Srinagar, July 30: The 12th Finance Commission this afternoon interacted with the representatives of People’s Democratic Party and Congress to have a feel of the problems concerning various development sectors and the public in particular. The PDP representatives led by Ms. Mehbooba Mufti included Mr. Tariq Hamid Kara, Party General Secretary and MLC, Mr. Ghulam Nabi Lone, MLC and Mr. Sarafraz Khan, MLA Beerwah while the Congress was represented by Mr. Bashmir Ahmad Magray.

Apprising the commission of the grave power problem, Ms. Mehbooba sought the support of the commission for generous central assistance under this sector as the State is faced with acute power shortage. She said that cutting across party lines, every one wanted adequate economic cushion by the Centre to accelerate the pace of development insuring a better future for one and all. She emphasized on adopting pragmatic and realistic approach by the commission at the time of allocation of funds to the State.

Mr. Tariq Hamid Kara put-forth the demand for sufficient funding for the rehabilitation of land-less and houseless urbanites besides under road sector as the existing roads in the city were tready He also presented a demand for adequate funding to create tourist infrastructure as thousands of tourists from outside have restarted thronging the Valley.

Mr. Lone, Mr. Sarafraz and Mr, Magray also pleaded for special dispensation for agriculture and horticulture sectors on which 80 per cent of state’s population is dependant.

In his address, the Chairman assured that the commission has taken note of these issues and would consider some of the problems that needed immediate attention at the time of allocation of funds to the State. However, other issues not relating to the commission would also be taken up at appropriate level after examining them in view of their importance and situation in the State.

Present in the meeting was the Financial Commissioner Finance and Planning, Mr. Mohammad Shafi Pandit.

Earlier, the commission interacted with Sarpanches and heads of Local Bodies to know specific problems about civic amenities in urban and rural areas. In Srinagar city, the problem of disposal of garbage was brought to the notice of the commission which require adequate funding. The commission asked the Commissioner, Municipal Corporation to formulate a comprehensive project for compost plant for garbage disposal for submission to the commission.

Similarly, the Sarpanches put-forth the demand for strengthening Panchayat Institutions together with sizeable funding.

Apart from the Financial Commissioner Finance, Mr. Mohammad Shafi Pandit, the Commissioner/ Secretary, Housing and Urban Development, Mr. P.G. Chakarborty and Secretary Rural Development, Mr. Bashrat Ahmad Dhar were also present.

Court directs Govt to expedite work on Basohli bridge

JAMMU, July 30: In a Public Interest Litigation (PIL) filed by Bridge Action Committee, Basohli for the construction of bridge over river Ravi at Basohli, the division bench State High Court Jammu wing comprising Justice R C Gandhi and Justice Y P Nargotra after hearing advocate Adarsh Sharma and Addl. Advocate General S C Gupta and Seema Shekhar, directed the State to take effective steps for construction of bridge or an alternative road for the people provided the requisite funds are available with the State looking to the other needs of the State.

The Division Bench while disposing of PIL observed that so far as the plea of Counsel that the respondents be directed to provide the requisite funds for the construction of bridge is concerned, it is also stated that the Government has approved the project for construction of bridge which is disputed by the counsel for the respondents.

It is also brought to the notice of the Court that the estimated cost of construction of bridge was one hundred crore in 1999. As prices of commodities have increased manifold this estimate likely to be increased.

In the petition filed in the public interest seeking directions to the respondents for the construction of bridge over river Ravi at Basoli which is situated at the last edge of the State adjoining Himachal Pradesh and Punjab.

DGP presents prizes to Police Welfare mela winners

Srinagar, July 30: The Director General of Police, Mr. Gopal Sharma today presented keys of a Maruti car to Constable Kulbir Singh No.3044/J presently posted at District Police Lines, Jammu ( R/o Old Gura Bakshi Nagar). The constable had won Maruti car as first prize during the draw of lots at Police Welfare Mela held here on July 20.

The DGP also presented a set of gold ornaments to another winner Fayaz Ahmed Lone HC(MEC) No. 322/MEC of Police Headquarters who had won this prize in the mela.

Cheat held for defrauding villagers

LEH, July 30: Leh Police has arrested a cheat who defrauded a number of villagers in Nubra block by impersonating himself as an employee of Solar Department Leh.

Identified as Thukjay Gyalpo son of Tsewang Nurboo of Pinchimik Nubra, the accused allegedly cheated 71 families of village Largyab and Pachathang. Impersonating himself as an employee of Solar Department, the cheat allegedly collected Rs 550 from each family, amounting to about Rs 40,000, on the pretext that he would provide them solar lantern.

A red Maruti car, bearing registration number JK09-0542, was also recovered from his possession. Police suspects that the car may be a stolen one.

An FIR under section 420, 419 RPC has been registered against the accused in Police Station Nubra.

Over 50 per cent decrease in flow of Amarnath pilgrims

JAMMU, July 30: There has been over 50 percent decline in the flow of Amarnath pilgrims after the terrorists attack on a langer at Banganga, Katra and Army Camp in Tanda during July 21 and 22 respectively so far as official figures are concerned.

However, the decline in flow of pilgrims is much more higher than what has been officially stated as over 94,000 pilgrims had reached the Kashmir Valley upto July 20 out of which over 80,000 had performed darshan in the holy Cave.

But from July 24 to 30 about 14,000 pilgrims left for the holy cave and when this figure is compared with the number of pilgrims visiting the cave shrine during the first two weeks it shows a decline of over 75 percent.

So far as the official figures are concerned, 26,289 pilgrims left for the Swami Amarnath Shrine in first week from July 9 to July 15 while 24,461 pilgrims left for the holy cave during the second week from July 17 to July 24. The yatra was suspended on July 16 due to inclement weather enroute to cave shrine.

The yatris flow which was on increasing side upto July 21 suddenly nose-dived two days after the blasts according to officials in Tourism Department.

The terrorists attacks at Ban Ganga in Katra and army Camp at Tanda have given a jolt to Government ‘s move to promote tourism in the State. It has also created fear psychosis among the pilgrims and there is no enthusiasm left among them which was seen during the first two weeks after the yatra commenced on July 9.

"There has been a fall of 70 per cent of Amarnath yatra during last one week after the terror attacks on pilgrims at Banganga (Katra) and Tanda Army Camp in which 15 persons, including six pilgrims and nine armymen, were killed on July 21 and 22," State Tourism Department officials said.

They said on July 20, a batch of 3372 pilgrims had left for the holy cave shrine, followed by 3423 on July 21 (day of attack on Vaishnodevi pilgrims) and 3294 on July 22 (day of attack on Tanda Army Camp). From then, yatra figures nose-dived to 2810 on July 23, followed by 2802 on July 24, 2516 on July 25, 2343 on July 26 and 1735 on July 27, they said, adding that number of pilgrims further dipped to 1732 on July 28 and lowest ever to 1173 on July 29 against the average number fixed at 3200 per day.

The flow of pilgrims continued to decrease as only 1285 pilgrims left for the cave shrine from MA Stadium today.

"The two terror attacks have created fear of psychosis among the people across the country particularly tourists and pilgrims, who are keeping away now’’they said. "Not only this the rush of tourists to Kashmir valley has reduced by 50 per cent," they said, adding that devotees and tourists fear more terrorist attacks in days to come. "This is the state, even after security has been beefed up...The Government is also taking some confidence building measures in this direction’’, the officials added.

JAMMU, July 30: Patron in chief of the Himalaya Parivar, Mr Indresh Kumar has exhorted the youth to dedicate themselves for the conservation of Himalayan ethics.

Speaking at a function organized by the youth of the Himalaya at Bohri, Talab Tillo today, he said Himalaya is facing the threats both from outside as well as inside.

The outside threat sponsored by the immediate neighbours of Bharat Mata is in the form of terrorism and separatism while inside threat is in the form of ecological disturbance and environmental degradation by the big gaints of the world.

He cautioned the youth to be aware of the inimical forces behind the devaluation of our culture, social and moral values.

Mr Kumar said different faiths , castes and regions of Himalaya form the great Hindu Sanskriti (culture) of Bharat and any degradation in it will be disastrous for the nation.

He said the China had attacked the Himalayan Kingdom by illegally snatching the Kailash Mansarover and Tibet from it and has forcibly taken the 43,000 square kilometers of the land of J&K in Ladakh and Gilgit.

He also highlighted the benefits of tree plantation and preservation of environment saying the Himalaya Parivar is celebrating this fortnight as the Variksh Aaropan (tree plantation) period. He also planted a tree in a field.

Earlier, Mr Girish Juyal the All India organizer of Himalaya Parivar highlighted the programmes of the organization and their relevance to the society.

The programme was organized by Mr Anil Sharma while Dr Umesh Joshi introduced the chief guest to the youth. He expressed the hope that the youth will dedicate their valuable time for the promotion and preservation of Himalayan culture and environment.

CM for revival of PSUs

SRINAGAR, July 30 : Chief Minister Mufti Mohammad Sayeed today called for joint efforts by management and workers for revival of public sector industrial units in the State. He asked for increasing production and ensuring quality of products to successfully compete in the market.

Talking to a deputation of State Central Labour Union here this evening, the Chief Minister said that wood, silk and wool based industrial units have a reasonably good scope for their revival and promotion, as raw material is locally available. Responding to the demands, he assured that these would be examined for appropriate action.

Mufti Sayeed assured a deputation from Gool area that their demand for construction of electric receiving station at Sangaldan and road from Kantha Morh to Dharam and providing ambulance to primary health centre at Sangaldan would be addressed on priority. He also assured them that instructions would be issued soon for plying SRTC bus service from Jammu to Gool. Regarding other demands projected by the deputationists including opening of a primary health at Dharam and upgradation of high school at Thetharka to higher secondary level, these would be taken up at the ensuing district development board meeting.

Another deputation from Tral urged the Chief Minister for upgradation of high school at Batagund to higher secondary level and improvement of roads in the area. He said these demands would be taken up at the district development board meeting.

A deputation from Ganpatyar, Habba Kadal also met the Chief Minister and apprised him of their problems. He assured them to look into these.

JAMMU, July 30: The probe ordered by the Principal Chief Conservator of Forests J&K, Mr P Patnayak and the Deputy Commissioner Kathua into the massive felling of green trees in district Kathua and illegal operation of charcoal bhathis still hangs fire.

Even after the lapse of two months, the officials entrusted with the task of holding inquiry have failed to furnish the details and submit the report to the PCCF and the Deputy Commissioner, who had given only a month’s time to them.

The sources said that Conservator of Forest, Jammu East Circle Mr S C Sharma was supervising the probe process and the Divisional Forest Officer Kathua, Mr T Ravi had been directed to hold the thorough inquiry into the whole episode and submit the report within one month.

The incident was reported on June 4 by Excelsior and thereafter the Minister concerned, taking serious note of the act had asked the PCCF to initiate an inquiry and book the guilty persons. Mr N S Kala the then DFO posted there was shifted to Rajouri and after taking over the charge by Mr T Ravi, he was directed to initiate the process.

Mr Ravi, however, when contacted by Excelsior said that most of the Range officers were busy with the task of plantation and therefore, they will be available after the season is over. For this reason the inquiry report has been delayed. His senior’s report was however, totally contradictory. He said that probe was almost complete and its report is likely to reach the the PCCF within a week.

Chief Conservator of Forests Jammu, Mr P C Kapoor said that he had little knowledge about the incident as he took over recently. But he assured that the concerned DFO will be pulled up for causing delay in the probe and he himself will look into this matter. He said that facts will come out and any official found guilty will be punished. The senior officers said to have received some complaints regarding involvement of a few forest officials behind this activity going on in Barnoti area of Kathua where a Naib Sarpanch—Mager Singh was running the show. His son was said to be working a domestic servant in the house of the then Divisional Forest Officer. This illegal activity was going on with the connivance of this officer. And with his help it was attempted to hush up the entire case before the visit of the inquiry team. But it was not a single unit being operated as several more Bhathis were operating in adjoining villages.

Deputy Commissioner, Kathua Mr B D Sharma said that he had directed the DFO Kathua and DFO Billawar besides the concerned Tehsildars to hold a thorough probe and report back but it was amazing to note that no report has been received by his office so far. He said that he had also received some complaints regarding calendestine operation of Bhathis few months back but any such activity will not be allowed to be encouraged, he maintained.

LAHDC Counsellors resent delay in poll result

NEW DELHI, July 30: The Counsellors of the Kargil division of Ladakh Autonomous Hill Development Council (LAHDC) have expressed their anger over the inordinate delay by the Jammu and Kashmir Government to notify the elections results of the local body, 18 days after its declaration.

In a memorandum submitted to various political party chiefs, 13 of the 23 Counsellors elected have asked that while the notification for the same elections held in Leh were announced within 48 hours, why was Kargil receiving a step-motherly treatment.

"We have failed to understand, if the candidates in Leh could be sworn in immediately after the declaration of result, why do we have to suffer even after 18 days of declaration of the results," the memorandum said.

The unjustified delay was causing a resentment among the general public and elected counsellors and any further delay could lead into a volatile situation, the leaders of the communally sensitive Himalayan town said.

The election to the autonomous body in Kagil and Leh were held earlier this month and the results were announced on July 12. While Congress supported Counsellors romped home in Leh, it was National Conference supported candidates which made for the Kargil Counsellors seat.

When contacted National Conference president Omar Abdullah said he was making repeated appeals to the state Government to notify the local body results but all in vain.

He alleged that the Mufti Sayeed Government would now indulge in horse-trading but the Counsellors have been enjoying the backing of National Conference.(PTI)

Jugal for modification of existing water supply schemes

SRINAGAR, July 30 : Minister of State for PHE, Irrigation and Flood Control, Mr. Jugal Kishore today inspected training centre-cum-water testing laboratory and mechanical and procurement store, Zainakote. He also visited the office of Superintending Engineer Mechanical South, Jawahar Nagar.

During his visit to water testing laboratory, Mr Jugal inspected various units including double distillation unit, bacterialogical examination unit, potable water analysis unit and material testing laboratory. He interacted with the employees and also scrutinized the record of water samples checked during the last two months. The employees suggested that to improve the laboratory functioning, the staff trained in "water analysis and quality test" should be engaged in the laboratory.

The Minister while inspecting the stores directed the employees to keep a win card at every store to have a regular record of the material present in these stores.

The Minister also held a detailed meeting with the Chief Engineer, PHE, Superintending Engineer (Mechanical) South and Executive engineers of different wings. Besides deliberating upon various hurdles in PHE sector, the meeting discussed several result-oriented measures to improve the functioning of the department. He asked the officers to properly canalize the working of different sections of the department to meet the increasing requirements of the people. He said no laxity would be tolerated when it comes the question of convenience of the people.

Ladakh receives highest tourist inflow in last fivedecades

LEH, July 30: The world’s highest inhabited plateau, Ladakh, has created history by attracting the largest number of tourists in last five decades, after suffering a tourist drought in the aftermath of the Kargil conflict.

"Ladakh has beaten all the records in past as the highest number of 27920 tourists have visited the frontier region just in seven months period of this year," Jammu and Kashmir Tourism Minister Gulam Hassan Mir told a visiting PTI correspondent here.

The land of Lamas and Gompas has broken tourist arrival record of 1988, when 24864 tourists, including 16256 foreigners, had visited Ladakh.

"There is a flood of tourists, particularly foreigners and we expect that it will cross the 50 thousand mark this year to create history for Ladakh tourism," Mir said.

A total of 22748 tourists visited Ladakh in 1989, but eruption of militancy in Kashmir brought down the tourist flow to 6738 in 1990.

However, in 1998, 22030 tourists, including 15238 from foreign countries visited Ladakh. But after Kargil war in 1999, tourist arrivals fell to 11574 in 2000 and 8079 in 2002, according to the tourism industry sources.

"Tension between India and Pakistan has had a negative impact on tourism in Ladakh over the years," a Leh-based tour operator, Gulam Mohideen said.

Ladakh, also called moon land, has always attracted foreign tourists, who have outnumbered the domestic tourists since 1974 when the frontier region of Jammu and Kashmir was opened to them, the Minister said.

"The tourist inflow in Leh and other parts of Ladakh registered an increase of 400 to 500 per cent in the present season and projects are underway to make this northern region the hub of foreign tourist activity in the country," Buddhist leader and J and K Minister for Information Technology, Nawang Rigzin Zora said.

The development of Leh-Manali and Leh-Shimla roads at the cost of Rs 8.5 crore would help in bringing in new people to hilly region, where tourism and agriculture remain the major sources of livelihood, he said.

At present Leh, located at 11000 feet above sea level, is connected with the rest of the nation only through Srinagar, which is regularly disrupted due to security reasons, and Manali, where roads are not in a good condition and remained closed at times due to weather condition, Zora said.

However, the president of travel agents Association of Ladakh, P Kunzang expressed resentment that State Government, which was projecting Kashmir by all means, has totally failed to publicise Ladakh, which has great tourism potential.

Wrapped in the golden silence of rocky terrain, Ladakh is a repository of Myraid cultures, traditions, heritage spots, scenic sites and religious influences, said Nunkun Lama.

It has 30 to 40 odd ancient Gompas, two to three high altitude lakes, two dozen mountain treks, nine mountaineering virgin peaks, multiple bewitching and picturesque places amid rich flora and funa, he added. (PTI)

JAMMU, July 30: The Jammu and Kashmir State Financial Corporation has given a final opportunity to all the defaulters loanees to square up their loan accounts within 10 days failing which the Corporation shall be constrained to initiate legal proceedings against them.

The Corporation has, meanwhile, introduced various amnesty schemes to help the borrowers in settling their loan accounts with the Corporation by granting concessions/ reliefs under these schemes. Despite the fact that the Corporation has all along been giving enough opportunities to the defaulters, but they have not being responding positively. Hence the final notice of 10 days.

The State Financial Corporation, has over the years, extended financial assistance in various sectors like Industries, Transport and Hotels etc but the steady behaviour of various loanees of the Corporation has increased the default which has assumed alarming proportions.

The Corporation said proceedings under the provisions of Section 29 of SFC’s Act 1951, shall be initiated against the defaulters which included taking over of the possession of the mortgaged/hypothecated properties and put them to auction for realising the dues of the Corporation.

General house meeting of Bar Association on Aug one

JAMMU, July 30: Today the presidium of Bar Association Jammu has decided to hold general house meeting of the Bar Association on August 1, 2003 to decide about the future course of section in wake of attempts to sabotage the working of the presidium.

It was unanimously decided in a meeting of the presidium attended by former presidents of the Bar and other members including former presidents of the Bar and other members including Messrs R P Jamwal, R P Bakshi, V R Wazir, C M Gupta, SDS Saini, O P Sharma, all former presidents, B L Kalgotra, B S Kotwal, K S Chib, K K Pangotra, Jagmohan Gupta, Sheikh Shakeel Ahmed, Ajay Manhas, Ashok Basotra, Ravinder Sharma and others.

In the meeting it was unanimously decided that a general house meeting will restore the dignity and honour of the Bar. The meeting was apprised the presidium has initiated steps and also prepared a memorandum to be submitted to the acting Chief Justice for recalling the recently framed rules restricting rights of the advocates.

Valley Plus Two Lecturers’ appeal to Chief Minister

SRINAGAR, July 30: Jammu and Kashmir Plus Two Lecturers’ Forum, Kashmir division held a meeting at Anantnag under the presidentship of Sheikh Mohammad Shafi.

The meeting was attended besides central committee executive, by the lecturers of almost all the Higher Secondary schools of the district Anantnag.

The speakers appealed the Chief Minister, the Finance Minister and the Education Minister for removing the pay anomaly of Plus 2 lecturers at an earliest and suggested to win the heart of teaching community as a helping hand of healing touch, which would be in the larger interests of the Government.

They warned that otherwise the lecturers would be constrained to resort to direct action. The speakers added that they did not want to have confrontation with the Government and instead believe in resolution of all demands in a peaceful and dignified manner.

The speakers held that all vistas of pursuing the Government to concede their demands have exhausted and the Government had also agreed in principle to remove the anomalies, but so far nothing has been done by the Government.

Later a delegation of district office bearers led by Mr M Y Tantray, called on Chief Education Officer Anantnag, Mr Chirag Din and apprised him about the problems faced by the Lecturers.

Prominent among those who attended the meeting included Messrs Mohammed Shaban, Mohammad Maqbool Lone, Mohammad Ayoub, Mohammed Khalil, Ghulam Mustafa Malik, G R Shah, Shabir Ahmed and Mushtaq Ahmed Shah.

One killed, 3 injured in road accidents

JAMMU, July 30: One person was killed and three others received severe injuries in road accidents while as two persons allegedly consumed some poisonous substance at their respective residence.

Police spokesman said that one Pawan Kumar, son of Bhija of Dava Bagh Sataini in Udhampur district was killed after he was hit by an unidentified vehicle at Slathia Chowk.

He was immediately rushed to District Hospital where doctors pronounced him as brought dead.

In another road accident, two persons—Beauty, wife of Anil Raina of Lala Da Bagh and Anil Gupta, son of Kunj Lal of Kachi Chawani were injuried due to collision of their scooters at Lala Da Bagh under the jurisdiction of Domana Police Station.

Both have been hospitalised and their condition was stated to be critical when reports last came in.

In yet another accident, one Kaku Din, son of Noor Din of Chopra Shop Udhampur was injured after he was hit by a vehicle at Vikram Colony. He has been hospitalised.

Meanwhile, two persons—Vaishali, daughter of Bishan Lal of Paloura and Geeta, wife of Vishal Singh of Ban Talab, CRPF Camp allegedly consumed some poisonous substance at their respective residence.

They were rushed to hospital when spotted unconscious by family members. Doctors attending on them immediately provided them stomach wash treatment followed by other medicare.

Their condition was stated to be out of danger when reports last came in.

Meanwhile, a security force jawan—Ravindra Mahadev died due to accidental fire from his service weapon at Nagrota.

Unemployed agriculture graduates take out protest march

SRINAGAR, July 30: Hundreds of un-employed agriculture graduates under the banner of Un-employed Agriculture Graduates Association (UAGA), today took out a protest march at Residency Road here against Government apathy while demanding substantial recruitment drive. These graduates also expressed displeasure over recent Cabinet meeting for not discussing Rehbar-e-Ziraatscheme inspite it was figuring in the agenda.

A delegation of these protestors, who visited EXCELSIOR office, lamented that Government had almost forgotten agriculture graduates and its slogan "healing touch to all" was proving a "hoax". The delegation said that agriculture graduates were victims of broken promises and so-called financial crunch.

"We have been facing a tough tome for more than seven years now. No recruitment of Agri-graduates was done during the period and we have been running from the pillar to post," said one of the un-employed graduate. He said that there was a complete disparity in Government decisions vis-à-vis Agri-graduates as the professionals from other fields were being recruited in the services from time to time.

The delegation put the number of un-employed Agri-graduates in the Kashmir valley alone to the number of about 2000 insisting that almost 800 posts of Agriculture assistants were available in the Agriculture Department.

"Now State Government has advertised 34 posts. One can imagine how much discrimination and breach of promise it is?" the delegation members said. They alleged that Government was not taking concrete steps to implement Rehbar-e-Ziraat scheme. "Repeated assurances by the Agriculture Minister in this regard have proven false so far. The scheme was not even discussed in the recent Cabinet meeting despite being in the agenda," added they.

J&K Bank starts recovery drive in Udhampur

UDHAMPUR, July 30: The intensified recovery drive launched by the Jammu and Kashmir Bank Limited was today extended in Udhampur district also. Mr A R Sharma, district manager Udhampur flagged off the special recovery van which was fitted with placards, banners and loudspeaker in presence of the Bank staff and public carrying message to the defaulting borrowers to repay their defaulted loan amounts immediately.

Mr Sharma further informed that the recovery van shall move in the main city and other towns of Udhampur district making final appeal to the defaulters and their guarantors to repay their defaulted loan amount before it knocks at their door and places of business causing embarrassment and spoiling their reputation.

As already decided by the Bank, this will be followed by contacting the defaulting borrowers and their guarantors individually at their residence and work places and making them realise that by not repaying their loan amount back in the Bank, the Bank will be forced to resort to beat drum beating and publishing their names and photographs in the newspapers.

Lok Adalat held at Billawar

BILLAWAR, July 30: A Lok Adalat was held in Munsiff Court premises Billawar under the chairmanship of Mr O P Thakur, Municipal Judicial Magistrate, Ist Class, Billawar.

Out of listed 24 cases, sixteen were settled through negotiations accompanied by members of Lok Adalat and a fine to the tune of Rs 1500 was realized on spot.

Mr O S Raju, SDM Badnota, Mr A M Lone Tehsildar Billawar, Mr B R Malhotra, Bar Association president, Mr P R Sham, SDPO Basohli, Mr A B Sharma, DySP Incharge, SHO Billawar Mr R K Sharma, BDO Billawar Mr Madan Lal, PO Billawar Mr Puran Chand Naib Tehsildar Billawar besides other prominent persons of the area including Sarpanch and Panches attended the Lok Adalat.

Next Lok Adalat will be held on August 29 and the participants and litigants and general public who are interested in the settlement of their cases may approach the court for listing their cases and applications, before the Lok Adalat.

The chairman thanked the Bar Association, prosecuting agency and also staff members for extending cooperation in organizing Lok Adalat.

LIC employees hold demonstration

JAMMU, July 30: The Life Insurance Corporation of India’s employees today held launch hour demonstrations in front of their respective offices all over the J&K State. The employees raised slogans demanding attention of the LIC administration at top level towards their demands of enhancement in the salaries and other benefits.

The representative union of LIC employees, All India Insurance Employees Association AIIEA had submitted their charter of demand to the LIC management in the first week of September 2002 and the first round of negotiation took place in the first week of December 2002. But since then no purposeful round of talks on the issue have taken place because of inactive attitude of the LIC management.

The leaders of the employees under the banner of AIIEA and NZIEA demanded a purposeful start of negotiations from the management, while they were addressing the employees.

A gathering of the employees was addressed by Mr Romesh Chand, a Divisional Committee member, where in he also advised the employees for arduous and struggleful steps ahead in case of no response from the concerned quarters.

3 arrested for black-marketing of kerosene oil

JAMMU, July 30: Gangyal Police today arrested three persons for black-marketting of kerosene oil and seized about 1500 litres of oil.

Police spokesman said that a police team led by SHO Gangyal DySP Probationary Abrar Choudhary under the supervision of SP South Ravinder Singh Jamwal laid a trap in Gangyal area and caught one Rakesh Kumar while delivering 200 litres of kerosene oil to Swami Chemical Ltd owned by Som Dutt of Rampura.

On the disclosure of Rakesh Kumar, police also raided a kerosene oil depot at Kunjwani Langer area and recovered 1300 litres of kerosene oil for which the owner had failed to produce any record.

Two more persons were arrested by police from Langer area and all the three accused have been identified as Charan Dass and Bishan Dass. A case under Section 3/7 Essential Commodities Act has been registered against them and further investigations were on.

Incharge Police Post Greater Kailash SI Kesar Singh also assisted the Gangyal Police in arresting the black-marketers.

SBI Dayalachak organizes farmers awareness camp

KATHUA, July 30: The State Bank of India (SBI), Dayalachak Branch organized a farmers Sensitization cum Awareness Camp at JKTDC Dayalachak near here, today.

Total 150 farmers of different villages took part in the camp. On the occasion Assistant General Manager, Region Second, SBI, Mr Anil Gupta gave a detailed account of various schemes of the Bank. He had a threadbare discussions with farmers regarding Kissan Credit Cards, self help groups and other allied activities being carried out under the aegis of awareness programme.

Later, 60 farmers were given financial assistance aggregating Rs 11.65 lakh, out of which 10 women Self Help groups were disbursed loans amounting to Rs 2.50 lakh.

The Chief Manager of the Branch, Mr Rohit Mehta also apprised the participants that Bank has taken up some special schemes for women entrepreneurs.
