Workshop on media and human development at KU
Peace must for human development: Baig

Excelsior Correspondent

Srinagar, Aug 2 : Saying that the most important enabling ingredient for development is peace, Minister for Finance and Planning, Mr Muzaffar Hussain Baig today said in a situation where shedding human blood has become order of the day, it is hard to talk of human development. He said the fundamental issue concerning human development is safety of lives and the last 13 years of turmoil in the State have taken such a huge toll of precious lives that it seems imaginary to talk of human development in context of Jammu and Kashmir.

Speaking at the inauguration of the 2-day national workshop on "Media and Human Development in Kashmir," jointly organized by Press Institute of India and Media Education Research Centre (MERC), University of Kashmir here today, the Minister said that human rights violations and human development can’t go together. "The more than decade long turmoil has brought out both the best and the worst out of our society," he said adding that the best contribution of the State towards human development would be to safeguard the lives of its citizens. Quoting verses from Quran, Mr Baig said the holy book says that if you kill one person, you have killed the humanity and if you protect one person, you have protected the humanity.

The human rights, Mr Baig said should no be confined just to killings, torture and maiming and other excesses by adversaries against non-partisan persons in a conflict. "Human rights violation also means if a person does not have access to basic amenities like education, healthcare and equal opportunities," he said adding that liberty means much more than just being a slave. Liberty, he said means empowerment and access to opportunities.

Access to opportunities, Mr Baig said is the second important factor concerning human development. He said there must be fair and equitable opportunities for development starting with education and healthcare. "How can we expect development when there are no uniformity in the opportunities available to the citizens," he asked. The other important issue hampering human development, he said is gender bias. He said in our society the girl child is still being discriminated and this attitude starts with the mother. Such attitude, he said has to be changed giving the womenfolk equal opportunities in education and jobs leading to their development.

The human beings, Mr Baig aid should not be just treated as instruments of productivity, the actual development is the quality of life the State is able to provide to its citizens. "The quality of life we live is in turn dependent upon the access of a citizen to the facilities like drinking water, healthcare and education," he said adding that there is still a great dichotomy between the concept of development and living conditions of common human beings.

Referring to the role of media towards sensitizing the society about the issues of human development, Mr Baig said the media has to spread awareness, educate the public about the issues concerning them and prioritize the public interest issues for the politicians and the policy makers. He said with its expanding range and speed, media has a tremendous impact on public opinion to which politicians are especially extremely sensitive. He said although print media has certain limitations, the electronic media can play a vital role in building a public opinion.

Mr Baig complimented the Press Institute of India and MERC for organizing such a workshop in the valley which, he said was the need of the hour as a new chapter has opened in the State with the people’s resolve to change for the better. He said in the changed scenario, the media should also shift its focus from politics to developmental issues.

Mr Baig appreciated the efforts of MERC, Kashmir University which, he said has produced some talented journalists, holding responsible positions in various media organizations.

Director Press Institute of India, Mr Ajit Bhatacharjea, Veteran journalist and MP, Mr Kuldip Nayyar, Vice-Chancellor, Kashmir University, Prof Jalees Ahmad Khan Tareen and Head of Department, MERC, Prof Nissar Ali also spoke on the occasion.

Earlier, the workshop was inaugurated by Ms Zaboora, a girl education entrepreneur, who has been selected by University of Kashmir for starting pre-primary school project.

Later, the Minister alongwith Editor of Asian Age, Mr M J Akbar took a round of the Iqbal Library of the University.
