Mufti assures better deal for border area

Jammu, Nov 26: The Chief Minister, Mufti Mohammad Sayeed today assured the legislators of the border areas that the Government would sympathetically consider their demands to help people of border areas.

Talking to a delegation of border area legislators, who called on him, Mr. Sayeed said that the Government is considering setting up shelter sheds in the safer areas for the people who are fragmentally uprooted due to Pak shelling. Similarly demand for residential plots at safer places for those living on zero line and firing range would also be considered.

It was also agreed that those rendered disabled would be provided Rs.500 as financial assistance per month besides jobs to one of the family members of those killed in border firing.

He said the Government would favourably consider the demand for continuation of free ration to the dislocated border migrants till harvesting of fresh crop.

The Chief Minister asked the legislators to draw up plans for taking up works like roads and desilting of irrigation canals that could be immediately taken up under the drought package in the border areas. Ways and means would have to found to ensure involvement of people for completion of these works, he added.

The Deputy Chief Minister assured the delegation that the farmers who could not cultivate their lands due to installation of mines in the border areas would be provided compensation at block level shortly. The funds for the purpose have been made available by the Defence authorities, he added.

The delegation urged for reassessment of those families living below the poverty line and provision of vehicles and security to the legislators of the border constituencies.

The delegation of border area MLAs comprised Mr. Madan Lal Sharma, Ms Suman Lata Bhagat, Mr. Ashwani Kumar, Ch. Ghoru Ram, Dr. Romesh Sharma, Mr. Girdhari Lal and Mr. Yash Paul.

JAMMU, Nov 26: The State unit of Vishav Hindu Parishad (VHP) has said that denial of adequate powers to the security forces is the main reason behind continuous terror attacks and warned both State and Central Governments to stop interfering in security matters failing which Islamic fundamentalists would succeed in creating division of the country.

Addressing a press conference, state president of VHP Dr Rama Kant Dubey said that successive State and Central Governments had not given enough powers to the security forces to crush militancy and added that it was only due to political interference that security forces seemed to be on the defensive.

"The political interference in security matters is responsible for increase in terror attacks as the same have demoralised the security forces upto a larger extent", Dr Dubey said and added that no doubt intelligence agencies were providing enough inputs about the terrorists; yet, security forces could not exploit them in better way due to restrictions imposed on them by politicians.

The need of the hour, Dr Dubey said, was that the Centre as well as State Government should stop interfering in security matters and take the issue of militancy seriously. "If the present system is allowed to continue, the Islamic fundamentalists would succeed in creating division of the country", he warned. He said that the terrorism could not be countered through dialogue but by " retialating ruthlessely".

Saying that around 100 outfits were working for Islamisation of the country, Dr Dubey said that the attacks on the religious places were not only aimed at creating a wedge between Hindus and Muslims but also at Islamisation of India.

"It is painful that the new State Government did nothing to provide healing touch to the worst sufferers of the terrorosim", he said. "Instead, the Mufti Government started providing healing touch to the militants and their families which indicated what will be the policies of this Government in future".

About the release of the militants by coalition Government and its justification by the Congress leaders, Dr Dubey said that the ritual of releasing terrorists was started by Congress Prime Minister Mr P V Narsimah Rao by giving safe passage to the terrorist holed up in Hazaratbal shrine.

Later, the activists of VHP and Bajrang Dal took out a protest demonstration from Geeta Bhawan to protest against the week-kneed policies of the Central as well as State Governments towards terrorists and indiscriminate release of the terrorists and secessionists by Mufti Government.

They burnt the effigies of terrorism, Pakistan and perpetrator of terrorism in this country at City Chowk.

PATNA, Nov 26: Charging the PDP-Congress coalition Government with "failure" to combat the surge in terrorist violence in Jammu and Kashmir, BJP president M Venkaiah Naidu today said the State Government was cautioned against taking any "hasty decisions" like release of militants and non-enforcement of POTA.

Naidu also rubbished Congress president Sonia Gandhi’s assertion that her party was not going soft on terrorism and the State Government had set free 26 militants only after consulting the Central intelligence agencies.

He called upon Gandhi to review the three-point common minimum programme envisaging release of terrorists in a phased-manner, not to use POTA and disband the Special Operation Group.

"The recent spurt in terrorist strikes in Jammu and Kashmir calls for a thorough review of the CMP of the coalition...Even the house of the Chief Minister was attacked, bid was made on the life of a Minister and there were several other terrorist strikes that took heavy toll of securitymen," Naidu told reporters here.

Taking a dig at Sonia Gandhi for her statement that the terrorists were released in consultation with the Centre, Naidu said the Centre had instead warned the State Government against hasty decisions like release of militants.

Stating that Congress being the major partner in the PDP-Congress coalition had greater responsibility in fighting militancy, Naidu asked the party to "behave sensibly" in countering terrorism in Jammu and Kashmir.

"Congress is a mature party having experience in running the country for several decades and now it is the ruling party in 15 States...It should shoulder the responsibility of tackling militancy and restoring peace in the troubled State," he said.

He said the Centre would continue to extend its full support to the PDP-Congress coalition to fight terrorism.

Naidu also suggested that the Mufti Mohammed Sayeed ministry should take steps to hold dialogue with those who had desired to give up arms and join the mainstream. (PTI)

JAMMU, Nov 26: National Conference (NC) today took the State Government to task for making no mention of Autonomy in the Governor’s address and Common Minimum Programme (CMP) of the coalition partners.

Participating in the debate on Governor’s address in the Upper House Mohammed Aslam of NC said it is unfortunte that the coalition Government has not cleared its stand on autonomy as it did not make any mention of autonomy in the Governor’s address.

He said, " We extend all support to Government as a healthy opposition but it should clear its stand on the special powers which were granted to it."

The NC legislator further said that Article 370 of Indian Constitution is the basis of accession of J&K with India but it appeared to have been eroded. No initiative has been taken on national level for settling the Kashmir issue and "we were unable to understand what was the track- two diplomacy."

He said recently the Kashmir Committee chairman, Ram Jethmalani urged the Hurriyat to soften its stand on Azadi and BJP to give up its claim on abrogation of Article 370.

"This vindicates the NC stand on autonomy as it is the only alternative that can be any thing short of Azadi", he said, adding "I have submitted an amendment and it should be carried".

Opposing the Coalition Government, he said no concrete proposal has been made in Governor’s address for eradication of unemployment and promotion of industry in the state.

He said the State is facing power crisis the reason is that the Centre did not cooperate us in construction of new projects. They rejected the proposal of counter guarantee to foreign firms who were ready to construct the power projects in J&K, Aslam added.

He alleged no additional resource mobilization has been proposed in the address. While welcoming the Government for reducing the power cuts he however wanted to know how the expenses will be met up.

Lashing out at the Government he said an impression is being given that this was the first free and fair poll in the state and other all were rigged. He said the 1996 elections which gave NC a landslide victory were much transparent as these elections were held under much crucial circumstances.

At that time there was impression that restoration of democratic set up will not be possible in J&K for years together, he said, adding but no joint session was called at that time and media hype given.

Strongly supporting the policies and programmes of new Government Ms Farida Mir expressed the hope that the promises made in Governor’s address will be implemented by the Government.

She said, " We have suffered a lot in last 13 years of turmoil. The fear psychosis loom to such an extent that sound of a cracker is taken for a blast by terrified people. The women were subjected to grave atrocities and torture during this period. Even the pregnant ladies were not spared and paraded. The matter was brought in the notice of Human Rights Commission but no justice was done to them," she added.

She hailed the steps initiated for eradication of unemployment saying this is a good step. She regretted that various centrally sponsored schemes on social welfare are not reaching to the poor women living in far flung areas. During her statement on the Social Welfare schemes, at one point she snubbed Mohammed Aslam of NC who tried to intrupt her saying the Social Welfare was not mentioned in Governor’s address.

Ms Farida said the women from high class families are reaping the benefit of NABARD schemes while those of poor families are ignored.

Likewise the women in Ladakh have been ignored in healthcare facilities and education field. They are leading an unhygenic life also.

Supporting the rehabilitation of Kashmiri migrants in Valley she said Kashmir is incomplete with out them and all efforts be made for their honourable and dignified return with security.

Earlier initiating the debate NC member Bodh Raj Bali said many public welfare measures were taken by previous NC Government and over 1.5 lakh people were provided jobs.

He said many efforts were made to boost the industry in the state but due to turmoil, the desired results could not be achieved.

He warned the Government that instead of criticising the policies of predecessors they should try to do something good. If you negate the good work done by us , tomorrow next Government will negate all what will be done by you, he added.

Mr Bali held the Central Government responsible for the present plight of the people of J&K saying railway project is pending for decades together. He urged the new Government to get the loans of farmers waived off from Centre.

He said a bad impression has been created that all previous elections were rigged in J&K. This is a false propaganda as elections in the state are conducted by Election Commission and not the Government. This is an allegation against the EC, he added.

Mr Bali said it is unfortunate that for everything we have to seek the certificate from America. The hundreds of NC workers have been killed during turmoil period by terrorists but the PDP did not condemn it.

He said had the elected Government not been dismissed in 1953, the present situation could have not taken place in the state while defending the autonomy resolution of NC.

BJP demands white paper on release of terrorists

JAMMU, Nov 26: Terming the statement of Congress president Mrs Sonia Gandhi as an attempt to save skin, the State unit of Bharatiya Janta Party (BJP) today demanded white paper on release of hard-core terrorists by PDP-led coalition Government in the State.

Talking to reporters, state president of BJP Mr Daya Krishan Kotwal asked as how can Mrs Gandhi justify the release of terrorists by saying that central intelligence agencies were consulted despite the fact that even Deputy Prime Minister Mr L K Advani denied the same.

"Basically the statement is aimed to misguide the people, who have started questioning the release of hard-core terrorists. But people will not be passive and continue to pose questions in this regard unless and untill they get proof ikn support of Sonia’s statement", Mr Kotwal said and demanded white paper from the State Government on the whole issue.

The State Government, he said, must have some documents to prove that it had got permission from the central intelligence agencies before releasing militants and producing white paper is the only way left for it to prove itself right.

Regarding PDP vice-president Mehbooba Mufti’s statement that India and Pakistan should not interfere ‘unnecessarily’ in the matters of Jammu and Kashmir State, the State president of BJP alongwith senior party leader and former MLA Mr Ashok Khajuria said that the statement of Mehbooba clearly showed that this Government was carrying Hurriyat’s agenda and for it India and Pakistan " are the two sides of same coin".

"It is the power of tolerance of the Hindus that even after repeated attacks on the temples no untoward incident took place but none can guarantee as to when will the the dam of tolerance collapse", they said while questioning how long people will continue to tolerate attacks on their shrines.

Terming the attacks as attempts to flush out minorities from the State, they said that the present Government is part and parcel of that deep rooted conspiracy and alleged that Mufti’s party won 16 seats with the active cooperation of terrorists.

About the move of State Government to hold dialogue with the militants and Hurriyat Conference, the BJP leaders said that there is no issue which could be discussed with either militants or Hurriyat and added that there is only one issue of Pakistan-occupied-Kashmir (PoK) and talks should be on that.

Woman commits suicide; 7 injured in mishaps

JAMMU, Nov 26: A woman committed suicide while as seven persons were injured in separate road accidents.

According to police, a woman identified as Manu, wife of Dayal Chand of Chatha allegedly committed suicide by consuming some poisonous substance at her residence.

She was rushed to Government Medical College Hospital when spotted unconscious by family members. Doctors attending on her immediately provided her stomach wash treatment followed by other medicare but she could not fight for her life and died.

It could not be ascertained as to whether she intentionally consumed poison or took the same mistakenly.

Meanwhile, two persons were injured when a truck bearing registration number JKE-0647 skidded off the road and rolled down near Seri under the jurisdiction of Ramban Police Station.

Both the injured were rushed to hospital and their condition was stated to be critical when reports last came in.

They have been identified as Fayaz Ahmed of Mir Gund and Imtiyaz Ahmed of Anantnag.

In another road accident, two persons were injured when a motorcycle, they were riding on, was hit by a speeding truck at Vijaypur.

Both have been hospitalised and their condition was stated to be critical. They have been identified as Puneet Mahajan of Parad and Vijay Choudhary of Roop Nagar. In yet another road accident, one Ajay Pandita, son of Radha Krishan Pandita of Barnai sustained severe injuries in collission between a motor-cycle and auto-rickshaw at Paloura near BSF School.

Meanwhile, one Gulzar Ahmed of Kundi in Rajouri was critically injured after he fell from the moving bus bearing registration number JK02E-8167 somewhere between Rajouri to Korotana.

He has been hospitalised and his condition was stated to be critical.

Jammu, Nov 26: Chief Minister Mufti Mohammad Sayeed today asked the administration to expedite the work on ongoing hydro-electric projects and ensure that target dates for their completion are strictly adhered to.

Reviewing the pace of execution of major hydel projects in the State at a meeting here this morning, the Chief Minister was to1d that Rs. 1400 crore have so far been expended on the Rs. 4600 crore Baglihar Hydel Project being constructed in State sector to generate 450 MWs of power. The target date of its completion is December 2004.

The Chief Minister was apprised of the problems on account of non-availability of funds for the project. Besides Rs. 761 crore raised through public bonds, the Government had already sought financial institutional funding of Rs. 2000 crore for the project. This fund would be available subject to certain conditions, which need to be considered and decision taken by the Government.

Apart from the financial aspect of the project, the Chief Minister also enquired about the arrangements planned for evacuation of the power generated and the quantum of work already completed at the project.

Mr. Sayeed said since lot of money has already been spent on the project, funding should be arranged to complete it within the targeted period.

The Chief Minister also ordered that the Pahalgam Hydel Project should be completed by April next year and the electricity generated utilized locally. For the purpose, a Receiving Station should be set up at Pahalgam for which necessary funds would be provided. It would generate 4.50 MW.

The Chief Minister also enquired about the progress of Lower Jehlum Hydel Project designed to generate 105 MW of electricity. This project is slated to be completed by December this year.

Mr. Sayeed stressed the need for taking up micro hydel projects, both in the Valley and Jammu to overcome the power shortage in the State.

Expressing concern over the poor recovery of power tariff, the Chief Minister asked the power development authorities to explore possibilities of collecting the tariff charges from public servants at the source. The Finance Department would be asked to prepare guidelines for the purpose.

The meeting was attended by Chief Secretary, Principal Secretary, Planning and Development, Principal Secretary, Power Development Department, Principal Secretary to Chief Minister and Development Commissioner Power.

JAMMU, Nov 26 : Efforts have been geared up to complete the work on Jammu-Udhampur rail project by March 2004.

This was stated at an apex committee meeting held here this evening to review the progress on the rail project with Chief Secretary, Mr. I. S. Malhi in the chair.

The meeting was told that work on Udhampur-Katra and Qazigund-Baramulla sections of the prestigious Udhampur-Baramulla rail project is scheduled to be completed by March 2005 while Katra-Qazigund portion of the project is likely to be completed by 2007.

Preliminary survey has already been completed on 45 Kms of Katra-Qazigund section and the physical work on all the zones of the project would start by April next. It has already been cleared for execution. The detailed survey of this portion requiring massive deep tunneling would be started next month by using lazer technology.

Projects have been prepared for expeditious construction of approach roads to the railway stations identified for arranging funds for early completion thereof.

Reviewing the progress on Jammu-Udhampur rail project, it was decided that the Railways would consider the matter for construction of overhead bridge at Bain-Bajalta.

The Chief Secretary stressed the need for time bound completion of all sections of the ambitious rail project. He asked the revenue authorities to speed up the land acquisition work for the remaining portion of the land and hand it over to the railways for starting construction. This should be done by fixing target dates for each portion of the project, he emphasized.

Mr. Malhi also directed the concerned authorities for completing the process for shifting electric lines over the railway line alignment in the valley immediately.

The meeting, among others, was attended by Financial Commissioner, Finance, Financial Commissioner, Revenue, Principal Secretary, Works, Principal Secretary, Revenue, Principal Secretary, Power Development, Commissioner/Secretary, Forests and Divisional Commissioners of Kashmir and Jammu.

The team of senior officers of railways was headed by Chief Administrative Officer, Northern Railways.

ASI Balbir Singh cremated with full state honour

JAMMU, Nov 26: Amidst cries and sobs of the family members and sombre expression on the faces of every police officers, ASI Balbir Singh was cremated with full state honour at Simbal Camp cremation ground this morning.

A large number of civil as well as police officers attended his funeral procession which started from his residence at Simbal Patri. The departure of such a brave son of the soil was an emotional affair for all those attended his last journey.

Additional Director General of Police P S Gill laid wreath on the body of ASI Balbir Singh, who attained martyrdom while fighting with militants during Raghunath temple terror attack.

Amidst sobbing, the minor son of the ASI was looking with glued eyes towards each and every police officers and officials lying wreaths on the body of his brave father but while litting funeral pyre he virtually broke down.

Senior Police officers—ADG Gill, DIG Jammu-Kathua Range Dilbagh Singh, SSP Jammu Farooq Khan and Additional SP Manohar Singh were seen consoling the family of the martyr.

Director General of Police A K Suri, later, visited the residence of the martyr to console the family.

Known for his bravery, ASI Balbir Singh, had been associated with Special Operation Group (SOG) of Jammu and Kashmir Police and remained on fore-front in all the anti-terrorist operations, he had attended. It was only due to his dedication and bravery that he was given three out of turn promotions in the year 1996, 1997 and 2001.

He got two out of turn promotions while serving in Kashmir Valley while third one after the Nud Operation in the year 2001. He was also the receipient of President’s Galantary Award, Director General of Police’s Commendation Medal and several commendation certificates and cash prizes.

Originally hailing from Poonch, ASI Balbir Singh’s two elder brothers are also brave soldiers in JKP and Indian Army. The martyr ASI has left behind two minor daughters and a son.

" His love for the motherland was tremendous and he always remained on fore-front in anti-terrorist operations", Additional SP Manohar Singh said while recalling his seven year’s old association with ASI Balbir Singh.

Maj Gen T K Koul takes over as GoC, M&G area

JAMMU, Nov 26: Major General Tej Krishen Kaul took over as General Officer Commanding, Maharashtra and Gujarat area at an impressive ceremony held at Mumbai Headquarters. The General has moved from Delhi where he held the office of Deputy Director General Military Intelligence (foreign division).

The General was commissioned in the Kumaon Regiment, on his passing out from the Officer’s Training Academy, Madras in 1968. During the course of his distinguished career, he has rendered 34 years of service in various instructional, staff command and operational functions in the capacity of a Brigade Major, Colonel General Staff and Infantry Brigade Commander in the State of Jammu and Kashmir. He also served as an Instructor and Assistant Military Secretary.

The General is a graduate of Defence Services Staff College, Wellington and has attended is a Higher Command Course at College of Combat, Mhow. He is an alumni of the prestigious National Defence College, New Delhi.

He holds an M.Sc degree in Defence Studies and M Phil in Management and Military Science. For distinguished services of exceptionally high order, Maj Gen Koul was awarded Vishist Seva Medal by the President of India.

The General has also had a short tenure as Commander, Mumbai Sub Area. He is well remembered for spearheading memorable welfare projects for Kargil.

Panchayat Ghar inaugurated at Chak Lalley

JAMMU, Nov 26: Newly constructed Panchayat Ghar was inaugurated today at village Chak Lalley near Bishnah by Jammu State Morcha, MLA Mr Ashwani Sharma. The Panchayat Ghar was constructed by Rural Development Department under 10th Finance Commission.

While addressing the gathering after inaugurating the Panchayat Ghar, Mr Sharma said that it was long pending demand of the residents of this area. He assured the people that funds will be provided for further extension of this Panchyat Ghar. He said that Panchayat Ghar will be constructed at every Panchayat.

Villagers of Chak Lalley and other areas organised a public meeting to felicitate the newly elected MLA. While addressing the meeting, Mr Sharma expressed his gratitude towards people for expressing faith on him. He assured that he will work with sincerity and dedication to fulfill expectations of the people. He told the people that he has identified his priorities and development of every village and locality was on his agenda.

Seeking peoples cooperation for the development of the constituency, Mr Sharma asked the villagers to jointly fight for the rights of Bishnah as this constituency has been neglected by the previous regimes.

Regarding problems being faced by the inhabitants of Bishnah constituency, he said that irrigation facility was the main problem in the area as main occupation of the people was farming. He informed that people that he has taken up the issue of desilting Ranbir Canal to increase irrigation facilities as most of canals were filled with silting.

Mr Sharma further said that previous regime has diverted developmental funds of this area towards other blocks. He, however, assured that he will not allow authorities to divert the funds and not remained as mute spectator towards mis-deeds of authorities. He further said that he will take every possible effort to force the Government to formulate a comprehensive plan for the development and betterment of border areas.

According to a press release, first, second and third prizes in under 11 age group quiz went to Bharatiya Vidya Mandir Bhaderwah, Udhampur and Thathri respectively. In the model competition of same group, first, second and third places goes to Bharatiya Vidhya Mandir Amphalla, Deshmesh Nagar and Udhampur respectively.

In under 14 age group, the first, second and third place in quiz competition went to Bharatiya Vidhya Mandir Bhaderwah, Muthi and Udhampur.

In model competition, the first, second and third places went to Bharatiya Vidhya Mandir Reasi, Muthi and Bhaderwah respectively.

In paper reading K Heen of Naveen Bharatiya Vidhya Mandir Bhaderwah, K Rekha Pandita of Bharatiya Vidhya Mandir Udhampur and Abhinev of Bharatiya Vidhya Mandir Hiranagar got first, second and third respectively.

In under 19 age group, the first place in quiz competition went to two teams Bharatiya Vidhya Mandir Udhampur and Bharatiya Vidhya Mandir Muthi while Bharatiya Vidhya Mandir Thathri got second position.

In model competition the first, second and third place went to Bharatiya Vidhya Mandir, Udhampur, Bharatiya Vidhya Mandir Thathri and Bharatiya Vidhya Mandir Udhampur respectively.

K Sunny Thalashi and Suresh Kumar of Bharatiya Vidhya Mandir Thathri stood first and second in paper reading. A special prize in paper reading was also given to Mokshi Raina of Bharatiya Vidhya Mandir Muthi.

Director Sainik Welfare Deptt visits R S Pura

JAMMU, Nov 26: Brig Suchet Singh, Director Sainik Welfare Department addressed a rally of ex-servicemen, war widows, widows and disabled soldiers.

According to a press release, while addressing the rally, he informed the people about various concessions and welfare schemes being extended by Centre and State Government for the war widows, ex-servicemen. Director mentioned that the Government was very sympathetic towards their problems and taking various measures for their welfare.

Director explained and advised to all present in the rally regarding 6 percent reservation quota for the ex-servicemen. He also advised the young ex-servicemen to join various security agencies and also avail various facilities and reservation quota for ex-servicemen in BSF, CRPF, ITBP and CISF.

Brig Suchet Singh explained the importance of Armed Forces Flag Day which is being observed on December 7, 2002. Cash relief was also distributed on the occasion. He also distributed sewing machines to the needy widows.

Subhai-Subhai rated as best TV Show of the year

JAMMU, Nov 26: Dordarshan Srinagar bagged DD National Award 2002 for its popular morning show "Subhai-Subhai" which was rated the best TV Show of the year. The award was given away by Union Information and Broadcasting Minister, Mrs Sushma Swaraj and famous cine star Kabir Bedi at a glittering annual award function at Goregaon Sports Clubs Mumbai.

The producers of the show namely Shabir Mujheed, Bashir Qadir and Shahnaz Hussain were honoured with national award carried a trophy, cash prize and merit certificates.

Meanwhile another award for best regional news unit was shared by DDK Srinagar and DDK Jammu. The DD Award function 2002 will be telecast from national network on Novembeer 27, 2002 at 9 pm.

Among others the function was attended by prominent film and TV personalities including Anupam Kher, Raza Murad, Sachin, Mukesh Khanna, Yukta Mukheer, Kabir Bedi, Udit Narayan, Kavita Krishana Murthy, Jaspinder Narullah and Pt Jai Raj.

Raghunath temple attack by terrorists widely condemned

JAMMU, Nov 26: The barbaric incident of terrorist strikes in Raghunath Temple and near Shivalaya continue to be condemned by leaders of various political, social and voluntary organisations.

Amar Kashtriya Rajput Sabha, J&K in a meeting headed by Lt Col K S Jamwal strongly condemned the attack by suicide squad at the behest of Pakistan on Raghunath Temple and Panjbakhtar Road Shivalaya which was aimed at creating communal divide and disturbing peaceful atmosphere in Jammu. Sabha demanded further beefing up of security measures at the religious places and strengthening intelligence agencies.

Bar Association Jammu in its extra-ordinary meeting under the presidentship of Mr A V Gupta condemned the inhuman act of terrorists. The Bar decided to abstain from appearing in High Court of Jammu wing and subordinate courts resulting into paralyzing work in courts of Jammu.

Inkmen Committee in its meeting under the chairmanship of Mr Bhola Nath condemned terrorists attack at Raghunath Temple and in the vicinity of Shivalaya.

Dr Chaman Lal, MLA Ramban while condemning the incident urged the State Government to provide adequate security to places of religious importance. He demanded Rs 5 lakh compensation to next of kin of the deceased and those injures in the incident. He demanded Rs 5 lakh and Rs 1 lakh as ex-gratia to kin of the deceased.

World Spiritual Parliament while condemning attack on historic Raghunath Mandir and at another place, appreciated the role of security forces in tackling the grave situation. The WSP also hailed Jammuites for maintaining communal harmony and peace despite provocation from across the border by Pakistan.

A meeting of JKNPP under the presidentship of Sardar Mushtaq Khan said words fail to condemn this dastardly incident. Various other senior JKNPP leaders also participated in the meeting chaired by Mr Khan.

Akhil Bhartiya Shiv Sena, president Mr Yogesh Gupta condemned terrorists attack on Raghunath Mandir and near Shivalaya for the second time and urged the authorities at the helm of affairs to rise from their deep slumber and act accordingly as a professional policemen.

Shalamar Traders Association, spokesman Mr Ravi Rohmetra strongly condemned the attack on temples and castigated Power Development Department for effecting curtailments during peak hours in the sensitive areas, which was the major cause of attack by militants on Raghunath Temple complex by terrorists.

Gujjar Islahi Committee, Jammu, chief organisor Ch Ghulam Rasool Ashghar has strongly condemned cowardly act of terrorists and described it an act aimed at creating communal divide in the region. He demanded that Government should take strong steps for protection of innocent citizens and also the religious places.

National Students Union of India (NSUI) in a meeting under the chairmanship of Mr Ashutosh Sharma, senior vice president, strongly condemned terrorists attack on places of worship and demanded close-circuit TVs at all the religious places of importance so that activities of subversive elements could be checked and retaliated effectively.

Minibus Workers Union in a meeting under the chairmanship of Mr Anil Chopra, condemned the attack on Raghunath Mandir and at another place of worship in Jammu city. Various other office bearers and members of the Union also spoke.

Sadhu Dharam Sthan Surakshini Samiti, Mahant Subhasha nath condemned terrorists attack on Raghunath Mandir and in the vicinity of Panjbakhtar temple in strongest possible terms. The Mahant appealed the State Government to arrange adequate security measures at all the places of worship.

City president of Shiv Sena, Mr Sanjay Mahey, while condemning the incidents at Raghunath Mandir and Shivalaya, stated that the attack was a result of removing of Nakas at vulnerable points around the city, due to which the terrorists managed to sneak into the city with weapons and struck at will at Raghunath Mandir and Shivalaya.

Jammu Central Brahman Sabha, while condemning the incident criticised the State and Central intelligence agencies for their failure to apprehend the nefarious design of terrorists.

Akhil Bhartiya Kashatriya Mahasabha executive body under Mr Daljit Singh Charak condemned attack at Raghunath Mandir in strong terms and described it as a failure of State intelligence agencies.

The J&K High Court Bar Association members in a meeting under chairmanship of Mr U K Jalali, president condemned terror attack at Raghunath Mandir and Shivalaya. The members appealed the State Government and people to maintain communal harmony and peace at all costs.

Mahatma Gandhi Forum, Jammu in its meeting strong;y condemned the brutal attack by terrorists at Raghunath Temple and prayed God Almighty to bestow peace on the departed souls besides g ranting courage to the bereaved families to bear with this irreparable loss.

Mr Anil Paba, social activist from Udhampur has also condemned terrorist attack on Raghunath Temple in Jammu and at Shivalaya as a result of which over a dozen innocent precious lives were lost.

Shiromani Akali Dal (Mann) J&K, in its meeting chaired by Mr J S Mangal and attended by Bhai Ram Singh,, S Balbir Singh and S Malvinder Singh, S Ravinder Singh, S Dalbhajan Singh, S Bhopinder Singh and S Jagjit Singh strongly condemned attack at Raghunath Mandir and at Shivalaya temple at Panjbakhtar by terrorist and demanded adequate ex-gratia relief and compensation to to kin of the deceased and proper medicare to those injured.

The executive bodies of Samata Party led by its president Raj Kumar Choudhary, Kul Hind Nove Soan Kashmir Front leader Mr Shadi Lal Pandita, BJP Vijaypur Mandal leader Chander Parkash Sharma, Bhai Kanahiya Jee Nishkam Sewa Society led by S Mohinder Singh, National Conference Udhampur unit leader Ch Mohd Shafi, National Conference Doda unit vice president Ch Hakam Din Naz, Ex-Sub Mohinder Singh of Lower Gadigarh and others have also condemned attack on Raghunath Mandir in strong terms.

A meeting of Bar Association Udhampur under the chairmanship of Bharat Bhushan Sharma condemned the attack by terrorists at Raghunath Mandir and elsewhere. The Bar demanded adequate beefing up of security arrangements at all religious places in the State.

All Registered voluntary organisations of Rajouri have strongly condemned the strike at Shri Raghunath Mandir and Shivalaya and urged the State Government to beef up security arrangements at all places of worship so that such heinous incidents donot recur.

The Young Intellectual Forum in its meeting while condemning attack on temples in Jammu city also condemned double standards of western world, which is on the one hand condemning terrorism in India while on the other it is encouraging international terrorism, on one count of the other by engineering attacks on Iraq and at the same time keeping a blind eye towards Pakistan which is supporting terrorism in India.

All aggrieved registered voluntary organisations of Rajouri in their meeting have also condemned attack on Raghunath Mandir and area near Panjbakhtar temple and urged the authorities at the helm of affairs to take immediate measures to stem the rot and nip the evil in the bud.

Ramzan challenges election of Sofi from Handwara in HC

JAMMU, Nov 26: Choudhary Mohd Ramzan, a National Conference candidate from Handwara constituency has challenged the election of Ghulam Mohi-ud-Din Sofi, an Independent candidate from Handwara Assembly constituency in the J&K High Court.

In the petition filed through advocate S C Gupta, K K Pangotra and S K Raina on various grounds, it has been alleged that in Handwara constituency five polling booths at Bata Kote, Machipora, Badersher, Yamlar and Wadipora were captured. The matter was also brought to the notice of Election authorities. On the same day, the spot verification was conducted by the Zonal Magistrate, Returning Officer and the observer and they also sent the report to the concerned recommending re-poll and suggested the date of Dec 8, 2002.

In the petition it was submitted that Election commission ignored the reports and recommendations and failed to discharge its constitutional obligations. It was also alleged that in the booth capturing process the agents of the elected candidate were involved. Besides this, there have been instances of large scale disturbances at many other polling stations where the electorates were not allowed to exercise their right to vote freely.

It was also alleged that several polling stations were shifted and changed in the mid-way during polling process in Handwara. In the petition, it was prayed that election of Mr Ghulam Mohi-ud-Din Sofi be declared void.

Rangshalla performs "Apne Hissay Ka Sach" at Abhinav

JAMMU, Nov 26: Rangshalla Theatre Group performed a play "Apne Hissay Ka Sach" at Abhinav Theatre, which was written by Rajneesh Gupta and directed by Parveen Sharma.

The play started with two characters Prof Suresh and his wife Neha, whom start their conversation but end up in heated exchanges. Neha taunts him as a puppet to his father who is a Minister. Now another character Rohini is being introduced on the stage. She is completing her under the guidance of Prof Suresh. Deepak and Manoj are also on this job. As time goes on, Suresh gets attracted to Rohini as she reacts very swiftly because she has to complete her degree.

There is also some disturbance in Deepak’s home because his family is poor and his sister is being used by her boss.

The play ends when Rohini tells the truth to Professor that she used her beauty in order to complete her aim. Suresh’s wife, on the other hand, also reacts sharply and leaves him. On seeing this, Suresh gets mad and deteriorated.

The writer, Mr Rajneesh has taken a social theme of husband-wife and teacher-student relationship in which he has succeeded.

Sets and lights were also upto the mark. Mr parveen Sharma, director of the play successfully handled the script. The way in which he put up all the links in a proper way is really a commendable job. He handled the actors with perfection.

Among actors: Himanshu Darshan in the role of Prof Suresh left the audience spell-bound. He was at his utmost best. The way in which he maintained maturity at such a young age was the hall mark of his performance. Meera Tapasvi (Rohini) got all the sympathies as she was able to bring out the pathos of a used student. Chanchal Sharma (Neha) looked good in some emotional scenes. Rahul Sharma (Deepak) justified his role.

Others who made it a successful venture were Ram Prasad, Vinod Kumar, Neelam, Pooja, Rajinder Sharma and Shriya. Sher Singh Jamwal (Boss) in his short appearance was at his fullest.

Dimensional development of remote areas for
socio-economic change: Harshdev

JAMMU, Nov 26 : The Minister for School Education, Mr. Harshdev Singh inaugurated Fire Service Station at Ramnagar, which has come up at a cost of Rs 50 lakh for providing timely assistance to the people in the wake of devastating fire or any other natural calamity.

Speaking on the occasion, the Minister said that with the coming up of this fire service station, prompt help will be rendered to the villagers during fire incidents and with this facility a long pending demand of the people has been fulfilled.

Earlier, the Minister was accorded grand ovation in the town by the citizens.

In a public meeting convened in the town hall, the Minister said that to meet the urges and aspirations of the people, the Government will speed up pace of development to provide succour to the villagers, who are living in below poverty and facing acute hardships. He distributed cheques amounting to Rs 1.32 lakh under Indira Awas Yojna (IAY) and Rs 11,000 in cash under rural housing scheme amongst 12 beneficiaries.

He laid emphasis on the improvement of better communication system to provide easy road connectivity to the areas for carrying on speedy development so that amenities of life could be raised soon.

Later, reviewing the functioning of the various departments at an officers meeting, the Minister stressed for community involvement in every work being taken in hand by the department by maintaining transparency, visibility and accountability.

To equip the younger generation with best education abilities for competing in various examinations for job prospects, Mr. Singh said standard of education will be raised and no child has to walk more than a kilometer to attend the school at the primary level. Under the education guarantee scheme, 50 schools and 50 education centers will be opened in the Ramnagar tehsil where the local unemployed educated youth will be preferred to be appointed on the recommendation of the village educational committee.

The Minister also called upon the officers to take their need based schemes in hand so that on their completion the immediate benefits percolate to the people within minimum possible time. He said implementation of poverty alleviation schemes should be given utmost priority.

Hurriyat not for talks under Indian Constitution: Umar

NEW DELHI, Nov 26: Demonstrating a hardline posture, senior Hurriyat leader Mirwaiz Umar Farooq has asserted the separatist conglomerate is not ready to talk to the centre under the Indian Constitution and described the militant violence in Jammu and Kashmir as "freedom struggle".

He ruled out Hurriyat’s participation in any democratic process such as elections "which is aimed at legitimising India’s self-rule in Kashmir".

Farooq, while participating in tim sebastian’s ‘Hard Talk’ programme for the BBC world, said "there is a possibility" of the Hurriyat settling for "something less than full reunification" of whole of J and K "if India and Pakistan reach an agreement and we are given access to people in Azad Kashmir (PoK), the borders are opened." "They (New Delhi) have said they are willing to talk under the Indian Constitution. Our problem cannot be resolved under the Indian Constitution," the Hurriyat Executive Committee member said when referred to the Centre’s stance that it would open talks provided terrorism stops.

He also refused to accept Jammu and Kashmir as part of India. When the host repeatedly told him "you may not like it, but it is part of the state of India", Farooq replied "that is the dispute, that is what the whole story is about". Though he described Hizbul Mujahideen as a "militant outfit", he refused to condemn its activities, saying "that’s freedom struggle. You have to make a distinction." Asked specifically whether he renounced terrorism, Farooq said "when innocent people are killed we do renounce terrorism. But you have to make a distinction between terrorism and genuine freedom struggle". The host, however, told him that the "rest of the world doesn’t buy that distinction any more and after September 11, violence for political ends is out."

To the repeated queries why the Hurriyat chose to stay away from the recent elections in the state which had provided the conglomerate a chance to prove its representative character and bring a change, he said "elections under the indian constitution are not acceptable." (PTI)

Bandh observed in Ramban

DODA, Nov 26: A complete bandh was observed in the township of Ramban today in protest against the temple attack by terrorists in Jammu and killings of several people. The shops, business establishments and educational institutions remained closed in protest against the killings. However, the vehicular traffic plied on the National Highway as usual. It was a complete and peaceful bandh on a call given by BJP district president for Doda Mr Om Parkash. Later, a memorandum was submitted to the Additional Deputy Commissioner Doda Mr Farooq Ahmed, demanding adequate security to the religious places in the district. He appreciated the people’s gesture for maintaining communal harmony despite militants’ provocative acts.

Over 10 lakh pilgrims visit holy Shrine of Baba Jittoo

UDHAMPUR, Nov 26 : Over 10 lakh pilgrims from within and outside the state visited the holy shrine of Baba Jittoo at Aghar Jittoo, the native village of Babaji, on the eve of Kartik Purnima since January this year.

Of this, over 15000 devotees visited the shrine during three-day festival and took dip in the holy springs emerging out from Trikuta hills of Mata Vaishno Devi Ji besides seeking blessings of Baba Jaittoo. It is believed that taking bath here on the eve of Purnima provides a boon for childless couples.

Presently about 2000 pilgrims are daily reaching the shrine. Local Malkotra Brahmin community organized a function on the occasion. Meanwhile, over 10,000 devotees took holy dip at Chander Bagha river near the historic Gurudwara of Baba Banda Bahadur at Dera Baba in Reasi teshil of Udhampur district on the occasion of Kartik Purnima. The sangat also offered prayer in the Gurudwara, where a free langer was organised by local Gurudwara Parbhandak Committee.
