JAMMU, Nov 27: While the Chief Minister Mufti Mohammed Sayeed has chosen to avoid making any direct comment on the remarks of Deputy Prime Minister L K Advani, her legislator daughter, Ms Mehbooba Mufti on the other hand today launched a scathing attack on Advani and the BJP spokesman, Arun Jaitley.

Coming down heavily on the BJP lead NDA Government at the Centre on the release of militants, the PDP legislator said, " NDA Government at the Centre must sweep its own doors first. They freed Moulana Azhar Masood and Mushtaq Zargar alias Latram and one of their Ministers, carried them to Kandhar in a special plane. Have they fogotten this all ?"

Talking to EXCELSIOR, she maintained that release of political prisoners is included in Government’s Common Minimum Programme (CMP) and it was not new thing which they had done. Earlier, NC had released so many militants through screening committees. JKLF chief, Yasin Malik was released so many times earlier. POTA was imposed on him by past Government and despite his poor health condition, he was allowed to suffer in jail. His both the kidneys have been damaged badly and he has been hospitalised since his release. Moreover, he has been bailed out by the court, she added.

Commenting on release of 26 terrorists, the PDP MLA pointed out that all the necessary formalities were completed before the release of political prisoners and some leaders in Delhi from a particular party are inviting unnecessary controversy.

Replying to another question, she maintained that turning soft towards the misguided youth of their own state is not bad. A sincere effort is being done to bring them on the path of peace and seek their contribution in the development of the State and the welfare of its people.

Reacting sharply to her remarks reported in the section of Press that India and Pakistan should not interfere in Jammu and Kashmir affairs, Ms Mehbooba who is also PDP vice president, claimed that she has been misinterpreted.

She clarified that by the remarks "interference of India in Kashmir", she ment the dual policy of BJP led NDA Government regarding Kashmir and not her own country or the countrymen. Several responsible people have started creating controversy by issuing self- styled statements, she maintained.

It may be mentioned here that the remarks of Ms Mehbooba that India and Pakistan should not interfere in the affairs of Kashmir, during an interview to BBC on Tuesday, triggered a massive controversy in the Parliament. The BJP leader, Vijay Kumar Malhotra while taking serious view of the remarks pointed out that her remarks smacked of " sedition".

Mehbooba visits families of Raghunath temple attack

JAMMU, Nov 27 : People’s Democratic Party (PDP) Legislators, Ms Mehbooba Mufti and Mrs Shanti Devi today visited Channi Himmat to offer condolences to the family of Late Rakesh Ratta and his son Late Master Pranav who were killed in the Sunday militant attack on Raghunath and Rupyawala temples. The Legislators also visited the residence of Late Sanjay Kumar at Talab Khatikan who also fell to the bullets of the militants in the attack.

Addressing a condolence meeting, Ms Mufti said that such outrageous attacks only speak of the frustration of militants who have no respect for any religion. She said such senseless attacks and innocent blood-letting only add to the number of orphans and destitutes in the State. She urged the militants to shun the path of violence and help in the reconstruction of the State which has already witnessed enormous death and destruction. She hailed the people of Jammu for not falling into the trap of militants who want to foment communal violence by resorting to such outrageous attacks on religious places.

Ms Mufti said the Government is working out a comprehensive package to rehabilitate all the victims of militancy by providing them Government jobs. Ms Mufti expressed heartfelt sympathies with the bereaved families and prayed for the eternal peace of all those who lost their lives in the gruesome attack.

373 securitymen, 1471 terrorists killed in J&K

NEW DELHI, Nov 27: A total of 373 security force personnel were killed in various anti-militancy operations in Jammu and Kashmir between January one and October 31 this year as compared to 536 during 2001, Minister of State for Home Vidyasagar Rao said today.

He told the Rajya Sabha during question hour that during the period, 1,471 terrorists were killed as compared to 2020 last year while 143 surrendered as against 85 in 2001.

In reply to another question, Minister of State in the Home Ministry, I D Swami, informed the House that Rs 6740 lakh, Rs 10,547 lakh, 8,834 lakh and Rs 10,335 lakh had been given to the State Government during 1998-99 to 2001-2002 respectively under the Security-Related Expenditure (SRE) scheme as reimbursement for purchase of arms and ammunition, vehicles, security and communication equipment etc respectively.

During 2002-2003, Rs 137 lakh were released to the State Government under the scheme up to July 31. Prisoners :

The number of undertrial prisoners in various jails in the country during 1998, 1999 and 2000 was 2,02,564, 2,04,480 and 1,93,627 respectively while the number of women undertrials was 6,649, 6,347 and 6,185 respectively, Mr Swami said in reply to another question. These included 433, 522 and 659 undertrial women prisoners above 50 years of age.

Custodial deaths :

A total of 94 people have died in police custody between May one and October 31 this year in various jails in the country, Mr Vidyasagar Rao said.

The highest number (13) deaths were reported from Maharashtra while nine deaths were reported from Andhra Pradesh.

The Minister informed the House that the National Human Rights Commission had directed the authorities concerned to take necessary steps to curb the occurrence of custodial deaths. Police were also being sensitised on human rights through training programmes, the minister added. (UNI)

BSF jawan among 2 killed, 4 injured in accidents

JAMMU, Nov 27: A BSF jawan among two persons were killed and four sustained severe injuries in three separate road accidents.

According to police, a BSF jawan was killed and two others received critical injuries after they were hit by a BSF bus at Paloura under the jurisdiction of Domana Police Station.

The driver of the BSF bus could not apply the brakes due to some snag resulting into vehicle hitting three BSF personnel. They were immediately rushed to hospital where one of them succumbed to his injuries. The condition of injured was stated to be critical when reports last came in.

The deceased has been identified as HC Jalandar Bahadur of 121 Battalion BSF while injured have been identified as K S Sundra, son of K Krishan and Salpa Raj, son of Pankaj Raj.

In another road accident, Mahatama Mani Mahesh Giri was killed and one Gian Giri received severe injuries when a scooter, they were riding on, was hit by a speeding army vehicle at Lakhanpur.

Both were immediately rushed to local hospital where Mahatama Mani Mahesh Giri succumbed to his injuries. The condition of Gian Giri was stated to be critical when reports last came in.

In yet another road accident, a JKP constable was critically injured when a Tata Sumo, which was on its way from Jammu to Srinagar, turned turtle near Nagrota.

The victim Swarn Singh was immediately rushed to Government Medical College and Hospital and his condition was stated to be critical when reports last came in.

Meanwhile, a couple received burn injuries in an accidental fire at their residence at Nanak Nagar under the jurisdiction of Gandhi Nagar Police Station.

Identified as Kultar Singh and his wife Paramjeet Kour, they were rushed to hospital and their condition was critical when reports last came in.

Two bills passed by Council

JAMMU, Nov 27: Two Bills one pertaining to amend the Levy of Tolls Act, Samvat 1995 and another to amend the Jammu and Kashmir Representation of People Act , 1957 were unanimously passed by Legislative Council today through a voice vote.

Both the bills which have been passed by State Assembly yesterday were tabled by Minister of Finance, Law and Parliamentary Affairs, Mr Muzafar Hussian Beig in the Upper House today.

However, the House did not took up the Accountability Bill for discussion today which too was tabled by Mr Beig after the NC member Mohammed Yousf Teng of National Conference (NC) raised a Point of Order (PoI) saying that they have not studied the Bill properly and it should be taken for discussion and passing tomorrow.

He was seconded by Mohammed Aslam also of NC. Agreeing with member’s views, the Chairman, Mr Abdul Rashid Dar asked the Minister that this being an important Bill will be taken for debate tomorrow which the latter agreed.

Earlier Ms Deepender Kaur of NC demanded that the Government should explain the Section Five of the Representation of Peoples Act Bill as she had some confusion and doubt. This was however cleared by the concerned Minister.

It may be recalled that NC has the majority in the Upper House where the ruling coalition has only two members who were recently nominated by the Government.

The Member while raising the matter during the debate on Motion of Thanks on Governor’s address today said that the electronic media has not covered even a single proceeding of the House during the current session.

She said the electronic media has taken this House for granted as no Hangama (noisy scenes) like Lower House is created here. On this some of her Party colleauges asked her in a lighter vein madam then you create a Hangama.

The Chairman, Mr Abdul Rashid Dar reprimanded the NC Member Abdul Qayoom when the latter after leaving his chair went to the seat of Minister of Finance, Law and Parliamentary Affairs, Mr Muzaffar Hussain Beig and was hobnobbing some thing with him. Collection of Flag Day donation from Dec 7

Jammu, Nov 27: A vigorous campaign will be launched for collection of donations towards Armed Forces Flay Day in the State.

The District Administration at all levels will also gear up their machinery to achieve the collection targets fixed for each district during the current fiscal year.

This was decided at a state level Armed Forces Flag Day committee meeting held here today. The Financial Commissioner (Home) Mr. S. D. Singh presided.

The meeting decided that for raising more collection, a charity show needed to be organized.

This will help to generate enthusiasm among the masses to contribute towards the Flag Day. For this purpose, it was suggested that Director Information and Director Sainik Welfare Board would explore possibilities of organizing such charity shows with the help of leading industrialists/NGOs.

The meeting was informed that last year’s target of collection/donations towards Flag Day Fund was fixed at Rs. 39.70 lakh which will be repeated this year also.It was revealed that the Governor would formally launch the collection drive on December 7, 2002. The meeting asked all the Heads of Departments to make an appeal to their employees for liberal donation towards this noble cause.

Jammu, Nov 27: The Director General of Police, Mr. A. K. Suri has said that job of police is one of the most satisfying and challenging jobs provided it is performed with honesty and truthfulness.

Addressing a batch of IPS probationers here last evening, the DGP said that IPS is one of the prime services of the country meant for the service of people in a democratic set up. Service, he said, is an important instrument of change and advised young officers to adapt themselves to the changing situations.

The DGP said that a policeman is the most visible face of the Government from the busy streets of cities to the remote hill-tops and hamlets .Advising the probationers he said, ‘Be truthful and honest and success will be yours. People look upon you for deliverance. You can deliver fair and equitable justice only when you discharge your duties purely in a transparent and manner. Wielding authority is good but use it judiciously. Be humane to law abiding citizens but tough with the violators of law. Perform your job without any fear or favour and always uphold the rule of law.’

Mr. Suri called upon probationers to be a model for their subordinates. ‘Follow precept and practice. Ensure you enact what you say. People and subordinates are the best judge of your performance. So make it a point to get feed back from people and subordinates about your performance. People remember you if your job is good. Good work always earns public recognition’

The DGP said that the probationers would be holding important assignments after the completion of probation. He advised them to lead their men from front, saying leadership shines out in the most difficult situations. He pointed out that police profession provides a vast field for the implementation of good and innovative ideas for the betterment of society.

Expressing his views on the role and contribution of state police , the DGP said that state police has developed in every sphere of professional activity. By virtue of its professional competence in handling sensitive law and order problems and continued anti-militancy operations ,the state police has emerged as one of the best forces in the country. Local police, he said ,has certain inherent advantages in terms of greater acceptability because of familiarity with the people and places and thus easily gets intelligence inputs for handling delicate situations and launching specific target-oriented counter-insurgency operations. It is an important constituent of anti-militancy grid and is actively involved in counter-insurgency operations either independently or together with other security forces.

Going back to the initial frenzied years of militancy, the DGP said that there was a time when Pak-sponsored terrorism had crippled almost every single unit of administration. ‘Then we took up the challenge and things changed for the better. Life is so normal in Valley now. In contrast shops there now remain open till late in the evening,’.

Referring to suicidal attacks Mr. Suri said that suiciders are highly indoctrinated terrorists. They come to die and have to. There is hardly anything one can do. He said that because of the atrocities committed by militants, there is total disenchantment of people with them.

The Additional Director General Armed Police, Mr. Gopal Sharma gave an extensive demonstration on the occasion on the ISI’s game plan and how it has been countered by police and security forces. He said that at the start and peak of militancy there were 182 different militant outfits but now only nine are active and the rest have been obliterated by rival outfits.

IGP Jammu Zone, Mr. P. L. Gupta was also present on the occasion.

‘Pak reopens militant camps’

NEW DELHI, Nov 27: Observing that Pakistan has strengthened ISI network to spread terrorism from Jammu and Kashmir to the North-East, the Government today said militant camps and training centres had reopened and a number of launching bases reactivated.

In a written reply in the Rajya Sabha, Minister of State for Home Vidyasagar Rao said as per available inputs, Pakistan had withdrawn temporary restrictions imposed on Jehadi outfits in Pak-occupied Kashmir (PoK), restored their financial and material support and even enhanced assistance to these outfits.

"Many of the militant camps and training centres which were closed or relocated to interior areas earlier have reopened and a number of launching bases have been reactivated," he said.

Rao said Pakistan had also established enduring clandestine infrastructure in Nepal and Bangladesh for facilitating ISI to launch anti-India operations using fundamentalist organisations or local rebels and criminal gangs.

Stating that the Government was aware of the situation, he said intelligence and security forces were keeping a close watch.

Rao said in order to deal with the ISI menace, the Centre had adopted a well-coordinated and multi-pronged approach.

It included strengthening the border management, galvanising the intelligence machinery and modernisation and upgradation of police and security forces with advance sophisticated weapons and communication systems sensitising the States about the threat perception and ISI activities in the country. Rao said as a result of the coordinated action taken by central and State security and intelligence agencies, a number of Pakistan-backed modules had been neutralised in different parts of the country. SRINAGAR, Nov 27: A high level meeting chaired by the Divisional Commissioner, Kashmir, Parvez Dewan today took various decisions to beautify the Srinagar city. This follows the decision taken at the recent cabinet cum Srinagar Development Board meeting held under the chairmanship of the Chief Minister Mufti Mohammad Sayeed.

The meeting was attended by district development commissioner, Srinagar and senior officers of public works, town planning, Srinagar Municipality and Srinagar Development Authority.It was decided to execute some major works aimed at beautifying the capital city, out of the additional funds of Rs. 2 crore sanctioned by the cabinet at the development board meeting. The road leading via Lal Ded would be widened at a cost of Rs. 70 lakhs. Similarly, the road leading from M. A. Road to Barbar Shah via Ramji Mandir would be widened at an expenditure of Rs. 50 lakhs.

The widening of the road from Tankipora to Habbakadal via Zaindar Mohalla would be taken up at a cost of R. 30 lakhs while another Rs. 50 lakhs would be incurred on removal of bottlenecks at Ikhrajpora,Gojwara and Shri Bhat.It was also decided that the Srinagar Municipality would obtain two mobile toilets and 9 loaders at a cost of Rs. 11 lakhs and Rs 55 lakhs, respectively.A team of officers would visit the Children Park near Lal Ded hospital to explore the possibility of improvement there.

Similarly, sites would be identified at Batamaloo, Baba Demb amd Gojwara for laying of recreational parks by the J&K bank. The Divisional Commissioner, as per the instructions of the Chief Minister, would monitor the work of all executing agencies. The agencies have been directed to create no extra liability on account of these works nor clear old liabilities with the money provided for these works.

JAMMU, Nov 27: Expressing serious concern over the deteriorating condition of Jhelum river in Kashmir and flowing of several city drains directly to the river, Mr Mohd Yousuf Taing has demanded that a Jhelum Water Authority on the pattern of Ganga river be set up immediately and the ways be discovered to save it from turning dry at the earliest.

Continuing discussion on the motion of thanks on Governor’s address in the Legislative Council here today, Mr Taing regretted that no detailed mention was found in the address regarding taking necessary measures to save drying rivers, water bodies and environment protection etc. in the state. He expressed his grave concern over the condition of river Jhelum and maintained that the Government must give immediate attention towards this problems as the river bed is now turning as cricket ground for the children.

Mr Taing while seeking environment protection measures said that besides massive afforestation around the river route, the need is also to launch cleanliness of the river and divert the city drain waters to the underground drains. The Central Government must be requested to provide funds on the pattern of Ganga Water Authority to save the river which adds beauty to the Srinagar city and the Valley as well. If immediate attention is not given to this problem, the days are not far off when the river will dry up completely.

Referring to much publicised Indus Water Treaty, Mr Taing said that this Treaty was major hurdle in the development and prosperity of the J&K state. The State has the only major resource- the water of its rivers. But unfortunately, the Government of India signed the Treaty with the Pakistan in 1960, without consulting the rulers of J&K state and kept the river waters of J&K at the disposal of Pakistan. The State which has the potential of over 15,000 MW is unable to utilise it properly and so far hardly 1500 MW has been used for producing power.

The pressure should be maintained on the Central Government to take up the issue with the Government of Pakistan and abrogate the Treaty at the earliest in the best interest of the state. At the same time, he also demanded that Centre should compensate the State in terms of power supply as it is facing crisis for the last several years.

Criticising the Mufti Government, Mr Taing said the new Government has just commenced the ‘Honeymoon period’ and ‘they’ must of seen sweat dreams. Though seeing dreams is not bad but unfulfillment of the dreams makes one unhappy. He said the Government has made several tall claims and it must try to accomplish the tasks and fulfill promises made with the people. He regretted that Autonomy has not been discussed in the Governor’s address and the new government has maintained silence over it. The NC by demanding autonomy not begging but demanding the right of the Kashmiris. In 1952, it had been agreed upon by the the then Delhi Government but after the arrest of late Sheikh Mohd Abdullah, the Delhi rulers tried to finish it. Mr Ram Paul, while participating in the discussion welcomed some new programmes of the coalition Government but also criticised the Government on certain points regarding autonomy, reservation to SCs, BCs, STs, conduct of this election. He said the new Government not appreciated the constructive works of past Government which took over when no party dared to contest and come forward in 1996 elections. The nation can not forget the sacrifices and contributions of NC.

He said there was specific mention of reservation policy for OBCs or SCs in the address and moreover, agriculture sector was not touched upon properly. It is unfortunate that those people who contest elections on the issue of trifurcation of state are not part of Government and their agenda has been excluded in the CMP. The people will not spare such groups, he maintained.

Ms Depender Kour, while speaking on the occasion said that why 2002 elections are being widely publicised as ‘free and fair’. She claimed the earlier 1996 elections and also conducted earlier, were fair. But some parties and groups perhaps claiming it fair because, they have managed coming to power keeping NC at back seat. For them, when NC wins, it is unfair elections, she remarked.

The NC Member further suggested the Mufti Government to provide jobs to the militancy affected people in Jammu region so as to keep balance and also treat the people of Ladakh equally. She said the Government must give proper attention towards border migrants and those migrated from Poonch, Rajouri, Doda and parts of Udhampur. The Kashmiris should be rehabilitated.

Deputy Chairman, Mr Chuni Lal Khajuria while supporting autonomy for the state, regretted that no mention of it was found in the Governor’s address. There is need to resolve the problems of unemployment by introducing new schemes and encouraging industry. He sought funds for the development of Devika and construction of roads and streets in Udhampur besides commencing new water supply schemes.

Ch Nizamuddin and Mohd Iqbal also participated in the debate.

NC urges India-Pak to resolve all issues peacefully

SRINAGAR, Nov 27: The National Conference (NC) today urged India and Pakistan to resolve all outstanding issues amicably for restoration of lasting peace in the sub-continent.

NC general secretary Sheikh Nazir Ahmad in a statement here said that now the democratically elected representative Government had assumed office in Pakistan, the two neighbours (India and Pakistan) should sit together and try to resolve all issues amicably.

The NC appealed to both the countries to immediately resume talks so that the tension in the sub-continent and killings in Jammu and Kashmir are stopped.

"Now the time has come when the leadership of both the countries, for the sake of the humanity, need to shun their past difference and make sincere efforts to hammer out ways for peaceful co-existance through an open mind dialogue," he said. Mr Nazir said dialogue, not war or violence, will help to resolve all issues between the two neighbours. (UNI)

Army organizes free medical check up camp

NOWSHERA, Nov 27: As a part of its civic action programme and a good will gesture, the Army organized a free medical and veterinary camp today in border areas of Nowshera and Sunderbani for extending humanitarian aid to the needy people.

The poor bakerwals who have recently descended from the higher Himalayas were also benefited from the camp.

Total 1150 people, mainly the migrants from the border villages of Sunderbani and Nowshera availed the medical facilities extended at medical cum veterinary camps at Siyal. Apart from various medical check ups free medicines were also distributed among the patients.

On the occasion sweets were also distributed among the school children and all of them were medically examined.

Braving the approaching Winter, the Gorkha soldiers also distributed free woolen to the poor, widows and orphans. Approximately 500 persons received the woolen garments.

Senior Army Officers and prominent civil officials besides Sarpanches and panches of the area attended the function. Such gestures of the army have been instrumental in motivating these border people to brave through the difficult times wherein they have been forced to migrate from their original homes due to Pakistan’s unprovoked shelling.

JAMMU, Nov 27: Senior RSS leader, Mr O P Mengi has accused State Government for terrorists attack on Raghunath temple and maintained that it has failed to ensure security to the religious places.

In a press statement issued here today, the RSS leader who also organised a meeting to pay homage to those killed in the incident, said that the people who have aided this terrorism will also come into its grip. He condemned the Mufti Government for announcing one sided cease-fire and maintained that militants continued to attack civilians and security personnel. The RSS leader said that effective steps are needed to be taken to nab the terrorists and eliminate them. At the same time he also appealed the people of Jammu to do whatever necessary for their self-defence against terrorists.

Public Relations Society deputation meets BSNL CGM

JAMMU, Nov 27: A deputation of Public Relations Society of India J&K Chapter led by Mr S P Sahni its Chairman along with Mr K K Langer secretary, R D Sharma, joint secretary, Sunil Gupta, R K Abrol and B B Kohli called on Mr Arun Kumar, Chief General Manager, J&K Telecom Circle BSNL here today and submitted a memorandum highlighting the problems being faced by the telephone subscribers.

As per a release, the CGM assured the deputation that a proper and healthy action will be taken shortly to redress their grievances.

The memorandum expressed concern over the reported move of the BSNL authorities regarding increasing the monthly rent from Rs 180 to Rs 250. They said prior to taking the decision an advance notice should have been given to the subscribers so that they could adjust the budget accordingly.

They alleged that the rent is even charged for the period when telephone services are denied. Further they demanded that the database of numbers in 197 Directory needs to be updated at least once a month because most of time one is provided with numbers which have been since changed.

The memorandum also demanded that the complaints of subscribers regarding excessive billing be looked into and STD services be improved.

Moreover, the Internet Subscribers experience frequent disruptions and this service be also improved.

Students body seeks high-level probe into JU scams

JAMMU, Nov 27: Leveling serious allegations against the former Vice-Chancellor of Jammu University, J&K Students Socialist Federation (SSF) has sought application of Accountability Act to probe the ‘blunders’ committed during past six years in the varsity.

"We appeal to Chief Minister, Mufti Mohd Sayeed, who is also Pro-Chancellor of the University, to order a probe under Accountability Act, against the frauds and blunders committed in JU by the previous Vice-Chancellor Prof R R Sharma," said Mr Rajinder Singh Jogi, president of SSF, while addressing a press conference, here today.

The students leader also served an ultimatum to the Government in this connection, threatening to launch protests if their demand was not conceded by December 1.

Mr Jogi alleged that, during the past six years, the Jammu University had become a breeding ground for corruption, bunglings, misuse of funds and undue benefits to a section loyal to the previous Vice-Chancellor.

"During the tenure of Prof Sharma as the VC, more than 200 backdoor appointments were made in the Campus while funds worth crores of rupees were siphoned out and misused," he alleged. He stated that a particular lobby, close to the Vice-Chancellor was favoured out of turn neglecting the deserving ones.

Mr Jogi further alleged misuse of the University statute number 13, clause 4, which gives the Vice-Chancellor emergency powers and said," Prof Sharma abused the clause for making illegal appointments, granting out-of-turn benefits to his blue-eyed officers and allotment of construction works to his favourites."

While listing a number of ‘blunders’ on the Campus, including ‘disappearance’ of 17 professional degrees, during Prof Sharma’s tenure, the student leader appealed to the Chief Minister Mufti Mohd Sayeed to implement his commitment to ensuring transparency in the State and order a CBI probe or commission of inquiry under a high court judge to probe the bunglings in JU committed during the past six years.

The SSF leader pointed out that his organisation would also submit memoranda to the Governor, Chief Minister, new JU Vice-Chancellor and University Grants Commission, in this connection, seeking a probe into the bunglings.

Other SSF leaders, who addressed the press conference, included Rohit Manhas, Sunil Sharma, Jasvinder Singh and Shahid Rasool.

Over Rs 8 crore being spent on development works

DODA, Nov 27 : Over Rs. 8 crores are being spent on completion of different development works under R&B, PHE, Horticulture and Fisheries Sector in Bhaderwah tehsil of Doda district during the current financial year.

This was revealed by the DDC, Doda, Mr. Basharat Ahmed Dhar during the inspection of various development works currently under execution in Bhadarwah tehsil yesterday.

While inspecting the construction work of water reservoir and filtration plant the DDC was apprised that an amount of Rs. 403.63 lakh has been spent on this project and Rs. 30 lakh is required more for its completion. With the commissioning of this plant, 6000 souls of the area would get safe drinking water facility. The DDC assured the PHE authorities that funds would be made available for completion of this project within stipulated time.

During the inspection of Girls Hostel Building of Degree College Bhaderwah the DDC was apprised that the work of ground floor of the building has been completed and the construction work on first floor has been taken up at a cost of Rs. 41 lacs out of MP local area development fund. He also inspected additional three rooms of Higher Secondary School Bhaderwah, 0.5 km Manthla link road, 0.3 km road from Neota to Manwa dispensary has been taken up at a cost of Rs. 2.38 crore.

Mr. Dhar further inspected 35 mtrs. Span motorable bridge and Allopathic Dispensary at Strangle and Blood Bank building at SDH, Bhaderwah. He also identified land for the construction of M.Os quarters near the hospital. On spot instructions were also issued to S.E. R&B for the repair of 7 fish ponds and shingling of approach road at Fish form Gatha where 5000 trout fish has already been stocked and by repairing these ponds 15000 more trout fish shall be stocked.

With a view to boost Horticulture sector in the area, demonstration plots on 10 hectares land of 14 progressive formers where 11000 fruit plants of Walnut, apple, Apricort and Pecanut shall be planted and an amount of Rs. 80 lakh shall be distributed as subsidy to the formers.

The District Development Commissioner, issued necessary instruction to SDM Bhaderwah for clearance of all land acquisition cases pending in his office at an earliest. The DDC further stressed upon the executing agencies to involve MLAs, Sarpanch and Punches in the Development Works. He under lined the need of completing all development scheme well before the close of current financial year.

Paddar people meet NC MLA, MLC from Kishtwar

JAMMU, Nov 27: A delegation from Paddar, led by Thakur Kartar Singh Rathore, vice president National Conference Doda, met MLA Kishtwar Mr Sajjad Ahmed Kitchloo and Mr Brij Mohan Sharma, MLC, and discussed various difficulties being faced by people of Paddar.

As per a release their demands pertained to security arrangements by new VDC and DDC appointments. They demanded free ration to the families affected by drought, construction of link roads from Machail, Ligri Gandari, Kaban and Sanghsan Mata Chitoo, construction of new bridges at Atholi to Gulabgarh and Hatoli and upgrading of Middle Schools at Machail, Massoo, Afani, Ligri and upgradation of primary schools in Gulabgarh, Gandari, Garh, Phalali, Kundal and opening of new primary schools at Gunhall, Chanadi, Thati, Yunkhal, Mitti and Huryanguadi. The delegation also demanded medical dispensary at Phalali, Kundal and Gulabgarh.

Mr Brij Mohan Sharma, MLC, released Rs 2.40 lakh for Paddar area and MLA Sajjad Ahmed Kitchloo assured the delegation that problems of these areas would be taken up on priority basis in the Assembly. The delegation comprised of Messrs Prahlad Singh Rathore, Hari Singh Sarpanch, Ramesh Raina, Mohammed Hussain Sarpanch, Ghulam Qadir Panch, Fulail Singh and Kuldeep Singh, besides others.

Panchari block Sarpanch, Panches discuss demands

UDHAMPUR, Nov 27: A meeting of Sarpanch and panches of block Panchari was held under the chairmanship of Mr Angrez Singh Sarpanch.

As per a release the meeting unanimously demanded payment of transportation charges as the material and ration is to be carried on mules and horses to their respective destinations from road side.

They also demanded early arrangement for providing transformers and laying of wires as the poles stand installed, so that power supply was made available in Panchayat Halqa Latyiar and Ladda-Kothri of block Panchari.

The meeting also called for an early approval of Judiciary Committee already sent duly approved by the Sarpanches and locals so as some local disputes may be settled in the committee.

Appointment of Chowkidar for watch and ward of furniture, providing water and cleanliness arrangement in each Panchayat and early issuance of orders of upgradation of Middle School Ladda and Badhota to High School which are very ancient and needed upgradation so that children of this remote area may not suffer, were the other demands voiced by the speakers in the meeting.

Those present in the meeting included Messrs Angrez Singh, Dharam Singh, Nand Lal, Paras Ram, Nek Ram, Sonak Singh, Ajit Singh, Krishan Singh (all Sarpanches) and Yash Pal, Naib Sarpanch.

Govt urged to dissolve Advisory Boards

UDHAMPUR, Nov 27: One day convention of Sarpanches and panches was held at PDP office here, which was held under the chairmanship of Mr Surinder Singh (Fouji) district president.

As per a release through a resolution the convention urged on the Government to dissolve all the previous Advisory Boards and nominate real representatives who have public image.

Mr Singh strongly urged the Government to conduct an inquiry against PHE and Electric divisions Udhampur for their utter failure to supply water and electricity despite having been provided with more funds.

The convention also condemned the terrorists attack on places of worship at Jammu.

Those who addressed the convention included Messrs Sham Lal, Ram Lal, Nek Ram, Sham Lal, Rajinder Singh, Lekh Raj, Balbir Singh, Subash Parihar, Gopal Choudhary, Rameshwar bali, Nanak Singh, O P Chingari, Ghulam Mustafa and others.

Border migrants demand tented accommodation

JAMMU, Nov 27: After conducting an extensive tour of migrant camps alongwith executive body of the Border Migrants Welfare Committee, a meeting of the committee was held under the chairmanship of Mr Baldev Singh Bhau to discuss present prevailing conditions of the camp dwellers and non-campers.

As per a release Mr Bhau said that chilly winter season has set in and it was very difficult to live without any accommodation and stressed upon the Government to provide tentage accommodation to all the migrants of the area as the condition of the tents was very bad. He also demanded accommodation of non-campers in the camps by provided them with tents.

Speaking on the occasion Mr Bhau stated that the cash assistance being provided to migrants was insufficient and demanded its enhancement to Rs 600 per head instead of Rs 400 as at present. He also stressed upon the Government to release cash assistance to Government employees’ families.

Mr Bhau urged the Government to formulate a permanent, viable and suitable proposal for settlement of victimised families from border areas living within 5 km on LoC and International Border in Pallanwala sector by providing one room self accommodation at safer places immediately.

Mr Bhau also stressed upon the Government to release next relief package due from this month at an earliest.

Div Com reviews Id arrangements

Jammu, Nov.27: Divisional Commissioner, Mr. Anil Goswami convened a meeting of officers here today to review the arrangements being made for the celebration of Id-Ul-Fiter.

The Divisional Commissioner interacted with the officers present in the meeting and discussed various issues pertaining to the preparations to be made for the ensuing festival.

Speaking on the occasion, Mr.Goswami directed the police and security agencies to ensure fool proof security in and around the Idd-Gah area. He asked the concerned officers to conduct anti-sabotage check of the entire area and also set up metal detectors at the entrance point.

While reviewing the traffic arrangements, Mr.Goswami asked the officials to ensure that the vehicular traffic is regulated suitably. Proper parking arrangements should also be made for the private vehicles of the nimazies. Shopkeepers in Iddgah area have also been directed to open then shops only after the Idd prayers.

The Municipal authorities shall ensure cleanliness of the entire city. Additional safai karamcharis shall also be pressed into service, he added.

The Divisional Commissioner exhorted the Food and Supplies department to ensure availability of eatables and a strict vigil the rates fixed by the department. Shopkeepers if any found over charging on account of mutton, sweet, fruit, vegetables etc. shall be dealt with strictly. Besides, sugar, atta, rice, and k.oil shall also be ensured in sufficient quantity.

Further, Administrator Auqaf shall coordinate all the arrangements to be made by the concerned departments in connection with the celebrations of Idd. The PHE department shall make necessary arrangements for providing drinking water in sufficient quantity at Idd-garh. Water tanks located in Idd-gah shall be kept clean and filled with drinking water. Besides, the PDD officials were also asked to ensure regular and uninterrupted power supply on Juma-ul-vida, Shab-e-Qader and Idd-ul-Fiter.

The Muslim Federation, Jammu was asked to maintain close liaison with police and security agencies and also submit list of volunteers.
