JAMMU, Jan 5: Deputy Chief Minister, Mr Mangat Ram Sharma today said that people’s cooperation was must to provide good Government and added that Government alone can not change the system.

Addressing a function organised at Brahman Sabha to felicitate newly elected members of the Legislative Assembly from Brahman community, Deputy Chief Minister stressed on the need of bringing unity in the society.

"The State of Jammu and Kashmir is passing through a crucial time it is duty of the every citizen to cooperate the Government to bring out the State from the prevailing situation", he said and sought people help in this regard.

He said that during the last two months, coalition Government headed by Mufti Mohammed Sayeed has taken some radical steps to ameliorate lot of the people.

Reiterating that the coalition Government is being committed to dispense justice to all, Mr Sharma said Jammu, Kashmir and Ladakh would get equal opportunities in every sphere. Similarly efforts would be made for seeking rightful place in the constitution to local languages including Dogri, he added. He also referred to initiative being taken with regard to Delimitation Commission and Finance Commission etc.

The Deputy Chief Minister sought to make difference between the coalition Government and the previous Government by emphasising that while the later pursued the issue of autonomy, pre 1953 status and resettlement bill, the former is single mindedly following the agenda of peace and tranquillity in the trouble-torn State.

Responding to the demands raised by the speakers, Deputy Chief Minister assured that their demands will be taken into considerations

Interestingly majority of the speakers demanded inclusion of Dogri in 8th scheduled but none of them address in the gathering in their mother tongue.

Earlier speaking on the occasion, Prof Davinder Sharma, coordinator of the All India Brahaman Federation highlighted problems being faced by the Brahaman community.

Speakers demanded 40 kanals land for the starting Women College. It was also demanded birthday of Bhagvan Shri Parshu Ram should be declared as public holiday. Installation of the statue of late Pandit Trilochan Dutt was also demanded.

Highlighting economic conditions of the Brahamans, speakers demanded reservations for the those Brahamans whose economic conditions were bad.

Earlier Brahman MLA were felicitated in the function. Besides giving them Shawals, the newly elected Brahaman MLAs were provided traditional Dogra Pagris.

Those who were felicitated included Deputy Chief Minister, Mr Mangat Ram Sharma, Mr Jugal Kishore Sharma, MLA Reasi, Dr Manohar Lal, MLA Billawar, Mr Ashwani Sharma, MLA Bishan and Dr Ramesh Sharma, MLA Nowshera.

The function was jointly organised by Dogra Brahman Pratinidhi Sabha, Central Brahman Sabha, Brahman Kalyan Sabha, Mohyal Brahman Sabha and Poonch Brahaman Sabha.

Resource centre inaugurated at Divya College

JAMMU, Jan 5: The chairperson of J&K Woman Commission Dr Girja Dhar inaugurated resource centre for woman development at Divya College of Education.

According to a press release, the Centre will prepare teaching-learning material, audio-visual material, training modules and conduct action research for the cause of woman welfare. The training centre will train resource person, NGO’s in woman development programme, undertake surveys and prepare plan for action for sensitising various categories of person on women issue.

Speaking on the occasion, Dr Girja Dhar chair person of the Woman Commission said that women were the worst sufferers in the society and remain oppressed since her birth. She further said that it was indicated by lowest sex ration of only 900 females per 1000 males in Jammu and Kashmir. The number of woman must be more in developing nation like India. She exhorted the women not to end their lives in utter desperation by committing suicide but instead wage a good fight for their rights.

Prof T R Bhatia, former director Population Education, chairman of the college, Mr K K Shastri, Mrs Chandra, secretary of the J&K Women Commission, Dr Mohammed Sharief, principal of the College and Prof Parveen Raina also addressed the function.

JAMMU, Jan 5: Chief Minister Mufti Mohammad Sayeed today called for making all out efforts to educate people about the safe use of roads and said that the rapid increase in road accidents is a cause for concern for everyone.

In a message on the 14th Road Safety Week being observed in the state from tomorrow, the Chief Minister emphasised that the theme for this year’s road safety week, ‘life is precious, take care: drive carefully’, appropriately focuses on better conduct on roads.

Mufti Sayeed hoped that various programmes being launched as part of the road safety week by the transport department would help in achieving the objective.

Deputy Chief Minister Mr Mangat Ram Sharma in his message said that the week is being observed to focus the attention of the road users, people in general and controlling agencies in particular, about the relevance of the road safety to avoid road accidents.

Mr Sharma hoped that the activities planned for the week by various agencies would send the message of road safety in our state where surface transport is the most commonly used mode of travel.

In his message on the road safety week, the Chief Secretary, Dr Sudhir S Bloeria exuded confidence that all the concerned departments and NGOs would synergise their expertise and resources in creating awareness among people about the objective of observing the week.

Dr Bloeria said that to make roads safe and accident free, various issues like efficient management of traffic system, upgrading road infrastructure, drive against vehicles creating pollution and inculcating traffic education among the people, would have to be addressed. He stressed active cooperation of the people to make the week a success.

Mufti Govt has contradictory policies on Kashmir: KPs

JAMMU, Jan 5: Sinking their individual differences, all the major organizations of Kashmiri Pandits today unanimously urged the State Government to extend its healing touch policy to the community as well, which has been the main victim of 13 year long turmoil.

The meeting while rejecting the return formula of the PDP led coalition Government, warned that it was adopting the policy of previous NC Government in this regard that triggered many massacres of Pandits in Valley in past.

This was the unanimous opinion that emerged in a meeting organized by Panun Kashmir,a frontal organizations of the displaced KPs in which the people from various shades of opinion participated.

In his concluding speech P K president Dr Ajay Chrangoo said soon after the NC Government talked about the return, the Sangrampura massacre took place in Kashmir.

Ridiculing the Government’s move, he said there is no healing touch formula for KPs as no employment package has been framed for the community youth till date.

Expressing his doubts on the Mufti Government’s ideology on Kashmir, Dr Chrangoo said the CM talks of restoration of democracy but negates the secularism by putting the cause of Kashmiri Pandits in backlog. He warned that democracy will not flourish without secularism and the Mufti Government should clear stand on this.

He also warned that healing touch is not possible till terrorist violence is brought within manageable limits.

Asking the Chief Minister to articulate his position on Kashmir he said there is a difference in Mufti’s policies as at one point he wants to maintain the equi distance from both India and Pakistan and at the other he wants to keep equi-distance from mainstream politicians and separatists.

Moreover, he said how can we trust the new Government on its return formula when it did not show guts to make it known to the international community that the secessionism has been put to back seat after the elections.

The assertions of Mufti that all efforts of Government of India failed in Kashmir and there is no alternative to GoI to hold dialogue with separatist organizations is also a cause of concern for the nationalistic forces, he said. This way he undermined his position as CM as well as GOI’stand on Kashmir, he added.

Kuldeep Raina general secretary Panun Kashmir expressed concern over the attitude of the present State Government towards the community.

Raina said the main purpose of today’s meeting was to discuss the post poll scenario in a broader spectrum with the people from different affiliations.

Prof. M L Kaul said the KPs should support that Government which will crush terrorism with iron hands.

He said no state Government has been different for us as the community has been ignored by all the successive governments since 1947. However, the things took a critical turn for the hapless KPs after their mass exodus in 1989. The migrants putting up in camps and non camps were facing worst situation for over last 13 years.

He praised the community for not giving in and despite facing all odds it continued the struggle to explore the possibilities for a better tomorrow. Whatever the community has achieved since 1947 is because of its own efforts, he added.

Criticising the Government O N Trisal, president All Kashmiri Pandit Solidarity Conference (AKPSC) alleged that there is no change in the ground situation in the Valley where the gun still rules the roost.

Trisal who was harsh in his tongue and terror against the terrorism said flow of money is still there. Madrassas are functioning openly as usual in Kashmir and there is no curb on them.

He warned there is no way out except to fight the terrorism on ideological basis.

He said whatever is happening in Kashmir for over last one decade is a civilisational war and we should fight it on those grounds.

However, NC leader and former MLC, Bushan Lal Bhat stressed on finding the root cause of migration.

He said situation has changed a lot in Kashmir and majority of people crave for peace in the Valley. Differing with other speakers he said "We should not dub every Muslim as terrorist and except the followers of Jamat-e-Islamia no Kashmiri supports terrorism", he added.

Bhat said KPs roots are linked to Kashmir and instead of taking the confrontationist path we should hold dialogue with Government on the problems being faced by the community.

Among others Mr Sunil Hali Advocate and P L Raina and Roshan Lal Raina also spoke on the occasion.

Religious discourse at Bapu’s Ashram held

JAMMU, Jan 5: Satsang Pravachans were delivered at Bhagwati Ashram by the disciple—Thakur Bhaiji of world reputed Sant Shri Asa Ramji Bapu.

As per a release, in the holy discourse Thakur Bhai ji highlighted the significance of Sanyog, yog and Karam Bandan. He also referred to a ‘Parsang’ of Ravna and Jatau battle and ‘ Bharbhik’ who was later by Lord Krishna.

Referring to ‘Sanyog’ , he told that every individual has has ‘Sanyog’ with his blood relations or other relations in the society but ‘Sanyog’ is not eternal. It is ‘yog’ which is eternal because it is always with the ‘ God’ who is with us, was with us before birth and will be with us after death. He further explained that ‘sanyog’ is perishable whereas ‘yog’ is eternal.

Referring to Karam Bandhan, he said that people are very fortunate and highly blessed by God who find the sharan of ‘Guru’. He told, as you sow, so shall you reap. One has to bear the fruits of one’s actions sooner or later but one who is in the ‘Sharan of Guru’ does not feel so miserable. Pain and pleasure are temporary phases for him and like a cloud. With Guru Kirpa one attains ‘Samta’ and is not engulfed by evils. Thakur Bhaiji before Satsang also inaugurated ‘Pulse Polio camp at RBI Colony.

CM visits Anantnag, assesses development requirements

SRINAGAR, Jan 5: Chief Minister, Mufti Mohammad Sayeed today assessed the developmental requirements of Anantnag town. He went through the district headquarter along with a team of officers and issued instructions about various improvement works.

The Chief Minister visited rural development complex, Bona Bagh Park and the historic Sher Bagh in the heart of the town. He issued instructions about improvement in Bona Bagh Park and asked the concerned agency to develop it as a major recreational facility for the town. The park will be immediately connected with the town through a link road and will be provided with recreational facilities.

The Chief Minister also issued instructions for utilization of facilities at the old District hospital. The gynecology and pediatrics wards will start functioning from this premises from 16th of this month.

Mufti Mohammad Sayeed also visited the Dargarh of Baba Hyder Reshi famous as Resh Moal and announced that the courtyard of the Dargah would be provided with the roof. A demand to that effect was made by the pilgrims. The Urs of Baba Hyder is being celebrated today.

Earlier, the Chief Minister took stock of some works in Bijbehara. He issued instruction for early completion of bus stand and desired that proper civic amenities be provided for the commuters and the stand be constructed on futuristic lines. He also instructed the concerned agency to effect early de-silting of Dadi and Nandi canals.

The Chief Minister asked the floriculture department to effect improvement on historic park adjacent to the town. He directed the concerned agencies to revive the lift irrigation for the agriculture lands of the area that could also benefit the park.

At Ananatnag, the Chief Minister also reviewed the developmental plans for Pahalgam Township. The Commissioner/Secretary Tourism Mushtaq Ahmad Ganaie, Vice Chairman, Srinagar Development Authority and Deputy Commissioner, Annatnag who had visited Pahalgam under instructions for the Chief Minister reported to him the progress made in drawing up a blue print for the integrated development of the famous tourist destination which could help revive its lost glory.

The Chief Minister also instructed the concerned agency to improve the public park at Aishmuqam for the benefit of pilgrims visiting the shrine there.

Pulse polio immunization camps organised

JAMMU, Jan 5: As a part of countrywide Pulse Polio Immunization programme today, various Government and non-Governmental organisations organised pulse polio camps at various parts of the State on Sunday.

State Health authorities arranged various camps and established booths for pulse polio immunization across the State. Mobile vans were also used for reaching up to the maximum number of people.

Pulse Polio programme was inaugurated by Commissioner-cum-Secretary, Health and Medical Education, Mr Parray at Ayurvedic Dispensary, Ploura. He was accompanied by Director ISM, Dr VDS Jamwal, programme Co-ordinator Dr Rohit Gupta, Director Family Welfare Dr PK Jandial, Assistant Director,CMO and ADMO Jammu.

Over 500 children were provided polio vaccine drops during the day at Ayurvedic dispensary Ploura. The Commissioner Health appreciated the efforts put forth by ISM department in this drive.

Central Reserve Police Force (CRPF) organised pulse polio camp at Ban Talab (Composite Hospital). The camp was inaugurated by Addl DIG, CRPF Group Centre, Ban Talab. It was organised under the supervision of Dr D K Jain CMO Incharge Composite Hospital. Over 900 children were given oral polio drops at this camp.The CRPF 132 Bn also organised another similar camp at Channi Himmat today. It was inaugurated by Dy Chief Minister, Pt Mangat Ram Sharma. About 600 children were given pulse polio drops.

Another pulse polio camp was organised by 79 Bn Battalion CRPF in collaboration with Directorate of Health Services Jammu at Sector II of Channi Himmat today. It was inaugurated by Dy Chief Minister Mangat Ram Sharma. Commissioner Secretary Health Mr Parray and Divisional Commissioner Jammu Mr Anil Goswami, Director Health Services Jammu and Principal Govt Medical College Jammu Dr H L Goswami were also present on the occasion. It was held under the supervision of Commandant of the Battalion Mr Ram Anuj.

Meanwhile, 121 Field Health Organisation at Udhampur Military Station, organised twenty camps at various locations in the first phase of the Pulse Polio Immunization programme. Brigadier S Mukherjee, SEMO and Lt Col MS Bindra officiating Commanding Officer 121 FHO supervised the functioning of the camps.

State Bank of India, Jaurian branch in collaboration with Primary Health Centre Jaurian organised the Pulse Polio programme today. The camp was arranged in the premises of Health Centre, which was attended to by the large section of society.

It was jointly inaugurated by Dr B D Sharma, Mr Ram Lal-senior citizen and Mr R K Dhar Chief Manager SBI, Jaurian. The SBI also distributed packets of biscuits along the children who were administered the polio drops. State Bank of India, branch Akhnoor also organised a similar pulse polio camp today. It was inaugurated by the Manager of the Akhnoor SBI branch, Mr Gurjeet Singh.

Pulse Polio immunization camp was also held at Sant Nirankari Santsang, Shastri Nagar Jammu on Sunday. A large number of children up to the age of 5 years were provided polio drops. The camp was inaugurated by Mr Labh Singh, Parmukh Sant Nirankari Satsang Bhawan Jammu.

Transfer order signed by suspended CEO quashed

JAMMU, Jan 5: Justice RC Gandhi of the State High Court has quashed the order of Chief Education Officer (CEO) Udhampur, whereby the latter had transferred his subordinate. The transfer order was set-aside on the grounds that CEO Udhampur, RK Abrol was under suspension and a public servant, who has been placed under suspension ceases discharge of his official duty. Abrol had signed the transfer order while he was himself under suspension.

The Court referred to the Government instruction where-under Abrol was not to discharge the duties of the office. " And if he has discharged the duty while passing any order, it is on the face of it unauthorized", Justice Gandhi held adding that the petitioner has thus made out that the impugned order passed by Abrol was without jurisdiction and issued by assuming the duty illegally and unauthorisedly. The Court, however, maintained that the respondent, a competent Officer is at liberty to pass order if the exigency of service requires so.

Kulbhushan Koul, a Junior Assistant, working in CEO’s Office Udhampur was transferred to Government Higher Secondary School Ramnagar by an order passed by respondent-2 (RK Abrol). Interestingly the Government had placed Abrol under suspension and also sanctioned his prosecution (as Abrol was booked by Vigilance Organization). Abrol had, however, challenged these orders and court had in his SWP No 2113/02 passed interim order "status quo with regard to service tenure of the petitioner would be maintained".

The respondents (State) in the objection had held that the court has stayed the suspension order and as such can pass orders.

Justice Gandhi while allowing the petition, held that no such order was passed by the court that stays the suspension order.

Advocate CS Azad appeared for the petitioner, while’s WS Nargal represented the Government in this case.

Unemployed Agri Technocrats Association holds meeting

JAMMU, Jan 5: A meeting of the Unemployed Agricultural Technocrats Association was held to discuss problems.

According to a press release, it was decided in the meeting to go for a peaceful rally on January 15, 2003. Meeting expressed its anguish that despite repeated assurances by the authorities nothing concrete has been done so far to mitigate woes of the people.

It was observed in the meeting that the concerned authorities have maintained a criminal silence over their problems. Speakers said that whenever they approached the concerned authorities expect promises nothing concrete come out of these meetings.

Association leaders appealed to the Chief Minister, Mufti Mohammed Sayeed to sympathetically consider their demands as presently he himself has been holding the charge of the Agriculture. It was demanded that unemployed agricultural technocrats should be absorbed.

The Association pledged to fight for the cause till the absorption of all the unemployed agriculture technocrats and expressed their hopes that coalition Government headed by Mufti Mohammed Sayeed will look into their problems and solve their grievances as early as possible.

2 injured in mishaps

JAMMU, Jan 5: Two persons were injured in separate road accidents while as two persons including a woman allegedly made attempts on their lives.

According to police, one Rajinder Kour, wife of Ishpal Singh of Purkhoo sustained severe injuries after she was hit by a speeding Maruti car bearing registration number JK02J-6207 at Purkhoo under the jurisdiction of Kanachak Police Station.

She was immediately rushed to Government Medical College Hospital and her condition was stated to be critical when reports last came in.

In another road accident, one Ajay Kumar, son of Mangat Ram of Tanda in Udhampur district was injured after he was hit by a speeding unidentified vehicle at Nagrota near Bus Stand.

He has been hospitalised and his condition was stated to be out of danger.

Meanwhile, two persons allegedly made attempts on their lives by consuming some poisonous substance at their respective residence. Identified as Rakesh Kumar, son of Raja Ram of Katra and Sukhvir Kour of Talab Tillo, they were rushed to hospital when spotted unconscious by family members.

Doctors attending on them immediately provided them stomach wash treatment followed by other medicare. Their condition was stated to be out of danger when reports last came in.

Police has taken the cognizance of the incident and investigations were on to ascertain as to whether they intentionally consumed poison or taken the same mistakenly.

Sharma launches pulse polio immunization campaign

JAMMU, Jan 5: Deputy Chief Minister Mr Mangat Ram Sharma launched pulse polio immunization campaign by administering polio drops to infants at Government Hospital Gandhinagar, here this morning.

The Deputy Chief Minister while interacting with the people present on the occasion said that it is the endeavour of the Government that no child between 0-5 years of age remains without polio drops so that this dreaded and incurable disease is completely eradicated from the country. He called upon the people and social organisations to come forward in a big way and help in achieving the objective of the campaign both today as well as on 9th February.

Mr Sharma stated that 8100 pulse polio immunization centres were set up in the state for administering polio drops to the children today, including 3811 in Jammu division.

Mr Sharma also launched similar immunization programmes at CRPF 79 BN and 132 BN camps at Channi Himmat by administering polio drops to the children.

Addressing on the occasion, the Deputy Chief Minister lauded the security forces for not only tackling militancy in the state but also helping the people by organizing free medical camps and launching pulse polio immunization programmes.

Mr Sharma awarded Dr Gurmeet Singh, a retired medico, for his dedication for mitigating the sufferings of the people.

The Commissioner/Secretary, Health and Medical Education, Mr A R Parray, Divisional Commissioner, Jammu, Mr Anil Goswami, Principal, Government Medical College, Jammu and other senior officers were present on the occasion.

Lok Adalat held at Udhampur

UDHAMPUR, Jan 5: Lok Adalat was held in the District Court premises here today under the chairmanship of Chairman district Legal Services Authority (District and Sessions Judge Udhampur), Mr B L Saraf.

Out of 46 cases put up before the Lok Adalat 13 were settled.Oriental Insurance Company and New India Assurance Company took part in the Lok Adalat. The compensation to the tune of Rs 2,50,000 was awarded claimants in MACT cases.

Besides district and Session Judge, Mr B L Saraf, Miss Kusum Pandita Munsiff Judicial Magistrate Ist Class and Mr Riaz Ahmed, district Mobile Magistrate acted as conciliators.

The members of the Bar Association and Officer of Insurance Companies also participated in the Lok Adalat.

All the participants expressed the desire to have the maximum number of cases settled in the Lok Adalat. The organizers thanked all the participants for their active cooperation in organizing the Lok Adalat and settlement of cases therein.

It was decided that the next Lok Adalat will be convened on February 22.

The roads to be constructed in the constituency are in Dharap village, link road from Uttam Nagar to Kunjwani, link road Hari Vihar, a lane near Ambedkar Chowk and a link road from Ekta Vihar to Bandhu Rakh.

Mr Bhalla also listened to the problems of the people of these areas and assured an early redressal of the same.

The MLA also met the Chief Minister Mr Mufti Mohd Sayeed and apprised him of the problems being faced by residents of Jeevan Nagar, Maralian and adjoining areas. He also demanded construction of road and main bridge on the said road.

JAMMU: All eyes, practically speaking, remained focused on the Chief Minister, Mufti Mohammed Sayeed, during the week that was. And the Mufti, happily for his supporters, attracted attention even from some men of consequence on the other side of the Line of Control (LoC), in Pakistan and Pakistan occupied Kashmir (PoK).

The Mufti’s ‘Mission Kashmir’ for the helpless, hapless and hopeless, which found a large number of takers not only in the Valley but also in the two other regions of the State, Jammu and Ladakh, created a bit of sensation not only among the leaders of the Hurriyat Conference but also in the political class in Pakistan and PoK.

During the eventful week that was, Abdul Qayyum Khan, a leading political figure of Pakistani Kashmir and former President and Prime Minister of the PoK, set the soldier-President, Gen. Parvez Musharraf, and Pakistan’s Foreign Office thinking anew, with his pointed reference to the formation of the Government in Indian Kashmir with Mufti Sayeed as the new Chief Minister.

Qayyum Khan’s message on the one hand and, on the other, renewed activity by the Muzaffarabad-headquartered United Jehad Council (UJC) aimed at refurbishing anti-India elements and groups in Jammu and Kashmir appeared to egg the powers that be in Islamabad on to devise new ways and means to keep the ‘Kashmir pot’ boiling. The ISI-backed UJC is the amalgam of 13 militant outfits.

Abdul Qayyum Khan dashed off a communication to Gen. Musharraf, calling for new policy initiatives on Kashmir. The communication, significantly, was sent after reports reached Pakistan and PoK about the "increasing number of supporters among the Kashmiri masses" of the coalition Government headed by Mufti Sayeed. And that Islamabad did not ignore Qayyum’s message and other J&K-specific signals during the week that was became amply evident with the report from Islamabad that Gen. Musharraf and his Foreign Minister, Khurshid Muhammed Kasuri, had discussed steps to form a new Kashmir Committee.

At a time when the two important political personalities, Atal Behari Vajpayee and LK Advani, avoided acknowledging the superiority of the Hurriyat Conference over the elected representatives in Jammu and Kashmir, Mufti Sayeed extended New Year greeting to the people of the State and stoutly argued that it was the responsibility of everyone (everyone also included the Hurriyat leaders and other secessionists) to help create atmosphere and conditions conducive to the success of any dialogue for restoring peace and normalcy in the State.

The Mufti’s ‘Mission Kashmir’, it became clearer before the end of the week, was meant not only to what he himself said "wipe the tears of those having suffered during the traumatic phase of militancy" but also to pursue the agenda of satiating regional aspirations , providing equal opportunities of progress to all, ensuring effective and accountable administration and rebuilding infrastructure. The Mufti’s daughter, Ms Mehbooba Mufti, who is vice-president of the People’s Democratic Party (PDP) and sitting member of the Legislative Assembly, also managed to remain in focus along with her senior party colleague and Finance Minister, Muzaffar Hussain Beig.

Ms Mehbooba was at Talab Khatikan in Jammu to open a PDP branch office on Saturday (Jan 4), when, in the course of her public speech, she strongly defended the coalition Government’s decision to release "innocent" persons from jails. Interestingly, the debate on this issue also involved former Governor of J&K and Chief of Army Staff, Gen. KV Krishna Rao. As people and politicians of various hues were celebrating New Year, a report from Vijayawada (Andhra Pradesh) came in to announce Gen. Krishna Rao’s unconditional support to the Mufti Government’s decision to release some militants.

"I too was very kind to militants", the report quoted him as saying. During his tenure as Governor of the troubled State, Gen. Rao admitted that over 3,000 militants had surrendered then. Gen. Rao, with his deeper involvement in J&K affairs first as Army Chief and then as Governor, can easily be counted as an experienced and knowledge hand on Kashmir. Mark his expression—release of "some militants" by the Mufti Government.

As against this, the long list of Kashmir ‘experts’ or ‘specialists’ had another addition during the week that was. The man, under reference, is a Delhi-based journalist. In his write-up, circulated in J&K, he chose to highlight the "release of a number of detainees" since the formation of the PDP-led coalition Government. His information with regard to the release of actual number of detainees seemed factually incorrect.

Yet another action of importance: The termination of services of more than 200 doctors for their ‘unauthorised’ absence from duty. This action after these doctors refused to join their respective duties despite repeated reminders and warnings from the State Health and Medical Education Department.

Nor was it all. Muzaffar Hussain Beig went all the way from Jammu to Anantnag sector of Kashmir valley to administer another kind of warning: The PDP-Government would not hesitate to proceed against all those doctors who had left the State for minting money in some foreign countries. Beig, who is regarded as his Chief Minister’s Man Friday, even dropped a bold hint of the Government’s next move—that is, to ensure that doctors of J&K worked within the State instead of going abroad for monetary gains.

The representation to Rajouri district has been given to Anil Kumar, Chaman Lal, Manzoor Ganai, Nagesh and Vimal Gupta while for Kathua district the nominees are Kuldeep Singh, Bhawan Kishore Sharma, Dhanantar Singh, Arun Pathak and Manohar Lal Chambyalia.

Floral tributes paid to Pt Trilochan Dutt

JAMMU, Jan 5: Floral tributes were paid to late Pt Trilochan Dutt by the Congress leaders and workers at a meeting of District Congress Committee Jammu (Urban) members here today.

As per a release, the meeting was held under the chairmanship of Mr Om Chopra, president DCC Jammu (U). While speaking on the occasion ex-MLA, Mr Chopra expressed that Trilochan Dutt was a secular, honest and dedicated Congress leader. Mr Dutt from his early political career was true thinker and he adopted different ways and means to make the party acceptable to the masses of J&K.

The speakers while paying tributes said that Mr Dutt will always remain alive in the minds of not only Congressmen but in the whole people of Jammu and Kashmir for his services rendered for the betterment of the party and people. It was resolved by the workers that this day will be observed every year by the Congress Party and demanded that Govt should erect his statue at some suitable place in the Jammu city so that he is remembered for ever. They also said that bureaucrats should contribute a lot for the common minimum programme.

SRINAGAR, Jan 5: The Minister for Finance, Planning, Law and Parliamentary Affairs, Mr Muzaffar Hussain Beig today said the shopkeepers affected by the ongoing demolition drive on Indira Gandhi Road would be rehabilitated suitably so that they can earn their livelihood.

Stating this during his visit to the peerbagh and Hyderpora localities, where most of the demolitions have taken place, the Minister assured the residents that a shopping plaza would be raised in the area where all the affected shopkeepers would be accommodated. He said instructions have already been issued to the administration to identify suitable land in the vicinity for the purpose. Mr Beig said, he would take up the matter with the Chief Minister and the Minister for Housing and Urban Development so that construction of shopping complex is taken up at the earliest.

The Minister said the demolition drive has been started on the orders of the High Court, which the Government is bound to implement. He said while the Government would continue the removal of encroachments from the city, at the same time it would be ensured that injustice is not done to the people. He said the Government has to rectify the mistakes done by its predecessors for which the people will have to bear some difficulties.

Mr Beig said it is the duty of the every responsible citizen to cooperate with the Government in its efforts of restoring pristine glory of the Srinagar city, which is getting choked by illegal constructions. He observed with disgust that thousands of kanals of Government land has been grabbed in the city by the land sharks who have raised palatial structures over it. He said even the lifelines of the city including Jehlum and Dal Lake have not been spared by the encroachers.

Mr Beig said, he was visiting the area on the instructions of the Chief Minister who is equally concerned over the plight of the shopkeepers. He assured the locals that only the deserving would be rehabilitated and there would be no scope for favouritism in the allotment of shops. He asked the shopkeepers to submit a list of the affected persons to the District Development Commissioner for necessary action.

The locals expressed gratitude to the Minister for personally visiting the area to take stock of their plight.

Machine gathering dust in absence of clip applicator
No laproscopic surgery performed in GMC after machine supplied to nursing home

JAMMU, Jan 5: No laproscopic surgery has been performed in the Government Medical College and Hospital since the Theatre Assistant of the Surgery Department was caught red-handed, supplying the laproscope machine to the nursing homes on October 30 last.

Sources told EXCELSIOR that since then, the clip applicator of the laproscopic machine is out of order and has not been replaced, to make the machine functional, for obvious reasons.

"Without clip applicator, it is difficult or rather impossible to perform laproscopic surgery", the sources said, adding "nodoubt laproscopic surgery was not a routine affair in the hospital, yet some patients who were in the need of this specialised surgery are being asked to approach private nursing homes.

The sources said though the authorities are claiming that the clip applicator was out of order even before the Theatre Assistant took the machine to nursing home yet it is unbelievable because on that day the laproscopic surgery was performed in a private nursing home at Rehari Chungi with the help of hospital machine.

"Undoubtedly the clip applicator went out of order only after the machine was used in the nursing home", the sources said, adding that the possibility of that part of machine got damaged in shifting from nursing home to hospital cannot be ruled out.

Moreover, the authorities concerned have not taken the matter seriously and the machine has been rendered useless and left only to gather dust. "It is astonishing that a clip applicator costing very meagre amount has not been purchased so far and it seems that no attention is being paid towards the maintenance of the costlier machinery in the premier medical institution of the region", the sources further said.

When contacted Dr Romesh Gupta, Medical Superintendent Government Medical College Hospital confimed that laproscopic machines is non-functional for the last more than two months. "The purchase of clip applicator has been approved by the Purchase Committee and order will be placed very soon", he disclosed.

Substantiating the report that no laproscopic surgery has been performed since the Theatre Assistant of Surgery Department was caught red-handed supplying hospital laproscopic machine to private nursing homes, Dr Gupta said that it will take some days to Johnson & Johnson Company to supply the clip applicator and after that laproscopic surgery will be started.

10,000 children administered pulse polio drops in Leh

LEH, Jan 5: As many as 278 pulse polio immunization centres were set up to provide pulse polio drops to over 10,000 children below 5 years of age in Leh district in the first phase today. Besides deploying mobile teams at Leh airport, Khardongla check post and other entry points, 1112 workers of health department, anganwari workers and volunteers of Nehru Yuva Kendra were deployed at the pulse polio immunization centres for the purpose.

The immunization campaign was launched today by Executive Councillor, Health, Mr Mohammad Abbas Abidi, Executive Councillor, Education, Mr. Rigzin Spalbar and Deputy Commissioner, Leh, Mr Tashi Dorje at different places in Leh. Executive Councillor, Agriculture, Tbultin Punchok administered polio drops in Nubra sub-division.

The pulse polio programme was extensively taken up in Nyoma, Nobra and Khalsi sub-divisions also.

Harshdev for eradication of social evils

Mr Singh said this while addressing the valedictory function of the 3-day NSS training-cum-orientation workshop organized by the Law Department of the Jammu University here today.

The Minister exhorted the NSS volunteers that service to humanity has attained greater significance to win over the hearts of those who are facing the pangs of deprivation and need some one to balm their wounds. He urged them to come up with infused spirit to check the menace of corruption, which is responsible for many other social evils.

Elucidating on the deteriorating environment and mounting global warming, Mr. Singh emphasized the need for coordinated efforts for conservation of forests and proper management of water resources.

Asserting that prevention is the only remedy for AIDS, he said that HIV infected patients should not be ostracized by the society but rather loved and cared to boost their morale. He said that since AIDS is spreading at an alarming rate, it is imperative that we dispel the myths regarding the disease through such innovative camps.

On the occasion, the NSS volunteers presented a colourful cultural bonanza, which enthralled the audience.

Experts from various NGOs and other social organisations also delivered informative lectures on issues like tips for healthy and prosperous living.

Roop Nagar people meet Mula Ram

JAMMU, Jan 5: A deputation of Roop Nagar residents led by Mr N K Sharma, general secretary of JDA Housing Colony Welfare Association, Roop Nagar, met Mr Mula Ram, Social Welfare Minister and apprised him of the problems faced by them.

As per a release the problems and demands projected pertained to water supply, repair of inner roads, provision of street lights and providing a piece of land near Aap Shamboo temple for construction of water tank and sheds and water taps for the use of residents after performing last rites of their near and dears.

They told the Minister that Vice Chairman, JDA had agreed in principle to allot some piece of land but has shown the problem of funds coming in the way of carrying out all these works.

The Minister told the residents that funds will not stand in the way of carrying out these works and promised to get these completed by ending March 31, 2003.

PWD CE tours Mahore areas

JAMMU, Jan 5: Chief Engineer PWD (R&B) Mr A S Wazir accompanied by executive engineer R&B Mahore Division, Mr Sherpuri and XEn R&B Reasi Mr S K Wattali, conducted an exhaustive tour of Mahore and its interiors in the District .

As per a press release the team inspected various developmental works in villages Saldar, Mahore town, Thuroo and Dharmari. Taking stock of the developmental works going on in the area the Chief Engineer directed the officers to speed up pace of works.

Instructions were also issued to accelerate pace of work on Malai Passi, a crucial bottle neck on Mahore-Arnas road. Augmentation of more resources to speed up work of improvement of Mahore Bazars was also directed.

At Mahore, the Chief Engineer had detailed discussions with regard to development works with Mr Malik, MLA Gool, and met with deputations and prominent persons. He also met deputations at Arnas.

Speedy development of all sections high on Govt agenda: Mula Ram

JAMMU, Jan 5: The Minister for Social Welfare, Mr Mula Ram has emphasized that equal opportunities of all round development for all sections of the society is high on the agenda of the coalition Government and said that common minimum programme is aimed at streamlining the whole system and lead the state to new heights of progress

Addressing a series of public meetings in Raipur-Domana constituency today, the Minister said that people have voted for a change to maintain peace and law and order, besides speeding up development process which had suffered due to wrong policies and mis-governance of the previous Government. He said to provide immediate relief to the people, Government has taken in hand a number of welfare schemes to minimize their hardships. These include enhancement of pension for senior citizens, widows and handicapped. The assistance will now be made available to the beneficiaries at their doorsteps through money orders to avoid inconvenience to them. Handicapped will get life long pension or till they get job in Government or private sector. Power curtailment has also been reduced from 9 hours to 4 and a half hours, he added.

Mr Mula Ram said that Panchayat Act will be amended to empower the panchayats so that democratic institutions could work properly at the grass root level to minimize the sufferings of the people in rural areas.

The Minister also sanctioned Rs one lakh for improvement of infrastructure at Government High School, Paloura.

He said anti-national and anti-social forces have tried to disintegrate the unity and integrity of the country as well as Jammu and Kashmir by spreading communal hatred and infiltrating terrorists from across the border, but the vigilant people of the State have foiled every attempt of the enemy.

Responding to the local demands, the Minister said that a number of development schemes have already been initiated in Paloura, Thathar and Raipur areas for which about Rs. 20 lakh have been kept apart to complete these works at the earliest. The works include construction of Dhok road, Patoli Mangotrian road, black topping of link road, construction of culvert in Paloura and repair of school buildings, improvement of drinking water supply, connectivity of Narthdani road with Raipur road and completion of half km road leading to local school in Raipur area.

Senior officers of Revenue, PWD, PHE, UEED and PDD besides local sarpanches, panchs and prominent citizens were present on the occasion.

Mobile teachers list demands

JAMMU, Jan 5: State Mobile Teachers Association in a meeting under the presidentship of Ch Liaqat Ali, appealed the Education Minister to redress their genuine grievances.

As per a press release Ch Liaqat Ali demanded that eligible qualified teachers be given promotion in Master Grade and appealed for fulfillment of the commitments made in the State Advisory Board meeting for improving the condition of mobile schools by providing them with additional teachers, supply of tents and furniture like chair and black boards.

He also demanded that carriage charges for migration should be released so that schools could be shifted properly. He also called for immediate release of 3 percent DA instalment due from July last year on Lohri festival.

PDS supplies better, if not best in PDP’s rule

SRINAGAR, Jan 5: Two years ago, local IAS officer Asgar Samoon had created ripples in the state’s politico-bureaucratic echelons when he was appointed as Director of Food & Supplies in Kashmir. He had publicly alleged in a Radio Kashmir programme that only those who failed to grease the palms of ministers were being dumped in "dried up" departments like his. He was penalised with suspension and reinstated only after a powerful IAS lobby came to his rescue. Last month, Abdul Hameed Allaqaband, didn’t lose a minute and he ran to quietly join the new place of posting, which the ebullient Dard had cursed—but embraced on his reinstatement.

Abdul Hameed, otherwise known for his proximity to Sheikh Abdullah’s family, is gleefully content with his new posting as his "well wishers" in media and bureaucracy had since dumped him in the new Government’s dustbin. But getting his appointment as Head of Department in Food & Supplies is not the only thing behind his contentment. He is returning to this department at a time when rice and atta is adequately available in the Valley, consumers don’t have to be in long queues to get their LPG refills and the kerosene oil is available with little overcharge in the ‘black market’.

Though the rates of kerosene oil have been fixed at Rs 10.00 per litre, it is ubiquitously sold in Srinagar’s black markets at Rs 14.00 a litre. In distant countryside, rates vary between Rs 15.00 and Rs 22.00. Notwithstanding an extremely assertive official manning the chair of Kashmir’s Divisional Commissioner, authorities have either failed or shown little will to crush sale of kerosene oil in black market. A nexus between officials of Deputy Commissioner’s Office in all districts, Food & Supplies Department and the kerosene oil dealers has been left intact by Dr Farooq Abdullah’s much-publicised Vigilance Organisation.

As regards the sale and circulation of rice, most of the people— particularly in rural areas— complain that some of the employees of Food and Supplies Department (F&S) sell good quality food grains in black market. They assert that only low quality stuff, most of the times putrid, is available at the Valley’s ration depots.

"As far as stocks are concerned, there is no problem. But, the stocks available at the ration ghats happen to be of very low quality. Bugs, insects, weed seeds add to its weight and quality," remarks Mohammad Yousf of Wanbal, a village on Old Airport road, in Srinagar outskirts. He says that, the grey area remains the distribution of kerosene and sugar supplies.

"We have been seeing that instead of distributing the kerosene and sugar according to ration tickets, most of munshis at ration ghats sell it in black. The genuine card holders have to wait for weeks while for hoteliers, shopkeepers and, dealers of these products, it is home delivery system," laments Farooq Ahmed of down town locality of Khanyar. He also narrates how some employees of the Department would send "direct" supplies to particular shopkeepers in his area.

However, the real problem of stocks is in winter season as the consumption of some products, especially kerosene oil and rice increases. The Valley has seen "artificial scarcity" of these products a many times. Especially, the residents of border areas of north Kashmir like Machil, Karnah, Gurez, and Keran are faced with lot of problems in winters as the road transportation becomes very difficult from October-November for almost five months.

However, Abdul Hamid informs that the Government has stocks sufficient for almost two months. "There will be no crisis at least for two months of winter as we have enough stocks and the FCCI too has been generous" he told EXCELSIOR.

He outrightly rejected the allegations that, poor quality food was available at the ration depots and pointed out that there was no artificial scarcity of stocks. "Border areas too have sufficient ration dumps to face any sort of problem vis-à-vis availability of essentials," he added.

While giving details, the Food & Supplies Public Relations Officer (PRO) said the Department had sufficient stocks for the current winter season. "The F&S (till December 25 last year) has 31,756 metric tonnes of rice, 3,675 metric tones of sugar while as wheat and atta (flour) stocks are upto 4,553 metric tonnes in the central and district godowns," he informs. Similarly there are 2,802 kilo litres of kerosene, 824 kilo litres of petrol and 4,092 kilo litres of diesel. Instead of 12 litres per ration card, the consumers would lift 13 litres of kerosene oil per domestic unit from this month onwards.

About the stocks available in border areas, the PRO said that the Department has already dumped 60,000 litres of kerosene in Karnah, 3000 litres in Machil, and 48,000 litres in Gurez-Tulel border belt.

Long queues outside ration depots, which were seen until recently, have vanished in the capital city and elsewhere. "I have been visiting the ration ghat of my area for the last 15 years now. Until few years back, there used to be serpentine queues of consumers at the ration kiosks, which have disappeared now", says middle aged Hajira of Lawaypora. She observed that previously almost every household in her village used to get rations from the ration depot. "Now, it is a different story. People prefer to buy these essentials from market to avoid wasting several hours in long queues," adds she.

A school teacher, Shabir Ahmed of the same area recalls that the downward trend in F&S clientele began when the department substituted the mota chawal (the preferred quality in Kashmir) with Basmati. "Basmati may be cherished by people as a delicacy once in a while but cannot substitute for the staple diet. And then the rates too were not at much variance from those offered by the private dealers. Once the people began looking towards the open market, they never turned back.

Points out a lecturer of the Post Graduate Department of Economics at the University of Kashmir: "In an age driven by the market dynamics, why should people turn to the Public Distribution System (PDS) when open market offers them better quality rice and flour and that too on highly competitive rates?" He argues that people don’t have to waste time or plead with the employees to favour them with the better stuff. "Local grocers sell their merchandise with credit facility which in not possible in case of the PDS supplies" adds he.

"Yes, off-take of the items at ration depots has dropped and there is little demand now. It has so many reasons. For example, due to the improvement in power supply, coupled with adequate availability of Liquified Petroleum Gas (LPG), kerosene oil sales have dwindled considerably, " explains Hameed. He observes a positive contrast between two of his own tenures in the F&S Department. In ‘80s, Hameed had served as Deputy Director in the same department.

JAMMU, Jan 5: Though she defined late Sheikh Mohammed Abdullah as a great visionary, vice president of the Jammu and Kashmir People’s Democratic Party (PDP) Ms Mehbooba Mufti shifted all blames on Sher-e-Kashmir for the prevailing militancy and bloodshed in the State.

" It was all due to the efforts of the Sher-e-Kashmir that autocratic rule of Maharaja came to an end, but Sheikh Sahib never was clear in his stand on the accession’of Jammu and Kashmir with the Indian Union", she maintained, stating that "in his entire political life Sheikh Sahib repeatedly changed his stand on this emotive issue which resulted in confusion among people".

While addressing prominent leaders of Darhal who have joined PDP under the leadership of Choudhary Zulafkar Ali, Ms Mufti said "Sheikh Sahib’s continuously changing and contradictory stand on the issue of accession gave an impression in the minds of younger generations that this issue had not been settled".

In an obvious reference to the formation of Plebiscite Front by the then National Conference leader, PDP vice-president lamented that instead of clearing his stand Sheikh Abdullah always created confusion among masses on this issue.

She, however, praised Sheikh Mohammed Abdullah for having been a true secularist, who successfully led the people to do away with the Maharaja’s autocratic.

Welcoming Zulafkar Ali in the party, Ms Mufti said that PDP was a movement with sole aim to change fate of the residents of Jammu and Kashmir. "We formed this political party three years back with an aim to mitigate miseries of masses as wrong policies of the previous regimes have increased woes of people manifold", she said, adding, "new coalition Government headed by Mufti Mohammed Sayeed is committed to ameliorating the lot of the masses".

"Though providing basic amenities is essential, restoration of peace with dignity is on the top of the agenda of the new Government", she said and sought cooperation of the people in this regard. "Government alone cannot bring about peace", she argued, adding, "people’s cooperation and support is a must to change the system". PDP leader asked the people to shoulder their responsibilities.

Exhorting people to cooperate with the new Government to change the corrupt system, she said,"State is passing through crucial juncture and it is essential to unitedly face the challenge".

"Though coalition Government has been assiduously trying to eradicate menace of corruption yet people’s cooperation is must to remove this evil", she said and warned corrupt officers that they would not be spared at any cost. She dubbed corrupt officers as parasite who have been eating very vital of the society.

Ms Mufti said that recently held Assembly elections have thrown a bright opportunity. "We have to avail this opportunity", she stressed while cautioning that any wrong step would prove disastrous.

Without naming former Chief Minister Dr Farooq Abdullah and his son Mr Omar Abdullah for constructing palatial house at Bhithindhi, Ms Mufti said, "neither we are interested in construction big bungalows nor we have to amass wealth . Our only aim is to mitigate miseries of the masses". With an obvious attack on Omar Abdullah for his love for dogs, Ms Mufti said, "we have take up this job to wipe out tears of the people not to purchase cars for dogs".

Earlier welcoming Mr Zulafkar Ali and his supporters in the party fold, Ms Mufti exhorted them to work unitedly with the party cadre to strengthen the PDP at grass-root level.

Zulafkar’s joining PDP has been considered as big catch for the party. Son of veteran National Conference leader and former Minister late Choudhary Mohammed Hussain, Mr Zulafkar unsuccessfully contested last Assembly elections but he secured nearly about 10,000 votes.

With the joining of Zulafkar into the PDP, the entire unit of the National Conference in Darhal constituency has been dissolved. Along with Zulafkar two senior district vice-presidents and two block presidents of the National Conference have also joined the PDP.

Prominent among those who joined PDP included Raja Munshi Alam Din, and Khawaja Mohammed Shafi Malik, district vice-presidents of NC Rajouri, Choudhary Mir Hussain, block president NC Budhal, Shabir Ahmed block president Nagrota.

Speaking on the occasion, Mr Zulifkar made it clear that he has taken decision to join PDP all due to the policies of the party. He said that ‘healing touch’ policy propagated by the Chief Minister, Mufti Mohammed Sayeed was need of the hour. He said that his only aim was to serve the people and to mitigate miseries of backward and neglected people, who have been facing hardship due to the wrong policies of the National Conference.

Rajya Sabha member, Mr Trilok Singh Bajwa, general secretary, Master Tassadiq Hussain, general secretary, Mr Ved Mahajan, MLA and Mahila wing president, Mrs Shanti Devi, vice-president of youth wing, Mr Ashok Sharma, secretary, Mr Ashiq Hussain, Mr Falail Singh and other leaders including those who joined PDP also addressed the gathering.

Relentless meddling by Pakistan
Al-Qaeda operatives operate from J&K too?

JAMMU: The feeling that Al-Qaeda operatives are present in Jammu and Kashmir is, significantly, being expressed by the security and intelligence specialists these days.

This feeling, obviously, is the product of the choice of operations employed by dreaded ultras in parts of Jammu and Kashmir, after the installation of a new Government in the State. A study conducted by some experts, drawn from the Intelligence Bureau (IB), Research and Analysis Wing (RAW) and Military Intelligence (MI), has found a similarity in the operations of the Taliban in Afghanistan and the ones carried out by Islamic rebels in J&K in recent weeks.

It was on the basis of the study, or "field investigation" in official parlance, that the Deputy Prime Minister, Mr LK Advani, was left with no option but to highlight the need for unity of action and of purpose between the Centre and the J&K Government headed by Mufti Mohammed Sayeed on the crucial issue of tackling militancy and terrorism in the troubled State.

The passage of Al-Qaeda operatives or Taliban modules—their number is not known—into unknown pockets of Jammu and Kashmir became the topic of discussion at official level in New Delhi as well as in Jammu recently. This exercise was followed by the Prime Minister, Mr Atal Behari Vajpayee’s significant forecast on one day and equally significant accusation on another day.

Mr Vajpayee’s forecast: The campaign of jehadi terrorism is doomed to fail. And his accusation: Gen Pervez Musharraf of Pakistan is adopting a double standard on the Kashmir issue. The Prime Minister, in fact, sought to convey that Gen Musharraf, while insisting on the need for restoring Indo-Pakistan dialogue,continued to support the export of jehadi culture to Jammu and Kashmir.

This jehadi culture also has operatives of Al-Qaeda and Taliban as its important ingredient. That this fact has also been acknowledged by the United States of America (USA) is clearly borne out by the ongoing feud between Washington and Islamabad. Precisely, it was on the first working day of the year 2003 that sharp differences between the two sides surfaced on the Afghan border with Pakistan.

The feud of such an alarming nature that the US forces were compelled to bomb Pakistani forces inside Pakistan. The incident occurred after a Pakistani scout shot at an American soldier during a joint operation against Al-Qaeda. After the Pak scout shot at the US soldier, he, as revealed by media reports, sought shelter in a madrassa in Pakistan. And if these reports were to be believed, the US forces bombed the madrassa after they were denied access to the Pak scout.

‘Don’t mess with us’, was the apparent message from the US forces present on the Pakistani soil as part of their war against terrorism. And a not-so-veiled threat from America that it could also choose the hot pursuit option against Pakistani intruders into Afghanistan. Gen Musharraf’s woes seem to have been compounded by the religious right in his country. The religious right-controlled legislature of the North-West Frontier Province (NWFP) of Pakistan had to adopt strongly-worded resolution against the United States.

All this, significantly, at a time when the US has described as a "serious security threat" the regrouping of the Taliban and Al-Qaeda in the tribal areas of Pakistan and their forays into Afghan territory. That NWFP Government is sympathetic to the Taliban and Al-Qaeda only makes matters worse.

On the other hand, Pakistan has been found chary of India’s ties with Kabul. Two important developments are worth taking note of. First,Afghanistan rises again from the wreckage of relentless meddling by Pakistan. Second is indiscriminate funding of Wahabi Islam by Saudi Arabia and Iran’s attempts to counter the tide.

India was marginally in the picture when Afghanistan was under the Taliban rule. However, after Afghanistan became a viable member of the world community following the ouster of the Taliban regime, India seemed interested in playing a role in consonance with its interests. Little wonder that New Delhi started giving Kabul humanitarian aid, having spent 35 million dollars of its total commitment of 100 million dollars, and rapidly winning friends and influencing people.

This phenomenon has disappointed Islamabad, which wouldn’t like New Delhi to influence people across Afghanistan. Has Islamabad assessed the reason or logic behind the "nervousness" of Afghanistan’s President, Mr Hamid Karzai? There is evidence to suggest that Mr Karzai is nervous about the Pakistanis getting all hot under the collar because India is still too visible in Afghanistan’s landscape. And Mr Karzai does not support Pakistan’s virulent anti-India propaganda.
