16 automatic weather stations linked to Metsat for avalanche JAMMU, Aug 25: Targetting on accurate avalanche forecasting in hills of Jammu and Kashmir and Himachal Pradesh (HP), 16 Automatic Weather Stations (AWSS) have been linked to the recently-launched avalanche forcasting satellite, Metsat in northern India,Defence Sources said here today. Sixteen Automatic Weather Stations (AWSS) were linked to metsat for accurate avalanche forecasting and warnings in J and K and HP hills recently, the sources told PTI. There are 35 surface observatory networks covering J and K and parts of HP for weather forcasting, avalanche warnings and other information they said adding in addition to it, quality data from 16 AWSS has been put on metsat for broader usage. Avalanche forcast warnings for areas of J and K including Siachen, Kargil, Mushkoh valley, Shamshaban range and Pir Panjal ranges besides HP areas covering Manali, Rohtang, Patseo were currently being issued regularly three days in advance with good accuracy for use by Army as well as civilian population, they said. However, putting 16 AWSSs data on metsat has helped the Armed forces in planning movements and deployment of troops in snow bound region prone to avalanches thus resulting in saving of precious lives, they said. Not only this, fly-through models using optical imageries and survey of Indian maps were developed and demonstrated to users for familiarizing the troops for safe conduct during winter months in J and K, particularly in Kargil- Siachen sector, they said. Over 61 security force personnel perished in avalanches in 2000, 59 in 2001 but 42 in 2002 in J and K, they said. (PTI) |

Excelsior Correspondent JAMMU, Aug 25: Minister for Education, Mr Harsh Dev Singh released Rs 50 lakh for the air conditioning of main auditorium in Government Degree College for Women Gandhi Nagar. Announcing this while delivering a lecture on public awareness programme on Diabetes and and Diabetes Feast organized by the Diabetes Care Foundation (DCF) in the College premise today, the Minister urged the College to seek the NAT accreditation. He said the NAT accreditation was the main requisite thing for colleges to avail the direct funding from the University Grants Commission (UGC). He said though Government this year provided admission to all students in the degree classes and evening classes were opened to cope up with the rush but the shortage of teaching staff in colleges will be filled up soon. He said the Government has taken many steps for the welfare and benefit of the student community and from next year the PG classes will be run in the City Colleges. He said the health care is the most important branch of education and the Government is thinking to start the yoga classes in schools and colleges in a phased manner from this year. The yoga classes will prove useful for the teachers and students under stress, he added. In his address Dr Jitendra Singh, senior Diabetologist and author of national repute said the main purpose of holding a " Diabetes Feast"was to rescue the Diabetes affected people amongst us so that they could also partake of festival dishes like any body else provided they observed certain norms and discipline. Lauding the role of NGOs like Diabetes Care Foundation and Pir Panchal, Dr Singh said it was particularly gratifying to see that knowledgeable and educated Diabetics were coming forward to help the other fellow Diabetics in the society. He emphasized the important role of Diabetes Education saying " A Diabetic who knows the most lives the longest". Dr Jitendra Singh said that increasing population , increasing life span , reduced physical activity and heightened stress had made diabetes a major health challenge for 21st century with India being dubiously described as Daibetes Capital of the World. The welcome address , was made by Principal of the College, Mrs Gurdeep Kour while Dr Hemla Aggarwal, HoD Food Science threw light on the role of diet in keeping the diseases away. Mr Ashok Chaturvedi, convenor DCF highlighted the role of his organization in fighting the diseases in J&K while the vote of thanks was proposed by Prof Rita Jitender. Daily wage rate enhanced by Rs 11 per day Excelsior Correspondent SRINAGAR, Aug 25: In a significant worker friendly decision, the management of Jai Prakash Industries Limited has agreed to enhance the daily wage rate of all the daily rated workers by Rs. 11 per day with effect from 1st August 2003. However, the arrears for the month of August 2003 shall be paid in the month of November. The measure would benefit about 5500 workers. The next enhancement of daily wage rates would be done with effect from 1st April 2004. Agreement to this effect was signed between the management of the Jai Prakash Industries Limited and the workers representatives of Chenab Hydro Power Projects workers Union, Baghilar (CHPPWU) at a meeting held here last evening. The eminent trade union leader and State Secretary CPI (M), Mr. M. Y. Tarigami presided. The meeting was a follow up of the agreement reached between the two parties on April 9, 2003. The Jai Prakash Industries Limited was represented by its Project Director, Samir Gour, Joint President, Mr. S. K. Srivastav and Assistant General Manager, (P&A), Mr. K. K. Pandoh and the workers union by its General Secretary, Mr. Javid Ahmad Zargar and General Secretary CHPPWU, Unit BHEP, Advocate Raj Kumar who on the invitation of Mr. Tarigami came all the way from Ramban to attend the crucial meeting to settle all outstanding issues cordially. It was also agreed that 30 days earned leave in favour of the workers shall be given/encashed per year with effect from 1st August 2003. Regarding the leaves of retrospective period, it was agreed that 30 days wages shall be paid in lieu of old dues as a good will gesture. This leave encashment shall be paid in December 2003. The management has also agreed to pay a fixed incentive of Rs. 150 per month to all the daily wagers with effect from 1st August 2003. Other employees both regular and TWC on staff have already been given Rs. 400 per quarter in this regard. It was also agreed that the management shall on its discretion engage any PRW and its workers for specific job on requirement basis. The management shall get 60 per cent of the required manpower from new local PRWs and 40 per cent of the required strength from outside PRWs for deployment on works. However, this shall not be applicable on works of the fabrication and erection of ferules. The total strength of these PRWs shall not exceed the total strength, which is approximately 450 persons before the retrenchment was done. It was also agreed between the two parties that in the interest of early completion of the Baglihar power project, the management and the workers would maintain good and cordial relations. Worth while to mention, that the state government have launched first phase of 450 MW capacity Baglihar power project for attaining self-sufficiency in the power generation. The second phase of the power project has also 450 MW capacity and on complition of both these phases, the state government would not only become self sufficient in power generation but would also export electricity to other states of the country. Mr Tarigami called upon the management of the Jai Prakash Industries Limited and the workers of the power project to work cordially and with social commitment so that this dream project come true and state becomes self-sufficient in power generation. |
Dogri Sangarsh Morcha takes out silent procession Excelsior Correspondent JAMMU, Aug 25: To press the Government for inclusion of Dogri language in the 8th Schedule of the Indian Constitution, the activists owing allegiance to Dogri Sangrash Morcha (DSM) and supported by leaders of all political parties barring Congress, Peoples Democratic Party (PDP) and National Conference (NC) took out a silent procession in the city this evening. The processionists with pla-cards and banners in their hands demanding the end of discrimination with Dogras and Dogri language, warned to accelerate the struggle if their demand was not conceded immediately. The procession was led by Mr Mohan Singh and leaders of Bharatiya Janata Party (BJP), Janata Dal Secular (JDS), Jammu Mukti Morcha, (JMM), JSM, J&K National Panthers Party (JKNPP), Jammu and Kashmir Panthers Party (JKPP), Nationalist Congress Party (NCP), Gujjar United Front besides intellectuals, artists and lawyers participated in it. The procession started from Radio Station Chowk, Panjtirthi and after passing through Jain Bazar, Link Road, Purani Mandi, Kanak Mandi, Residency Road and Raghunath Bazar culminated at City Chowk where a demonstration was held in support of the demand. Addressing the demonstrators, Mr Hari Chand Jalmeria, general secretary of the Morcha alleged that despite the promises made by the then Prime Minister, Mr P V Narsimha Rao in 1992 the Dogri language was not included in the 8th Schedule of the Constitution when Manipuri, Konkani and Nepali were added in it. He said even the present Prime Minister, Mr Atal Behari Vajpayee made a promise to the delegation of Morcha in September, 2001 that this demand will be conceded by the Government but the promise was not kept till date. He said the patience of Dogras is getting exhausted now and the Morcha has decided to intensify the struggle to take it to the logical conclusion. DB quashes appointments of three lecturers of Medical Colleges Excelsior Correspondent JAMMU, Aug 25: The Division Bench of the State High Court, comprising Acting Chief Justice VK Jhanji and Justice SK Gupta today allowed the two appeals and in a common judgment, quashed the appointments of three lecturers in the Department of Pediatrics in Government Medical Colleges at Srinagar and Jammu. This approved for reporting judgment was written by Justice Jhanji for the Bench and judgment pronounced by Justice Gupta. In the 45 page judgment, the Division Bench observed that State Government has chosen despotically disregard and abhor authoritative pronouncements of the Apex Court without their being any justifiable reasons. The wrong has been committed by the State, therefore, it was for the concerned Governmental authorities to evolve a viable formula, striking balance between the interest of the State and the appellants and submit it for consideration of the court, the court held, adding that this has not been done. " Where the State or its concerned authorities are demonstratively an brazenly indifferent to adhere to the repeated authoritative pronouncements of the Apex Court, this court will not of its own, suggest ways and means to mitigate the difficulties of the State Government now finds itself in or to dilute the severity of the wrong done by the Government except to undo the wrong so done. In the facts and the circumstances attendant to the case, that is the only course and option left with the court that these appeals are allowed an the judgment of the single judge passed on March 18, 2002 is set aside to the extent it has upheld the appointment of three doctors as lecturers in the Department of Pediatrics in the Government Medical Colleges at Srinagar and Jammu are quashed. These court orders have been passed in two writ petitions filed by Dr Sanjeev Kumar and Dr Arun Gandotra, challenging the appointments of three lecturers Dr Muzaffar Jan, Dr Ghulam Rasool Wani and Dr Ghanshyam figuring in the waiting lists as lecturers on the main grounds that the posts against which the three doctors were appointed were never advertised and the respondents have violated their rights guaranteed under Article 14 and 16 of the Constitution. Their writ petitions were dismissed and the appellants filed these two Latters Patent Appeals (LPAs) against the judgment of the Single Judge. The DB while quashing the appointments of the three lecturers, directed the State Government to send requisition of all the vacancies of the posts of lecturers in the Department of Pediatrics which may have become available as on this date to J&K Public Service Commission. The PSC, on receipt of the requisition by the State Government shall advertise such posts and finalize the selection process within a period of three months. The DB further directed that in the event any of the appellants or the doctors, whose appointments have been quashed by this judgment, has become on account of age bar, the Government shall accord relaxation to such age-bar in their respect. The process of selection shall be initiated forthwith and completed with utmost urgency, the Court observed. Advocates DS Thakur, MK Bhardwaj, Sakal Bhushan and Ajay Gandotra appeared for the appellants and Shaista Hakeem, UK Jalali, DC Raina and Anil Sethi appeared for the State, private respondents and Public Service Commission. |

Mr B L Bhat, general secretary JKVM detailed and deliberated upon changing political situation of the State. He highlighted the need to develop a new thinking commensurate with latest political situation. Denouncing subtle efforts of the Government to marginalize the community Mr Bhat called upon the community to arise unitedly. Condemning the recent provocatory remarks of Ch Lal Singh, Minister for Health, about exodus of Hindus of Kashmir, Mr Bhat underlined the need to address to the problem of unemployment of KP youth. Mr Bhat hailing from Nadimarg which witnessed the massacre of Hindus, recounted the promises made by Union Home Minister L K Advani and State Chief Minister about redressal of their miseries, which were never met with. Dr R L Bhat, eminent journalist and intellectual of the State spoke about collective failure of the community to evolve a coherent response and leadership. He asked the community to come out of narrow political view and evolve a holistic approach to get their problems mitigated. Eminent social scientist Dr K L Choudry underlines his disillusionment with over all situation and the communitys response to it. He warned about the so-called "Inter-faith dialogue". Mr H L Bhat, All India general secretary of JKVM, appealed the leaders of the community to come together. He appealed the Prime Minister to visit any of the displaced community camp to take on spot stock of the plight of the hapless community. Mr B L Pandita and Mr Ashok Koul appealed for unity within the community. Tourism package on anvil: Mufti Excelsior Correspondent SRINAGAR, Aug 25: Chief Minister Mufti Mohammad Sayeed today asserted that he would never compromise with the dignity of the people of Jammu and Kashmir and said that efforts would be redoubled for restoration of peace and speed up development process in the state. Addressing members of the travel trade here this evening, the Chief Minister said that a package for house boat owners, hoteliers, shikara and ponywalas and others associated with tourism is under active consideration of the central government and would be announced within a weeks time. He said the package will largely help in providing relief to the travel trade and help in tourism promotion. The Chief Minister said that he is visiting Kolkata by the end of this month to interact with travel trade and motivate tourists from West Bengal and other north-east states to visit the valley during pooja holidays so that flow of tourists could be sustained. He said his earlier such interactions at Ahmedabad, Mumbai, Chennai, Bangalore, Lucknow and other places had good impact that resulted in reasonably good tourist season in Kashmir this summer as the atmosphere is much relaxed now. He said the visits of President, Prime Minister, Congress Chief Mrs. Sonia Gandhi, conclave of 15 Congress Chief Ministers and around 300 MPs to the valley also contributed in changing the mindset of the people of the country to visit the state. Mufti Sayeed lauded the efforts of the house-boat owners who despite turbulent conditions in the state kept persuading tourists to visit in the valley. He said their goodwill had kept the confidence of tourists from different parts of the country, who continued to visit the valley during militancy though in small numbers. The Chief Minister said that pilgrim tourism would be developed in the state in a big way. He said keeping this in view projects are being formulated for preservation of historic Jama Masjid, Khankah-I-Moulla, Baba Reshi, Aishmuqam and Chrar-i- Sharief shrines. The Union Ministry of Tourism has provided funds for the purpose. The Chief Minister announced that tourist infrastructure at all tourist destinations in the state would be expanded and upgraded to match the international standards and future requirements. He said more hotels would be constructed in the peripheral areas of tourists resorts to increase bed strength. He said TRC in Srinagar would be exclusively kept available for tourists from next year and the officers putting up there would be provided alternate accommodation. Similarly, alternate accommodation would be created for security forces who are presently lodged in hotels, tourist bungalows, indoor sports stadium in Srinagar and such other places. The Chief Minister said that he is fully conscious of the problems of house boat owners, hoteliers, shikarawalas and others whose livelihood is dependent on tourism. He said every thing possible would be done to help them in renovating their hotels, shikaras and house-boats. He said besides providing loans at easy terms, they will also be provided deodar timber at concessional rates for renovating their shikaras and houseboats. He assured them that he will take up their demands with the Prime Minister during his ensuing visit to the state in connection with Inter-State Council meeting so that the process of tourism promotion is carried forward speedily. He also announced setting up of a boat yard for repairs of boats in Srinagar. The Chief Minister said that efforts are underway to provide international status to Srinagar airport to facilitate haj pilgrims and tourists from the gulf countries. He said the matter has also been taken up with the Centre for arranging additional flights to the state and increasing frequency of flights between Srinagar and Leh for the facility of tourists. He said golf course at Pahalgam and Gulmarg has been re-developed while a golf course would be laid at Sonamarg which is being developed as a major tourist resort. He said a master plan would be formulated for holistic development of Sonamarg for which a development authority has been set up. Similarly, Gulmarg is being developed as an international centre for snow-skiing and other winter games. Referring to the conservation of Dal, the Chief Minister said that the lake is not only a major tourist attraction but also a source of livelihood for thousands of people and asserted that it would be conserved at all costs. He made it clear that the encroachments in and around the water body would be removed but those effected would be properly rehabilitated. Ms Mehbooba Mufti, MLA and PDP President speaking on the occasion said that there is no role of gun now and peace has to be restored in the state through dialogue. She resolved to make Jammu and Kashmir an abode of peace with peoples cooperation and Kashmir an ideal international tourist destination. Ms Mehbooba Mufti said that tourism is the back bone of the economy of the state and every thing possible would be done to promote it. She said Chief Minister and his other ministerial colleagues have visited different parts of the country to attract tourist to the valley. She said it is one of the vital sectors that can help in tackling unemployment. Minister for PHE Qazi Mohammad Afzal, Minister of State for Education Mr. A. R. Veeri and several senior political leaders were presented at the function. The representatives of shikara, houseboat, taxi and hotel owners associations put forth their demands and sought early action on these. |

spots in Jammu demanded Excelsior Correspondent MIRAN SAHIB (R S PURA), Aug 25: Appreciating decisions taken by the Coordination Committee headed by Ghulam Nabi Azad in connection with the implementation of policies and programmes embodied in the Common Minimum Programme, District Congress Committee Jammu (rural) appealed to the Government to materalise the same in a time bound period. In a resolution passed in the presence of large number of party workers, DCC welcomed the recommendations of the Coordination Committee for setting up Finance Commission for monitoring funds which is the prime need of the hour. Besides other demands, resolution demanded implementation of Wazir Commission Report and fresh delimitation of Assembly constituencies already recommended by Coordination Committee. Resolution, which was moved by Mr Gulchain Singh Charak, appreciated the various development measures executed during the short tenure of 9 months by the coalition Government, which have created confidence in the public for their gradual welfare. Resolution asked the coalition Government to marshal all its energies in streamlining the functioning of Government more efficiently and effectively so as to serve the public in a re-oriented manner. Party leadership was also asked to strive hard to make Congress a viable force to ensure social and economic changes in the rural areas. Immediate revival of the industrial sector at Bari Brahamana and SIDCO Samba was also demanded to provide livelihood to local labour force and as well unemployed educated, skilled and unskilled youth. Resolution asked the State Government to strive for the inclusion of Dogri language in the 8th schedule of Indian constitution which stands already recommended on the proposal mooted by the Co-ordination Committee. "Numberdars and Chowkidars which form gross root institutions of the administration need to be strengthened and their remunerations be enhanced suitably", the resolution demanded, adding, "implementation of Panchayat Raj in the State in time bound programme as assured by our Government to fulfill the dream of our beloved leader late Mr Rajiv Gandhi". DCC also demanded development of tourist spots like Surensar in the rural Jammu to attract tourists by connecting these areas with metalled roads and creating usual infrastructure there. "Likewise the historical shrines of Purmandal and Utterbehni which are world famous need to provided usual road and communication facilities to attract pilgrims/tourists and also develop the infrastructure at Jhiri, the famous place of Baba Jitto. These measures are sure to have an healthy effect on the economical aspect of the local public". It was further demanded that various irrigation projects like Rahya Lift Irrigation scheme which stand abandoned for the last twenty years be made functional to provide usual irrigation water in the areas. Similarly the Ranjan lift irrigation scheme be made functional as per the original plan to cover the remaining areas for irrigation purpose. DCC asked the State Government to approach the Centre for providing usual relief and rehabilitations facilities to the refugees of 1947, 1965, 1971 and as well as refugees of West Pakistan who are languishing for want of usual citizenship rights and also voting rights for the State Assembly. Main other demands were also highlighted in the resolution which was passed in the presence of AICC general secretary Ambika Soni and PCC chief Ghulam Nabi Azad. |
Rich tributes paid to Rajiv Gandhi Excelsior Correspondent Jammu, Aug 25: The Dy Chief Minister, Mr Mangat Ram Sharma recalled the services rendered by late Prime Minister, Mr Rajiv Gandhi in rebuilding the nation. Mr Sharma was speaking at the Sadbhavan Day celebrated by State Women Commission in collaboration with State Bank of India, Jammu in Government Women College, Parade, Jammu last evening. Dy Chief Minister, Pt. Mangat Ram Sharma garlanded the portrait of late Prime Minister, Mr. Rajiv Gandhi and lit the traditional lamp to mark the celebration. Addressing the gathering, the Dy CM paid rich tributes to late Mr Rajiv Gandhi who sacrificed his life in preserving unity and integrity of the country. Mr Sharma said that during his regime, the country progressed in all spheres of development, particularly the development in science and technology got a boost. Introduction of computer system in our offices, schools, railway stations and industries is due to the efforts of beloved leader, he added. It was Mr Rajiv Gandhis dream to strengthen the Panchayats to involve local people in the process of development because of the fact that 70 per cent of population resides in rural areas. Although the winds of change taking place in the State towards peace, the Dy Chief Minister said that Pakistan is still trying to abet and sponsor militancy in our State. He said that Pak has already suffered defeats in 1947, 1965, 1971 Indo-Pak wars and latest in Kargil war and would meet the same fate if it ventured again. Pakistan should realize that it should desist from sponsoring spreading militancy as India has extended hand of friendship to it in order to resolve the disputes. Mr Sharma said normalcy is fast returning in the State which has been witnessed during successful completion of Khir Bhawani festival, Amarnath Yatra and increasing flux of tourists to Mata Vaishno Devi Ji. He said that foreign tourists are coming to Leh and Srinagar in a big way which indicates that normalcy is fast returning to our State and credit of this goes to the coalition Government. On the occasion, the Member, State Women Commission, Prof. Rita Jatinder, Dy Chief General Manager, State Bank of India, Mr Ashok Nayyer and Principal, Government Women College, Parade, Jammu also spoke on the occasion. Mr Sharma donated Rs. 20,000 to the participating students in the cultural programme on the occasion who captivated the audience with their art and music. Prizes were also distributed to the students by the chief guest. Later, the Dy Chief Minister visited Mohalla Garden Avenue, Canal road, Jammu and listened the problems of the people. The residents informed the Dy CM that condition of lanes, drains, power and drinking water supply was not satisfactory. Mr Sharma assured the residents that their genuine demands will be looked into sympathetically followed by immediate action. Zargar for introducing modern technologies in silk weaving Excelsior Correspondent SRINAGAR, Aug 25: The Minister for Agriculture and Cooperation, Mr. Abual Aziz Zargar has called for introducing modern technologies and machinery in silk weaving to give boost to the traditional silk industry in the State. Talking to the officers of Sericulture department and entrepreneurs during the inspection of a silk reeling unit set-up in private sector at Industrial Estate Zainakote, here today, the Minister said that Kashmir silk has tremendous scope to hit international market as it of superior race and it needs to be exploited fully on modern lines. He said Government would provide every possible support to the entrepreneurs for modernizing their reeling units so that they could compete China silk in the market. He said the Jammu and Kashmir produces 8 lakh kgs of silk annually, valuing Rs.6 crores. Of which, this 30% produce is utilized locally. He said there are only 22 reeling units in private sector in the State besides two filatures at Jammu and Srinagar in public sector adding that concerned officers should strive hard to promote silk weaving in a big way in private sector. The Minister also visited the Horticulture plant nursery at Gopalpora in Budgam district and inspected imported and latest high density plant varieties grown there. |
Niaz inaugurates Chilli-Batras road Excelsior Correspondent Doda, Aug 25: The power Minister, Mr. Mohammad Sharief Niaz has said that first priority of the coalition Government is to ensure balanced and equitable development of all regions of the State and to bring neglected rural areas at par with Urban in term of socio-economic development. He was addressing a series of public meetings at Gandoh and Bhallesa areas of Doda district yesterday. While inaugurating 8-kms Chilli-Batyas road, the Minister said that this small road project was taken in hand 25 years back and was completed during the Ist six months of the present Government, which will benefit the people of 12 moharas/hamlets of the area. He said that primary project reports for 50 MG lower Khallani and 15 MW upper Khallani mini hydel projects in Gundoh tehsil of Doda district stands finalized and extensive survey, potential and feasibility reports wil be completed shortly. Mr. Niaz said that adequate security will be ensured for engineers and other technical staff who would be engaged for construction of Mini-hydel projects in the district. He said that people all around are satisfied with the people friendly attitude of the Government and confidence is building up, with situation fast returning to normalcy. He said that suitable measures are being taken to boost Agriculture, Horticulture, Animal and Sheep development in the district for which district is having promising prospects. The Minister underscored the need for raising social infrastructure of ruralties for which suitable measures are afoot. He said besides ensuring road connectivity, improvement in basic amenities, electrification and alike special attention is being paid to make the performance of educational institutions. He said that two high schools one each at Gandoh and Jakyas has recently been up-graded to Higher Secondary School status, while in view to providing education to new generation at their door steps. Schools at one km distance are being set6 up under Sarva Sikha Abyan. The Minister said that a team of Engineers have conducted survey to identify the hydel power potential across the State and funs to harness the available potential will not become a problem. He said that public distribution system outlets will be set up in each village. The Minister said that an additional amount of Rs. 15 lakh will be provided for up gradation of Primary Health Centre, Gundoh. |
Nawang Rigzin inaugurates Provident Fund Office building Excelsior Correspondent Jammu, Aug 25: The Minister for Labour Employment, Mr, Nawang Rigzin inaugurated Provident Fund Office building at Rail Head today. The building has been constructed at a cost of Rs.81 lakh comprising Establishment meeting hall, Commissioner and Asstt. Commissioner rooms, Computer room and Inspector room with all modern facilities. The Minister revealed that about 7 to 8 lacks CPF schedules of workers are due for updating which should be expedited by the concerned employees so that workers do not suffer. He hoped that with the construction of new building providing sufficient accommodation for the employees would help in streamling the functioning of the fund office. He said that Government was contemplating to bring the workers of recognized private schools into the ambit of CPF scheme to provide them financial security. The Minister disclosed that similar building at Srinagar is also under construction at an estimated cost of Rs.1.24 crore to create favourable environment for the working class as well as the Government employees. The Commissioner Secretary Labour and Employment Mr. M.A Ganai also spoke on the occasion and underlined the need for construction of the building. He called for maintaining cordial relations between the employees and the workers for achieving optimum and fruitful results. He said that Government is providing better facilities employees that they could perform their duties efficiently. He also said that Government is committed to safeguard the interests of the workers. In his welcome address, the Labour Commissioner, S. SCPC rules out appointment of successive surveyors by Ins Co Excelsior Correspondent SRINAGAR, Aug 25: Ruling that it is a settled law of a company not to appoint successive Surveyors-cum-Investigators to slash down the amount assessed by the initial surveyors, the Jammu and Kashmir State Consumer Protection Commission has awarded Rs. 21 .67 lakh alongwith 9 per cent interest from February 23' 2000 to the complainant, M/s Lilly enterprises. Upholding the report of damage furnished by the first surveyor along with partial modifications assessed by second surveyor regarding non-relevance of certain purchase bills, Mr. Justice Kawoosa observed that any reassessment, if warranted, has to be conducted in presence and association of the complainant and not at his back. The brief facts of the case titled M/s Lilly Enterprises versus Divisional Manager, United India Insurance Company Limited are that the complainant is a businessman dealing in cloth and allied products. The Complainant insured the stock in trade alongwith furniture and fixtures with Defendants Company for Rs. 31.25 lakh, which were devastated by fire. The insurance company appointed one Mr. Tahir Ahmed Shah for spot survey and confirmed the loss caused to the complainant as Total Loss. Thereafter, the company deputed another surveyor, Mr. Vinod Sharma to conduct final survey, who assessed the net loss of Rs. 24.63 lakh. The company later on, appointed P.Kumar Garg and Associates as Investigator-cum-Surveyor to fix the liability of the insurance company. The liability was assessed finally for Rs. 18.60 lakh, which was paid to the complainant by the company. Not satisfied with the report of the Investigator-cum-Surveyor, the complainant contested the investigation, which was conducted at his back and thereby has no credence. |

Excelsior Correspondent JAMMU, Aug 25: A permanent Lok Adalat was held in the District Court Complex, Jammu, here today wherein several cases were settled through negotiation. Two different benches were constituted in the Lok Adalat. Bench number 1 was headed by Mr Subhash Chander Gupta, Chairman of District Legal Services Authority and Principal District and Session Judge Jammu. He was assisted by Miss Sudesh Warikoo, Ist Addl District Judge Bank Cases Jammu to deal with matrimonial and MACT cases. Total 5 cases of matrimonial were taken up by the bench out of which 2 were settled. 40 cases of MACT were also taken up and four of them were settled. An amount of Rs 375500 was awarded as compensation. The bench number 2 was headed by Mr S K Jamwal, Addl District Judge (Matrimonial) Jammu and assisted by Mr R K Wattal, Excise Mobile Magistrate Jammu, to deal with bank cases and Excise cases. Total 20 cases were taken up and 3 of them were settled. A fine of Rs 8100 was imposed and realised on the spot. Mr Kartar Singh, Presiding Officer MACT cases Jammu, prominent citizens, litigants, advocates and representatives of Insurance companies were present to witness proceedings of the Lok Adalat. |

Army constructs Pry School at Chhatru Excelsior Correspondent JAMMU, Aug 25: Army has constructed a Primary School and Water Supply scheme at village Chhatru in Kishtwar tehsil of Doda district. Chhatru block is an extremely backward area and the village didnt have any educational infrastructure. Continuing with its drive to provide educational infrastructure in remote and far flung areas, Army constructed a new Primary School building comprising three class rooms, a toilet and a verandah. The school building has also been provided with a boundary wall and the cost of the project has been claimed to be Rs 6. 5 lakh. The school will benefit the students of villages Chhatru, Zaila, Maliknar and Zaidar. Army also constructed water supply scheme at the same village at the cost of Rs 10 lakh. The scheme will ensure uninterrupted supply of potable water to the villagers. Local Formation Commander, Maj Gen PS Choudhary inaugurated these projects. Mufti, Baig condole Khusros demise Excelsior Correspondent SRINAGAR, Aug 25: Chief Minister Mufti Mohammad Sayeed has expressed grief over the passing away of Dr. A. M. Khusro, eminent economist and former Vice Chancellor of Aligarh Muslim University. In a message, Mufti Sayeed said that Dr. Khusro was a multi-faceted personality, who served the country with distinction in varied fields, be it diplomacy, education, journalism, economics or planning. He said Dr. Khusro had endeared himself to every one with his qualities of head and heart, intellectual acumen and profound simplicity. Shopkeepers blind murder case solved, servant arrested Excelsior Correspondent JAMMU, Aug 25: Police today solved the case of shopkeepers murder in the Transport Yard Number 3 in the wee hours of the Saturday by arresting the accused from village Mathwar. Police sources told EXCELSIOR that the accused had introduced himself as Sonu, a resident of village Mathwar when he started working with the shopkeeper Manohar Lal of Nai Basti five days before the murder of the shopkeeper. Though he had not intentionally introduced himself as Sonu yet the same had not only helped him to dodge the police after committing the crime but also put the police personnel on their toe to arrest him. On coming to know from shopkeepers in the Transport Yard Number 3, during preliminary investigations, that the servant of Manohar Lal was the resident of village Mathwar, a police team led by Narwal PP Incharge ASI Jaipal Sharma under the supervision of SSP Jammu Dr Kamal Saini and SP South Ravinder Singh swung into action and rounded up about half a dozen youth having name Sonu from Mathwar village. During interrogation one of the youth Sukhdev Sharma, son of Doulat Ram broke down and confessed to have eliminated the shopkeeper. He informed the police that he started working with shopkeeper five days before the incident and said that he killed the shopkeeper as he was fed of Manohars unnatural acts. "During my five day stay with the shopkeeper I was subjected to unnatural acts despite my stiff resistance and on that night when he again resorted to unnatural act I made up my mind to teach him a lesson", the police sources said quoting the accused as saying to Narwal Police. When the shopkeeper was fast asleep in the wee hours, the accused started hitting him with a heavy stone and after wounding him critically fled from the spot. While fleeing the accused also took away Rs 10000 from the pocket of the shopkeeper, which he had reportedly kept with the shopkeeper. Stop outside agencies to work in J&K: Railway contractors Excelsior Correspondent JAMMU, Aug 25: Expressing anguish over the allotment of contracts for ongoing railway project in Jammu and Kashmir to the outside companies and contractors, All J&K Railways Contractors Association today warned the State Government of dire consequences if the contracts were not allotted to local contractors at the earliest. Talking to media-persons, Mr Ravinder Singh, chairman of the Association alleged that the outside agencies have been getting contracts for the ongoing railway projects by greasing the palms of the concerned authorities and said that this was the main reason behind Jammu and Kashmir contractors not getting any sort of work. He further said that allotment of works to outside agencies has been snatching the livelihood of local contractors and depriving them of their bonafide rights and demanded that outside agencies should not be allowed to eat the share of local contractors who have no other source of livelihood. "We have formed this Association with the sole aim to highlight the grievances and hardships being faced by the contractors of the Indian Railways hailing from Jammu and Kashmir", he disclosed and said that Association will strive hard to protect the integrity and unity of the contractors fraternity. About the future course of action, he said that the foremost step of the Association would be to get all the contractors of the State united to wage collective fight against the discrimination.
