POONCH, Dec 3 : Saying that the walls of hatred between India and Pakistan are gradually collapsing with cease-fire on the borders, Chief Minister Mufti Mohammad Sayeed today hoped that it would ‘narrow down the widened gulf’ paving way for a lasting peace in the region.

Addressing a largely- attended public meeting at Panjari in Balakote area, the Chief Minister described the cease-fire as a major initiative taken by the two countries. He said the decision for restoring air link and holding discussions later this month on resuming train services would be other important confidence-building measures that would facilitate travel by people of both the countries.

The Mufti stated that the objective of opening Srinagar-Muzaffarabad and Suchetgarh- Sialkot roads was to help the divided families in meeting each other. This, in turn would create a more conducive atmosphere for friendship and enduring peace, he said. He opined that the possibility should also be explored for opening such a road link from Poonch as well in due course of time.

The Chief Minister said that the relaxation in the situation and peace on the borders would certainly ease the problems of the people of the border areas, which they had to face due to shelling and hostility between two countries. ‘‘Our people have suffered immensely due to confrontation between two neighbours’’, he lamented.

On the occasion, the Chief Minister launched a massive rehabilitaion project of Rs. 7 crore for 541 Balakote families uprooted due to the 2001 border build-up. The Mufti had visited Balakote area in April last and promised the people for early rehabilitation nearer to their agricultural land. The State Government had formulated a scheme for the rehabilitation and got it sanctioned from the Centre expeditiously.

He distributed cheques of Rs 50,000 to the each affected family as first installment. The second installment of the assistance would be provided after the completion of plinth of their houses.

The Chief Minister said they were being rehabilitated near their land holdings as they had agriculture as only source of livelihood. He said of the total amount Rs 5 crore would be spent on the construction of houses and Rs 2 crore on construction of roads, school builidings, health care and other amentities. He said the State Government had also decided to provide timber at concessional rates to them.

The launch of the rehabilitation project by the Chief Minister was received well by the affected families who had been waiting for this healing touch since 2001. They were especially happy that the Mufti had fulfilled his promise within six months. Some of the beneficiaries were heard saying that this was the difference of a government serious in its commitment to the people. Encouraged by the Chief Minister’s response, they projected more demands in the shape of a memorandum.

The Mufti assured that the demands projected by the people of the area including upgradation of the local high school to the higher secondary level would be considered sympathetically.

Deputy Chief Minister Mangat Ram Sharma who also spoke on the occasion, said that the coalition government was taking all possible measures to provide succour to the people particularly those living on the borders. He said quick sanction of the scheme for rehabilitation of the affected people of Balakote area amply demonstrated the priority the government was according to solve the problems of the people.

Mr. Sharma assured the people that their demands pertaining to upgradation of school and setting up of SDM office would be examined sympathetically.

Among those present were Minister of State for Forests Puran Singh, Chief Secretary Sudhir S. Bloeria, Director General of Police Gopal Sharma and former minister Rafiq Hussain Khan.

Police constable electrocuted; six injured in accidents

JAMMU, Dec 3: A police constable was electrocuted while as six persons were injured in separate road accidents.

Police spokesman said that a police constable Liquat Hussain posted at Traffic Check Post Nagrota was electrocuted when an electric wire fell over the water point.

The constable was immediately rushed to hospital where he was declared as brought dead.

Meanwhile, two persons—Munmain Singh, son of Bhagwan Singh of Raj Bagh and CRPF jawan Balbir Singh received injuries in road accidents at Chadwal and Bantalab respectively.

Both have been hospitalised and their condition was stated to be critical when reports last came in.

In another road accident, two persons received severe injuries in collision between Tipper bearing registration number JK02J-2993 and scooter number JK02E-2687 at Thandapani.

They have been identified as Mansa Ram, son of Shiv Ram and Roshan Lal, son of Roni Ram. Both have been hospitalised.

Two persons—Dara Singh, son of Ram Singh of Nanak Nagar and Girdhari Lal, son of Mangu Ram of Sandal were injured in mishaps at Gandhi Nagar and Tali Morh respectively.

Meanwhile, a couple—Arun Kumar, son of Balbir Singh of Govindpur Chatha and his wife Shalni received burn injuries in accidental fire at their residence. Both have been hospitalised and their condition was stated to be critical when reports last came in.

A woman Jyoti Devi, wife of Ashwani Kuamr of Biaspur received burn injuries in accidental fire at her residence. She too has been hospitalised.

A woman—Arti, wife of Ajay Singh of Bagh-e-Bahu allegedly consumed poisonous substance at her residence. She was rushed to hospital when spotted unconscious by family members. Doctors attending on her immediately provided her stomach wash treatment followed by other medicare.

Her condition was stated to be critical when reports last came in. It could not be ascertained as to whether she intentionally consumed poison or swallowed the same mistakenly.

Start regular bus service for Jammu tourist spots: Minister

JAMMU, Dec 3: The Tourism, Housing and Urban Development Minister, Ghulam Hassan Mir today directed tourism authorities to start a regular tourist sight-seeing bus service for various tourist and picnic spots in Jammu division to promote tourism in a big way.

Interacting with the officers and field agencies of Jammu and Kashmir Tourism Department and Tourism Development Corporation during his surprise inspection of Tourist Reception Centres, Jammu to take stock of facilities for the tourists, the Minister said that the tourist spots in the Jammu division have been attracting large number of tourists and a regular bus service to these places would further boost tourism there.

He urged the need for a full-fledged information Centre for convenience of the tourists. The centre shall provide complete information about the hotels, flight and train schedule, transport facilities and tariffs to the tourists, the Minister added.

During his inspection to the Tour and Travel Division of the JKTDC, the Minister was informed that various tourism packages announced recently by the Government have prompt response from across the country. Ski Gulmarg Package, Kashmir Holiday Package, Honeymoon Special Package and Special Holiday Package have received good response from the tourists and the JKTDC has received 15 confirmed bookings for these packages through Internet in a single day, today. The Minister was informed that these bookings include packages for Patnitop and Skiing at Gulmarg.

Katra-Mansar and Katra-Patnitop one-day tourism packages have also proved super hit on the eve of Christmas. A tourist party comprising 55 persons from Maharashtra have booked their package for 6 nights and 7 days. Another group has confined booking for Ski Package at Gulmarg.

The Minister was informed that Revenue on account of accommodation and package tours and travel of Jammu division has also increased to Rs 21.60 lakh during first eight months of the current fiscal as compared to Rs.16.23 lakh during the corresponding period last year. Similarly, revenue on account of Kashmir package tours has also increased to Rs 3.39 lakh from August 2003 to October 2003 as compared to Rs 1.37 lakh during the months of last year’s.

The Minister also inspected offices of the JKTDC and Tourism Department and asked the employees to make disposal of files expeditiously.

The Director General of Tourism, Saleem Beig, Managing Director, Tourism Development Corporation, A.A. Wani and the Director Tourism accompanied the Minister.

Lt Gen Ashok Kapur takes over Command
of Nagrota Corps

JAMMU, Dec 3: Lt Gen Ashok Kapur, VSM, has taken over as General Officer Commanding (GOC) of the prestigious Nagrota Corps.

Commissioned in the Sikh Light Infantry (SIKH LI) on January 11, 1967, Lt Gen is alumni of National Defence Academy (NDA). He took part in 1971 Indo-Pak war and later commanded his Battalion. He commanded an Infantry Brigade in the Desert Sector, an Infantry Division in the Western Sector. His last tenure was as Deputy Commandant and Chief Instructor at the Indian Military Academy, Dehra Dun.

A graduate of Defence Service Staff College Wellington and LDMC Secunderabad, he has held various Staff, Instructional and Command appointments such as Brigade Major in NEFA, Colonel General Staff and Brigadier General Staff in Kashmir Valley besides Instructor in National Defence Academy and Directing Staff Command Wing at Army War College. He was Military Assistant to General Officer Commanding-in-Chief, Southern Command during Operation IPKF in Sri Lanka (Op PAWAN) and Maldives (OP CACTUS). He was Military Assistant to Chief of Army Staff in Delhi during Kargil Operations. He is Colonel of the Regiment of SIKH LI.

Lt Gen Ashok Kapur is recipient of Vishisht Seva medal awarded in January 1998 for his distinguished service as Brigadier General Staff in the Kashmir Valley.

Madan pays surprise visit to construction corporation

Jammu, Dec 3: Minister for R&B, Madan Lal Sharma today during a surprise visit to the office complex of JKPCC at Panama Chowk Jammu.

The Minister took round of various units of the department and found that some employees have not marked their attendance till 12 noon and some of them marked as on casual leave but their leave applications were not shown. He issued directions to the MD to place all the absentees under suspension with immediate effect.

The employees who were found absent from their duties included Hirdey Nath, Legal Assistant, Swatanter Sharma, Jr. Asstt., Romesh Kumar, Meena Kumari, Raj Rani, Dolly Tikku, Computer Operator, Rash Paul Singh, Helper and Milkhi Ram .

The Minister Directed the Managing Director to ensure punctuality in the office for speedy disposal of the routine work. He also inspected computer room and laboratory, which were found in shamble condition.

He issued direction to equip the computer section by providing all necessary equipments so that all the record of the department is computerized besides strengthening and updating the material-testing laboratory for obtaining accurate results.

To encourage an interface of youth, who are fast drifting away from our roots, and our folk music, a Folk Dance festival ‘Bal Lok Rang’ was organised by Jammu and Kashmir Academy of Arts, Culture and Languages, at the Abhinav Theatre, here today.

Held to mark the celebrations in connection with National Integration Week, in today’s dance festival troupes drawn from the different schools of the Jammu city and adjoining areas, gave a colourful presentation of folk dances of Rajasthan, Maharashtra, Punjab and Jammu region.

Accompanied by live as well as recorded music, attired in traditional dresses, the enthusiasm of young performers was infectious to an extent that it charged the audience which clapped periodically to show their appreciation.

In today’s function nine items were presented. These included Rajasthani folk dance called ‘Terah Taali and ‘Gattka’ dance by the girl students of Presentation Convent Senior Secondary School Gandhi Nagar. The Rajasthani folk dance is associated with ‘Kumhar’ women of Rajasthan who in olden times performed this dance to encourage their husbands going on war. While the ‘Gattka’ dance showcases the marshal character of Sikh ladies. The ‘vir rasa’ of both the dances was very well brought about. Especially praise worthy was the choreography of ‘gattka’dance.

The other dances which presented the composite culture of our country included ‘Machhera’ dance from Maharashtra, ‘Gidda’ of Punjab and Dogra version of ‘Jagrana’. Some dances based on folk songs were also presented on the occasion.

Minister of Education, Harsh Dev, the chief guest, speaking in his address said that complete opportunity must be provided to the youth of the state to explore their inborn talent. He said that the retainence of cultural pursuit in children connects them to their traditional ethos and help build a confident, stable and confidant personality out of them. He stressed the need to organise such programmes in neglected areas also. Later, the Minister presented mementos to the troupes of participating educational institutions.

Earlier Secretary Cultural Academy, in his welcome address said that today’s programme has been organised as a part of Academy’s continuing endeavor to provide opportunity of interaction and exposure to new generation with our indigenous culture. This has become more the important in light of the onslaught of western values.

Civil Defence awareness campaign concludes

JAMMU, Dec 3: One-month long Civil Defence awareness campaign concluded today with organising a seminar on ‘Disaster Management’ by the J&K Civil Defence in Jammu University auditorium.

Team of Civil Defence (CD) Wardens, volunteers and CD experts spoke on the occasion and briefed about the measures involved in disaster management. They listed the precaution and safety rules in case of man made or natural disasters.

Mrs Vimla Sharma, wife of Director General of Police Gopal Sharma, was chief guest on the occasion while Maj General Gowardan Singh Jamwal, Chief Warden Civil Defence Jammu presided over the function. Mr P S Gill, Additional Director General of Police and Prof Ashok Aima of Jammu University, were the guest of honour.

S Owais Ahmed, DIG Civil Defence Jammu, Choudhary Charag Din, Commandant Aux. Police II Bn and Sheikh Shakeel Ahmed Beig, SSP Civil Defence J&K, also attended the function.

A large number of Civil Defence volunteers participated in the seminar which was dominated by discussions on pre-disaster and post disaster management.

On the occasion, Mrs Vimla Sharma gave away prizes to 49 students who have secured I, II and III positions in various Civil Defence competitions during the last one month.

Veteran NC leader passes away

SRINAGAR, Dec 3: Veteran National Conference leader and former Jammu and Kashmir Minister Abdul Salam Deva passed away today following a brief illness, a party spokesman said here. He was 72.

Deva, a close confidante of NC founder Shiekh Mohammad Abdullah, was a minister for some time during his ten years in the State Assembly from 1977-87.

Deva joined politics at the age of 16 and was immediately imprisoned for three years. He was sentenced to life imprisonment in the Akkar arson case in 1950.

Deva who was associated with plebisicte front from 1955-71 and joined National Conference on its inception held several key party posts including provincial president Kashmir.

The party patron and former Chief Minister Farooq Abdullah and president Omar Abdullah have condoled Deva’s death, describing it as an irreparable loss to the party.

Deva is survived by his wife, three sons and a daughter.

While reminding Hizbul Mujahidin the promise that the outfit will withdraw their activities at the time of beginning of negotiations between New Delhi and Islamabad, the outfit, therefore must say goodbye to gun culture in view of their commitment.

Addressing a largely attended public rally at Langate, Ms. Mehbooba said that the bonds of friendship and tranquility have started its work and the borders have been softened for easing the travel of citizens of the countries across the border.

She emphasized upon militant organizations to return home with honour and dignity after laying arms as militancy has taken a huge toll of life and property during last one and a half decade without any significant gain to the state.

Amid loud cheers from the people, Ms. Mehbooba said that the important link between Srinagar and Muzaffarabad is expected to be opened soon and the brothers and sisters longing to see each other since more than half a century will meet again and peacefully which is part of common minimum programme of PDP.

Reaffirming her commitment not to bring any change in her pre-announced party manifesto, she said that the promises made by the present coalition Government will be fulfilled at all costs. She said that the Government has renewed the hope of progress and development among the people of the state and also a feeling of security.

Referring to the complaints of violation of human rights in the state, she said that such reports are now only a few and security agencies have been made accountable before a responsible forum, she added. She said that the persons involved in any violation and crime are immediately booked and no lapse is made in punishing such elements.

Elaborating the importance of opening of Srinagar- Muzaffarabad road, she said that the Kashmiris shall be able to go for trade and commerce, selling their large quantity of handicraft goods and fruit in the markets of Pakistan and in return foreign exchange will be earned by our country.

She said that PDP is the only party which is dedicated to translate the dreams of people into reality and the party is fulfilling the aspirations of the people while pulling the reigns of power of the state and will continue to do the same.

She said that before assuming the charge of Government, the coalition Government had only desire to provide security to the people of the state with honour and dignity. She said that in present circumstances, the people are demanding the facility of power and drinking water supply, construction of roads, medicare and education facility. This situation reflects that the people have come out of turmoil and they are feeling secure and they are only in need of basic amenities.

But she said that the problems of people can’t be solved in one year still the Government is alive to the situation around and is determined to solve the problems of the people in a phased manner.

Referring to the demand of Government jobs to the unemployed educated youth, she said that the Government cannot absorb all the unemployed youth in Government departments. She said that crisis is not restricted to Kashmir only but the ban on appointments in Government service is in vogue throughout the country. However, the Central Government has sanctioned 28,000 posts under Rehbar-e-Taleem scheme. Besides, sanction for setting up of a local army battalion has also been granted. She said that the Government has not ample resources to accommodate all the unemployed educated youth in Government services. However, employment generation can be assured by various income generating schemes launched by Central Government.

General Secretary, PDP, Bilal Lodi and Central Secretary, Abdul Haq Khan while addressing the gathering expressed the hope that the Kashmir tangle could be solved through negotiations between India and Pakistan.

Ranjit Sagar dam unable to generate 600 MW
power even after completion

Basohli, Dec 3: Prestigious Ranjit Sagar dam built on river Ravi at Thein near Basohli on J&K-Punjab border is unable to generate full 600 MW power despite its completion.

This hydro-electric project at present is generating 110 MW power. Its full and proposed potential of 600 MW power is yet to be garnered. The dam authorities which are fully controlled by the Punjab Government do not seems to be in hurry to make all possible efforts to generate full power from this power-project.

Chief Engineer, Ranjit Sagar Hydro-electric Project, Mr Rajindra Singh told Excelsior that it may take at least five more years to generate maximum power of 600 MW from this prestigious project. He said presently, the level of water in the reservoir/ lake is around 500 metres. As on Sunday, it was measured as 503 mts. For maximum generation as proposed, the level of water is required to be at least 537-540 mts.

Though the project at Thein was completed with cost of Rs 3700 crores, yet it is not possible to exploit full potential till another proposed project on the same river near Shahpur Kandi with 168 MW power capacity is constructed on it. Some work on this mini-project has been initiated but due to paucity of funds with the Punjab Government, delay is being caused for the full scale execution of work on this project. He said about 126 persons including labourers have sacrificed their lives while working on this project. A beautiful Smark at the dam site recalls the great contribution of those men, he maintained.

Minister for Health, Ch Lal Singh who represents the Basohli constituency where this dam is built pointed out that as per agreement J&K Government will get power from this project on no-profit-no loss basis. But since the generation is not sufficient, we will not be getting any share under such circumstances. Moreover, the agreement is very weak and anti J&K people. There will not be any relief to us even if the generation will be to full potential after 5—6 years. Even the dam authorities and the Punjab Government failed to provide irrigation water to J&K by constructing a canal from Shahpur Kandi. He alleged that the proposal of barrage at Shahpur Kandi which will be created by Punjab as per agreement is still hanging fire.

Mr P L Saini, Superintending Engineer Ranjit Hydel project disclosed that success of this project depends on the completion of mini-project at some distance down-stream. This is essential for proper flow and distribution of water for irrigation and other purposes as per the planning. The level of the reservoir is required to be maintained at 537 to 540 mts for that purpose. Rs 1600 cr is the estimated cost of this mini-project. Five year time period is given for the completion of work on this project if its execution goes on smoothly with adequate funding.

Responding to a question regarding restriction on operation of steamers or motor boats, the Chief Engineer said due to safety point of view and also for the security reasons, no movement at least around 2 kms of the dam is allowed. Due to suction power near the dam, the safety of the boats is also taken care of. He said if any agreement of plying motor boats is made with the J&K authorities, they will operate from Satwain or other sites identified which will be at adequate distance from the dam site.

JAMMU, Dec 3: Coalition Government has been contemplating to constitute a special pensionary scheme for the families having cent percent disability.

This was disclosed by Minister for Social Welfare, Mula Ram while addressing a function organised to observe World Disabled Day at Government College for Women Gandhi Nagar today. "For this a survey would be conducted by the Social Welfare Department and the prospective beneficiaries identified at the earliest so that justice is done to the deserving people", the Minister said.

He further said that steps would also be initiated to implement three percent reservation to the disabled persons as provided under the Disabled Act. "The Chief Secretary would be asked to look into the matter and ensure the implementation of comprehensive Disabled Act 1998 in letter and spirit", Mr Mula Ram said.

The Social Welfare Minister disclosed that District Coordination Committee for disabled persons would be reconstituted in consultation with the Handicapped Welfare Association at the earliest. He also admitted that due to some procedural delay some cases of pension have been pending for settlement and assured that such cases would be taken up on priority basis.

Minister for Rural Development, Peerzada Mohammad Sayed, who was the chief guest on the occasion, said that to give due place and share to the handicapped section of the society, the Government would provide all assistance as well as facilities like loans through banks on easy terms for setting up of income generating units.

The Minister further said possibilities would also be explored to facilitate Handicapped Welfare Association to set up their own offices at Jammu and Srinagar for which expenditure would be borne out by the Rural Development Department.

Gandhi Nagar MLA Raman Bhalla demanded a comprehensive package for the disabled person so that they may not feel the rejected lot of the society. He said: "Handicapped persons are part and parcel of society and require love, compassion and need not to be ignored at any level".

Earlier, president of the Handicapped Welfare Association R C Sharma demanded that camps should be organised at tehsil level for distribution of artificial limbs among the beneficiaries. He further demanded provision for appointment of Handicapped Commissioner, reservation in Rajya Sabha, State legislature, Government services and professional colleges.

The Association also took out a procession rally which was flagged off by Director General of Police Gopal Sharma from Vikram Chowk.

Govt serious about revival of sick units
in J&K: Sahasranaman

JAMMU, Dec 3 : Several far-reaching decisions for revival of sick units in the State were taken at the State Level Committee on sick units which met here today with Principal Secretary, Industries and Commerce, A. Sahasranaman in chair. The committee considered 25 cases for extending support for revival.

The committee decided to set up a sub-committee at provincial level under Joint Director Industries (RSU) with representatives from the concerned industry and financial institutions to discuss and finalize recommendations for consideration of the State Level Committee. It also decided that the current operational status of each sick unit should be presented to the State Level Committee and a list of all the pending revival cases supplied to Reserve Bank of India and the concerned banks to enable them to review each case and accordingly inform Director Industries as to which cases could be considered for revival.

It was decided that the designated officer of SIDCO would regularly monitor the utilization of soft loans and submit monthly report to the Managing Director, while a committee comprising Director Industries, Managing Director, SIDCO and representatives from the financial institutions would review these cases once in a quarter.

The committee decided to hold its next meeting on 18th of this month .to consider the status of pending cases and thereafter meet once in three months to clear all the 389 cases before the end of 2004.

Expressing Government’s seriousness about the revival of all the sick units, the Principal Secretary Industries and Commerce impressed upon the financial institutions for early clearance of the revival proposals. He said cases of only such units should be considered which are worth for revival and are not in default. He made it clear that no sympathy should be shown towards the willful defaulters.

Seeking suggestions from the bankers for ensuring early revival of sick units, he laid stress on proper screening of cases before making disbursements. The revival issue which has remained pending for so long needed to be taken up on priority, he added.

Among others who attended the meeting included Director Industries, Managing Directors of SIDCO, SICOP and State Financial Corporation, representatives from Reserve Bank of India, State Bank of India, Punjab National Bank, Jammu and Kashmir Bank, President Reconstruction Forum Kashmir and President Sick Industries Forum Phase II Gangyal.

Viraj Kendra organises Young Painters’ Camp

JAMMU, Dec 3: Viraj Kala Kendra, in collaboration with JAKFAS (Jammu And Kashmir Fine Arts Society) and Tri-Star Colman, organized a ‘Young Painters Camp’ in the memory of eminent sculptor Late Vidya Rattan Khajuria.

The camp was inaugurated by Health Minister Ch Lal Singh with the brush strokes on the canvas. His presence and participation was encouraging for the young artists. The Minister assured timely help to the artists.

Prominent young artists who participated in the camp were Rohit Verma, Vinay Khajuria, Manoj Chopra, Mengansh Thapa, Darshan Singh, Vishal Bhaskar, Surpal Singh, Amit Singh, Pawan Rapria, Monika Gupta and Suresh Sharma.

He input material viz Canvas and colours were provided by young artists Jang S Verman who was also a guest artist participant in the camp.

At the culmination of the camp Raj Bharti, general secretary of Viraj Kala Kendra, presented vote of thanks to the Health Minister and said that the work of the young artists will be exhibited at Viraj Art Gallery, Gandhi Nagar on December 5.

BJP accuses coalition Govt of politicising service sector

JAMMU, Dec 3: State BJP president Dr Nirmal Singh has accused the Mufti Government of politicising service sector causing great resentment among the educated unemployed youth.

Ridiculing Chief Minister Mufti Mohd Sayeed’s claim that his Government has not made any backdoor appointment, Mr Singh alleged that the recruitment system has been instutionalised with political authority by the coalition Government. Referring to political rallies where the Chief Minister and his Cabinet colleagues distributed appointment letters under Rehbar-e-Talim to the party supporters, Mr Singh alleged that Mufti Sayeed and his Cabinet colleagues have thrown all norms to the wind and ignored merit by resorting to such practice. Those who are distributing appointment letters in public rally have no locus standi whatever and that they were in no way connected to the job, he added.

The BJP chief alleged that the coalition Government has crossed all the limits and made Block Development Officers and Deputy Commissioners disfunctional by performing their jobs, including distribution of appointment letters.

He also alleged that the coalition Government was rewarding corrupt officials and giving them prize postings instead of punishing them for their corrupt practices.

Akhnoor's Army School organises inter-region contest

JAMMU, Dec 3: Northern Command Inter-Region English and Hindi Declamation competition was held at Sangha Auditorium, which was organised by Army School Akhnoor.

Twenty participants from seven different schools participated enthusiastically both in Hindi and English. The topics for Hindi and English declamation were extracts from plays and speeches of famous personalities.

Educationists from three different schools were invited to adjudge the competition. All the participants spoke exceedingly well which made the judges task very difficult. Audience was spell bound by the remarkable efforts put up by the participants.

The chief guest Col V R Navrekar, CO 287 Medium Regiment too accoladed the expressions, voice modulation, confidence and subject chosen by the children. In English declamation, Milly Dutta of Army School Kaluchak was adjudged the best speaker, Shranya Lal of Army School Nagrota was the second best speaker followed by Shikha Chahal of Army School Samba, Nikita Mehta of Army School Kaluchak were the third best speakers.

In Hindi Anuj Malhotra of AS Akhnoor was the best speaker, the second best was Gudia of APS Yol Cantt and third best speaker was Rituraj of APS Udhampur. For Hindi APS Yol Cantt bagged the best team trophy, APS Udhampur was second best team and AS Kandrori the third best team. In English AS Kaluchak bagged the best team trophy while second place went to AS Samba and third to AS Pathankot.

Army School Akhnoor had earlier hosted the Intra Region Declamation competition in English and Hindi on November 7.

The teachers of Army School Akhnoor who put their heart and soul in making this competition a grand success are Raj Kumar, Yugal, Neeraj, Ajay, Mrs Dipender Kour, Miss Meenakshi, Mrs Preeti Agarwal and above all Ashok Kumar Sharma, who was over all incharge.

All the teams appreciated the fair conduct of the competitions and then administrative arrangements made by Army School Akhnoor.

‘I made all Class 4th appointments on Nisar Khan’s orders’
Kukoo Wazir, Horticulture Minister’s driver claim innocence

SRINAGAR, Dec 3: A week after this newspaper published an expose "Horticulture Department, Ministry run by Class 4th official", retired Director of Horticulture, Kukoo Wazir, and the Horticulture Minister Abdul Aziz Zargar’s driver, Abdul Majeed Dar, have contradicted the facts explained in the report.

Two 2-page statements, authored, typed and faxed by the same person, were delivered at Srinagar bureau and the editor-in-chief’s office at Jammu. One is from Mr Kukoo Wazir and another from Abdul Majeed Dar.

According to Mr Wazir, "all allegations are baseless, a bundle of lies just to malign the image on a honest and upright officer". In his statement, Mr Wazir has explained that Majeed Dar was a daily-wager in Horticulture Department since 1995, when G A Dar was the HoD. After DC Srinagar certified that Dar had performed election duty in 1996, the incumbent was regularised in government service as Helper in accordance with Government Order No: 355-GAD of 1994 Dared 30-04-1994.

"After rendering five years of service, he was promoted as cleaner on the basis of seniority. Again, it was no favour to the incumbent as many senior officials have been promoted even after 2-3 years from time to time in the Horticulture Department", says Wazir. He claims that "about 20,000 persons" have been appointed by HODs when Abdur Rahim Rather and Nisar Ahmed Khan were Ministers incharge Agriculture during the National Conference government in 1997-98 and onwards.

Wazir contends that "some people within Horticulture Department with vested interests only try to highlight this single issue to create confusion". He claims that the campaign is aimed at tarnishing the image of a "dedicated, sincere and honest officer, who had curbed the corruption with a heavy hand and had streamlined the working of the Department".

Wazir has described Minister incharge Mr Zargar as "very honest, competent and hard working" while complaining that his name was being dragged in "this dirty game" unnecessarily.

"With regard to allegations of certain fictitious cases with CID, Vigilance, SHRC, these are all concocted and baseless, manipulated ones which were dismissed by the concerned agencies since long", adds Mr Wazir in his statement.

In a separate but identical statement of the same wording, Abdul Majeed Dar has repeated what Mr Wazir has said. He has further claimed that his alleged involvement with militancy was "totally baseless". "It is unfortunate that unnecessarily, name of Mr Manzoor Ahmed Zargar son of Hon’ble Minister for Agriculture was incorporated in the press release only to affect my service career", says Dar. "The fact is that I was plying vehicle in the Horticulture Department and before Move of offices, I was attached in the Personal Section of the Hon’ble Minister to drive the vehicle, therefore the charge is totally concocted and baseless", he adds.

Tonight, Mr Wazir spoke to EXCELSIOR and said that Vigilance Organisation was investigating a "baseless case" against him. He admitted that he had appointed 121 Class 4th employees in the Horticulture Department in 1998 but claimed that the entire list had been prepared by then MInister incharge, Nisar Ahmed Khan. "I simply signed the appointment orders and issued the same on the instructions of the Agriculture Minister", Mr Wazir said. "If all HODs have made such appointments on the instructions of then Ministers, why am I being singled out for defamation?", Mr Wazir asked. He claimed that inspite of the Vigilance case pending against him, the state Vigilance Organisation has issued "Vigilance Clearance" in his favour.

As regards the judgement of Mr Justice G A Kuchai, Chairman SHRC, regarding a complaint filed against Helper Abdul Majeed Dar by female employees of Horticulture Department, Mr Wazir claimed that it was "totally fake". He also claimed that the reports of Additional DG CID and IGP Kashmir, as mentioned in Kuchai’s judgement, were also "totally fake".

However, EXCELSIOR is in possession of the SHRC judgement and reports of Additional DG CID and IGP Kashmir, and it has enough reasons to believe that the same are genuine. All documents and Government orders mentioned in the said story have already been quoted verbatim with respective number and date.

Mini power projects for Poonch, Rajouri on anvil: Niaz

RAJOURI, Dec 3: The State Government has formulated an ambitious plan for harnessing the huge hydropower potential in the state estimated at 20,000 MW.

This was stated by Minister for Power Mohammad Sharief Niaz while addressing a mammoth gathering here today.

Giving the details, Mr. Niaz said that even for districts of Rajouri and Poonch, mini hydroelectric projects have been identified for which Rs. 100 crore are estimated to be spent. He said the state government has already notified 12 mini and micro hydroelectric projects for private investment and we are getting good response. Out of these, 2 are proposed to be executed in twin border districts, one at Thanna Mandi in Rajouri and another at Chingus in Poonch.

Elucidating the efforts being made by the government for making the state self sufficient in power generation, the Power Minister said that Rs. 1500 crore are being arranged for the completion of prestigious Bhagliar project to complete it within two years.

Mr Niaz urged the people to make judicious use of electricity and cooperate with Power Development Department in its drive to regulate better power supply. He said that construction of two receiving stations, one each for Thanna Mandi and Manjakote are also under consideration of the government.

Commenting on the ongoing violence in the state, Mr. Niaz said that gun culture breeds violence and destruction. He appealed to the misguided youth to shun violence and join national mainstream and added that the coalition government is committed to rehabilitate those youth who are willing to come back.

Bharat Scouts and Guides observes Disabled Day

JAMMU, Dec 3: International Day of disabled persons was organised by J&K State Bharat Scouts and Guides in the premises of Shangrilla Public High School, Sarwal. A function was also held at SAHARA, Trikuta Nagar.

The chief guest of the function was S S Jamwal, president J&K Confederation of Voluntary and Social Charitable Organisations Jammu and president of ALMI Khudai Khitmatgar. Other prominent citizens present on the occasion were I D Soni, State Commissioner, J&K Bharat Scouts and Guides, Romi Wani, vice president (additional secretary, Planning and Dev Department), Sureshta Khajuria, Sehaj Singh and Gurcharan Singh.

Students from various schools participated in the symposium conducted on the topic ‘role of Scouts and Guides to render healing touch to the persons who have become incapable, impair or cripple due to their destiny.

Mr Soni introduced the students on the topic encouraging them to help disabled persons, he motivated them to joins hands with the disabled persons and treat them at par with other members of the society. Mrs Wani also spoke on the occasion giving emphasis on stopping discrimination of disabled persons mental and physical. She was encouraged by the role played by the State Bharat Scouts and Guides and said that disabled persons must be given more respect and opportunities so that they can lead a normal and respectable life.

Another function was organised by SAHARA in connection with International Day for disabled at Trikuta Nagar. Volunteer of Bharat Scouts and Guides also participated in the function with SAHARA.

Addressing the function, Renu Nanda, prominent social worker asked the students to encourage disabled persons. She said that volunteers of Bharat Scouts and Guides have attended the function only encourage disabled persons.

SAHARA is a home for mentally challenged children. SAHARA has nearly 26 mentally challenged children on roll with 4 staff and 2 helpers.

Police-public meeting held at Jakhole

KATHUA, Dec 3: A police public meeting was held today at Jakhole located in the Kandi belt and higher reaches of police station Rajbagh, Billawar where the brave people of the area have recently disarmed a Pakistani terrorist leading to his eventful death at the hands of J&K Police.

Sarpanches of the area were also present who highlighted the problems faced by the people in the far-flung area of district Kathua. DIG Jammu range, Farooq Ahmed, SSP Kathua M K Sinha and SDPO Border Kathua, Jugal Kishore were also present on the occasion.

Besides large number of people, VDC members and SPOs were also present.

SSP Kathua, Mr Sinha gave details of the operational activities in which VDC and SPOs had associated themselves with the police and security forces. He exhorted the SPOs to work whole-heartedly towards the elimination of any terrorist, who may find his way into the area.

DIG Jammu range while distributing the engagement letters to the SPOs thanked the people for their whole hearted support to the police and administration in maintaining peace that was necessary for the progress and development of this backward area.

He thanked the people for donating two kanals of land for the construction of police post at Jakhole. He assured the Sarpanches that the construction work shall be got sanctioned through PHQ shortly.

Rajouri-Poonch Welfare Forum deputation meets CS

The main demands included, regional council status to twin districts on the pattern of Leh and Kargil, ST status , resumption of Mughal Road construction , special industrial and employment package, generation of tourism industry in the region, hostel facilities for students of twin districts at Jammu, liberal loans from the banks and separate Parliamentary constituency.

CM to inaugurate Kissan Ghar at Delhi

JAMMU, Dec 3: Rs 1.33 crore Kissan Ghar complex at Shalimar in New Delhi is nearing completion and is expected to be commissioned by the Chief Minister, Mufti Mohammad Sayeed by the end of current month. The complex shall have 24 double bed rooms with attached baths and a Conference Hall and Reception Centre. Fruit growers of the state would be provided accommodation in the complex during their stay in Delhi in connection with the sale of their fruit produce.

This was stated by the Minister for Agriculture and Cooperatives, Abdul Aziz Zargar at a meeting held here today to take stock of the availability of standard quality fertilizers and pesticides to the farmers.

The Principal Secretary, Agriculture Production, Mr. B.R. Kundal, Registrar Cooperatives J&K, Dr. G.N. Qasba, Managing Director, JAKFED and General Manager representatives of Agro Industries were present in the meeting.

It was decided that the ban on import of fertilizers in Jammu and Kashmir through trucks would continue this year also to check adulteration, as the experiment has proved very successful. It was decided that a conference of all leading fertilizer and pesticides manufactures and dealers of the country and state especially IFFCO, NFL, IPL and Chambal would be convened during first week of the next month to make foolproof arrangements for import of quality fertilizers and pesticides in the state.

PSA expresses gratitude to Education Minister

KATHUA, Dec 3: Private Schools Association has welcomed the announcement of Education Minister Harsh Dev Singh in favour of private schools viz granting of permanent recognition, removal of non-involvement certificate and delegation of powers to Director School Education for granting recognition upto the level of 8th Class.

Association termed it as a landmark decision in the history of private schools, which was all due to efforts of Mr Kamal Gupta president of Private Schools Association Jammu province who has been fighting this cause since long back both at personal as well as Association level.

Association further demanded from the Education Minister that another long pending demand of grant-in-aid to private schools be fulfilled and rationalised as majority of the schools who have been deprived of the same are unable to compete those who are getting the same since long.

Meanwhile PSA has appealed all the private schools to follow norms strictly as laid down by the Government so that image of private schools be maintained and commitment in this regard with the Minister be fulfilled.

Need of the hour

Impart moral & spiritual education

The urgency of imparting moral and spiritual education to the general masses, especially the youth in the country, can't be over-emphasised. Indeed, in view of the prevailing scenario of fast crumbling moral values and prevalence of stress and strain in the society, a thrust on infusing moral education and spiritual enlightenment must be launched- and immediately at that.

For any soceity to advance forward, it is essential that the virtues of truth, humanism, honesty, patriotism are inculcated among the citenry. These principles are in our ancient scriptures and form an integral part of our proud cultural heritage.

Ancient Wisdom

India, in the ancient past, enjoyed the lofty status of a " Jagad Guru" due to high moral standards and spiritual attainments. Our saints and seers, pirs and faqirs, preached purity of life and supermacy of spiritualism. They, in fact, practised it in their life and set examples for the common folks to follow.

In the present environ of mad rush for materialistism, the moral values get severely jolted causing turmoil in the society. The result of it all are numerous scams and scandles as also stress and strain .

Dire necessity is to impart moral and spiritual education. For more fruitful results, it is imperative that the youth are made the focal point of this process. The best way will be to introduce moral and spiritual education in all the education institutions.

Its Urgency

The education institutions should make a start by introducing this vital programme of moral education every day. It needs to be stressed that in our secular polity, moral and spiritual education can be imparted as it is quite distinct from religious preachings.

Let’s Give Lead

Excellent teachings from various scriptures can form the basis of this education. Spiritualism and yoga can also be taken up for the benefit of the students and the society at large. The mode in such institutions can be lectures, discussions in special periods.

The media, both print and electronic, should be effectively and efficiently deployed for optimal results in spreading the eternal message of high moral values and spiritual enlightment among the massses especially the youth and students.

The Jammu and Kashmir State can certainly give a lead to the country by adopting the moral education system. Let the Government constitute a team of men of deep knowledge as also high calibre and integrity comprising among others by legislators, religious leaders from various faiths, educationists, academicians, leaders of public opinion, educationists, to evolve a standardised system and selected messages for moral education for delivery in the educational institutions.

The moral education must be so designed that it includes that the virtues like compassion, hard and honesty work, truth, peace, secular outlook, scientific temper, universal brotherhood, patriotism, punctuality and sense of duty.

Aiming Big

This State is certainly making a laudable headway in univeralisation of education and even in the higher education sector tangible achievements are being registered. It would be more purposeful and productive when students and youth— the future citizens of the nation— are equipped with moral values, discipline and patriotism during the impressionable period of their lives. Admittedly, we need such virtues more as our people should not lag behind in any sphere, much less in this crucial ground.

In view of the importance of yoga for physical, mental and spiritual development, it would be very essential to have yoga also included in the overall education system in Jammu and Kashmir. This will make the nation more stable and strong.
