Scare of stray dogs

Sir,

The number of stray animals (dogs and cows) in whole of Jammu city is increasing day by day thereby increasing a great risk of life to all of us, particularly, to the school going children. The reason behind accompanying the students by their elders, daily in the morning from home to bus stop for schools and vice versa, is only that in the way/street there are stray animals who may attack the children.

So far as the stray dogs' threat is concerned that is not to be taken so lightly. It may claim the precious life of any of us and even the affect is the strong and painful rabies- injections coupled with lot of side affects for no fault of innocents.

Not only this, even the cow dung and excretion of dogs scattered in the streets and on the roads is also posing a great nuisance so far as sanitation and hygiene of people is concerned.

In this behalf sometimes back my mother on reading the help line notice of Municipality in a local newspaper, had approached them telephonically with this grievance, but the concerned authorities expressed their inability so far as dogs were concerned, by saying that they cannot kill the stray dogs because of the directions and guidelines given by the then Union Minister Ms Menka Gandhi. Whereas stray cows and bulls are concerned those were ensured to be checked.

Anyway, matter must not be closed here by giving one excuse or the other, without any solution. Besides other measures, which the concerned authorities may evolve, one idea can be to lift all the stray dogs from the city to be kept at a specific place known as 'Zoo'/'kennel' specially meant for dogs. Hope my idea or even any other idea of authorities shall prevail to save all of us from the fearful menace of these stray animals, particularly from dogs.

Death for fake drugs

Sir,

Union Cabinet has rightly decided of practical step of death-penalty for fake drug-makers. Only capital punishment can effectively check such unabated crimes. Union Government should also decide death penalty for rapists and corrupt ones involved in scams, scandals and corruption cases involving amount above say Rs 1 crore to crate fear-psychology necessary to control crimes related to sex and money.

But the other decision of Union Cabinet entitling all MPs for some minimum pension once they are elected to the Parliament is anti-public. Our Parliamentarians must not be entitled to any pension till Union Government is in position to provide unemployment allowance for youth in search of jobs which of course requires major overhaul of the system including compulsory family planning through legislation!

International Children's Day

Sir,

This year 14th December 2003, was observed as Children's International Day. It was quite fascinating to view, Union Minister of Information and Broadcasting, giving a patient hearing to the volley of questions put forth by students of various parts of the country at a video conferencing session, organised by Doordarshan Delhi. Some of the questions of these blooming buds had a penetrating Impact upon the viewers.

I was also appealed by one of the questions as one of the students wished to know about the bad impact of recent scams upon the budding youngsters, especially of a nation that was once the apostle of lofty values like honesty, morality, contentment, compassion and selfless service. The Minister with a smile on his face replied that it was for the viewers to judge how they will become the examplaries of noble value system in the country with transparency and accountability as their guiding goals. There were some other fruitful questions put by the children like the starting of children's channel and the science channel depicting the achievements of eminent scientists to inspire them to take up innovative and creative scientific projects.

The earlier question put by the children hovered round my mind. Do we really deserve to be the sons and daughters of the soil of sages, who preached contentment and not a rat race for money through fair or foul means? The "CAT" scam that was unearthed earlier was a bad scar on our face. If such "CATs" and RATs pester this pious nation God should come to the rescue to save poor but promising; talented but timid; blunt but unhypocratic. If such scams re-occur, there is no place for intelligent and promising youths as their ambitions shall come to naught.

Let us introspect ourselves once again and remove such lacunas from our social fabric so that we may not set a bad example for the pregnancy as role models.
