Return of migrants

Sir,

The recent statement of Revenue Minister about filing of affidavits by 162 Migrant families of Kulgam and Handwara for their willingness to return to the Valley and the Govt. after receiving the Affidavits will begin the process of return, has compelled me to ask the Minister a few questions as being an inhabitant of Handwara. How many cases of pending ex-gratia, rent and illegal encroachments of Handwara Tehsil pending before the authorities have been settled despite of filing of hundreds of affidavits and other relevant documents. How many cases under section 4 and 13 of the J&K Migrants Immovable properties, preservation, protection and restraint on distress sales Act. 1997 have been decided and how much penality and compensation under the said Act has been recovered, so far. How much auction amount of the fruits, crops and fallen trees has been received and paid to the owners. Why is the land of migrants alone been acquired for Govt. purposes and that too on a very very low price. How many notices served to Deputy Commissioner, Kupwara and his subordinates have been replied by them. How many issues raised by group of migrants who visited Tikker Kupwara on Jeshtashtami 2003 have been settled so far though admitted to be genuine by the Deputy Commissioner in the meeting of officials of Kupwara District. These are only a few problems which are not being addressed by the subordinates of the Minister.

Conduct CAT in Jammu

Sir,

The announcement of cancellation of CAT (Common Admission Test) the entrance examination for admission to the most prestigious B-Schools of India like Indian Institute of Management has caused a considerable distress among the student community of J&K who were trying for admission to these B-Schools. It caused additional irritation because the CAT exam. does not have a centre in J&K and it becomes additionally taxing for the students financially as well as time-wise, to go to cities like Chandigarh and Delhi etc. to appear for these entrance tests.

Jammu & Kashmir is a State of hard working students and the students brave odd situations to face these competitive tests because the rewards of being able to get through to these colleges are truly wonderful. And it is pointed out here that some students from Jammu have managed to get top posts in various firms. But if this nexus has been operating in the past also then one can well imagine the quality of these students of J&K, who could beat competition from those who got their seats by dubious measures.

It is, therefore, appealed to the Education Minister of J&K and the Vice Chancellor of Jammu University, that some steps can be taken to convince the examination authority of CAT that the exam. could be conducted quite safely in Jammu as this would enable many more students of J&K to appear for these tests and may be change the future of State in years to come. This step should be taken now because the Central Government is planning to bring the CAT under its purview from next year and any such request now, is more likely to yield returns. If exams like IIT entrace and AIIMS entrance can be held in State of Jammu and Kashmir and even tests like CET-Maharashtra (entrance for colleges of MBA in Maharashtra) can be held in J&K, then why not CAT. This could make a world of difference to J&K Students.

Value based education

Sir,

Reference may be made to the write up of Shri Predhuman K. Joseph Dhar, titled "Value based Education" published in DE dated 8.11.2003. The views of learned author with regard to education system prevalent and the miserable plight of teaching community are genuine. This community which is called the shoulders of nation is generally discriminated in almost every State and not in J&K alone as the media often report we should not forget that all big personalities in the field of politics, bureaucracy or all other professionals have reached the present positions only because of hare efforts made by their teachers to build their career right from childhood. And in turn the treatment this community receives from the society is before us.

Huge public funds are spent for luxuries of politicians and Bureaucrats, Jambo Ministries are formed to accommodate most of the legislators without any solid work to do. But in the case of salaries of builders of the nation the States are cash starved. This has resulted in further degradation in the status of the teachers who are now engaged at a meagre monthly emoluments of rupees 1500/- or so which is nothing but an insult to the highly educated youth, the future builders of the nation. We should honestly think, can a person survive on this meagre monthly salary of Rs. 1500/-? Can he marry or help his family or meet his other social requirements? 'No' at all. How he will feel among his senior teachers and even class 8th of his school? How can we expect him to impart value based or quality education when he himself is in frustration and defected.

Now let us revert to the assertions of Hon'ble Minister of Education regarding imparting value based education. He is also quite right to advise the teaching community to do so, because he knows very well that only teachers can produce good citizens to take the country forward. What a teacher teaches his pupil, remains in his mind for ever. During the last 55 years of independence we have not been able to achieve 100 percent literacy are in the gript of communalism, caste system, dowry system, etc. untouchability, linguistic trouble and many other social evils like social, economic injustice, violence all over the country and all these evils are hurdle in the way of our march towards progress, prosperity of the nation, which can be meted out by making the present future generation prepared accordingly and none except a teacher can do this job very well and deserves best possible treatment in all matters from the Government to stand in the society.

The saying is "Yatha Raja Tatha Praja" value based politics is a must to ensure values all around. It is suggested that to accommodate the growing number of educated youth and professionals like Doctors, Agriculture graduates etc. etc. self employment schemes like opening of private schools, B.Ed. College, Nursing Homes, Agriculture forms by providing the infrastructure and finances, discouraging the prevailing practice of setting up such institutions by building houses on commercial pattern, who exploit these useful youth for their vested interests.
