JAMMU,
Mar 2: Chief Minister Mufti Mohammad
Sayeed today called for diversification of
agriculture sector and said that the time has
come when people shift to non-farm activities to
supplement their income.
Launching the
District Rural Industries Project (DRIP) at
Kathua today, the Chief Minister said that
schemes of financial institutions like NABARD
must be availed off especially when there is lack
of availability of resources. He complimented
NABARD for launching the scheme under which bank
credit would be intensified to provide
sustainable employment opportunities to the rural
population by facilitating setting up cottage,
village and small industries. Kathua is one of
the two districts of the State which has been
selected for this project. Budgam is the second
district which will be covered under this
project.
Describing the
scheme as imaginative, the Chief Minister said
that if this innovative project is implemented in
letter and spirit, the destiny of rural
population can be changed. He stressed the need
for ensuring peoples involvement especially
the women. He said no development scheme can
succeed without the involvement of people and the
administration must ensure greater participation
of people in all programmes. He said monitoring
committees comprising peoples
representatives and NGOs should be constituted
for effective implementation of the scheme to
maximize the impact.
The Chief
Minister referred to the ambitious Integrated
Watershed Development Project and said lack of
monitoring, non-involvement of people and
unimaginative implementation led to far from
satisfactory results of the project. We
should learn from such mistakes and refrain from
repeating these, he advised the
administration.
Mufti Sayeed said
that another important integrated child
development scheme too needs better
implementation, adding that functioning of
anganwari centres must be improved for welfare of
the children. Mufti Sayeed favored small scale
industries in the district, saying that these
create more jobs than the big industries.
Moreover, the direct and indirect involvement of
people in small and cottage industries is large.
He said Kathua have lot of raw material for small
scale industry and people should take benefit of
DRIP scheme to launch projects. In this
connection, he referred to the units that can be
set up under the scheme like food products,
confectionery, dairy farming, nudles, masala
grinding, woolen hosiery, furniture making and
embroidery. Even Basohli paintings and Pashmina
shawl industry can be revived through the help of
NABARD.
Mr. Ghulam Nabi
Azad, MP and Chairman Coordination Committee of
the coalition Government called for redoubling of
efforts by Jammu and Kashmir Government to make
good deficiency in development sector and keep
pace with other states. He said State could not
benefit itself from the economic reforms and
other revolutionary measures initiated by the
Congress Government from 1991 to 1996 due to
turbulent situation. He said the state either did
not make effort are wherever made it did not show
the desired results. One of the reasons was lack
of coordination among different financial
institutions and the administration. Asking the
local administration to work hard to achieve the
desired level of socio-economic development, he
suggested that the multi-pronged strategies
adopted by other states must be adopted here as
well.
Deputy Chief
Minister Mr. Mangat Ram Sharma said that
launching of DRIP scheme in Kathua district would
go a long way to help a large population in the
non-farm sector to set up their income generating
ventures. He hoped that the scheme would be
implemented in such a way that the traditional
crafts of Kathua are promoted to ensure better
returns to the people.
Prof. Bhim Singh,
Panthers Party chief described DRIP as a
magnificent project that will revolutionize the
rural economy of Kathua district. He said NGO
culture should be promoted in the state to
supplement government efforts in implementing
several development and welfare schemes. He
appreciated NABARD for helping the state in its
infrastructure development.
Minister for
Health and Medical Education Ch. Lal Singh
appreciated the efforts of the Chief Minister for
promoting industrialization in the state, adding
that Kathua too has a vast potential in this
sector. He described launching of DRIP project in
Kathua as an important step for helping in
socio-economic transformation of the people in
non-farm sector.
Earlier, the Chief
Minister lighted the traditional lamp to launch
the project, formally released detailed potential
survey of NABARD for the district and distributed
loan cheques among self-help groups.
The Chief General
Manager, NABARD, Mr. Bhawar Puri in his keynote
address explained the aims and objects of DRIP.
He said besides Kathua and Budgam, some more
districts in the state would be covered under the
project shortly.

for Industries Mr. Raman Mattoo, Mr. Jatinder
Singh alias Babu Singh, Mr. Girdhari La1, Dr.
Manohar Lal Sharma and Mr. Prem Sagar Aziz, MLAs,
Principal Secretary to Chief Minister Mr. M. I.
Khanday, Divisional Commissioner, Jammu, Mr. Anil
Goswami, senior officers, representatives of
NGOs, bankers and prominent citizens attended the
function.

2 killed, 8 injured in
bus-truck collision

JAMMU,
Mar 2: Two persons were killed and
eight others injured in collision between a
passenger bus and a truck at Gangyal.
Reports said that
both the vehicles were coming from opposite
directions when collided with each other. Soon
after receiving information about the accident, a
police team from Gangyal Police Station swung
into action and started rescue operation.
All the injured
were rushed to Government Medical College
Hospital where doctors pronounced two of them as
brought dead. The condition of the injured was
stated to be critical when reports last came in.
One of the
deceased has been identified as Rajinder Singh,
son of Jaswant Singh of village Mamka in R S Pura
tehsil. Identity of the second deceased was not
known till late this evening.
The injured have
been identified as Chandan Lal, son of Dhani Ram
of R S Pura, Bua Ditta, son of Tallo Ram of
Bagha, Jagdish Raj, son of Rattan Lal of Mian
Kotli, Pushpa Devi, wife of Mohan Lal of R S
Pura, Surinder Kumar, son of Amar Nath of Mian
Kotli, Babbi, daughter of Om Parkash of Chak Sai,
Thoru Ram, son of Punu Ram of Mamka and Ashok
Kumar, son of Harbans Lal of Mamka.
A case has been
registered in this connection and further
investigations were on.
In another road
accident, one Dhani Ram, son of Bhola Ram of
Digiana received severe injuries after he was
knocked down by a speeding unidentified vehicle.
He was spotted in
critical condition by some pedestrians, who
shifted him to hospital after informing police.
The condition of injured was continued to be
critical when reports last came in.
Police has
registered a case in this connection and hunt was
on to identify the vehicle which knocked him
down.

at Shiv Mandir

Housing and Urban Development, Mr Ghulam Hassan

Bhandara. Large number of devotees attended the
Bhandara.
Education officers for
removal of pay disparity

Mar 2: The School Education Officers
Association unit Jammu in a meeting held here
today reviewed their problems already taken up
with the Education Minister, Harshdev Singh.
According to a
release, the meeting was held under the
chairmanship of Prithvi Raj Singh Slathia,
district president of the organisation. The main
issues pertained to removal of pay disparity,
regularisation and removal of five years bar as
ZEO/ Sr Headmaster for the promotion of
Principal.
The SEOA, also put
on record its appreciation for the revolutionary
step taken by the Government wherein all the Govt
Schools right from Ist class will turn English
medium from the next academic session. It was the
demand of the hour and the decision will yield
good response. They also demanded filling up of
all the vacant posts of teachers. Mr K D Singh,
Mr Sant Kapoor and and Mr B S Sambyal also spoke
on the occasion.

Disparity between PoK,
Valley refugees be removed
SOS asks political parties
to support Balwant Singhs bill

JAMMU,
Mar 2: The S.O.S, an organisation for
PoK refugees, has appealed to the all political
parties to support the bill moved by Mr Balwant
Singh Mankotia, Legislature of the National
Panthers Party from Udhampur. The bill seeks to
reserve four seats for PoK refugees living in
this part of the State for the last 55 years.
Addressing a press
conference, chairman of the S.O.S, Mr Rajiv Chuni
said, that this bill has two objectives. "
We, the PoK refugees, support it whole heartedly
and appeal to all MLAs of Jammu and Kashmir to
support it too in the name of justice, rising
above party politics. It is a golden opportunity
for all the people of the State to remove
disparities and imbalances which have embittered
relations between the regions. Such opportunities
rarely come", he said.
Mr Chuni said that
this bill will give justice to the PoK refugees
who have been denied the same for the last more
than 55 years. "It is a healing touch for
the PoK refugee", he asserted.
"The passage
of this will bring forward PoK refugees who have
remained neglected socially, politically,
economically and educationally for the last 55
years and now running into their 4th generation,
suffering untold hardships, living under
sub-standard living conditions, struggling to
keep their body and soul together", he said,
adding, "if four assembly seats are reserved
for PoK refugees, their voices will be heard in
the legislature body through their elected
representatives.
Recalling
sacrifices made by these people, he said, that
the entire population of J&K should realise
that these brave people saved this part of the
State through their heroic resistance against
Pakistan invasion in 1947. " They held the
enemy back till the army appeared on the scene.
In these struggles, they left behind thousands of
their kith and kin as killed and missings",
Mr Chuni said.
Expressing his
anguish over indifferent attitude of the State
Government, he said, "all the successive
Governments have committed a wanton outrage, a
gross injustice and an act of tyrannical
oppression which violates every human and
honourable sentiment, which is opposed to the
whole spirit of the modern civilization and is in
direct opposition to very tenets of the religion
we profess".
Coming down
heavily on successive State Governments for
meting out step-motherly treatment with them, Mr
Chuni said that special treatment to the Valley
migrants seems to be violation of the generally
accepted principals of equality. Yet, the PoK
refugees have no grudge against Valley migrants,
we only pray that we should also be given human
treatment.
He strongly
demanded that disparity between PoK and Valley
refugees should be removed and PoK refugees be
given adequate compensation which they deserve.

Police
quizzes former Hurriyat spokesman in funding
racket
NEW DELHI, Mar 2: Continuing its probe
into the alleged funding of separatist movement
in Jammu and Kashmir, Delhi Police has quizzed
Hurriyat Conferences former Delhi-based
spokesman Abdul Majid Bandey here.
Official sources
said Bandey was grilled for the entire day on
Friday about the day-to-day running of the
amalgams Delhi office, which has since been
shut down by the conglomerate itself.
The sources said
the former spokesman was asked about the source
of income and whether some earlier instances
indicated that the Hurriyat leaders had been
visiting the Pakistan High Commission here to
receive money.
When contacted
Bandey, who is here in connection with the
treatment of his daughter, acknowledged that he
had been questioned by the Delhi Police but
refused to divulge anything further.
Bandey, who is now
the general secretary of the Peoples
Conference (led by Sajjad Lone), was the
spokesman of the Hurriyat in Delhi till September
last year.
The sources said
that Bandey was also asked to explain the funds
received by the Delhi-based office from Srinagar
and whether any account was being maintained of
the money spent on the visits of the Hurriyat
leaders to the National Capital since the opening
of the office here.
Delhi Police has
stopped any transactions from four bank accounts
belonging to the Hurriyat.
The statement of
Anjum Zamrooda Habib, chief of Muslim Khawateen
Markaz, and main accused in alleged funding of
separatist movement in Jammu and Kashmir, has
been recorded before a Deputy Commissioner of
Police.
As per the POTA
law, she would have to confirm the statement
before a judge after which it would be taken as
"confessional" statement.
Habib and
Shabir Dar, Delhi-based spokesman of Hurriyat,
arrested by Delhi Police on February six for
accepting money from Pakistan High Commission,
have alleged that it was meant for Hurriyat chief
Abdul Ghani Bhat for funding separatist movement.
The police was
also studying the data of 27 floppies, 23 audio
cassettes, 27 video cassettes and 26 mp8
cassettes seized from the office of the Hurriyat
Conference during a raid here last month.
The Delhi Police,
on a tip-off from the intelligence agencies had
arrested Habib for receiving Rs 3.07 lakh
allegedly from expelled Pakistan charge
daffairs Jaleel Abbas Jilani.
The expelled
diplomat has also been named in the FIR
registered in this connection.
Controversies over
bunglings in funds has been dogging the Hurriyat
ever since its inception with senior Jamaat
leader Syed Ali Shah Geelani facing criticism
from various militant groups for allegedly
swindling crores of rupees meant for victims of
Chrar-e-Sharief in late 1990s.
JKLF chairman
Yaseen Malik was arrested last year on similar
charges which was followed by arrest of Geelani
for allegedly supplying money to militant groups.

Grah on March 27
VHP serves ultimatum to
Centre on Ram Janam Bhoomi issue

JAMMU,
Mar 2: Giving an ultimatum to Central
Government, the Vishwa Hindu Parishad (VHP) today
warned to launch the Satya Grah
on March 27 in case the undisputed site at Ram
Janam Bhoomi was not handed over to the Trust.
This was stated by
the VHP national secretary, Mr Rajinder Singh
Pankaj while talking to mediapersons here this
afternoon.
He said the
Supreme Court in its verdict in 1994 had made it
clear that the undisputed structures be
transferred to its original masters but no
decision has been taken by the Central Government
till date in this regard.
He said the Dharam
Sansad has decided that in case the Centre fails
to hand over the undisputed land to Trust by
March 27 they will launch a Satyagrah at New
Delhi.
Making a scathing
attack on Congress he also held the Party
responsible for adopting double standards on the
issue. The Party should clear its stand on the
issue as on one hand it says that temple should
be constructed and on the other it opposes the
same.
He said the Dharam
Sansad has also decided to launch a nation wide
awareness campaign for construction of Ram Mandir
at Ayodhya and for this purpose one crore Ram
Bhagats will be appointed.
He said only 80x40
feet portion of land is disputed on which the
structure existed and rest area is undisputed.
The Centre should have passed a legislation to
settle this issue once for all.
Mr Pankaj said the
Centre can transfer the land as per the SC
verdict to avert any confrontation to Sadhu Samaj
which is going to launch the agitation.
While hailing the
Dharam Sansad move he said it has every right to
take any decision on the issue and lay the
foundation of Temple to fulfill the aspiration of
85 percent population of the country who are
attached to Janam Bhoomi.
He said VHP
agrees that Parliament is a supreme body in
democracy where such typical issues can be
settled. But it also could not discharge its
responsibility so far in settling over 400 year
old Ram Janam Bhoomi issue and instead handed
over it to court.
"The courts
have no jurisdiction over such emotive issues
which are attached to the faith of people",
he said, adding that Ram Janam Bhoomi is in
Ayodhya and the Temple will be constructed there
only.
He said the
existence of Ram Temple is as true as rising of
Sun from East and flow of Ganga from East to
West. The entire Hindu Samaj believes that the
Temple be constructed at that place and the
Government should respect their aspirations and
hand over the undisputed land to its original
masters and allow the construction of Temple
there.
He said the
Pratima of Ram Lalla appeared at Ayodhya where
the Temple existed in 1949 and the then UP
Government which was run by Congress knows it
fully. They appointed Pujaris (priests) for
worship and to avert any clash between the two
communities a Police Station was set up near the
site at that time, he added.
He said later the
Shila Niyas (foundation stone) was also laid
during the Government of Rajiv Gandhi and the
locks of Temple and disputed structure were also
dismantled during Congress Government, he added.
Mr Sushil Sudan
Bajrang Dal leader from Sunder Bani expressed
serious concern over the statement of Minister of
State for PWD, Mr Abdul Rehman Veeri that the
land of Rani Sunder Asthapan (shrine) at Sunder
Bani belongs to Auqaf.
Terming the
statement totally misleading he said this land
belongs to the Asthapan of Rani on which this
township has been named as Sunderbani.
State VHP chief Dr
Rama Kant Dubey said that awareness campaign for
the construction of Ram Mandir at Ayodhya will be
launched in entire state from March 8 to 25.

Vajpayee
unwilling to endorse Hurriyat formula

JAMMU,
Mar 2: The much-talked-about Hurriyat
Conference is beleaguered. And even as the number
of the secessionist amalgam's critics or
adversaries among the Kashmiri masses has
increased in recent times, particularly after the
formation of the PDP-led coalition Government
four months ago, element or expression of
obduracy and obstinacy in the Hurriyat
leadership's modus operandi and modus vivendi is
seemingly threeperhaps, as part of
desperate plan to assert itself as the potent
representative body of the people.
The Chief
Minister, Mufti Mohammed Sayeed, and his
political platform in the Valley, namely,
People's Democratic Party (PDP) have rattled, if
not trounced, the Hurriyat leadership, with the
growing public response to the policy of 'healing
touch' being vigorously pursued by the Government
of the day. Outwardly, the Mufti goes about as an
ardent advocate of peace talks with all sections,
including his Government's critics in the
secessionist amalgam as well as the pro-India
outfits such as National Conference and the BJP.
Even as the
Mufti has, on more than one occasion justified
the noise or demand for 'unconditional' talks
between the Government and the Hurriyat leaders,
he has limitations, which do not allow him to
attach more-than-necessary importance to the
beleaguered amalgam. One such limitations is the
outcome of the stand-off between the Centre and
the pro-Pakistan conglomerate.
The Mufti and
likeminded politicians on the J&K scene
cannot afford to pursue pro-Hurriyat line at a
time like this when, in the first place, the
Hurriyat leadership has avoided seeing the
writing on the wall following the outright
rejection of their anti-election diktat by large
sections of Kashmir's electorate and, secondly,
the rift between the Government of India and the
Hurriyat leadership appears to have further
widened after when New Delhi proceeded against a
couple of trouble-makers operating from the
Pakistan chancery in the Indian capital.
If the
Hurriyat's former chairman, Maulvi Umar Farooq,
was till recently, considered by many as a
'moderate' somewhat interested in facilitating
New Delhi's peace initiatives in Kashmir, he
appeared on the scene as a 'rebel, after two
significant developments - first, the withdrawal
of his passport and, second, blacklisting of his
'socio-economic' organisation, known as Anjuman
Nasrutal Islam.
Obviously, he was
anxiously awaiting an opportunity to come down
heavily on the powers that be in Delhi, after his
passport was suspended by the Government for four
weeks. He got the opportunity following the
Government's decree to blacklist the
organisation. Blacklisting the organisation came
after the official allegations in relations to
the flow of foreign funds to it (Nasratul Islam).
Maulvi Umar Farooq
ran fast and furious, appealing to the heads of
religious organisations in Kashmir to close ranks
and to work unitedly to abort the BJP's plan,
which he alleged, was to unleash a cultural
invasions of Kashmir similar to their Gujarat
experiment. The Maulvi sought to sensationalise
and communalise the issue by publicly stating in
Srinagar the other day that the confiscation of
his passport and closure of Hurriyat's Delhi
office, in addition to blacklisting of Anjuman
Nasratul Islam (ANI), "are act to browbeat
us into submission."
The Maulvi's
sympathisers in the Hurriyat's executive council
were found adding fuel to the fire as they came
out against the Prime Minister, Mr Atal Behari
Vajpayee, for his remarks on Kashmir. What hurt
the 'Pak patriots' within the Hurriyat was Mr
Vajpayee's pronouncement at the just-concluded
conference of the Non-Aligned Movement (NAM) at
Kuala Lumpur. Kashmir is an integral part of
India.
This
pronouncement was termed by the Hurriyat as
'unrealistic'. Realistic it is and will be for
New Delhi. Hurriyat leaders will be storing water
in a basket if they sought to make the Prime
Minister accept their agenda on Kashmir
that is, Kashmir's accession to India isn't full
and final. Thus, the continuance of the rift
between the two sides.
And at a time when
many eyes seemed focused on how and when the
Centre's new representative, Mr N N Vohra, will
start Kashmir peace offensive, some senior
leaders of the National Conference (which
continues to be pro-NDA Government at the Centre)
chose to send out signals to suggest their
indifferent, if not hostile, attitude towards the
Vajpayee Government's new methology.

contest held under 'Display Your Talent"

Mar 2: If no political party gains
majority in an election, should the elections be
conducted again? Here comes the coalition
Government. Coalition is a blend of mixed
ideology. In a coalition Government different
political parties for a Government and work on a
common agenda.
These views were
discussed in an inter-collegiate, Inter
departmental Debating Contest organized by
Department of Students Welfare, University of
Jammu under Display Your Talent-2003.
The topic of the debate was "Only a
coalition Government can provide good governance
in the present scenario".
The students from
various PG Departments of Jammu University and
affiliated colleges expressed their views for and
against the motion. The participants included

Priyanka, Divya Kapoor, Sheetal Sharma, Kusum
Sharma, Isha Thukral, Anuradha, Kishore Kumar,

Small
screen: Challenges & opportunities

The electronic
media has thrown up many new challenges. It has,
certainly, offered vast opportunities as well.
With the ushering in power full television medium
in Jammu and Kashmir, it opened windows of
opportunities of varied jobs for the talented
youth in this part of the country.
The setting up of
Doordarshan Kendra at Srinagar and a PGF centre
at Jammu has provided window of opportunity of
jobs for preparation and presentation of suitable
programmes tailored to the needs and inspirations
as also distinct and rich cultural heritage,
historical background, aspirations for
socio-economic development and promotion of
democratic system in Jammu and Kashmir.
The TV stations
of Srinagar and Jammu as also host of other
channels have unique but challenging variety of
jobs for creative and enterprising persons. Many
of the youth both boys and girls of Jammu and
Kashmir have made bold entered the portals of
exciting TV domain and showing results. Many more
are waiting in wining to exhibit their talents.
Some of the
pioneers, working for small screen since its
launching in this State, have made significant
contribution in socio-cultural sphere and earned
fame as also fortune. Many of them have each
exciting success stories behind.
Kick-start
In a short span of
time, young Devender Kohli has earned a niche in
production and direction of TV serials under the
banner: DK Films.
Talking to
EXCELSIOR, Mr Kohli claimed that he has produced
nearly 300 episodes for Doordarshan Kendras of
Srinagar and Jammu as also other national
channels.
He said that he
is at advanced stage of production of documentary
on "Healing Touch" for Doordarshan
Kendra, Srinagar. He has at hand Sahitya Akademi
Awardee Narinder Khajurias story "
Neela Ambar Kalay Badal", a Dogri serial of
five-episodes for Kashir channel. Mr Shiv Mehta
has written TV script for this serial.
No Looking Back
" Saheed Kaun
?" is another serial under production of the
D K Films, Mr Kohli informed.
Since his first
entry of tele-serial: "Kaku" in Dogri
of 10 episodes for DDK, Jammu on October 12,
1998, Mr Kohli has come a long way in this
specialised field. It was followed by 20-episode
" Sur Bahar", " J&K
Police" and 13-episode "Musical
Programme" telecasted by DDK, Srinagar and
Jammu.
His other
productions include: " Balle -Da- Bagh"
and " Baid Devta", " Border Areas-
highlighting special plans and problems of such
areas, musical programmes like Geet Mala,
Shama-e-Ghazals as also Patriotic Songs,
Panchayati Raj, Four years of J&K Government,
Tourist Spots. Most of these depict one or the
other aspects of social, cultural aspects and
other information or entertainment themes.
Productions
The 50-episode
documentary " Virasat" portray our rich
cultural heritage depicting shrines and

Sericulture Development Employees Coordination
Committee met the Minister for Agriculture and
Cooperatives regarding reorganization of the
Department and removal of grade anomalies of
Sericulture Department visa-vis Agriculture
and Horticulture.
The Minister gave
them a patient hearing and assured that all their
genuine demands would be resolved at priority and
stressed the need for taking out all steps from
the grass root level for further progress of the
industry.
He stated that
sericulture being traditional industry can play a
vital role in upliftment of rural economy. The

JD-S to fight Municipal

bearers of Janata Dal (S) was held today under
the chairmanship of Mr Dhan Raj Bargotra, state
president of the party.
Janata Dal (S) has
decided to contest civic elections of Municipal
Corporation, Municipalities and town area
committees all over the Jammu and Kashmir State.
The party decided
to contest election on the issue of complete
trifurcation of separate States of Jammu and
Kashmir with UT status to Ladakh region,
unemployment, scarcity of drinking water,
development of urban areas and fight against
militancy.
Party unanimously
authorised Mr Dhan Raj Bargotra to forge united
struggle with the like-minded parties, groups and
individuals on behalf of the cause. Those who
spoke in the meeting included Messrs Mast Nath
Yogi, Sat Pal Sharma, Tara Chand and others.
Om Nagar plunges into
darkness

The entire area of Om Nagar Udhaywala, Bohri has
plunged into darkness for last three days after
the local transformer developed a snag and ceased
to function.
Even there was no
power supply in the area on the eve of Maha
Shivratri yesterday. The residents of area in an
appeal to Chief Engineer PDD have sought his
immediate attention towards the problem and urged
him that new transformer be immediately installed
in the locality keeping in view the examinations
of the students which have to start from
tomorrow.

Shivratri celebrated

Mar 2; Braving the inclement weather a
large number of devout Hindus today thronged the
Sanjeevani Sharda Kendra Anand Nagar Bohri near
here to participate in the Samohik Shivratri
celebrations.
The Kendra which
was tastefully decorated gave a festive look. The
function was presided over by Mr Moti Lal Kemo an
eminent art and theatre personality of the state.
Swami Jai Ram Dass was the chief guest on the
occasion.
Among the other
highlights of the function was a grand cultural
programme. Famous singer Mrs Naina Saproo held
the audience spell bound by reciting Shiv Bhajans
in her melodious voice. She was also felicitated
by the Kendra for her contributions by presenting
her a shawl and memento.
On the occasion
the scholarships among the Kashmiri students were
distributed by the Kashmiri Vidyarthi Sangh,
Pune.
Dr B L Koul a
renowned scholar of Kashmiri and Hindi threw
light on the philosophy of Shivratri in general
and its importance for the Kashmiri Pandits in
particular.
He dwelt at length
on social, mythological and cultural aspects of
Maha Shivratri. He said the Shiv Ratri is one of
the most ancient festivals of Kashmir which has
references in Neelmat Puran, the oldest extent
record of socio religious life of Kashmir. He
said the Afghan Governor Jabar Khan had to held
his head in shame when the entire Valley was
covered by a thick layer of snow in mid July
after he forced the community to celebrate the
festival in Summer to prove its sanctity.
Dr Koul said it is
in recognition of this manifest sanctity that
people are said to have bowed before the Vatak
Nath the following day which continues as the
tradition of Salam.
He also referred
to Ali Mardhan Khans vision which he
recorded in that famous persian Leela Shab
Shahay Kiman Deedan.
Among others the
function was attended by Dr Agnishekhar, Dr M K
Santoshi, Pt. Rishi Dev, Dr K N Pandita, Messrs K
K Khosa, V K Kashkari, Kashmiri Lal Bhat,
Advocate, Dr Taimeri and Mr Hangloo, Pir Panchal
chief.
The vote of thanks
was presented by Dr R L Bhat and the programme
was compered by Mr Radhey Sham.
It may be recalled
that Kashmiri Pandits are celebrating Samohik
Shivratri for over last five years now after
their mass exodus from the Valley in 1990.

Dularis collection of spiritual poetry

Mar 2: Ms Raj Dulari
Mastini Kadalbujoo has brought out
yet another volume of spiritual poetry. Duly
named "Mann Pamposh", it is a
collection of Kashmiri spiritual poems. It is her
third volume of spiritual poetry. Her earlier
volumes include Pushpanjali, which is in Hindi
and Atamgyan again in Kashmiri.
Ms Kadalbujoo is
the saint disciple of Swami Laxman Ji Maharaj.
Daughter of Pandit Gopi Nath Dhar (Santutlaya).
She is married to Mr Makhan Lal Kadalbujoo. She
is into her spiritual pursuit for last over 35
years.
Although settled
in Australia, where she lives with one of her
sons, she regularly visits her home. She is
spiritually attached to the land and her Guru.
"That is probably all the attachment I
have", says a detached Raj Dulari.
Talking about her
works, she says modestly, "I am not a
poetess or a writer...I am just a
Mastini attached to my Guru". She
says, even she is surprised as how she is able to
conceptualise and conceive her poetry. "It
is the blessing of my Guru and the Mother that
comes as a revelation and I dont hold it to
myself but present it to others, she
narrates.
This is not all
that she has conceived and brought in black and
white. There is an enormous treasure from which I
have churned a few lines and brought it before
the general public for the benefit of the
society.
Despite having
made such contributions to the society, like a
true saint she prefers to be anonymous. "I
dont know, who I am and in fact no body
knows and I would like to be like that", she
admits, while summing up herself is a couplet,
`fakiroon ka parichay fakiri hai, peeroon ka
parichay dastgiri hai. And she places
herself in the category of fakirs
only.
She also avoids to
be a preacher. "Fakirs like me are not even
aware of themselves, what can they do to others.
They have no identity like I dont
have...probably this volume of bhajans might be
my identity", she observes.
She reveals that
she had an inclination towards spirituality right
in her youth. She recalls, "when I was in
twenties, some one told me of Bhagwan Sri Raman
Maharishi. Then and there I left Kashmir and went
to South India. From Madras I took another train
from Tiruvannamalai. There I took a card and
reach the blessed Sri Ramanasramam". And
that journey in search of the eternal truth
continues till now.
Last but not
least, she has a word of acknowledgment for her
husband, Mr ML Kadalbujoo, who has stood by her
as a staunch disciple in her spiritual pursuit.

Enggs' relay fast enters
fifth day

The first phase of agitation launched by All
J&K Unemployed Engineers Association in
support of their demands entered 5th day today.
They are demanding
batchwise absorption into regular services. Those
who sat on hunger strike on fifth day included
Messrs Ram Parsad and Naresh Dubey, who sat on
relay fast in presence of large number of the
members of the Association.
Association
president Rana Randip Singh warned the Government
of serious consequences if their demands were not
conceded at an earliest. He also threatened to
intensify agitation with every passing day.
School gutted

threatens to target Vajpayee, Advani
NEW DELHI, Mar 2: Lashkar-e-Taiba has
issued a fresh threat to unleash a spate of
suicide attacks in India and targets include
Prime Minister Atal Bihari Vajpayee among others,
reports Pakistani media.
Noted Pakistani
weekly "The Friday Times" quoted LeT
chief Hafeez Saeeds taped speech, played at
a mosque in Rawalpindi, as saying "listen o
(Atal Bihari) Vajpayee, we are about to unleash a
spate of suicide attacks. I have ordered my
warriors to undertake this duty."
Lashkar also
threatened Deputy Prime Minister L K Advani
saying that his days were numbered, the weekly
reported.
In yet another
sign of continued failure of Pakistan President
Pervez Musharraf to rein in the militants, Saeed
said in his speech "listen o Musharraf! we
shall not submit to you or your Government....We
will not allow you to besmirch the Jihad..."
The speech, which
was in clear violation of law, did not spare the
US Ambassador to Pakistan Nancy Powell and said
"we cannot tolerate unholy presence of Nancy
Powell...Pakistan should cleanse itself from her
unholy existence."
Meanwhile, a
former Army General, Lt Gen Nishat Ahmed warned
that chances of war with India were ripe because
Islamabad was not keeping its word.
"Cross-border
infiltration is on. The Government may not be
supporting it but it is certainly looking the

Opposition
trains guns on Speaker
No let up in PDP-Cong, NC
clashes in budget session

JAMMU,
Mar 2: First week of the State
Legislatures budget session was marked by a
series of clashes among the ruling coalition
partners and the Opposition, National Conference
with no party giving up an opportunity to grill
each other. The week also saw the National
Conference, the previously ruling party in the
State, training its guns on Speaker Tara Chand
alleging his behaviour in the House was
partisan.
Political
animosity between the National Conference and two
main coalition partnersthe Congress (I) and
PDPwas clearly visible during just three
sitting of the Legislative Assembly, which
debated the Governors address last week.
Debate will continue on Monday and Chief Minister
Mufti Mohd Sayeed would reply the debate on
Tuesday afternoon.
All National
Conference speakers including Legislature Party
leader Ghulam Mohi-ud-Din Shah, Sharief-ud-Din
Shariq, Saifullah Mir and Mubarak Gul, who have
participated in the inconclusive debate so far,
targeted the PDP-Cong coalition with trying to
mislead people of the State. "What is your
peaceful and dignified solution to Kashmir
problem"? remained the main poser of most of
the NC speakers to Mufti Sayeed led PDP
Government. The NC MLAs hoped that the Chief
Ministry will answer their query in his reply to
the Governors address but anticipated that
the reply may not come at all.
Besides targeting
the State Government, the NC leadership including
some of its senior members in the Assembly have
also trained their guns on the Speaker saying
Tara Chand was not behaving in an impartial
manner, as he was supposed to do, by not giving
sufficient time to the Opposition to air their
grievances.
Two former
Ministers, Ali Mohd Sagar and Dillawar Mir, have
gone on record castigating the Chair for
favouring the ruling coalition
partners. "Aap Sirf Treasury Benches Ki Tarf
Hi Dekhte Ho. Aapko Rule Patta Naheen Hai (you
look only towards the treasury benches. You
dont know the rules)", were the
repeated comments of the NC leaders for the
Speaker. At one point of time, the senior NC
leader Ali Mohd Sagar was compelled to remark
that former Speaker Abdul Ahad Vakil used to
grill the previous NC Government, which had
two-third majority in the House and gave more
time to the Opposition, which was very small in
numbers.
However, it was
Deputy Speaker Mohd Akbar Lone, who has left a
mark of impression on the members, albeit, he got
very less time to occupy chair of the Speaker.
Directions passed by Lone to both the treasury
and opposition benches were well
meaning.
A couple of
National Conference MLAs including Dillawar Mir
were also furious over the Speakers ruling
to reject their adjournment motion, which was
well in order and was given in time, on the
cement scam. The motion was disallowed by the
Speaker only because he refused to take the
newspapers report, enclosed with it, as
authentic. The cement scam involving Food and
Supplies Department rocked the Assembly on Friday
disrupting proceedings of the House for more than
15 minutes.
Another new and
important development that took place during the
Assembly session, which has otherwise lost its
charm due to non-presentation of the budget for
three months, was the formation of Peoples
Democratic Forum (PDF) by 11 MLAs including two
Cabinet Ministers and four Ministers of State.
PDF Legislature Party leader Mohd Yusuf Tarigami,
a veteran Communist leader has also written to
the Speaker seeking recognition of the PDP as a
separate group in the House.
The group was
awaiting a formal response from the Speaker and
allotment of seats to its five MLAs (other than
the six Ministers) jointly.
Few days of the
budget session also saw the PDP and Congress (I)
trying to put up a united house on almost all the
issue but their another coalition partner, the
National Panthers Party with four MLAs, however,
went ahead with its political agenda.
Shouting Brigade
of the Congress comprising Raman Bhalla, Yogesh
Sawhney and Girdhari Lal remained in fore-front
in defending Chief Minister Mufti Sayeed whenever
he was targeted by the National Conference MLAs.
However, it was the Congress (I) chief whip, Prem
Sagar Aziz, MLA Bani, who has really impressed
the political leaders with his fiery speech on
the Governors address. Though being a first
timer in the Assembly, Aziz has well controlled
floor management of the Congress (I) in the
House.
Panthers Party MLA
from Udhampur, Balwant Singh Mankotias
statement that people of Jammu region would be
forced to demand re-organisation of the State if
discrimination continued with them has sent a
clear message that the party, though being a part
and parcel of Mufti Government with two
Ministerial berths, was not going to dilute its
political agenda.

Gupta
for reviewing education policies

Mar 2: The Union Minister of State for
Defence Prof Chaman Lal Gupta has emphasised the
need for review of the educational policies to
make those compatible with the local conditions
and the great Indian culture so as to develop the
country on basis of the great traditions of moral
values and its rich culture (Saniskriti).
Laying the
foundation stone of the Bhartiya Vidhya Mandir at
Hiranagar today, Prof Gupta appreciated the great
task taken up by the Bhartiya Shiksha Samiti of
Jammu and Kashmir and said this organisation was
not only imparting the education but also
inculcating the spirit of patriotism as also that
of discipline and high moral values.
Referring to the
policies and the action plans of the Vajpyee
Government at the Centre, Prof Gupta said that
due to the efforts of this Government, the brain
drain has been considerably checked and many
doctors and scientists are aspiring to return
back to serve the country.
The Minister
expressed confidence that India would restore its
glorious traditions of the past to be Jagat Guru
in the matter of teachings and those of human
values.
The building of
Bhartiya Vidhya Mandir which is to be constructed
at Hiranagar would cost Rs 15 lakh, out of which
Rs 5 lakh would be contributed by Prof Gupta from
his MPLAD, Rs 5 lakhs would be provided by the
Bhartiya Shiksha Samiti and Rs 5 lakhs would be
collected through donations.

JSC to meet on Mar 5 for
release of militants
JAMMU,
Mar 2: The Joint Screening Committee,
appointed to decide the fate of over 80 militants and
political detenues in Jammu and Kashmir, will meet for
the first time on March five, official sources said here
today.
The meeting had been
postponed five times earlier due to Gujarat and Himachal
Pradesh elections, the sources said.
The five-member committee
headed by States Financial Commissioner, Home S D
Singh has DGP Ashok Suri, State Intelligence chief, ADGP
Kuldeep Khuda, DG, Prisons, S S Ali and Joint Secretary,
Union Home Ministry Rakesh Hooja (Central representative)
as its members, the sources said.
The Joint Committee was
formed following Central Governments resentment
over the release of 24 political prisoners and militants
by the Mufti Mohd Sayeed Government in November last

calls on Mehbooba

Peoples Democratic party (PDP) vice president and
MLA, Mehbooba Mufti here today.
The deputation sought the
intervention of Mehbooba in redressing the problems of
the area, which were bought into her notice.
The PDP vice-president
assured the deputation that their grievances would be
taken up at the appropriate level to seek early
redressal. She said the Government is alive to the
problems of the people and in making strenuous efforts to

Natrang stages Mahabhoj

Balwant Thakurs highly acclaimed play
Mahabhoj (Dogri) staged here today at Abhinav
Theatre, Jammu. Based on a Hindi novel of the same name
by Manu Bhandari, the play has been adapted in Dogri by
Prof Ram Nath Shastri.
The Deputy Chief Minister
Mr Mangat Ram Sharma was the chief guest.
Speaking on the occasion
Deputy Chief Minister appreciated the artists for their
excellent and outstanding performance in the play. The
staging of plays in Dogri language would go a long way in
enriching the language which is spoken by the majority of
the people in the State.
Mr Sharma reiterated the
Governments commitment of inclusion of Dogri
language in the 8th schedule of the Constitution of India
and said that the State cabinet has recently passed a
resolution urging the Centre to give due share to it. He
said a deputation of the Dogra Sanstha would be shortly
meeting various Central leaders including the leader of
the major opposition party, Mrs.Sonia Gandhi in this
regard. He said the State Government would actively
pursue the matter with the Centre and ensure that the
Dogri language is included in the 8th Schedule of the
Constitution of India during the current Parliament
session itself.
Mahabhoj which has already
made a mark at the national level has been staged for
over fifty times and is considered as one of the most
outstanding and creative work of Balwant Thakur. This
play was selected best play in the year 1990 by Sangeet
Natak Akademi, New Delhi.
The theme of the play is
based on the agricultural labourers of SAROHA bear the
brunt of the wrath of their landlord for raising voice
against his atrocities. In a gruesome act of arson, their
settlements are torched and nine innocent lives are lost.
Beesu, a fiery young man is murdered in a
dastardly act and a bold voice is strangulated. The
murder of Beesu is sensationalised and every
political party is out to earn maximum mileage out of it
as elections are round the corner. The media magnifies
this tragedy beyond proportions. The play deals with both
with the hawkish lust of human beings for power and
tenacity of human race to stand up courageously against
all odds.
Deputy Chief Minister
presented awards to the artists who took part in the
play.
Suresh Sharma in the role
of Chief Minister and Anil Tickoo in the role of Havaldar
gave outstanding performances. Vikrant Sharma in the role
of Binda, Neeraj Kant as SP Sexena and Jaldeep Kour as
Rukma were appreciated.
Among others, Sanjeev
Gupta as Mahesh, Pankaj Sharma as Heera, Sumit Sharma as
Lakhan and Subash Verma as Zorwan were praise worthy. The
music by Suraj Singh was one of the most striking feature
of the play.
