Political Upheaval, Chinas border claims shake Arunachals peace in 2003 ITANAGAR (AP), Dec 16: An unprecedented political upheavaltoppling of an elected Government and formation of the United Democratic Front (UDF) by the same legislators who later dyed themselves in saffron colour was the most eventful incident witnessed in this peaceful tribal state in 2003. Gegong Apang, the lone Arunachal Congress (AC) legislator created history by dethroning the popularly elected Congress Government under the leadership of Mukut Mithi. It was his sweet revenge on Mithi as the latter had tricked him the same way to pull down his Government in 1999. Supporting Apangs leadership, Congress legislators under the leadership of Kameng Dolo had defected to form Congress (D). Later, they formed the UDF and staked claim to form the Government with the help of two independents and one unattached MLA. On August 3 last, the UDF Government was formed in the state headed by Gegong Apang after defeating the Mithi Government by a voice vote. This was the second time Gegong Apang took the reins of the state after a gap of three-and half-years. He was the Chief Minister for 19 long and uninterupted years before his AC Government was ousted from power in a political coup by Mithi. Soon after taking over, the UDF Government scrapped the controversial Arunachal Pradesh Control of Organised Crime Act (APCOCA) in the first sitting of the state assembly itself despite heavy protests from the 18-member strong oppostion Congress which had enacted the law to contain militancy in the state. The Tirap and Changlang districts of the state bordering Nagaland and Myanmar are considered safe haven for both the NSCN (IM) and NSCN (M). Another significant development in this calender year which raised quite a furore in this peaceful state was Chinas raking up of the border issue. Soon after the visit of Prime Minister Atal Bihari Vajpayee to China in the middle of the year, Beijing had reiterated its claim that "Arunachal is the part of its territory". There were vociferous protests from all sections of people including political partiesall unequivocally opposing it. The Central Government had tactfully sidelined the contentious issue by saying that a joint border committee would be formed to look into the border row. The then Congress Government in Arunachal had submitted a memorandum urging the Centre to include a representative from the state in that committee. The state has 1030 Km long border with China. Skirmishes are reported from time to time in the sector with the red army intruding into the Indian territory. The refugee imbroglio which has been agitating the people for decades resurfaced again with Election Commission directing the State Government to enroll the Chakma-Hajong refugees in the electoral list. An all-party core committee was formed to solve the decade-old problem but failed to make any breakthrough. The issue has posed a great challenge to the Apang-led Government. Mr Apang had quit the Congress and formed the Arunachal Congress in protest against the dilly-dallying attitude of the then Congress Government at the Centre to solve the refugee problem. The North East Peoples Forum (NEPF), which was formed in July last to take up all problems, particularly socio-economic and political issues confronting the region, in a recent meeting had decided to take up the refugee issue and the rectification of lacunae in the Arunachal Pradesh Statehood Act with the Centre. A report in a well circulated national daily last month which read "NSCN (IM) had liberalised Tirap district" gave a jolt to the UDF Government. State Home Minister I Wanglat hurriedly called a press conference and vehemently denied the claim and termed it was "fabricated and self motivated for gaining political mileage". Law and order situation in the year had not been too stable. The year had experienced the first ever instance of bomb explosion in the heart of the state capital. The murder of Brtf Major Alok Mathur and a headmaster and his wife of a school in Ziro and the recent killing of another school teacher were few tragic incidents in the state. In all the cases, the victims were attacked for money. Arunachal, described as the future power house of country with a potential to produce 40,000 mw of hydel-power, started earning power revenue since August last. The department was expecting an annual income of Rs 48 crore by selling power to the power trading corporation. It was a great relief to the resource-poor Government which has been facing a financial crisis after its major source of revenueforests had dried up following the Supreme Court ban on forest activities. The state got a fillip in the health sector, when it received Rs 200 crore as first of its installments for establishment of prestigious 500-bedded referral hospital in the heart of the capital during the visit of Deputy Prime Minister L K Advani recently. He also announced Rs 30 crore for construction of the assembly building and Rs 20 crore for the development of the Arunachal University. (UNI) |
Indias should take lead in ensuring child rights: Nandita NOIDA, Dec 16: Indias effort at ensuring a better future for its children will impact favourably on young citizens across the globe, noted actress and social activist Nandita Das has asserted. She said India could lead from the front to bring about a positive change in the condition of children in the country, which would have a multiplier effect for millions of kids. "With the worlds highest number of children at 400 million, India should take the leadership to bring about a positive change in the condition of children,," she said at the ongoing UNICEF conclave on advocacy and partnership for children here. Nandita said efforts made at various levels whether by decision makers at the top or grassroots workers were significant in their own way. We should not be negative or overly critical... Lets appreciate the good work that is happening. However, she conceded that political will was required to convert good intentions into reality. "NGOs, media can only act as support systems but ultimately it is upto the Government to implement the policies," said Nandita, who screened three ADs she has shot for UNICEF pertaining to childrens education. "The onus to speak for the marginalised masses lies on rights-children-UNICEF US, the privileged class, emphasised Nandita, who has been actively involved in social work since her student days. Officer-in-charge of media and external relations at UNICEF Savita Varde-Naqvi, said the figures with regard to children, especially girls education, were not encouraging. Referring to the UNICEF report the state of the worlds children 2004, released last week, she said as many as 121 million children globally, of which 65 million are girls, are out of school. The primary school completion rate for girls lags way behind boys at 76 per cent compared to 85 per cent. Ms Varde-Naqvi said getting more girls into school was De Rigueur to jump-start development goals. She stressed on tailoring education according to needs of the children and making schools girl-friendly. "Educating girls remains a key safeguard in preventing child labour, combating sexual exploitation and trafficking of children, fighting HIV/AIDS, reducing infant mortality, and combating poverty, illiteracy, and over population, health and nutrition issues," Ms Varde-Naqvi remarked. Often policy makers did not realise practical problems that were encountered in implementing policies. For instance, the need to have flexible school timings and curricula for rural children or providing proper sanitation facilities in institutions, She appreciated the Governments efforts in protecting childrens rights and making special provisions in the tenth plan for the girl child. India ratified the convention on the rights of the child in December 1992. Welcoming the increase in the budgetary provision for education from 4 to 6 per cent, she observed that the allocation for defence was still a high 18 per cent. Ujjwal Chowdhury, Director of global icons, which organised the conclave, emphasised that new technology and modern media provided the leeway to experiment and should be employed to create a commitment to the cause of children. "We should create a portal for children as a source material acessible to all." Ms Varde-Naqvi cited the success story of Lalita Kumari from Bihar who features on the cover of the UN report. Coming from a low caste, this resident of Sitamarhi district overcame opposition to her education by her family and has become a role model for others. Ms Varde-Naqvi, a former correspondent, said it was essential for journalists to go into the field and report about the so-called "other world" instead of mere arm-chair reporting. Echoing similar sentiments, Ms Das called for a partnership between the media, NGOs, social sector organisations and the Government to bring about a qualitative change in the lives of millions of children in the country. Both speakers pointed out that the fourth estate did not give enough coverage or importance to development issues. Journalists, editors, media houses are driven by ratings and profit and these issues arent "sexy" as politics or personalities who hog the limelight. 14 die in AP as cyclone leaves trail of destruction VIJAYAWADA (AP), Dec 16: At least 14 people were killed in Andhra Pradesh as a severe cyclonic storm hit the states coastal belt late last night, leaving behind a trail of death and destruction in Krishna, west Godavari and Guntur districts, official sources said today. Ten persons died in house collapses in Krishna district where about 3,000 people were evacuated from low-lying areas as torrential rains led to heavy damage to crops and roads. Deaths were reported from Machilipatnam, Gudivada and Nujiveedu divisions, Krishna District Collector K Prabhakar Reddy said adding, a majority of the victims were elderly persons. As many as 19 people, mostly fishermen, were missing in the district, he said. A record 46 Cms rainfall was recroded in Nagayalanka while the paddy and other commercial crops in all the 50 mandals of the district were damaged in heavy rains. Gales uprooted the trees and power lines and caused heavy damage to roads across the coastal Andhra. Four persons were killed in west Godavari District, Collector Sanjay Gaju said. About one lakh acre of paddy and other crops were damaged in the district, he said. "The cyclonic storm crossed Andhra coast between Nagayalanka and Machilipatnam at midnight, uprooting several trees in Machilipatnam and Vijayawada towns, resulting in power break down in most of the places in the district," Reddy told PTI here. The meteorological office said Machilipatnam recorded 15 Cms rain fall during 12 hours since 8:30 pm last evening. Many other places also reported very heavy rains. Two old men died in Nagayalanka due to biting cold while another person, who ventured into the sea, was reported missing at Koduru Mandal, the District Collector said. Due to the incessant rains, there was a sharp fall in temperature in Vijayawada prompting people to remain indoors. Meanwhile, according to district authorities around 2.5 lakh acres of paddy crop sown and harvested might have suffered damage due to the cyclone. Over 5,000 thatched houses were fully or partially damaged in the district while over 260 power feeder lines were affected in Krishna district. Apart from 3,000 people evacuated from low-lying areas, about 15,000 people living in thatched houses were shifted to pucca buildings in the same villages in Kruthivennu and Nagayalanka Mandals, officials added. PM rejects opposition charge of double standards NEW DELHI, Dec 16: Prime Minister Atal Bihari Vajpayee today described the Judev-Jogi bribery episodes as a blot and a challenge to democracy and said it was time for all to ponder over how long the funding by capitalists in elections should exist. Replying to the debate in the Rajya Sabha on his December 10 statement regarding the resignation of former minister for Environment and Forests Dilip Singh Judev, the Prime Minister said, everyone is talking about the progress made by the country but we all know how hollow this claim is. He said two big personalitiesone a Central Minister and another a Chief Ministerbelonging to two major national parties were under cloud. "Now the elections are over and it is the time for all of us to seriously think over the issue and devise ways of overcoming money power," the Prime Minister said. Mr Vajpayee said the members should not think in terms of ruling or opposition benches. The whole system was under a cloud. How would the youth perceive us ? he asked. He said although the BJP had won the elections such allegations involving top leaders "made his heart bleed," The Prime Minister, however, outrightly rejected the opposition charge that the Central Bureau of Investigation (CBI) had adopted double standards for Judev and Jogi, saying both cases were totally different. He said it was wrong to say why there was not much progress in the Judev case, while in the case of Jogi an FIR had already been made before the Raipur Police. Answering a supplementary by Mr Arjun Singh on whether Deputy Prime Minister L K Advani and Law Minister Arun Jaitley were aware of the happenings in Raipur and had conspired to lay the trap against Mr Jogi, the Prime Minister said the CBI could inquire into this aspect also. Though the Judev and Jogi episodes appeared to be conjoined cases because of the similarity in their names, Mr Vajpayee said these cases were totally different. In Mr Jogis case, there was a complainant filing the FIR before the police along with depositing money received for breaking the newly-elected BJP MLAs from the party and a letter written to Chhatigsgarh Governor by Mr Jogi. Moreover this was not the first time Mr Jogi faced such allegations, Mr Vajpayee said and reminded that the former Chhattisgarh CM was being prosecuted by the CBI for making allegations against him based on forged documents. In the Judev case, questioning of Mr Judev and his personal secretary Rataria by the CBI had not yielded substantial evidence for the CBI to file a First Information Report. The CDs had been sent for forensic examination and would have to await for results. The voices and pictures on the CD were not clear and it would be difficult to make out a case. He said the investigations had not thrown much light on the role of Rahul. The Prime Minister said it would not be possible for his office to give any orders to the CBI excepting to ask the organisation to investigate the issue. "This is a democracy and not an Andher Nagari to give orders to carry out indiscriminate arrests," he said. He said it was also painful for him to hear when members alleged the CBI of indulging in partiality against the Government. Media accountable to public, say public figures NEW DELHI, Dec 16: The freedom of the press in India was not in danger but "trivialisation" of news posed a real challenge to it, according to some of the countrys leading figures who emphasised that the media also needs to be held accountable to the public. Lok Sabha Speaker Manohar Joshi, Rajya Sabha Deputy Chairperson Najma Heptulla, Union Commerce and Law Minister Arun Jaitley, Petroleum Minister Ram Naik and other dignitaries spoke on the theme of Media and Democracy at a function held here last night to mark the golden jubilee of the federation of PTI employees unions, the Apex Trade Union in the countrys premier news agency. Union Food and Public Distribution Sharad Yadav, Union Minister for Small Scale Industries and Development of North-East C P Thakur, Minister of State for Power Jayawanti Mehta, former Jammu and Kashmir Chief Minister Farooq Abdullah, MP, National Conference president Omar Abdullah, MP, were among the galaxy of guests at the function attended by nearly 400 members of the PTI staff. The next danger is trivialisation of news," Jaitley said at the concluding function of the golden jubilee celebrations across the country. While lauding the media for bringing to the spotlight scams related to bofors, UTI, Jogi, Judeo and Telgi, Speaker Joshi said "matters related to national security and communal harmony should be carefully reported as any misinterpretation can harm the entire nation." Welcoming the guests, general secretary of the federation of PTI employees unions M S Yadav called for eternal vigilance on the part of media to preserve and protect liberty and safeguard democracy. Emphasising on workers solidarity in an era of revolutionary changes in information and communication technology, Yadav urged the Government to set up the new wage boards for journalists and non-journalists - a demand fully endorsed by Joshi and Heptulla, who said it has been raised in Parliament also where it has received support from across the political spectrum. (PTI) Gujarat Government agrees to order CBI probe into a riot case NEW DELHI, Dec 16: After resisting tooth and nail any probe by an independent agency into riot cases, the Gujarat Government today conceded before the Supreme Court that it will ask CBI to inquire into the alleged gangrape of a pregnant woman Bilkis Yakoob Rasool by a mob during the post-Godhra riots. Additional Solicitor General Nukul Rohatgi, appearing for the state, conceded before a bench comprising Justice S Rajendra Babu, Justice A R Lakshmanan and Justice G P Mathur that the State Government would order CBI probe into the case of alleged gangrape of women from minority community at Panivala village six days after the train carnage at Godhra had the state engulfed in communal riots. However, Rohtagi said that this concession was limited to this particular case and "without prejudice" to the states stand that Gujarat Police were fully competent to probe it. The bench directed CBI to file a status report of its probe within eight weeks from today and adjourned the hearing on the case on the suggestion of victims counsel, senior advocate Harish Salve. Salve said that despite clear information about the accused given in the FIR by the victim, the police chose to file a closure report before the trial Court on the technical ground of contradictions in the statements of Bilkis. The Court had, earlier, directed the Gujarat Police to "keep off" Bilkis when it was alleged that she was being harassed by them on one pretext or the other even at late at night. The Court had asked the Gujarat Police to "keep off" the riot victim "till the court decided her plea for transfer of the probe to CBI." Bilkis, with legal assistance from National Human Rights Commission, had filed a petition pointing out to the Apex Court that the State Police had closed the rape case against the alleged perpetrators of the ghastly crime despite her medical examination clearly establishing that she was sexually assaulted by a mob. The Supreme Court had on September 8 issued notices to the Gujarat Government and its home department on the petition filed by Bilkis seeking a CBI probe into the manner in which the police had closed the case on technical grounds despite medical reports confirming she was outraged. She had said that "a group consisting 17 Muslim men, women and children inclduing the petitioner from Limkheda Taluk of Dahod district were trying to escape the mobs which was targetting the members of minority community. "However, the mob cornered them at a secluded place near village Panivala and gang-raped and killed most women. The petitioner, then pregnant, was also raped and was left to die by the mob," she said narrating her condition. (PTI) BJP members suspended for disrupting House proceedings SHIMLA, Dec 16: Fifteen opposition BJP members and an independent were today suspended from the Himachal Pradesh (HP) assembly till December 19 for disrupting the proceedings of the House. Speaker G R Musafir gave his ruling after a motion was moved by Parliamentary Affairs Minister Kaul Singh Thakur in the House. The motion pointed to the disruption of the assembly proceedings. The Speaker named the suspended members which included 15 BJP members and independent Mahender Singh. Leader of the BJP group in the House and former Chief Minister Prem Kumar Dhumal was not named by the Speaker. Prof Dhumal has decided not to attend the House sittings in protest against the suspension of his party colleagues by the Speaker. The Speakers ruling was uncalled for and against the norms of the House, Prof Dhumal later told newspersons in the opposition lobby of the asssembly. As soon as the House assembled for the day, BJP members were on their feet demanding a discussion on the Katwal Tape Scandal. When the chair did not respond to their demand,they stormed the well of the House shouting slogans. The Speaker decided to suspend the members after they refused to obey his ruling that discussion on the tape issue would be taken-up for discussion under rule-130 of the House. However Prof Dhumal demanded that the adjournment motion that they had given to the chair yesterday should be taken-up immediately under rule-67 and the tape issue should be discussed in the House. The Speaker did not conceed to the adjournment motion demand and asked the members to resume their seats. When they refused to do so the Speaker on the motion moved by Mr Kaul Singh Thakur suspended the slogan shouting members. The opposition had been demanding a discussion on the tape scandal and had staged a noisy walkout yesterday on the opening day of the week long winter session. Talking to newsmen,Prof Dhumal claimed that the suspension of the members was un-called for as they had obeyed the chairs ruling asking them to resume their seats. During the budget session too the Speaker had suspended the opposition members including Prof Dhumal for two days for disrupting the Assembly proceedings. Prof Dhumal said that during his tenure as Chief Minister not once were the opposition members (Congress) suspended from the House though on numerious occasions they had stalled the assembly proceedings. He claimed that during his tenure matters of the assembly were always solved by the chair,the then Parliamentary Affairs Minister and the opposition. He said that his party legislatures would be meeting soon to decided their future course of action. He said the ruling of the speaker would be taken-up at the highest levels but he did not elaborate. He reiterated that the Katwal Tape Scandal was a sensitive issue and of public nature as the current Chief Minister and two of his cabinet colleagues figured (conversations) in the audio tape."Imagine how afraid the ruling party is that it is refusing to discuss a issue of corruption in the House with elected representatuives", he quipped. (UNI) Mulayam assures his stay in UP LUCKNOW, Dec 16: Uttar Pradesh Chief Minister Mulayam Singh Yadav would seek entry to the state legislature from Gunaur assembly constituency in Badaun district, setting to rest all speculations of the Samajwadi party supremo opting for central politics. The assembly seat fell vacant when sitting SP MLA and Minister of State for Basic Education Ajit Kumar resigned yesterday to pave way for Mr Yadavs candidature. Party sources said that even as an official announcement was awaited in this regard, unofficially preparations have begun to ensure a lanslide victory for the wily CM from the Yadav-dominated seat. Earlier, speculations were that Mr Yadav might hand over the reigns of the state to his younger brother Shivpal Singh Yadav or son Akhilesh Yadav and shift base to the Centre. Reports had also indicated that the CM was involving his brother and son in the administrative work and that of the party, keeping himself free from state affairs. Though several SP MLAs had offered to surrender their seats for Mr Yadavs entry to the assembly, his specific refusal to the offers made by the MLAs of Azamgarh and Mainpuri had given rise to speculations that he was not interested in state-level politics anymore. Meanwhile, the State Government last night transferred the District Magistrate of Badaun and posted S K Singh is place. Singh would also be the Returning Officer for the by-election. Sources said the bypoll was likely to be announced by the end of this month and expected to be held in mid-February. Mr Yadav took charge of the state on August 29 and has time to become a member of either House of the State Legislature within six months. Party sources believe that by choosing to contest from Gunaur, the Chief Minister has kept all options open as the seat falls under the Sambhal Lok Sabha constitutency, from where he is the Parliament member. The announcement on the candidature of Mr Yadav is likely to be announced during the Saifai Mahatsov in Etawah, starting tomorrow. The 10-day mahatsov is being organised in the name of Ranvir Singh Yadav, father of the SP supremo. Mr Ajit Kumar, who offered resigned his seat for Mr Yadav told UNI that he had persuaded Mr Yadav to contest from his seat. Mr Kumar, who still continues to be the Minister of State, said he had decided to resign in the general interest of the electorate of his constituency since "a Chief Minister would bring about more development in the area." Gunaur is dominated by the Yadav community and in the last election, Mr Kumar, then contesting on a Janata Dal (U) ticket, had defeated the SP candidate in a direct contest. Mr Kumar, however, later defected to the SP in August last. (UNI) Oil sector workers strike evokes mixed response NEW DELHI, Dec 16: The day-long strike called by workers of public sector oil companies to protest against plans to privatise cash-rich Indian Oil Corp (IOC) today evoked a mixed response with supplies of petroleum products and crude oil production remaining largely unaffected. State firms had topped up all supply depots and petrol stations over the past couple of days, which ensured that no retail outlet went dry, industry officials said. Crude oil production was unaffected as employees reported for work at most of the producing fields. Countrys largest crude oil producer oil and natural gas corp said operations at all its fields including Mumbai High were normal with almost all workers attending duty. However, refineries reported thin attendence and output at two oil refineries in east was severely affected. "LoCs Barauni refinery in Bihar is on `hot circulation or in simple words it is not producing any fuels," IOC officials said. Similarly, secondary units of Guwahati refinery were out of operation and only 2-3 primary units were functioning with help from officers. At the other refineries, workers attendence was thin but officers were maintaining normal production. Employees of state-run gas transmission company GAIL (India) Ltd did not participate in the strike. Sources said pipelines and marketing operations including aviation fueling facilities were operating normally with most of the workers reporting to work. The national united forum against privatisation of oil PSUs, which had given the strike call, had exempted essential services in all oil installations from the strike. "There is no shortage of any fuel anywhere in the country," said a senior Government official. "Our contingency plan of topping up all supply depots and petrol pumps and roping in officers to run the plants is working fine." The forum warned of sterner action if the Government does not revert its decision to privatise profit making oil firms. Government, after being forced by Supreme Court to put hold privatisation of Hindustan Petroleum Corp Ltd (HPCL) and Bharat Petroleum Corp Ltd (BPCL) pending Parliamentary approval, was mulling options of disinvestment in IOC. "Since Supreme Court is already seized (of privatisation) matter, Government should have appropriately awaited their decision and not decided to disinvest oil sector giants IOC and ONGC," the forum said.
