, Mr Khan assured that these will be looked into sympathetically and remedial measures initiated soon. He sought cooperation of the growers for promotion of horticulture and asked them to come with suggestions in this regard.

Migrants term CM’s visit to camps as goodwill gesture

JAMMU, Mar 3: Welcoming the visit of Chief Minister Mufti Mohammed Sayeed to the migrant camps on the eve of Maha Shiv Ratri, the leaders of various Kashmiri organizations have termed it a step in right direction and as a good will gesture.

Commenting on the visit of Chief Minister, Mr R L Bhan, president All India Kashmiri Hindu Forum said this is for the first time that the Chief Minister visited the camps to greet the hapless people on the eve of Shiv Ratri.

He said this reveals that present Government is equally concerned for the welfare of displaced people from the Valley. "Visit to migrant camps and organization of Shiv Ratri Milan at Delhi is a part of the new Government’s healing touch formula", he added.

Mr Bhan expressed the hope that the coalition Government will fulfill its commitment and take a bold initiative for rehabilitation of the community in Kashmir valley with honour and dignity.

Expressing his satisfaction over the visit Mr Mufti, the vice president All State Kashmiri Pandit Conference (ASKPC), Mr R K Raina, said this is a good will gesture on the part of the Chief Minister.

By visiting the migrant camps on the eve of Shiv Ratri one gets the impression that this Government has some definite policies and programmes for restoration of peace and normalcy in the Valley and rehabilitation of the community.

He appealed the community members to extend their cooperation to Chief Minister in this task so that the wall of hatred is dismantled once for all and era of peace and prosperity returns to this trouble -torn state.

Welcoming the initiative, the PDP leader Mr Avtar Krishan Jyotshi termed it a bold step. "This way the Chief Minister has proved all those people wrong who were spreading canards against his Government and Party for their vested interests".

He expressed the hope that Government will take quick measures in redressing the long pending demands of the community and rehabilitation of community with honour and dignity.

Work with missionary zeal, Sofi asks forest officials

JAMMU, Mar 3: Minister for Forests and Environment Mr. Ghulam Mohi-ud-Din Sofi today called for greater co-ordination between various wings of forest department for achieving optimum advancement in various sectors.

Interacting with employees of state forest corporation here today, he asked them to make the SFC more profitable.

Responding to their demands for promotion, he said that the Managing Director has been asked to conduct an exercise for removing stagnation. He said all the genuine demands would be redressed in a phased manner.

The deputation presented the chatter of demands which include time bound promotion, enhancement of leave encashment, review of the SFC recruitment rules, clearing of SRO 43 cases, release of 5th pay commission arrears and other issues.

Mr. Sofi emphasised upon the office bearers of the SFC to work with zeal and dedication for the betterment of the corporation and welfare of the state.

Relay fast by unemployed Enggs enters sixth day

JAMMU, Mar 3: The relay hunger strike of All J&K Unemployed Engineers Association entered sixth day today with Mr Amarpal Singh and Mr Kanwaljeet Singh replacing Messrs Ramparshad and Naresh Dubey.

The first phase of relay hunger strike will end on March 5 with a peace march starting from Divisional Commissioner’s Office at 10 am and conclude at Shalamar Chowk.

Association general secretary Mr Sanjay Kotwal while talking to media threatened to intensify the agitation if the Government did not become serious about unemployed engineers. He appealed the Government to immediately take up the matter in Assembly on priority and in no case should test the patience of the engineers.

He declared that he alongwith Mr Manmohan Singh will be sitting on hunger strike on the concluding day. Meanwhile a delegation of AJKUEA led by its president Rana Randeep Singh visited Hiranagar and addressed a gathering of unemployed engineers of Kathua district.

Mr Rana in his address brought to light the facts and figures and the details about on-going agitation. Later Mr Narinder Pal Singh and Mr Naresh Gupta were appointed as co-ordinators for Kathua district. they will represent the Association in Kathua district.

Senior citizens, Central Govt pensioners hail Budget-2003

JAMMU, Mar 3: Senior citizens in general and the Central Government Pensioners in particular, have welcomed the Budget 2003 and congratulated the Finance Minister for having articulating the Government’s concern to ensure that pensioners ‘live their life with dignity’.

The pensioners appreciated the Government’s attempt to compensate low returns on the life-long savings of pensioners due to declining bank rates, by increasing standard deduction limit and tax rebate limit which will benefit by and large all pensioners with gross pension upto Rs 2 lakh.

While the budget has revealed a satisfactory road map for augmenting and supporting overall health structure in the country, it has ignored the serious concern of over 2.5 million central Government pensioners for cover under Central Government Health scheme. there is no direction to implement 5th Pay Commission recommendation to set up CGHS in every State capital for maximizing the coverage of pensioners settled all over the country but deprived of their ‘legitimate and constitutional right’.

The meeting held that Varishtha Pension Bima Yojana assuring 9 percent return prima facie appears to be an innovative and attractive scheme for the pensioners and senior citizens, to make up for their declining bank rates on savings. They however expressed apprehension that the scheme may not meet the fate of UTI.

Is India becoming a soft target?

JAMMU,Mar 3: Sex tourism and trafficking poses a serious challenge to India, where it is "on the rise".

This finding—sensational at that—is contained in a report of the United Nations Development Fund for Women (UNDFW).

The report on women has identified three reasons behind the rise in India of sex tourism and trafficking.

They are: Increasing migration of women for economic reasons, gender inequality as the victims are mostly women and girls, and the process of globalisation which has led to what is termed as "commodification of women".

And the UNDFW has explained that, by definition, sex tourism is "travel to engage in sex for money".

Ominous message from the UNDFW: India may soon be competing with Bangkok for the undesirable title of sex capital of the world.

Indeed, the United Nations Development Fund for Women has reckoned: "Although Latin American countries, Bangkok and specially Sri Lanka in Asia have become infamous hot beds for sex tourism and pedophilia, India is fast becoming a leading destination for these criminals".

UNDFW has also revealed: "The rapid rise of cheap and readily available sex, especially with young boys and girls, show that the present level of law enforcement is not effective".

Stating that Goa and Kerala on the western coast and Mahabalipuram, Puri and Jagannath have been identified as "problem areas", the report argues that one has to plan beyond merely rescuing the victims, because "if they do not have means of income, they will fall prey to prostitution again to survive".

The UNICEF, on the other hand, has somewhat frightening details on use of children for sex on the streets of Mumbai, universally known as India’s commercial capital.

According to the UNICEF’s none-too-old report, there are about 50,000 children working in the brothels of Mumbai alone. And the city’s red light districts generate nearly Rs 2 crores annually.

This assessment,obviously,has been based on the number of prostitutes (nearly one lakh) servicing men, averaging half a dozen customers a day, for under Rs 100.

The National Human Rights Commission (NHRC) has received mind-boggling inputs from an Indian police officer, PM Nair by name on sex trafficking. One of these inputs runs thus: Sex trafficking in India is more lucrative than the illegal trade in weapons".

Army undertakes development works

JAMMU, Mar 3: Army has undertaken a number of development projects in the remote areas of district Poonch. Electric supply scheme was rejuvenated for village Khet and Saujian at a cost of Rs 9.05 lakhs. Tanks for water storage upto 30,000 litres were constructed for Saujian and Chapryan and a 5 kilometer pipe line was laid costing 12.75 lakhs to eradicate problem of water supply in these villages. Drinking water is regularly supplied by Army with bowsers in Banwat, Natutac and Kadar.

The Army has also constructed water storage tanks and check dams in Khari, Noonanbandi, Oulpur and resorted the irrigation canal from Gurpur to Pondipur at a cost of Rs 2.6 lakhs. In addition, Army constructed a primary school building at Islamabad, installed water pumps at Kasaliyan and got the school building renovated there and constructed bath rooms in Degwar school. A community hall with nine rooms has been constructed by the Army where vocational training in weaving, knitting, stitching embroidery is imparted to ladies of Sekhlu, Gulpur and Saujian. Recently artificial lamb was provided to Miss Saheen Akhtar of Khan Karmaga at Army Artificial Limb Centre at Pune.

Army has been organising a number of medical/veterinary camps for treatment of locals in these villages. Such progresses work and continued involvement of Army for help civilians in every way has earned a lot of mutual trust and goodwill.
