Last opportunity

The people of Jammu have given one more chance to the Jammu and Kashmir Government to fulfill its promise of ending the regional discrimination. All the previous Governments in the last fifty years also promised the same thing the same way but continued the policy of regional discrimination. The people are now fed up by the promises and are not ready to trust easily the assurances given by the present Government. For the unity of Jammu Kashmir and Ladakh it is very necessary to treat all the three regions equally. Badly hit by the militancy massacres and discrimination the Jammuites remained calm and quiet despite provocations given by the militants and gave their verdict democratically in the recent assembly elections. If the present Jammu & Kashmir Government is serious about the unity of Jammu, Kashmir and Ladakh then it is necessary to send clear message to the common people by taking some immediate steps which are as under:-

Transparency will be one of the most important factors in the success of present Government. The Government should make public all reports of the commissions constituted during last fifty years for ending the regional discrimination and also initiate action on the recommendations of these commissions.

Equal distribution of funds among the different regions is necessary. The Government should also make public funds allocation to different regions under different heads.

Political aspirations of all the regions should be kept in mind. No political supremacy of one region or the other should be allowed further and which has now become unbearable.

Equal representation on merit basis in recruitments and selection of candidates for professional and technical colleges. Medical facilities in Jammu made at par with Kashmir and setting up of an Agriculture University in Jammu.

Equal treatment to the terrorists hit people of Jammu region. Rehabilitation, ex-gratia relief and other economic help to the victims of militancy in the far flung areas of Jammu. These areas have zero percent development and are neglected from decades and decades.

Special attention towards the development of tourism in Jammu Division and equal distribution of funds of the same.

Opening of new schools in far flung areas of Jammu Division and at par with the Kashmir Division. Also immediate recruitment of teachers is needed to curb the problem of shortage of teachers in Government schools.

There is no reason to mistrust the present Government and it should be given reasonable time to translate the words into action. This Government has evoked a hope among the sufferers and regional discrimination and political blackmailing. The advocates of the unity of Jammu, Kashmir and Ladakh, especially the present ruling coalition should keep in mind that it is the last opportunity provided by the people to rectify the previous misdeeds and regional imbalance. And if this time they failed it will be very different to keep the State united and the people can opt for the trifurcation or quadrification by using their democratic right.

Woes of Pvt college teachers

In response to News item appearing in this Newspaper of 16 Nov 2002, on non-release of Students' fee by Jammu University authorities, forum of Recognised Colleges of Education has expressed concern. However the teaching faculty and students of these colleges have other concerns, which need to be addressed too.

Almost all the Colleges had in last few years advertised in Newspapers regarding the pay and allowances as per UGC scales while recruiting teaching faculty. The staff was thus appointed with the concurrence of the University. However managements of most of these colleges not only backed out on what was advertised but blatantly ignored the directives of the University on the subject. DCD himself visited most of these colleges to ascertain the factual position. Lot of assurances were given but nothing on ground has changed. These colleges continue to defy the University directive may be with connivance of their sympathizers in the University.

None of the colleges give its staff DA as per the UGC norm. All these colleges have deficient staff and thus the existing staff takes on the extra burden. Classrooms have more strength than normal seating capacity somewhere as high as 80 students. It is surprising to note that some colleges have got an increased quota of students by 50 percent without bothering to bring in the incremental change in the staff. Instead the management of these college has laid off staff further.

Some colleges have gone a step further and asked its students to take a subject as self-study to further pocket the salary of the teaching staff. Working condition for the staff in these colleges are pathetic. Libraries, canteens, toilets, recreational and other facilities are appalling.

It is therefore high time that the concerned authorities take note of the situation, so that these business sharks do not exploit the teaching staff.
