Woes of unemployed engineers

Sir,

This refers to the news item, "Unemployed Engineers Demand Batchwise absorption". It represents a grim and pathetic condition of the Technical Degree, Diploma Holders in the State. It is really a shame on the part of political parties takers and those incharge of governance. These young men with technical degrees/diploma have landed nowhere and their careers seem to be spoiled because bureaucrats from 1989 to 1996 were involved in activities that catered to their safe interest.

We appeal to the Chief Minister Mufti Sahib to solve the problem of unemployed engineers in a humane way. Atleast the Government can absorb those who have got overaged and are in the age group of 32-37 years, select few on the basis of merit and sanction stipends in favour of those left out as a social security.

Diversification in agriculture

Sir,

This is in reference to the recent informative write-up published in your esteemed daily on dated 3-1-2003 captioned "Harvesting Gold from Marigold" written by Dr. G R Baghat, Dr. Parladh Salathian and Dr. Rakesh Nanda, Scientists of SKUAST Jammu.

By sharing the diverse Agricultural Experience of farmers of village Gazipur Kulian of R S Pura regarding cultivation of much profit making flower crop Marigold, Scientists of SKUAST Jammu have done a great job by highlighting the importance of diversification in agriculture. Moreover, comparison of income between traditional and diversified practice has added much more importance to their excellent work.

Need of the hour in present day fast changing agricultural scenario is to exploit all in practice diverse local successful experiences and then to refine it scientifically until all desired characters are met like better quality and quantity so that more and more farmers develop an acute sense of understanding the importance of adopting diverse Agricultural practices extensively to earn maximum profit out of the minimum holding.

Essence of diversification should be to change the mindset of a farmer against relying much on traditional cropping pattern so that he may not keep his holding hostage to the prevailing uncertain weather conditions.

Above all this kind of novel activity done by the scientists of SKUAST Jammu is perhaps a pointer that local needs prioritize farmer's involvement in any kind of future research work so that the result of research ultimately suits him at the ground level.

Clearing water bills

Sir,

About two crores of rupees are shown as outstanding against different Government offices/departments for the drinking water they consumed last year (break down and details of the defaulters appeared in the Daily Excelsior dated 15.2.2003). The PHE cann't wash its hands and feel happy only by issuing reminders to the defaulters. It is the first and foremost duty of the PHE authorities to ensure that the outstanding is cleared in the concerned financial year only. When the individual consumers fail to clear the dues, their connections are cut and for getting the water supply restored, they not only pay the outstanding bills and the plenty, the amount of discomforts and inconveniences they face by moving from desk to desk, it stays in their mind as well as in the minds of their families for the whole of remaining life and they do not dare to miss the payment for the consumed water. Why the PHE authorities cann't deal with these defaulters when it comes to Government department? Why this double faced policy? Hope some one in the higher ups is noting down the inefficiency of the dealing hands of the PHE authorities who are failing in their part of duty and are thus responsible in getting the outstanding figure increased.

Leaving aside PHE, it is really bad on the parts of those individual hands in different offices who failed to clear the bills to the PHE for the water they consumed. Annually the budgets are allotted and expenditures for water and electricity are earmarked.

What stopped those hands to clear the bills of water charges? A sheer irresponsible act and it appears that the HODs or the DDOs have not utilized the funds judiciously and miserably failed to monitor their allotted budget periodically. It gone short of the supplementary demands for placing more funds under different heads, can always be asked giving full justification of the expenditure going to be involved and I am sure such demands are always given due respects but the question is who should take the trouble of taking the initiatives? Once we all feel our duty and responsibility at each level at the right time, do our almost efforts, there is no reason for the financial year to end with this much huge outstandings.

I hope and pray that everyone connected to clear the outstanding to PHE, will make it a personal point (as we do while getting our TA/DA bills or any arrear bills passed and paid to us) and will not leave any stone unturned to put his share in clearing the outstanding bills so that the PHE could start its next financial years with a clear slate while dealing with the departments/ offices noted in the defaulters list rather than dealing with them negative lines.
