Sir,
We have
massive human resources but much of it is
sub-standard, useless and parastic on
society. Quality human resource is less.
Quality is vital to human progress,
prosperity and national development. All
the resource materials cannot be used and
moulded into a quality product. The
inferior is rejected. Only the superior
is put to use after the required finish.
Quality enlivens every sphere and phase
of human work culture. Quality is
enriched by sound awareness, and
knowledge, skills, expertise and
capacities. There are, of course, born
geniuses also. The developed quality
resource is general (e.g. Admn) and
specific (e.g engineering). Our country
has made considerable progress alround
e.g modernising agriculture and
industrialisation. There is thus a lot of
improvement in the economic condition of
the backward and the poor by virtue of
their better earnings.
Our
country has made alround progress and
become also an exporter of
non-traditional goods, soft and hard
wares and food, grains etc. which were
largely imported. Even then our
achievements are not commensurate to our
trillions of money investments including
large scale borrowings. We cannot rule
out, corruption having seeped into our
rulers also -"As the Ruler so the
ruled" -Bhagvad Gita. Planning gives
direction, method, procedure and
programme to execution of policy-schemes,
projects, their estimates and revision.
Planning is essential for achievement and
success. We have family planning which
has gone quite wrong for want of
implementation. We are now facing with
the un-manageable problem of population
control. Our population is rising very
fast. Mortality rate is down due to
control of diseases and better diet.
Birth rate is much more up and our
planners and concerned executors do not
seem to have done much to stablise
population for better living of the
parents and their children.
Exploding
population is mother of many ills and
evils such as hurdle to eradication is
mother of many ills and evils such as
hurdle to eradication of poverty, erosion
of gains of developing economy, forest
cover, environment, ecology, pollution,
progress and prosperity. Human Resource
Ministry must take steps to relate
education to national needs.
"Competitive quality-and-price"
is the clarion call of time and so of our
nation.
