Migrants to get arrears of enhanced cash relief in next 15 days: Mufti Excelsior Correspondent JAMMU, Nov 30: The arrears of enhanced cash relief from July onwards to the Kashmiri migrants would be disbursed to them during first fortnight of December. Later, they would get the cash relief as per the enhanced scale regularly. This was announced by Chief Minister Mufti Mohammad Sayeed when a large deputation comprising 250 Kashmiri Pandit migrants called on him here this morning. The migrants hailed enhancement of the cash relief. The Chief Minister said that every effort has been made by the coalition Government during the past one-year to improve conditions in the migrant camps and he himself has visited the camps. Mufti Sayeed said that secularism, brotherhood, tolerance and soufism which are the hallmark of glorious traditions of Kashmiriyat, have suffered a great setback in the valley due to militancy. He said the situation is looking up and the conditions are better now though we dont claim that we are out of woods yet. He said the people of the valley have felt it deeply that the happenings of the past over one decade have added to their miseries and they are strongly yearning for peace and normalcy. He said sporadic incidents do take place here and there but the normal life is not affected, which is an indicator of turn around in the situation. Hoping that peace would dawn in the valley soon, he said a conducive atmosphere is developing with cease-fire on borders and Pakistans positive response to Indias peace initiative. The Chief Minister said that efforts are being made for honourable return of Kashmiri migrants back to their homes and hearths in the valley where their roots are embedded. He said that those willing to return to the valley would be provided security, employment and all other facilities required for their rehabilitation. He said a township is being raised at Sheikhpora in Budgam where they would be provided all the basic amenities. Other sites have also been identified at Harnag, Mattan, Salia, Nowgam, Sagam, Shivpora, Ganpatyar and several other places in Kashmir where voluntarily returning migrants of all communities could be rehabilitated. He said these would be composite clusters to restore pristine glory of Kashmiriyat for which the Kashmir was known the world over. He said all these would be multi-storeyed buildings with adequate facilities. He said today Muslims in the valley are eagerly waiting for the return of their KP brethren sooner than later as both are inseparable from each other. Referring to the visit of over 100 KP children from Delhi and Jammu to Kashmir last month, the Chief Minister said they liked the valley most and expressed their keenness to remain connected with their roots. Hakim Ysain said that the coalition Government has taken a number of steps to provide better amenities to the migrants putting up in camps by upgrading health care and other services. He said every effort is being made for honourable and safe return of the migrants to their homes and hearths in the valley, adding that it would be only on their willingness. A number of representatives of migrants who spoke on the occasion hailed the Prime Ministers decision to enhance the cash relief. They also demanded a special employment package for the migrant youth. Revenue Secretary Mr. Mumtaz Afzal and Relief Commissioner R K Thusoo were also present. Later, a deputation of OBC unit Bishnah met the Chief Minister and urged for renewal of backward class certificates. He assured to address the demand on priority. |
HC directs Govt to allow GCET lecturers on consolidated arrangement Excelsior Correspondent JAMMU, Nov 30: The State High Court, in a petition filed by the lecturers engaged in Government College of Engineering and Technology (GCET) Jammu on consolidated wages, has directed the Government to allow the petitioners to continue on consolidated basis till the vacancies are filled up by the Competent Authority. Justice Parmood Kohli while admitting the petition, disposed of the same with the direction to the respondents to fill up the vacancies on substantive basis within period of six months. He directed that the petitioners are entitled for consideration alongwith other eligible candidates if they applied and are found eligible and suitable by the Selection Committee. The court also directed the respondents to allow the petitioners to continue on the same arrangement they were engaged with intermittent breaks. " In case their services are not needed, the respondents are at liberty to discharge them. However, if the posts held by the petitioners are required to be manned, the petitioners shall not be replaced by adhoc arrangement", it was directed. Justice Kohli further directed that if any of the petitioner is found guilty of any misconduct, he is required to be dealt with in accordance with law. These directions were passed in a writ petition filed by Sanjeev Kumar Gupta and others who were engaged as Lecturers in GCET Jammu on consolidated pay of rupees 8,000 per month. Their arrangement was made in 2001 and 2002 on academic arrangement. Under the terms of engagements they were to continue for 60 days or till regular selection is made which ever is earlier. Despite such a stipulation, they have been allowed to continue till date on the basis of various extensions, last being of dated April 4, 2003. |
HC grants bail to three facing trial in NDPS Act Excelsior Correspondent JAMMU, Nov 30: Justice YP Nargotra of the State High Court has granted bail to Parvez Ahmad of Rajpura, Mohd Latif of Azma Bagh and Abdul Gani of Chamber, Tehsil Haveli, who were facing trial under NDPS Act. The trio were arrested by Police and during their search, Police had recovered contraband of about 700 grams. The court had rejected their bail application on August 5, 2003. Aggrieved by the order of the trial court, they had filed a bail application before the High Court. While allowing the bail application, Justice Nargotra observed that after considering the contention of Senior Advocate SA Salaria, it was of the view that the rigorous of Section 37 do not apply here as the quantity recovered from the accused was non-commercial, therefore accused deserved to be bailed out. The accused were directed to furnish two surety bonds to the tune of rupees two lakh each with personal bond in the like amount to the satisfaction of the trial court. Additional Advocate General AH Qazi appeared for the respondent-State in this bail application. |
College girl kidnapped, recovered within few hours Excelsior Correspondent DODA, Nov 30: A college girl was kidnapped by a Medical Assistant from near the house of the girl at Assar in Doda district. However, acting swiftly Doda Police not only arrested the accused but also prevented the likely chances of communal tension in the area. DIG Udhampur-Doda range Satvir Gupta said that a college girlof Assar was kidnapped by a Medical Assistant Sayeed Hussain, son of Ghulam Hussain of Assar while the girl was on her way to the market. On the receipt of information, a police party swung into action and conducted raids in several places. The girl was recovered and the accused arrested within few hours of the kidnapping. The girl was restored to family after medical examination. A case has been registered in this connection and further investigations were on. |
J&K Govt to hire tourism experts to develop Ranjit Sagar lake resort By Gopal Sharma BASOHLI, Nov 30: Jammu and Kashmir Government will seek the services of experts in Tourism Industry from outside to formulate a big project for developing beautiful Ranjit Sagar dam lake resort and some surrounding sites as massive tourism potential is needed to be explored for the over all development of the area to attract a large number of tourists. Minister for Tourism , Housing and Urban Development, Mr Ghulam Hassan Mir who alongwith the Minister for Health and Medical Eduction, Ch Lal Singh and Director Tourism Mrs Nirmal Sharma paid extensive visit of the vast beautiful Ranjit Sagar lake, Thein dam site, Satwain and Basohli today said that scenic beauty of the area and its natural environment has vast potential of tourist attraction. The area can be developed as one of the best tourist resorts in the northern India. He said that more than fifty lakhs pilgrims from all over the country are visiting Mata Vaishnodevi and the pilgrims traffic can be diverted to the areas like Patni Top, Kud, Man Talai, Mansar and this lake view resort if developed in big way. Basohli has its rich culture and history and the tourism development will raise economic condition of the residents of this area. There is also need to connect Basohli area with adjoining Dalhousie-Chamba in Himachal Pradesh and some areas of Punjab. Good road communication to the area will be the priority before the launch of any big tourism project. Referring to the main problem of road communication being faced by the people of Bani and Basohli areas, Mr Mir said that motor boat service will be started soon from Satwain to Basohli and Department of Tourism will bring some boats for pressing them into service soon. With this, the distance of Basohli from Kathua district headquarters will be minimised. While responding to yet another question Mr Mir said that the work on the proposed project will be completed in phased manner and to begin with the Department of Tourism will like to introduce motor boat service to Basohli and some other interior areas. The area just ahead of dam some where near Satwain can be developed in the beginning and a large beautiful garden can be created here. In consultation with the experts, the work can also commence on the other related projects. Later, he also addressed a public meeting in the Basohli town and assured the people of the area to commence motor-boat service and start work on circular road around Basohli town. He said that Mufti Sayeed led coalition Government will sincerely develop this area as one of the best tourist resort and its scenic beauty and location adjoining Punjab and Himachal will definitely attract a large number of tourists. Ch Lal Singh, who represents Basohli constituency in his address said that Tourism Minister who is taking keen interest in developing tourist resorts of Jammu and exploring possibility of such new sites, has paid expensive visit to the several islands in the Ranjit Sagar lake, Dam site and entire reservoir in steamer of Dam authorities. Higher officials of the Tourism department will work on the project soon and this site will emerge as one of best Tourist resort in this region. He alleged that previous NC Government has duped the people of Basohli and this Jammu region as they made anti-Jammu agreement with the Punjab Government before commencing work on the Dam. He said about seventy per cent area of J&K has been sub-merged in the lake and maximum villages from our side have sunk in it but minimum benefit was given to the people of this area. Merely Rs 14 cr given for the construction of roads and bridges was just a drop in the occean and it did not give much relief to the people here. BSNL issues 239 vanity numbers Excelsior Correspondent JAMMU, Nov 30: Following alleged use of muscle power by some aspirants of vanity numbers at the BSNL (Bharat Sanchar Nigam Limited) counter at Rani Talab, only 239 vanity number could be issued today. The remaining 42 vanity numbers will be given to the persons, who have been issued waiting slips today as per their number in the que, on Monday at the same place. According to a spokesman of the BSNL, due to inadequate deployment of police force near the counter, a few persons among the aspirants resorted to muscle power. As there was no compulsion to come personally and the vanity number were being issued on first come first serve basis, it apparently led to some persons managing more than one form. By 2.30 pm, 239 vanity numbers were issued. However, in afternoon, GMT Jammu on his visit to Rani Talab and after discussions with other BSNL officers there, suspended the issuance of remaining 42 vanity numbers and ordered listing of persons, who had been issued waiting slips for the vanity numbers, as per their number in the que. The listed numbers were assured that they will be issued vanity numbers on Monday from 11 am to 1 p.m at the same place, the spokesman added. |
3 killed, 3 injured in mishaps Excelsior Correspondent JAMMU, Nov 30: Three persons were killed and three others received injuries in separate road accidents. Police spokesman said that a pedestrianJugal Kishore, son of Makholi Ram of Sarballa in Ramnagar tehsil was killed after he was hit by a speeding mini-bus bearing registration number JK14-5357 at Head Post Office, Dhar Road, Udhampur. He was rushed to District Hospital Udhampur in critical condition where doctors declared him as brought dead. In another accident, one Manohar Lal, son of Faquir Singh of Bani was killed and another received severe injuries after they met with an accident at Lakhanpur. Both were rushed to hospital where Manohar Lal was declared brought dead. The condition of injured was stated to be critical when reports last came in. In yet another accident, one Phool Bhati, wife of Hari Singh of Gari was killed in road accident at Malhar Morh under Rehmbal Police Station. Meanwhile, two personsRubia, daughter of Rashpaul of Kaskey Battal and selection grade constable Mushminder Singh posted at Jatwal Police Post were injured in two separate mishaps. Both have been hospitalised. |

Khallani Grid Station inaugurated Niaz for judicious use of electricity Excelsior Correspondent JAMMU, Nov 30: Power Minister Mohammad Sharief Niaz yesterday inaugurated 2X20 MVA Grid Station at Khallani in Doda district constructed at a cost of Rs 56 lakh. With the commissioning of the Grid Station, the installation capacity has been doubled to 40 MVA. Speaking on the occasion, the Minister said that with the commissioning of this Grid Station, the power scenario in the areas like Bhaderwah, Thathri and Doda tehsil of the district would be stabilized to a large extent and would minimize the hardships of the people. Mr Niaz appealed the people to pay their power tariff regularly as per their actual consumption as the Government is incurring Rs 1600 crore annually for purchase of power. He said the revenue collections on account of power tariff was just Rs 350 crore. He said the Government has accorded priority to various social sectors including power and has already initiated measures for tapping the vast hydel potential in the state. The Minister said that Rs 15 crore has been earmarked for Doda district under Backward Development Area Scheme of which Rs 3 crore have been set apart for power sector. Power Development Commissioner, Chief Engineers, Superintending engineers and other senior functionaries of the department besides a large number of people were present on the occasion. |
Army sponsors Operation Sangam for Kashmiri children SRINAGAR, Nov 30: Fifteen-year-old Asif Khan from a remote village near Line of Control (LoC) in Kashmir valley could hardly believe that his longing to visit other parts of the country was coming true as he alongwith other children embarked on a tour to New Delhi, Mumbai and Agra. Khan, hailing from Dardkote village in Kupwara district, was among 35 children sponsored by the army to tour the places of cultural and historical importance in the country under operation Sangam from November 28-December 15, 2003. "I have been longing to see the sea (Mumbai), Taj Mahal and the Qutub Minar. It is yet to sink in that... I will be at these places which I have seen in pictures and read about in the books," Khan, a ninth class student, said. Khan said it would not have been possible for him to undertake such a tour as his father, a village numberdar, was not in a position to afford the expenses. Echoing similar feelings, another ninth Grader Tahir Mohiuddin Shiekh, from a village in Uri, said his father, a school teacher, is just able to meet the expenses of the ten family members. Travelling out of the state would be a luxury. Shiekh, who is last of the eight siblings, said his aim would be to understand the cultural diversity of other places and how people live there. "I have heard a lot about people of other places... Now I want to test that and see how much of it is true, he added. Sixteen-year-old Bilal Hussain from Tangdhar sector said around half the children in the group were to step out of the Valley for the first time. "We are very thankful to Army for giving us this learning opportunity. Most of us belong to poor families...Half of us had never been to even Srinagar before this day," he said. Asked where he would like to spend most of his time, he said Taj Mahal. Why? "because it is a symbol of eternal love...And I want to see that marvel". An Army official said the aim of the tour was to offer the benefits of its infrastructure to the vivacious and energetic minds and achieve their dreams. This group will proceed to Mumbai, Delhi and other places to witness the cultural, scientific and economic marvel of the country, he said. The Western Naval Command would host children in Mumbai and they will spend a day at sea aboard an aircraft carrier, he said, adding they will also visit Essel World Theme Park. The exercise was reviewed for framing sector committees and instructions were issued to complete the task at an earliest. The unemployment problem facing the society in general and amongst those falling under reserve categories was discussed in details and State Government was criticised for not doing any thing on this account. The speakers said Mufti Government was befooling unemployed youth on the name of healing touch policy and providing jobs to kith and kin of the ruling party. They held further that employees belonging to SC, ST and OBC categories were being harassed at all level, be it their promotion according to reservation quota or otherwise. The BSP strongly advocate inclusion of Dogri language in the 8th Schedule of Indian Constitution and in this regard extended all out support to all those organizations which have been agitating for the cause of Dogri language. BSNL to resume sim card distribution from today SRINAGAR, Nov 30: Bharat Sanchar Nigam Ltd today said it will resume handing out mobile phone sim cards from tomorrow even as the sole telephone service provider in Jammu and Kashmir is making efforts to replace sim with SIM connect the subscribers of Indira Nagar exchange which was destroyed in the longest encounter in the summer capital. "The Sim cards will be issued from tomorrow," BSNL General Manager G S Marshall told PTI here. The issuance of sim cards was suspended last week after BSNL employees struck work to protest the killing of a colleague during the 48-hour long encounter between security forces and two militants in high security Indira Nagar locality in which the telephone exchange was also destroyed. He said BSNL is not getting the requisite power voltage for transmission towers but steps are afoot to improve the network coverage adding that he had a meeting with State Power Minister Sharif-ud Din Niaz who has assured of all possible help. Chief Minister Mufti Mohammad Sayeed has taken keen interest in improving the services ... As a result, things have started improving, he added. On the Indira Nagar exchange, he said it would take some time before it is restored but we are going full swing to make it a soon as possible. NMC urges PM to constitute 6th Pay Commission Excelsior Correspondent JAMMU, Nov 30: President of National Mazdoor Conference Subash Shastri has urged the Prime Minister to clarify stand of the Central Government on setting up of 6th National Pay Commission to remove misunderstanding among four crore employees working in Central and State Governments. Addressing NMC workers today Mr Shastri said the decision to constitute 6th Pay Commission should be announced during the ensuing session of Parliament. He said new pay structure is becoming due from January 2006 and this calls for immediate steps to constitute the same headed by a well-known economist so that its report is finalized by that time. He also re-iterated the demands of the State Government and Public Sector employees. Others who spoke on the occasion included Messrs Puran Chand, Sham Lal, Assa Singh, Madan Lal, Prabhu and Chaman Lal. |

The speakers in the meeting demanded making public the funds released by NABARD for different schemes to maintain transparency including under IWDP to eliminate any element of bunglings under these projects. During the visit of DC at Sunetar, the people told that 100 KV power transfornmer stands damaged due to wooden poles having fallen on the ground alongwith lines and people were gropping in dark to which DC assured to take up the mater with concerned authorities for an early redressal of their demands. The Deputy Commission also visited Marta, Majouri and Kulwanta. Regaring Ramnagar town the people complained about worst condition of lanes and drains as also the street lights to which the Deputy Commissioner assured to look into the matter. Regarding issuance of Permanent Resident Certificates, being issued by SDM Basantgarh, the people complained that after verification from Naib Tehsildar Basantgarh the people are to visit Ramnagar and on occasions the tehsildar is not available as a result people have to make sorties between Basantgarh and Ramnagar. Upon this the Deputy Commissioner Udhampur directed that the recommendations of Naib tehsildar Basantgarh would hold good and that the SDM Basantgarh would remain present at Ramnagar and Basantgarh on 15 day basis, so that the people may not suffer any longer. Tiger Division celebrates Health Awareness Fortnight Excelsior Correspondent JAMMU, Nov 30: Health Awareness Fortnight was kicked off with a health education drive at Tiger auditorium, here today. A large number of troops and their families attended the inaugural function in which Maj General Rajender Singh, GOC Tiger Division, was the chief guest. In his address, he stressed the need of good health amongst troops and their families. He emphasised that knowledge about diseases was a sure way to prevent the same. He also advised personnel to be vigilant regarding contracting AIDS, ill effects of the disease and preventive measures to be adopted. The function included the release of a Hindi booklet titled HIV/AIDS Jigyasa Aur Samadhan which contains frequently asked questions on AIDS. Quiz and poster making competitions between the Brigades, were also organised on the occasion in which personnel below officer rank participated. Winners were awarded prizes and certificates by Mrs Asha Singh, president of AWWA Tiger Division. She also inaugurated the health exhibition for the troops and their families. A free medical check-up of women and children was also conducted. |
LPEF demands release of DA instalment Excelsior Correspondent UDHAMPUR, Nov 30: District unit of Low Paid Employees Federation met here under the presidentship of Madan Lal Sadhotra. The employee leaders expressed resentment over non-release of DA instalment from July this year, which the employees were expecting before festivals of Diwali and Idd and held that silence on the part of Government has dis-heartened them. They said on the one hand the prices of all essential commodities are rising with every passing day and on the other the Government has maintained continued silence in release instalment of DA and COLA to Public Sector employees. They warned that employees would be compelled to launch agitation in case DA and COLA was not released in favour of employees. Meanwhile in a statement Mr Bansi Lal Khajuria, president Retired Employees Association has criticised the Government on its delaying tactics. He said the pensioners were already reeling under various hardships because of meagre pension and denial of DA instalment adds salt to their wounds. He demanded immediate release of 4 percent DA instalment in favour of pensioners of the State with effect from July this year. |

Kamlesh was married to Som Raj, son of Sansar Chand of Phinder village. She was virtually fend for herself when her mother died leaving behind four daughters at the mercy of God Almighty and a few month later her father got paralyzed compounding the woes of already starving daughters. Govt proposes to open more colleges in state: Harshdev Excelsior Correspondent Jammu, Nov 30: The Government has proposed to establish 22 more new colleges in Jammu and Kashmir in near future. This was disclosed by the Minister for Education, Harsh Dev Singh here today. The Minister was speaking at the valedictory function of 2-day workshop on "Youth and healthy life style" organized by Government M.A.M. College. Asserting that in view of the increase in the number of students seeking admission in university for varied degree courses, Mr Singh said that the Government has introduced several Post Graduate courses in number of Government colleges recently so as to cover maximum students especially those living in far-flung areas of the State in their nearest colleges. He said that Government is determined to open new colleges in remote, far-flung areas of the State so as to lessen the burden of the students and their parents with regard to heavy expenses born by them.. He said that the Government is committed to provide better education to the student community. Earlier, the Minister lit the traditional lamp to conclude the workshop. Principal of the college presented welcome address and highlighted the performance and achievements of MAM college. The Minister presented awards and certificates to the students who participated in the workshop. As many as 125 students participated in the workshop. Scintillating cultural programme comprising of songs, ghazals, traditional dances and skits were the main highlights of the concluding function which received immense applause from the audience.. Kundal inaugurates Bainglar-Faqueera Chak road Excelsior Correspondent JAMMU, Nov 30: Minister of State for Animal Husbandry Yash Paul Kundal today inaugurated Bainglar-Faqueera Chak road and a primary school building at Bhangdour in Samba near zero line. The 1.20 kilometer long road taken up under border area development programme has been completed at a cost of Rs. 7.63 lakh while the primary school building under NABARD programme has been completed at a cost of Rs. 1.25 lakh. Interacting with the people at Faqueera Chak near zero line, the Minister dwelt at length about the measures taken by the Government for addressing to the problems of the people especially those living on borders. He said the Government has taken several steps for providing basic amenities of life to the people at their doorsteps. He said the tension on the borders has eased to a greater extent following the cease-fire and hoped that those who have migrated from the borders in the wake of firing from across the border would return back to their homes and hearths. The Forum in its meeting held under the chairmanship of its state chief, H D Qureshi has also given two months ultimatum to the Government in this regard. The meeting was attended by representatives from all over the province besides the district chiefs. It said in case the Government continues its delaying tactics the Forum will be forced to launch the agitation. The House also reviewed the overall scenario in the School Education Department with special focus in the areas confronting the community which includes the promotion of principals, lecturers to the senior scales, deployment of eligible incumbents against the available vacancies in the newly upgraded Higher Secondary schools and the regularisation of incharge officers in the Department. The speakers also came down heavily on the working of Board of School Education and stressed upon the Government for the immediate removal of the college teachers working in the Board to save the prestigious academic institution from further deterioration. Nami Dogri flays functioning of Sahitya Academy Excelsior Correspondent JAMMU, Nov 30: Nami Dogri Sanstha has strongly criticized the Sahitya Academys Dogri Section for its biased and partisan approach. The Sanstha in a meeting here today, chaired by its president Dogra Harish Kaila alleged that fictitious, defunct and even those organizations which have ceased to function for years together were allowed cast their vote in choosing the convenor of Dogri. The meeting termed this election an eye wash and manipulated one and said the present convenor is fully aware of the status of all those mushroom sansthas which were asked to caste their votes in his favour. These organizations are only letter head societies with one man show, it added. The meeting accused the Sahitya Academy of ignoring letters and legal notices sent by the Nami Dogri Sanstha from time to time just to favour some blue eyed and so-called leaders of Dogri. The meeting while criticizing the Academy said no proper invitations were sent during the holding of functions at Jammu in which only some yes men of the convenor were invited while the actual people were ignored. The meeting said the violation of Constitution is being done to grab the prominence while hurting the interests of genuine claimants. One of the top officials of the Academy is fully aware of all the facts, it added. The Sanstha in an appeal to Union HRD Minister, Dr Murli Manohar Joshi has urged him to look into the matter personally and order probe into the bunglings of Government money. |
