fidayeens trying to derail process of peace initiative By Sanjeev Pargal JAMMU, Nov 27: Chief Minister Mufti Mohd Sayeed said today that the fidayeens (suicide squads) sent from across the border were trying to derail the peace process, initiated by his Government and communalise the situation in Jammu and Kashmir but declared that the coalition Government was determined to steer the State out of the present mess and, for the purpose, it has a complete understanding with the Centre. In his first speech in the Legislative Assembly as head of the PDP-led coalition Government, Mufti Sayeed described the Common Minimum Programme (CMP), adopted by the coalition partners, as an act of faith and took exception to veteran National Conference leader Ghulam Mohi-ud-Din Shah describing it as Kaagzi Gode. "Euphoria of our Government was not going to last just few days. Judge us by our performance. We will show you the results", he declared. In 77 minutes guarded reply on the Governors address, the Chief Minister used the words very cautiously but touched almost all important issues ranging from POTA, healing touch and disbanding of the Special Operations Group (SOG) to the return of Kashmiri and all other migrants to their houses, unconditional talks with all concerned parties on Kashmir and Autonomy Committee report. Mufti, whose reply was not interrupted by even a single Opposition member, declared that his Government has a complete understanding with the Centre as far as security concerns of the State are concerned. "Whether it was Prime Minister or Deputy Prime Minister, they have realised the ground realities behind Kashmir problem. The Congress (I), a partner in the State Government, too understands the problem very well", he asserted. He, however, didnt elaborate as to what kind of understanding the two Governments had or whether there was also an understanding between the two on the release of detenues. He referred to Sunday evenings attack at Ragunath temple and attributed the incident to the foreign mercenaries. Without naming Pakistan, he said the fidayeens being sent from across the borders were trying to derail the process of peace and healing touch, initiated by the new Government. "They also tried to create communal tension in the State but couldnt succeed due to commendable role of Jammu people", he said. At the same time, he said, the fidayeens couldnt survive without the internal strife. If, he added, the internal discontent was over, no force can ignite the fire from outside. The Chief Minister also took police and security agencies to task saying they should have maintained more vigil as Ragunath temple had been attacked earlier also. But, he maintained that even a country like Israel, which has all the resources and facilities at its command, was too finding itself helpless against the suicide attacks by Hamas. "Attacks notwithstanding, we are determined to move ahead. Let there should be no doubts about that. We will carry forward the peace process initiated by our Government. We will deliver the goods and bring people of the State out of the present daldal (mess) in which they had been trapped for several years now", Mufti declared amidst the thumping of desks by the coalition partners. Stressing the need for unconditional talks on Kashmir issue, he said if the Prime Minister had to start negotiations on the issue, the first place should be the Legislative Assembly. "We need no facilitator on the talks. This Assembly has the representative character and the talks should begin from here. All of us, sitting here, are supposed to be the Indians", he asserted and asked: "what would be the purpose of the talks if we impose pre-conditions on them"? Reiterating his oft-repeated stand that a solution to Kashmir problem lies in boli (talks) and not goli (bullets), the Chief Minister said :"we never talked to appease anybody but we must understand that root cause of the problem needs to be addressed. The reasons that forced our youths to take to guns required to be ascertained. We will have to remove gun culture from the State and only then we can fulfill regional aspirations of the people". Mufti said :" a historical and a golden opportunity was knocking at our doors. We need to take the bull by its horns. We will make our best efforts and the NDA Government should also respond to the situation". He said his Government had also mentioned the issue of talks in the address and hoped that the Centre will initiate serious and result oriented talks with legitimate representatives of the Assembly and the people of other shades of opinion. He said the Government wants to create a conducive atmosphere for talks and asked the local boys, who have taken to the guns to abandon this path. Striking an emotional chord, he said a Kashmiri woman still awaits when her militant son will have lunch with her without any fear and without a weapon in his hands. Without naming any Central leader but referring to a recent statement of a senior Government functionary that no talks (on Kashmir) could be held outside the Indian soil, Mufti asserted that the statement amounted to double standards as talks on Nagaland issue were held in Tokyo and Paris. Taking note of NC Legislature Party leader Ghulam Mohi-ud-Din Shahs statement (made during debate on the Governors address) that the CMP was nothing but Kaagzi Gode, the Chief Minister said (amidst applause from the coalition partners) :"it was not a kaagaz (a sheet of paper) for us but an act of faith". He added that the Government well understands the challenges before it and admitted that it had no Alladin Ka Chirag (a magic lamp) to solve all the problems within few days but I assure you that the process which we have initiated will be taken to a conclusion. "If the Hurriyat Conference has some dreams, we too have some dreams for the people of Jammu and Kashmir. But, we must understand that J&K is a miniature India, which comprised different regions and religions where different languages are spoken", Mufti said. He recalled that when one region was asking for more powers, another region was raising the slogan of Ek Vidhaan, Ek Pardhan, Ek Nishaan. Another region says it was being discriminated. "It was not that no development took place in Jammu but a sense of participation and involvement was lacking". Referring to much publicised healing touch, he said the people of Kashmir were trapped between two guns. "We realised it earlier and now the Government of India has also realised that no militancy or insurgency can sustain without people. People are fountain head of power and unless we win the hearts and minds of people no situation could be practical", he added while trying to drive home the point that if the aspirations of local people are met with they will start co-operating with the Government. "What was the fault of a child, whose father took to the militancy and died. Wont it be a healing touch if that child was given free education"? he asked and said I still didnt know why the militants are killing a large number of people. On the Government stand not to implement POTA, Sayeed pointed out that POTA was slapped on JKLF chief Yasin Malik with great fanfare and asked :"what happened to him"? He was bailed out by the Court but again arrested under the Public Safety Act (PSA). "If PSA was already there, what is the need of POTA"? he asked. On release of the detenues, he said several leaders including Yasin Malik, Sayeed Ali Shah Geelani, Abdul Gani Lone and Sheikh Abdul Aziz were also released by the previous Government. He said the CMP very clearly stated that Government shall review the cases of those detenues, who had been lodged in the jails without any trial for a long period, detained on non-specific charges and not charged with serious crimes. Assuring the House that the Government will convert the Special Operations Group (SOG) into a regular force, the Chief Minister said he came across a surrendered militant (an Ikhwani), who was attached with the SOG and was working as a SPO. "The SPO was paid only Rs 1500 per month of which he used to spend Rs 800 on the bus fare", he said and asked :"what this SPO will do except for resorting to extortions"? Saying that anyone who tries to disrupt the peace has to be dealt with, he said he had issued clear cut directions to the security forces that there should be no excesses and custodial deaths of the innocent people. He stressed upon the security forces to adopt innovative techniques of questioning and said it was not necessary that the youths were beaten during interrogation. He admitted that there could be mistakes by the security forces while dealing with the internal situation as primarily their job was confined to the borders. "The forces had been fighting militancy with a great determination but there should be transparency while dealing with the local people", he said. On the issue of autonomy raised by some National Conference members and Opposition MLA Mohd Yusuf Tarigami, the Chief Minister favoured setting up of a House Committee, represented by all political parties, to hold talks with the Centre. He pointed out that the Centre had already named former Law Minister Arun Jaitley as an interlocutor on the issue of autonomy. Describing India as a true federal structure, Mufti Sayeed maintained that Kashmir has a distinguished position with a separate Constitution and a separate flag. Moreover, the laws made by Parliament were not readily applicable to Jammu and Kashmir though some erosion did take place on this front. However, he asked :"did Sheikh Abdullah ask for restoration of pre-1953 position when he had entered into an accord with Indira Gandhi (in 1975)? Did he plead that Article 356 shouldnt be applicable to Jammu and Kashmir? Did he call for an end to the jurisdiction of Supreme Court and Election Commissioner of India in J&K? Did he ask for restoration of the process under which a Governor to the State was elected by the Legislative Assembly"? He pointed out that the National Conference, which had two-third majority in the last Assembly, had passed a resolution demanding restoration of autonomy to the State. "What happened to your resolution? It was thrown by the Centre within an hour and now you (the NC members) are blaming us for not mentioning the issue of autonomy in the Governors address", he regretted. Virtually responding to National Conference uproar in the Assembly on Monday against three incidents of violence, he reminded the Opposition benches that he had seen two Ministers (Minister of State for Law Mushtaq Lone and Minister of State for Power Ghulam Hassan Bhat) getting brutally killed by the terrorists. Mufti Sayeed said his Government would make sincere efforts to take Kashmiri Pandits as well as all other migrants from Doda, Poonch and Rajouri back to their houses. "The Pandits represent unity in diversity in Kashmir. It was our goal that they are rehabilitated in their homes. We dont claim that it will happen in a day but we will start the process gradually", he said. On the border migrants, he said the State Government was committed to give land and hamlets to the people, living on the border line on the pattern of Punjab. The Chief Minister said the Government has assured all powers to Leh Autonomous Hill Development Council (LAHDC) and promised a similar Council to Kargil. He also promised supervisory powers to the Panchayats and holding of the elections to Municipal Corporations. Mufti said a fresh recruitment policy was also being devised by the Government. He assured the people that the Government would maintain present improved supply of the electricity. The Government will also examine the demand for increase in SPOs salary, he added. Mufti said the State Government will try to persuade the Union Government to help in the utilisation of States power potential in lieu of the discrimination done with the State under Indus Water Treaty. Sayeed announced that the Congress president has agreed to give reservation of one to two per cent in professional colleges to J&K youth in Congress ruled states in the country for ten years to help our people. He said that this facility would be available on the pattern of reservations for the Kashmiri migrants in Maharashtra. On recruitment policy, he said the mechanism of filling up the vacancies would be completely institutionalized with no scope even for the Chief Minister, Ministers or legislators to interfere. Sanctity has to be restored to the institution by making appointments transparent and as per norms. He said the Centre would be approached for absorbing local talent in the commercial institutions like banks and giving due representation to youth from border and backward areas in army and para-military forces. |
Temple re-opens after purification Excelsior Correspondent JAMMU, Nov 27: The historic Raghunath temple, which was attacked by the Lashkar-e-Toiba (LeT) Fidayeen on Sunday evening, re-opened to devotees this morning after a purification ceremony in the temple complex. Over a dozen priests led by chief priest of temple Pt Vishal Shastry, Pt Mool Raj Shastry and Pt Kewal Sharma participated in the two-hour-long holy ceremories, which started at 1000 hours. After chanting vedic hymns, the temple complex was cleaned with holy Ganga water. All the idols were given a wash with holy water and decorated with new clothes. Several volunteers assisted the management in cleaning of the temple complex, temple survivor Darshan Kumar said. Divisional Commissioner Jammu, Mr Anil Goswami, Inspector General of Police (IGP) Jammu, Mr Pitamber Lal Gupta, and Deputy Commissioner Jammu, Mr Rohit Kansal, were among others who attended the purification ceremony. A large number of devotees turned up to pay their obeisance to the image of Lord Rama in the temple, soon after the purification ceremony. The repair work of the temple has almost got completed by the Dharmarth Trust. In the evening, ringing of temple bells and blowing of conch-shells created a reassuring affect among the devotees particularly the ones living in localities around the temple. "We have become accustomed to temple bells and sinning of bajans inside this place of worship. Naturally, we found it something unusual when after the Sunday Fidayeen attack, these morning and evening chores inside the temple were not held", said Surinder Kapoor of locality behind the temple. Former Governor Dr Karan Singh, who is also the sole trustee of the Dharmarth Trust is arriving here tomorrow. He will be briefed on the incident by temple priests and repair work by the Dharmarth Trust. Meanwhile, Director General of Police Mr A K Suri told EXCELSIOR that security in and around the Raghunath temple as well as other places of worship in the city has been beefed up. Besides regulating entry points, restrictions have been imposed on carrying bags inside the temple, Suri said, adding devotees are being screened and frisked. The DGP further said he held discussions with the representatives of the Dharmarth Trust following which some structural changes are being made in the security system in the temple. "One company of CRPF has already been deployed for temple security and more personnel are being deployed in and around the complex", he added. As a precautionary measure, the main gate from Raghunath Bazar side will remain closed for a few days and access to the temple premises will be from the Hari Market side, Mr Suri said. |
Re-consider policy on jailed militants : Farooq Excelsior Correspondent JAMMU, Nov 27: Dr Farooq Abdullah does not favour the J&K Governments policy of releasing jailed militants. He wants his successor, Mufti Mohammed Sayeed, to reconsider the policy. Former Chief Minister told mediapersons here on Wednesday that he had reports, clearly suggesting that the security forces "are feeling demoralised" by the steps taken by the PDP-led coalition Government in the State. "What is the use of releasing militants, if the people are not feeling secure after their release", he asked in the course of his visit to the Raghunath temple premises. Dr Farooq, who is patron of the National Conference and a sitting member of the Rajya Sabha, strongly condemned the terrorist attack on the temple, stressing that "no religion on the earth teaches violence". Dr Farooq, who flew into the city from Delhi after his visit to Saudi Arabia, straight-a-way drove to the Raghunath temple from the airport. Dr Farooq had gone to Saudi Arabia to perform Umrah. At the airport, the Kashmir leader received a warm welcome from a large number of his partymen and supporters. Mr Bodh Raj Bali, provincial president of the National Conference (NC), received him. Dr Farooq stated that by releasing the militants, the coalition Government "wants to make us believe that the situation is improving". "But it cannot be so", he pronounced, "as militants are hellbent to destroy us and they are not going to change their stance or policy". On the talks with ultras as well, former Chief Minister maintained: "Militants keep crying that Jammu and Kashmir is not part of India". He threw up two questions: Then what is the use in talking to them? How can it strengthen Indias hold? He emphasized that the new Government should not take any step which would affect the security of the nation. On the disbanding of Special Operation Group (SOG), Dr Farooq wondered how Government functionaries were going to move around without them. The NC president, Mr Omar Abdullah, accompanied Dr Farooq from the airport to the Raghunath temple, where some members of the shrine management briefed former Chief Minister on the terrorist attack of November 24 and the casualties it resulted in. Inside the temple premises, Dr Farooq went around and saw for himself the damage caused in the wake of the fidayeen strike. He expressed anger and anguish at the terror in temples and condoled the death of innocents. He conveyed his sympathy to the families of those killed. He also wished the injured persons a speedy recovery. Dr Farooq lauded the constructive role played by the citizens of Jammu during and after the terrorist strike and said: "People of Jammu are great. Whenever there has been any unpleasant incident, they have displayed unity; they have ensured peace despite so many provocations so far". He said: "Our neighbouring country is continuing with its machinations to create communal discord in Jammu by such attacks. But every time their designs are defeated by the people". Among others present on the occasion were the chairman of the Legislative Council, Mr Abdul Rashid Dar, and NC legislators, including Mr Ghulam Mohiuddin Shah, Mr Sharif-ud-Din Shariq, Ms Depinder Kour, Mr GM Jan, Mr Mubarak Gul and Mr Mohammed Ikhlaq Khan, besides former MLA, Ms Bimla Luthra. |

Shaffi gets addl charge of Finance Excelsior Correspondent Jammu, Nov 27: Dr Sudhir S Bloeria will be the new Chief Secretary of the State. The decision to appoint Dr Bloeria as Chief Secretary was taken by the State Cabinet which met here today with Chief Minister, Mufti Mohammad Sayeed in chair. Presently posted as Director Enforcement in the Union Ministry of Finance, Dr Bloeria replaces Mr I S Malhi who is retiring on superannuation on November 30 this year. He is the first Jammuite to reach the highest position in the State administration. An IAS officer of 1968 batch, 55 year old, Dr Bloeria, a soldier-turned-bureaucrat comes to the highest post of the administration in the State with varied and rich experience after having served at several important positions during his over more than three decades of administrative career. Besides manning important positions in the State Government, Dr Bloeria had two innings in the Central Government on deputation. He was posted as Additional Secretary in the Union Ministry of Home, Kashmir Affairs and about three months ago he was posted on the coveted position of Director Enforcement in the Finance Ministry. He was also empanelled as Secretary in the Union Government. In the State Dr Bloeria had remained Additional Chief Secretary Home during the turbulent period of militancy and was one of the most senior officers who was instrumental in successful conduct of parliamentary and assembly elections in the State in 1996 which brought political government back to power. Meanwhile, the cabinet also ordered transfer of J A Khan, IAS, Financial Commissioner and posted as Director General IMPA. Shafi Pandit, Financial Commissioner Agriculture shall hold the charge of Finance Department in addition to his own duties. The Cabinet gave two options to K B Pillai, Financial Commissioner, Industries and Commerce for appointment as Vice Chairman-cum-Managing Director, Power Development Corporation or Chairman J&K Special Tribunal. Chief Minister Mufti Sayeed is chairman of the PDC and, as such, Pillai will be next to him if he opts for the corporation. H L Kadalbuju, shall take over as Financial Commissioner Revenue. A R Parray, Commissioner/Secretary Administrative Reforms and Inspections shall hold the charge of Health and Medical Education from Kadalbuju. Jigmat Namgyal, Chief Engineer PDD has been promoted and posted as Development Commissioner Power vice H S Raina, who is retiring on superannuation on November 30 this year. The Cabinet also ordered transfers and postings in Forest Department. P Patnaik, Chairman State Pollution Control Board has been transferred and posted as Principal Chief Conservator of Forests vice P P Sharma, superannuating on November 30. Nothing questionable about Mehbooba's interview: Cong NEW DELHI, Nov 27: Giving a clean chit to Jammu and Kashmir Chief Minister Mufti Mohammad Sayeeds daughter Mehbooba Mufti with regard to her reportedly controversial statement in a BBC interview, the Congress today said there was nothing questionable or objectionable about the contents of her interview. "Her statement, as it appeared in a national English daily, could not be interpreted to mean that she had asked the Union Government to keep off the State affairs," party spokesman Anand Sharma told newspersons here. Mr Sharma explained that what Mrs Mehbooba Mufti really meant was that both the Government of India and Pakistan had to contribute to allowing the people of Jammu and Kashmir peace and amity. "Dont take her statement in bits but in totality, or else it will distort the meaning," he said. Stressing the imperative need for a coordinated approach between the centre and the Jammu and Kashmir Government on combating terrorism, the Congress spokesman said the situation as it prevailed there demanded that peace and normalcy be restored in larger national interest. Charging the Government and BJP functionaries with making misleading statements about the release of detenus by the Mufti Mohammad Government, Mr Sharma said this had created a wrong impression. About the reported statement by the BJP circles that the party would make the release of detenus an election issue in the campaigning in Gujarat, he said this was "unfortunate, irresponsible and cynical". He regretted that while the Congress wanted to build a consensus on the issue, this was being sought to be undermined by the Centre. Replying to a query about release of detenus, the Congress spokesman said 16 of them had been released by courts due to lack of evidence while eight have been released on parole. None of the detenus released on parole had had a terrorist track record, he claimed, and denied that a hasty decision was taken in their release. The detenus were released between November 11 and November 14 while the fax message from the Union Home Secretary advising the State Government to go slow on the release was sent on November 15. Militancy can't be controlled militarily : Tarigami Excelsior Correspondent JAMMU, Nov 27: Jammu Kashmir Democratic Peoples Forum (JKDPF) Legislature Party leader Mohd Yusuf Tarigami today said the militancy cant be contained militarily but through a political process. Participating in debate on the Governors address in the Legislative Assembly today, Tarigami said several senior military commanders were on record having said that through militarily they could only contain and not eliminate the militancy. "A solution to the problem lies in the political process", he asserted and said :"I think no problem in the world could be solved with the use of power". "We have implemented every Act here, packed our jails, spilled blood on the roads but still we failed to solve the problem", he noted. Referring to uproar on release of the detenues, Tarigami, whose JKDPF was supporting the coalition Government, said it was a Court that had ordered the release of Yasin Malik under POTA. "It was a sensitive Act but he was bailed out. The Government should have released him but he was again booked under PSA", he regretted. The MLA Kulgam said the Government very well knows that what was right and what was wrong. "When they released Jaish-e-Mohammed chief in Kandahar that was in the countrys interest and when we released some detenues that is not in the States interest", he remarked. The Communist leader said "we have seen enough role of the armed forces and now we need to see what went wrong internally". Taking exception to the allegation that the coalition Government was soft on militants, he quipped :"we are soft towards people of all three regions of the State. Come what may, we will not deviate from our stand". Tarigami regretted that the NC Government didnt pass a resolution on autonomy when Deve Gowda or Gujaral Governments were in power at the Centre. They passed it at a time when it was RSS Government in power and they summarily rejected the autonomy resolution even without reading it, he said, adding the NC should have walked out of NDA at that time. However, he said, the NC also maintained its relations with the NDA and simultaneously continued to sign the song of autonomy. Referring to Arun Jaitley Committee, constituted by the Centre for devolution of powers to the State, he said the devolution of powers are given to the Panchayats. Here, it was a question of political settlements, he added. He declared that the Government was committed to the countrys interests. Earlier, resuming his reply on debate, Congress MLA from Bhaderwah, Mohd Sharief Niaz said several innocent people were killed in the State on the name of militancy. He said the STF was not under control of the Government. Niaz also condemned the demand of statehood for Jammu, being raised by Jammu State Morcha (JSM). Congress (I) MLA from Reasi Jugal Kishore said the coalition Government will implement the CMP under dynamic leadership of Chief Minister Mufti Mohd Sayeed. He said the Government should immediately start the implementation of Wazir Commission report, which had recommended the district status for his constituency, Reasi besides Samba and Kishtwar and creation of some new tehsils and blocks. Jugal Kishore appealed to the Government to immediately concede the long pending demands of Mata Vaishnodevi pujaris, who had been sitting on dharna in Katra for last several years. Lauding the Election Commissioner of India for holding free and fair elections, he said it was due to the free and fair polls that 53 new MLAs including 20 independent candidates managed to reach the Assembly. The Reasi MLA regretted that not even a single meeting of Patnitop Development Authority (PDA) was held during previous Governments regime. He alleged that outsiders have been recruited in Baghliar project. Balwant Singh Mankotia, Panthers Party MLA from Udhampur demanded inclusion of Dogri in the eighth schedule and pointed out that the Panthers Party gave a clear message to the world by taking oath in Dogri in the Assembly. He said the Panthers Party decided to join the coalition Government only after the implementation of Wazir Commission report was agreed to. He took exception to some speakers referring to Kashmir problem only and ignoring the problems of Jammu region. He pointed out that many daring youths of Jammu sacrificed their lives in SOG. He regretted that the refugees of 1947 had still not been given the due rights. Mankotia demanded employment for 3000 youths, who were ousted after being used in Kargil war. Javed Rana (NC) said the Governors address was based on Khayali Gode and there was nothing in the document for the poor people. Saifullah Mir (NC) wanted to know whether the Mufti Government wants azadi, secessions or autonomy. "Barring Rs 50 increase in old age pension of the employees, there was nothing in the Governors address", he alleged. Saying that there was no end to excesses on the people, he claimed that the Government had deviated from its stand of disbanding the SOG and was now planning to change their uniform only. Sartaj Magni (PDP) called for meaningful and unconditional talks on Kashmir. He said the healing touch was a must to solve the problem. Babu Singh, an independent MLA from Kathua, called for a honourable solution to Kashmir problem. Dr Chaman Lal, NC MLA from Ramban said the NC Governments commitments of opening a degree college at Ramban and an Urdu Academy should be followed by the new Government. He said many cases of appointments under SRO-43 were pending in Doda district and should be cleared immediately. Aijaz Khan, an independent MLA from Gool-Arnas said the peoples psyche was well understood by Chief Minister Mufti Sayeed and added that a day was not far when situation will improve in the State. Dr Romesh Sharma, Congress MLA from Nowshera said that several crores were looted by the previous Government in the recruitment and other scams. He demanded settlements of the border migrants in the safer areas. |

NEW DELHI, Nov 27: Prime Minister Atal Behari Vajpayees position is "very secure" and the Government has two years to go till October 2004 elections, says his Principal Secretary Brajesh Mishra. "No, his position is very secure as far as prime ministership is concerned," he told Tim Sebastian in an interview to bbc Worlds `Hard Talk programme. He was replying to a question that the Prime Minister does not have long to go, so his tenure as Principal Secretary is not so long. On how secure is his position as National Security Adviser given the number of "enemies" he appears to have made, Mishra shot back "I dont think I have made enemies." To another question if a number of people wanted him out, he said "well, I wouldnt say there are a lot of people who want me out of the job and there are some people who would rather not see me where I am, but I will go whenever the Prime Minister wants me to go". If he has a moderating influence on the Prime Minister, Mishra said "no, I would say that I implement the policies that he tells me to implement". Dismissing the suggestion that the Centre did nothing to stop violence in Gujarat, Mishra said Government had condemned it and Prime Minister himself had said its a blot on the nation. DDK Jammu under fire Excelsior Correspondent JAMMU, Nov 27: Doordarshan Kendra, Jammu today came under a severe attack by a ruling party member in the Legislative Assembly for telecasting a long interview of Jammu State Morcha (JSM) leader at a prime time. Raising the issue as soon as the House assembled, Congress leader Madan Lal Sharma said the interview was a conspiracy to provoke sentiments of the people and disturb situation in the State. "The interview was an attempt by the NDA Government in collusion with DDK Jammu authorities to destabilise the coalition Government", he alleged. As soon as Madan Lal Sharma finished his statement, BJP MLA Jugal Kishore was on his feet saying a statement of PDP leader Mehbooba Mufti was anti-national as she put India and Pakistan at same place. "Whether J&K is an independent State as Mehbooba says that Centre shouldnt interfere in it"? he asked. Jugals statement was objected by Mehbooba Mufti, who said there was a difference between India and Indian Government. She described the BJP as a communal party. As Jugal kept on shouting saying that Mehbooba Mufti was speaking the language of Hurriyat Conference, several PDP and Congress (I) members too stood up from their seats and shouted "Gujarat Ki Bholi Naheen Chalegi. NC Legislature Party leader Mohi-ud-Din Shah alleged that many senior NC leaders had been served with notices to vacate their houses and hotels, where they were putting up due to threat perception. Even the official car has been withdrawn from former Speaker Abdul Ahad Vakil to which he was entitled, he said. Cabinet concerned over Baghliar Excelsior Correspondent Jammu, Nov 27: The State Cabinet today reviewed execution of the Baghliar Hydel Power Project on Chenab river and noted with grave concern that the phase one of the project has been taken up without financial closure. With Chief Minister Mufti Mohammad Sayeed in chair, the Cabinet ordered that all possibilities be explored to arrange requisite funds for continuous implementation of the project so that it is completed at the earliest. The first phase of the Project involves an estimated cost of Rs 4600 crore to generate 450 MWs of electricity. So far Rs 1400 crore have been spent on it. The Cabinet also reviewed the preparedness of the administration to conduct elections to the local bodies and left-out Panchayats. By another decision, the cabinet directed the Rural Development Department to draw up a time bound programme for empowering Panchayats coupled with suitable administrative and financial delegation. |
