visit Gopalpora, hand-over cheques to ill-fated
family

GOPALPORA
(Chadoura), Dec 29: An eerie silence,
all-pervading melancholy, tears welling up in
eyes and trickling down the pale cheeks of men
and women, sighs and sobs under an imposing
canopy speak volumes why everybody is
tight-lipped over the possible reasons of this
particular carnage. Neither of the two surviving
widows is prepared to identify the assassins who
gunned down all the three male members of this
Gopalpora family on Wednesday last evening.
The cold-blooded
murder of a schoolteacher Mohammad Shafi Wani,
alongwith both of his sonsZahoor Ahmed Wani
and Jehangir Ahmed Wanihas sent shockwaves
in a vast locality in Srinagar outskirts. Numb
faces of the slain family heads widow,
Khurshee, and the only daughter-in-law, Sameena,
as also hysterical shrieks and screams of
Sameenas 17-month-old daughter, Atoofa, are
a telltale story in itself.
Neither Wani nor
his two sons had ever associated themselves with
any separatist militant organisation or
counter-insurgent outfit. They abhorred politics
and stood away from anything that could have
endangered their life or property. When in March
1995, Wani witnessed Mast Gul and other militants
establishing their base in Chrar-e-Sharif, he
shifted home to a distant village, Wagam
(Rangar). After two months, whole of the town,
including saint Sheikh Noor-ud-din Nooranis
shrine, was reduced to rubble. Wani disposed of
his house and migrated to Gopalpora.
Elder son
Zahoor did his B Sc and pursued B Ed while
earning a modest amount out of private tuitions
at his home. He was preparing for his last paper
in the B Ed examination, scheduled to be taken on
January 4 next. Younger son, Jehangir, was a B A
1st year student who had simultaneously done ITI
course in electric appliances. He was eagerly
waiting for next morning when the results were to
be declared by Kashmir University. He earned a
handsome amount out of repairing gadgets and
undertaking electric fittings in the affluent
Bagh-e-Mehtab locality.
"We had no
enemies. Nobody had the minutest reason to spill
our blood", says every relation of the
family one talks to. After a conversation, one
learns that on the fateful evening three bearded
persons jumped into the premises with AK-47
rifles under their tweed cloaks and occupied the
kitchen inside the two-storey house. Speaking in
Urdu, one of them held the elderly teacher and
Jehangir in the kitchen and two more brought down
elder son Zahoor.
Sameena and
Khurshees niece, Neelofar, (who had been
preparing for her MBBS entrance and stayed with
her cousins) were fiercely herded out and bolted
in a separate room. Thereafter, the armed trio
pumped bullets into the three human bodies and
left the house. Shafi and Zahoor died on spot and
Jehangir succumbed to injuries at hospital.
Neighbours confirm
that the Wanis had never indulged in activities
that often earn you death in the Valleys
unending spell of militancy and terrorism. A
number of people believe that they were done to
death by militants of a Jehadi
organisation and the allegation was absurd:
helping Army in arresting Abu Jindal, a Pakistani
militant of Hizbul Mujahideen who was caught
alive by security forces in the May 11, 1995,
inferno at Chrar-e-Sharif. "Thats
totally baseless", argue Wanis brother
and brother-in-law, Bashir Ahmed. According to
them, the family was out of the Chrar town for
four months and their house was locked for the
period of tension.
Most of the
militant organisations have already disowned the
carnage and labelled it as an attempt of Indian
security agencies "to defame the Mujahideen".
"What would we get out of it? We have to
face music from top to bottom whenever an
incident of violence takes place in our area of
operations", explains a BSF officer. He
reminds that militants had begun the terror of
multiple killings from this very locality. In
1995, a Hizbul Mujahideen intruder had chopped
off heads of five counter-insurgents and also
killed an Ikhwanis pregnant wife at
an Army camp in the nearby Bagh-e-Mehtab.
Most of the
people believe it as the handiwork of militants
for one significant reason: The separatist
Hurriyat leaders have completely ignored the
massacre. They have neither visited the spot nor
sent a Statement of categorical, unequivocal
condemnation. Mainstream Opposition parties too
(including National Conference and the ruling
Peoples Democratic Party)remained
indifferent to the gory episode as none of the
politicians wanted to annoy militants in the new
developing scenario.
"Had
surrendered militants or security forces been
suspects, all politicians would have thronged
this locality. Hurriyat would have sought
UNs intervention and human rights activists
would have moved courts and State Human Rights
Commission. There has been no call for a
shutdown, nor even a lip service to the family
until your newspaper exposed the politicians and
other beneficiaries of violence", observes a
University student, Mohammad Saleem.
Hurriyat and
Shabir Shahs "Democratic Freedom
Party", who claim to be the "real
representatives of Kashmiri people" are
still absent from the scene. Nor has any senior
leader from the National Conference called on the
family of two widows and an orphaned baby. Still,
one has witnessed flocks of politicians making a
beeline to Gopalpora for the last two days. To
cap it all, Chief Minister Mufti Mohammad Sayeed
and the PDP Vice President, Mehbooba Mufti,
called on the outraged family today and handed
over three cheques of ex gratia relief to
the two survivors.
In his brief
speech of condolence, Mufti Sayeed expressed his
Governments helplessness in pre-empting
such incidents. "We are committed to
restoring peace with honour to Jammu &
Kashmir. We have to change the fate of the
people", says he. Without making any dig on
the Hurriyat, Pakistan or militantsand also
without a word of categorical
condemnationMufti says that the Government
was ready for talks. "But, none of them
comes forward", adds he.
The Chief Minister
replays his poll-time promises: (1) Restoration
of peace with honour (2) Application of a healing
touch to the peoples wounds (3) Bringing an
end to rampant corruption (4) Ending
unemployment. The CM does not refer to the
Gopalpora assassins but holds out an assurance
that the Policemen, allegedly responsible for a
masons death in custody last month, would
get a severe punishment. The assurance is little
reassuring for Goplapora residents, who watch the
Muftis return numb and dumb.

India should take initiative
to restart dialogue with Pak: Karan
JALANDHAR, Dec 29:
Former
Union Minister and Rajya Sabha member Dr Karan
Singh today advocated the need of opening
dialogue process with Pakistan for the solution
of Kashmir issue.
"Kashmir
issue cannot be solved by shutting down the
bilateral dialogue process with Pakistan and the
Indian Government should take initiative to
re-start dialogue process, which was stalled
after Agra summit," Singh told reporters
here.
He said that the
militant groups should also be called for the
dialogue as without their involvement in the
talks, no permanent solution of Kashmir issue
could be achieved, he added.
Asked about the
suggestions from his side for the solution to the
vexed issue, Dr Singh denied to comment, but said
he would convey the same to the Government when
it would be asked for.
He also urged
all political parties to support the Electoral
Reforms Bill and said that the time was ripe to
break the alleged nexus between the mafia and
politicians to clean the political system.
"The point of
compulsory voting should also be included in the
poll reforms bill, as in todays scenario no
politician represents the true mandate due to
lower poll turnout in eelctions," he said.
Regarding the
performance of NDA Government, Dr Karan Singh
said one credit should be given to the Union
Government, which was that it has managed to
survive for three and half years, despite 23
political parties having different ideologies and
agendas forming the alliance.
Earlier, Dr Singh
addressed the meeting of National Thinkers Forum
and discussed various issues including electoral
reforms, economic situation and other social
issues.
Addressing the
meeting, D P Sehgal, president of the Forum and
vice president of Punjab Pradesh Congress
Committee advocated the need to adopt Uniform
Civil Code.
Adoption of
Uniform Civil Code can help to control the
population explosion, he said.

Kashmir has become money
minting machine for Hurriyat: Qureshi
NEW DELHI, Dec 29: Asking militants to
shun violence and try to restore the pride of
Jammu and Kashmir, founder member of Jammu and
Kashmir Liberation Front Hashim Qureshi today
blasted Hurriyat Conference accusing them of
"enjoying at the cost of Kashmiris."
Taking a dig at
the amalgam, Qureshi, who hijacked an Indian
Airlines plane in 1971 to Pakistan, said
"the amalgam leaders have no conscience to
observe what has happened to Kashmir.... They are
doing diagonally opposite to what they are
supposed to do."
"They formed
the amalgam to represent Kashmiris but ended up
being stooges of Pakistan," Qureshi, against
whom charges were recently framed by the court,
told PTI.
He said Hurriyat
Conference leaders were enjoying luxuries at the
cost of suffering Kashmiris.
Asking the
people to introspect the role of Hurriyat since
its inception, Qureshi said "hundreds of
people are languishing in jails. Violence has
left so many orphans and widows. What has the
amalgam leadership done for them."
Qureshi, who
returned to country three years back after nearly
a two-decade exile in Holland, said Hurriyat
leaders always had the tendency to turn their
backs to any dialogue process as they never
wanted a solution to the Kashmir problem.
"If the
problem is solved what will happen to them. After
all the Kashmir issue has become a money minting
machine for them," he allegd.
Hitting at the
demand of Hurriyat to go to Pakistan, Qureshi
said "they want to enjoy in that land at the
cost of Kashmiris."
"What is the
harm in talking to Indian Government when they
can travel on Indian passport to various parts of
the globe for their vested interests,"
Qureshi said.
Making a
specific accusation, he said "senior
Hurriyat leader Shiekh Aziz (now in jail) had
virtually begged for his passport to attend a
family marriage in Pakistan. However, he chose to
get a political mileage."
"When these
leaders express their faith in India for personal
advantage, why do they hesitate in participating
in polls or talking to Indian Government,"
he said.
Praising State
Chief Minister Mufti Mohammed Sayeed for his
statement to hold talks with all those who did
not participate in the polls, he said "the
Centre should now not miss the bus and hold talks
with the separatist leaders in the state at
earliest."
The separatist
leader also criticised militants and said
"the gun brings no happiness to the people
but destroys everything." (PTI)

Killing of father,
son condemned

Rajouri,
Dec. 29: Jammu and Kashmir Chief Minister
Mufti Mohd Sayeed today said that time had come
when the phase of killings should come to an end
and process of conciliation and dialogue started.
Addressing a
gathering of people assembled to mourn the
killing of two persons by militants at village
Khwas near Koteranka, 60 kms from here, the Chief
Minister said that gun had never solved any
problem anywhere and it would not do so in Jammu
and Kashmir as well. He said the gun had only
unleashed miseries and made children orphans and
women widows. He said the Deputy prime Minister
has accepted his government's major demand of
initiating unconditional dialogue to resolve
Kashmir problem, and now killings must stop to
pave way a dialogue. There is no role of gun, he
added.
Mufti Sayeed, who
is the first Chief minister to ever visit this
remote and hilly hamlet, said that he had come to
personally console the bereaved family.
Condemning the killings by militants, he said no
amount of help or his words of sympathy were the
substitute for the precious lives taken away by
the militants on the Christmas day. But it is his
effort to reach out to the victims of militancy
wherever possible and apply a healing touch to
the sufferers. He said such killings need to be
condemned by one and all.
Taking benefit of
chief Minister's visit to the village, the locals
put forth some demands for development of their
area. Responding to these, he said the 30 km
Koteranka-Khwas road would be taken up at an
estimated cost of Rs. 3 crore. This year, he
sanctioned Rs. 30 lakhs for this purpose. Saying
that better communication to the hilly area would
open it to economic development. He also issued
instruction for strengthening of primary health
centre and government high school.
Earlier, MLA
and Vice President, People's Democratic Party,
Mehbooba Mufti also condemned the killings and
said that violence had no place in a democratic
set up where differences were resolved through
dialogue. She said during the recent visit of the
deputy Prime Minister to Jammu he announced the
Centre's willingness for an unconditional
dialogue that, she said, must begin now.
She also offered
her condolences to the bereaved family.
The local MLA,
Thakur Puran Singh apprised the Chief Minister
about the problems of the area and demanded 30
SPOs should be recruited from the area and
deployed for protection of the people. He also
demanded up gradation of high school to higher
secondary level and improvement in road
communication.
Later, the Chief
Minister met Pawan Kumar, the only surviving son
of the slain Thakur Dass and assured government's
full help available for such victims. The cash
relief of Rs 2 lakh has already been provided to
the family.
During the
intervening night of December 25 and 26,
militants entered the house of Thakur Dass and
fired indiscriminately killing him and his
25-year-old son, Surinder Kumar. Santosh Kumari,
wife of Surinder Kumar, survived with injuries
and is under treatment in hospital. Pawan Kumar,
the second son of Thakur Dass was not home on the
ill-fated night.

Mangat Ram Sharma today flaged off a rally. The
rally was organised by the Astra Production in
connection with creating awareness among masses
about Music Bingoo 2003 which will be
held on Doordarshan on December 31.
According to a
press release, while flagging off the rally, Mr
Sharma gave best wishes to the organisers and
asked the people to participate in large number
in this programme. He said that culture has to
play an important role in the bringing peace in
the region.
In the rally all
the prizes including car, motor cycle, washing
machine, refrigerator, VDC, computers etc were
carried on three trucks. The rally started from
Doordarshan Kendra Jammu and passed through
different areas of Jammu city.
Astra Productions
has come up with this unique programme to provide
indoor entertainment to the people. This TV game
show will be played on DDK-Kasir from 5.30 pm to
6.30 pm and a satellite channel covering 42
countries and a repeat telecast on Doordarshan

lifters busted; kingpin among
3 nabbed

JAMMU,
Dec 29: With the arrest of three youth,
Gandhinagar police busted an inter-state gang of
car lifters operating in Delhi, Haryana, Punjab,
Himachal and J&K and recovered eight stolen
cars from their possession.
The police claimed
to have established links of the gang with some
key officials and a few agents of RTO office
Srinagar and ARTO Anantnag.
While four cars
were recovered from Jammu, four others were
brought from Srinagar and Anantnag. The kingpin
and other gangsters were utilising the services
of some key officials of the ARTO/RTO office for
preparing fake documents including Registration
Certificates of these stolen vehicles by paying
them hefty amount ranging from Rs 10,000 to
20,000 for each vehicle.
Giving details,
SHO Gandhinagar, Mr S S Sambyal said the three
gangsters were nabbed while moving in a stolen
Maruti car from Gole Market area of Gandhinagar
in Jammu two days back on suspicion. They were
taken to police station and placed under
interrogation. As they failed to produce any
document of the vehicle, the trio during
sustained interrogation confessed to have stolen
several more vehicles from various parts of the
northern region.
The accused
have been identified as kingpin, Shoukat
Ahmed alias Shibbu, son of Abdul Rashid of
Bakshiabad in Anantnag, Abdul Rashid, son of
Abdul Rehman of Barzulla in Budgam and Jugal
Kishore, son of Om Parkash of Kot Bhalwal. Some
more people connected with the gang have been
identified and the police was conducting series
of raids to nab them. The two stolen vehicles
were recovered from Bantalab and Janipur area of
the city and the police also raided a few
hide-outs in these areas but the gangsters
reported to have gone underground. Police also
indicated that Shoukat was a surrendered ultra
and some more surrenderees are believed to be the
members of the gang.
Mr Sambyal said a
police team led by Sub-Inspectors, S. Jeelani and
Tahir Khan was constituted to investigate the
case under the supervision of SSP Jammu and they
recovered the stolen vehicles at the instance of
accused persons. The gang has a major network in
Delhi, Punjab, Jammu and Kashmir valley and most
of the vehicles stolen from Delhi, Chandigarh and
Punjab are sold in Kashmir.
One of the
gangsters- Abdul Rashid disclosed that some
influential people and a few police officers have
also purchased such cars. The reason is very
simple. The vehicles are cheap and moreover, the
proper documents are shown to the customers. He
also confessed that some dealers in Jammu,
Anantnag, Srinagar, Baramulla, Sopore, Pulwama,
and Budgam are also connected with the gang.
Shoukat disclosed
that they were getting good rate of these
vehicles ranging from Rs 80,000 to Rs 1.5 lakhs
in Kashmir for Maruti 800 and Zen, therefore,
they preferred to dispose them in Valley. They
had also engaged some members for carrying
vehicles from various cities of the region to
Jammu and for further destination to Valley. He
claimed to have disclosed the identity of some
key Government officials connected with the gang
however, police declined to name them, claiming
that it may hamper the process of investigation.
Another
gangsterJugal claimed that he was working
with the gang for the last 7-8 months and he was
being paid at the rate of Rs 1500 to 2000 for
carrying stolen vehicles from Jammu to Srinagar,
Anantnag or Baramulla. He also confessed the
involvement of some dealers of Car Bazars and
some influential people running the racket. It
has been estimated that more than 200 such
vehicles are operating in Kashmir and many people
including some militants and surrenderees are in
possession of such vehicles.

conducts surprise inspection of Lakhanpur Toll
Post
J&K set to surpass Sales
Tax, Excise Duty revenue target

Lakhanpur,
Dec 29: Directions issued by the
Government to invigorate the process of resource
mobilization with a thrust on streamlining
revenue collection mechanism to tide over the
fiscal difficulties, have started paying
dividends and the change is already visible on
the ground. And for the first time, the Finance
Department is set to surpass the revenue target
of Sales tax and Excise duty by a phenomenal
increase of around Rs 30 crore for the financial
year 2002-03. Against a target of Rs 838 crore,
the Sales tax and Excise duty revenue is set to
go up to a record Rs 869 crore during the current
fiscal.
This information
was given to the Minister for Finance, Planning
and Development, Mr Muzaffar Hussain Beig, during
his extensive maiden visit to the Lakhanpur Toll
Post today.
The Minister
convened an on-the-spot meeting of the officers
of Finance, Revenue, Housing and Urban
Development Departments to review the progress of
the revenue collection and implementation of
Lakhanpur Toll Post Development plan, which not
only is a gateway to the State but a backbone of
the revenue collection system.
The meeting was
informed that against a target of Rs 140 crore
Excise Duty for the current fiscal, Rs 84.09
crore were realized upto November 2002 against Rs
80. 10 crore for the corresponding period of the
fiscal 2001-02. Similarly, during the first two
quarters of the current fiscal, Rs 8.71 crore
have been realized as Sales Tax at the post,
while the total Sales Tax realized during the
fiscal 2001-2002 was Rs 9.78 crore.
Regarding the
implementation of Lakhanpur Toll Post
Developmental plan, the meeting was informed that
Rs 8 crore are being spent on the ambitious
project which not only would streamline the
revenue collection mechanism at the post, but
would also give a new facelift to the area. Being
developed over an area of 180 kanals of land, the
new Toll Plaza besides having 30 gates for toll
collection would be provided with a spacious
parking yard, recreational facilities for
children, shopping complex, computerized
counters, guest house and toilet facilities.
Speaking at the
meeting, the Minister stressed upon the officers
to gear up the revenue collection mechanism and
plug all the loopholes in the system as the State
was going through a difficult financial position.
Mr Beig said, he would recommend to the State
Cabinet constitution of awards/incentives for the
officers whose performance is commendable. He
said such a decision would go a long way in
sharpening the efficacy of the officers. He said
such awards should be even given to the locals
who help the Government in the prevention of tax
evasion. The Government, he said is keeping a
close watch on the functioning of the officers
and anybody found indulging in delinquency of his
duty would be taken to task while the officers
showing good results would be suitably rewarded.
He said the Government believes in action at the
ground and not in hollow promises and jugglery of
figures and the functioning of every officer
would be judged by his performance. Mr Beig said
he has received lot of complaints against some of
the officers posted at the Lakhanpur Toll Post,
but as the Government does not believe in
witch-hunting, it would take action against them
at the appropriate time.
Regarding the
implementation of Lakhanpur Developmental Plan,
the Minister asked the concerned agencies to
speed up the pace of execution work on the
project. He said Lakhanpur should be developed as
a tourist spot to create an impressive first
impression on the people entering the State as it
serves as a gateway to J&K. He directed the
Revenue Department to complete all the land
acquisition formalities within one week so that
there is no further delay in the implementation
of the project. The Minister also put forth the
idea of setting up a trauma hospital at Lakhanpur
to meet any emergencies. He said the locals
should be fully involved in the execution of the
project as they know the topography and
requirements of the area well.
Speaking at the
meeting, the Financial Commissioner Finance, Mr
Mohammad Shafi Pandit gave a resume of the
measures taken by the Government to streamline
the revenue collection mechanism and implement
the Lakhanpur Developmental Plan. He said a
comprehensive plan has been formulated for the
computerization of the Lakhanpur Toll Post and
work on the implementation of the project would
be started soon.
Earlier, the
Minister conducted a detailed inspection of the
Sales Tax and Excise offices at the Toll post. He
was also shown some goods seized by the Sales Tax
Department, which were being imported into the
State illegally.
Commissioner Sales
Tax, Mr A R Mubarki, Commissioner Excise, Sheikh
Mohammad Hussain, Special Secretary Finance, Mr K
M Wani, District Development Commissioner Kathua,
Managing Director Housing Board, Chief Town
Planner Jammu, Deputy Commissioner Excise, Deputy
Commissioner Sales Tax and SSP Kathua accompanied
the Minister.

Better
governance motive of coalition: Tara Chand

Dec 29: The coalition Government led by
Mufti Mohammad Sayeed is determined to ameliorate
the lot of downtrodden and weaker sections of the
society and provide better governance so that the
wrong policies and false commitments made by the
previous Government are set right. This was
Stated by Mr Tara Chand, Speaker, Jammu and
Kashmir, Legislative Assembly at Kalree near Kot
Balwal here today.
The Speaker said
that people have realised that the ex-Government
have given them nothing but added to their
miseries and problems and exercised their right
choice by electing proper representatives who
could take their voice to the proper house where
their due and genuine problems could be
redressed. He said after independence it is for
the first time that fair elections have taken
place and inspite of threat, the people have come
out in large numbers to exercise their right of
franchise.
The Speaker said
that about 70 thousand people have lost their
lives during last 12 years of militancy and the
need of the hour is to get united so that
nefarious designs of our enemy who are hell bent
on disrupting the peaceful atmosphere of the
State could be thwarted. He said that our
neighbour does not want that peace and prosperity
should come to the State and uses all unfair
means from across the border to disrupt peace. He
said that the present Government is committed to
balanced growth of all the three regions of the
State and strives for providing better
administration and over all development of the
people.
Mr Madan Lal
Sharma, MLA Akhnoor also spoke on the occasion
and said that people have shown courage and
choice by electing honest, faithful and dedicated
representatives in Chamb and Akhnoor
constituencies who would carry the voice of
people to the proper quarters so that their
difficulties and problems are over. He said that
people have bade good bye to old dynastic rule
are eager for proper and good governance. He
appreciated the selection of the Government by
appointing Mr Tara Chand to the highest and
august post of Speaker and expected that he will
come to the expectations of the people and
fulfill their wishes and aspirations. He appealed
people to be united and work for strengthening
the party. He said that congress is the only
party which can lead people towards peace and
prosperity.

Chand said that their genuine demands will be

Udhampur
NC unit reviews post poll scenario

Dec 29: District Working Committee of
J&K National Conference for Udhampur in a
meeting held at Sher-e-Kashmir Bhavan discussed
the post poll scenario in the district today.
As per a release,
besides provincial committee office bearers Mr
Rattan Lal Gupta vice-president, Bashir Ahmed
secretary Jugal Mahajantreasurer
various other prominent members also attended the
meeting. In a day long deliberations the members
discussed party matters. The members suggested
some points to strengthen the party rank and file
and to maintain close coordination among the
party activists.
Provincial
president Bodh Raj Bali while addressing the the
district working committee meeting said that NC
has won the Gulabgarh seat which party had lost
in 1996 elections, however, the Party was
expecting seats from Reasi and Gool-Arnas
constituencies. He said both these seats were
lost with narrow margin.
He asked the party
workers to visit door to door and make efforts to
reach up to the public and mitigate their
sufferings. Mr Bali congratulated the district
working committee members who have worked with

Dec 29: Morality based education is the
essence of life, stated Education Minister, Mr
Harsh Dev Singh at the annual day celebrations
function of the Humanity public school, Bassi
Kalan Bari Brahmna here today.
Mr Singh who
presided over the function, addressing the
students said that private educational
institutions have really made a mark in providing
quality education to the students. He said that
the objective of full literacy would soon be
achieved, with the dedicative approach of the
private institutions.
Government is
contemplating equip these institutions with more
functional freedom and other infrastructure to
come out with pragmatic results in the field of
educations, he added.
Appreciating the
role of these institutions, he said adding that
students coming from the downtrodden section of
the society must be given relaxation and
concession in fees so that they may also get the
opportunity to illuminate their mind with the
light of knowledge.
Congratulating the
Dogra, Educational Trust, he said the trust has
made tremendous performance in the spread of
higher and secondary education. Hailing the
congenial natural environmental of the school, he
said it is very suitable for the teachers and
taughts to grow in such atmosphere.
The Principal of
the school gave the brief resume of the school
curriculum.
On the occasion,
the students of the institution presented various

Hurriyat
divided on talks with Kashmir Committee
SRINAGAR, Dec 29: Serious differences
have cropped up within the Hurriyat Conference
over its decision to continue talks with the
Kashmir Committee led by former union Minister
Ram Jethmalani, with moderates in the separatist
amalgam in its favour and the hardliners against
it.
Democratic
Political Movement (DPM), formerly known as
Islamic Students League and a constituent of
Hurriyat, criticised the amalgams decision
to continue its parleys with the committee saying
the talks were violative of the constitution of
the 25-party conglomerate.
DPM general
secretary Mohammad Shafi Reshi said the
rechristened party would continue to work with
the Hurriyat as long as it acted in accordance
with its constitution.
He said the
Hurriyat constitution provided for trilateral
talks involving India and Pakistan in some
friendly country under the supervision of United
Nations in case UN resolutions on Kashmir could
not be implemented.
Reshi said talks
with the Kashmir Committee were not in line with
the constitution of the Hurriyat.
Matters may be
compounded for the Hurriyat if DPM seriously
pursues its ambition of making it to the powerful
executive of the amalgam. At present the
moderates have a greater say in the seven-member
decision-making executive.
Muslim Khawateen
Markaz (Muslim womens centre), another
hardline constituent of the Hurriyat, supported
Reshis stand on talks with the
non-governmental group comprising eminent
editors, lawyers and formers ministers.
Welcoming
Reshis statement, MKM chairperson Zamrud
Habib said her outfit supported the stand taken
by DPM on the issue. She also supported
DPMs claim for a place in the executive in
view of the show of strength at its annual
convention.
After his
release last month, Jammu and Kashmir Liberation
Front chairman Mohammad Yaseen Malik, a member of
the Hurriyat executive committee, had expressed
his reservations about the talks and accused
Jethmalani of engaging in
"double-speak" with regard to a
solution to the Kashmir issue.
However, Awami
Action Committee chairman and senior Hurriyat
leader Mirwaiz Umer Farooq said talks with the
Kashmir Committee would continue.
"The decision
to hold talks with Kashmir Committee was a
consensus decision and all the constituents of
the amalgam were taken into confidence before the
process began," he said.
"As far as I
am concerned, I think the talks will
continue," he said. But referring to
Reshis statement and Habibs
endorsement of it, Mirwaiz said Hurriyat may
convene a meeting to discuss the latest
development.
He said Hurriyat
was holding talks with Kashmir Committee on a
six-point agenda which is beneficial to the
"movement for self-determination".
Kashmir Committee
and Hurriyat Conference issued a joint statement
after their second round of talks in New Delhi
agreeing that India, Pakistan and Kashmiri
representative should start a dialogue process
for durable peace in the troubled State.
The declaration
also called for creation of conducive atmosphere
for talks and release of all political prisoners.

awarded Ph.D

Dec 29: Mr Ravi Kulbhushan Jerath, has
been awarded Doctorate degree for his study on
the topic of "Financing Development in
J&KNeed and Scope for Raising
Additional Resources."
As per a release,
Mr Jerath completed his research in the Faculty
of Management Studies, University of Jammu under
the joint supervision of Prof N S Gupta, retired
Head and Dean of Commerce and Management Studies
(JU) and Dr Ashok Aima, Dean Department of
Management Studies (JU). Mr Jerath is a civil
servant in the J&K Government and he claimed
to have undertaken the study for seeking
re-examination of existing resource mobilization
and utilisation by the State Government.

Problems
of Old Janipur area will be redressed on
priority: DyCM

Dec 29: Deputy Chief Minister Mr Mangat
Ram Sharma today assured that the problems of the
Old Janipur area will be redressed on priority
basis and all basic necessities will be made
available to the people.
Addressing a
public meeting at Old Janipur after inaugurating
STD/PCO, Mr Sharma lauded the loyalty of the
inhabitants of Old Janipur towards Congress party
and said that he has always remained indebted to
the people of his constituency in general and Old
Janipur in particular.
"Now it is my
turn to take care of people of this area, who
worked round the clock during elections to muster
as much possible support as they could, for
me", the Deputy Chief Minister said and
added that he will leave no stone unturned to
provide all necessary facilities to the people of
the area.
Referring to the
demands raised by the people, the senior Congress
leader assured that he will soon place funds from
his constituency development fund at the disposal
of concerned authorities for start of immediate
work on opening of Middle School, removal of
high-tension electric wires from the Indira
Colony locality and construction of streets and
roads in the locality.
He asked the
members of Mohalla Committees to prepare the list
of important development works so that he would
accord them priority and said that Mohalla
Committees should supervise the development
works. The Deputy Chief Minister assigned the job
of supervising development work of Indira Vihar
and other localities to Mr Gopal Sharma, district
secretary and block vice-president.
Earlier, the
Deputy Chief Minister inaugurated STD/PCO of Mr
Gopal Sharma and apprised the gathering about the
programme and policies of the coalition
Government.
He also visited
Shiv Temple, High Court Road, Ambedkar Nagar and
sanctioned some amount for the development of the
temple. On the occasion, he gave away best
coverage award to Mr Raju of Shiva Temple.

amendments in the Power Development Service

Assistant to promoted Ministerial cadre
employees, implementation of SRO 393 and the
reorganization of the department.

Ghar Rehari Committee formed

Dec 29: A meeting of the working committee
of Janj Ghar, Rehari Colony, Jammu was held today
to elect its new office bearers. Mr Kasturi Lal
Vaid was elected as chairman of the committee
while Mr Baij Nath Gupta was elected as
president.
Mr Madan Lal Dutt
was elected as vice president while Sudesh Kumar
was elected as general secretary and Hari Bhagat
as cashier, a release issued by the outgoing
general secretary Mr Parveen Kumar said.
Mr Kasturi Lal
Vaid thanked the executive members of the
committee for electing him as chairman. He
assured full co-operation to the new office
bearers for smooth functioning of Janj Ghar.

policemen killed in mishap on NH

JAMMU,
Dec 29: Two police personnel were killed
and three others sustained severe injuries when a
police vehicle skidded off the road and rolled
down near Balli Nullah on Jammu-Srinagar National
Highway today.
According to
police, the ill-fated vehicle bearing
registration number JK06-680 was on its way from
Doda to Jammu when it met with accident. The
driver of the vehicle reportedly lost control
over the vehicle while negotiating a curve.
Getting the report
of accident, a police party from Banihal Police
Station rushed to the spot and started rescue
operation. All the passengers were rushed to
District Hospital Udhampur where doctors
pronounced two police personnel as brought dead.
The condition of
three injured was stated to be critical when
reports last came in.
The deceased have
been identified as constable Balbir Singh and
Special Police Officer (SPO) Fayaz Ahmed. The
injured are constable Wasim Akram, two civilians
Avinash and Varinder Gupta, both the residents of
Udhampur.
Meanwhile, two
personsBindu Jamwal, wife of Rudreakesh of
Barnai and Ganesh Dass of Vikra Chowk allegedly
consumed some poisonous substance at their
residence in separate incidents.
They were rushed
to hospital when spotted unconscious by family
members and doctors attending on them immediately
provided them stomach wash treatment. Their
condition was stated to be out of danger when
reports last came in.
Police has taken
the cognizance of the incident. It could not be
ascertained as to whether they intentionally
consumed poison or taken the same mistakenly.

J&K Ex-servicemen cell
holds series of meetings

Dec 29:The
J&K Ex-servicemen Cell held a series of meetings
under the leadership of Mr P L Khajuria, president.
As per a release the
meetings were chaired by Capt Khema Nand Sharma, chairman
of the cell at village Kotli Makhi (Dablehar), Mokhe,
Rangpur Sadrein, Abdullian, Raipur Sazdan, Shahpur
Tonkniwalli and Kaloin. In all these meetings seven
committees were formed and the members took the
membership on spot.
The main meeting was held
at village Kaloin (R S Pura) where Mr P L Khajuria raised
dead issues like ex-gratia relief (financial assistance)
to those 2nd World War veterans who were not granted
pensionary benefits and after retirement were not
re-employed. Such gallant soldiers who fought second
world war and retired after 1948 on reduction of Indian
Army or on medical grounds should also be paid ex-gratia
relief of Rs 500 per month on the pattern of those war
veteran who retired before 1948 are getting per month.
The members assured full
cooperation to the president of the cell and hoped that
under the able leadership of Mufti Mohammed Sayeed,
ex-servicemen of this category will get justice.

To commemorate the social reforms started by Late Lala
Hans Raj Mahajan (Sher- -e-Duggar) and celebrate its
annual day a function was organized by Mahajan Samaj
Channi Himmat today .
Mr Yash Pal Gupta,
president Central Mahajan Sabha Jammu was the chief guest
on the occasion. The function started with Gayatri
Mantra by Master Anju. A debate on the topic "we
wish the modern parents could understand the hopes and
aspirations of their children " and "women
alone can remove the social evils". Six students
participated in the debate.
On the occasion 32 couples
(senior citizens of 65 years and above) were presented
mementos and Suman Gupta was given merit award for
winning international painting competition. He was also
felicitated for getting open merit engineering seat.
Mayank Gupta was awarded
for obtaining first position in LLB. Mr Kuldeep Gupta
general secretary, Channi Himmat Sabha gave a detailed
account of various activities of the organization.
Messrs Ram Dass Mahajan
and Kailash Langer, vice president and general secretary
of Central Mahajan Sabha respectively spoke about the
various activities of the Mahajan Biradri.
In his address Mr Yash Pal
Gupta called upon the community to eradicate such rites
which are coming in the way of development of the
community. Mr Madan Mohan president Channi Himmat Mahajan
Sabha proposed the vote of thanks. Mr T R Gupta, vice

RJMLS pays tributes to Prof

Rasa Javedani Memorial Literary Society, in connection
with first death anniversary of reputed Urdu scholar,
academician and former Director Iqbal Institute, Kashmir
University Prof Amien Andrabi, organised a function in
which glowing tributes were paid to Prof Andrabi.
As per a press release the
function was presided over by Mr Akhtar Murteza, Member
PSC and a close associate of Prof Andrabi. Dr Shohab
Anayat Malik, president Rasa Javedani Memorial Literary
Society and Mr Ravi Thakur also shared the presidium.
Speakers described Prof
Andrabi as not only a great Urdu scholar but also a noble
human being having a secular bent of mind. Paper written
by Prof Shamim Hanfi, Jamia Milia Islamia, was read by Dr
Abdul Haq in his absentia.
In his paper Prof Hanfi
termed Prof Andrabi as an authority on Iqbalyat who by
his administrative qualities provided a new era to Iqbal
Institute. According to him, Prof Andrabi was a symbol of
humanity and intellectuality.
Dr Shohab Inayat Malik
while paying tributes to Prof Andrabi described him as a
thorough gentleman and erudite scholar and teacher who
spent his entire life in helping scholars to complete
their projects concerning art and philosophy of Iqbal.
Mr Shahnawaz spoke at
length about works contributed by Prof Andrabi. Mr Akhtar
Murteza highlighted the human qualities of Prof Andrabi.
He said that Amein never accepted any threat during his
life span to Urdu language due to saffronization. He was
of the firm opinion that saffronization will culminate
into Urdunization of all languages trying to saffronize
Urdu. Mr Akhtar Murteza said that "the tree whose
trunk is soft has long branches".
Dr Kishore Sharma,
president JURSA, Mr Irfan Ali, Mr Lok Sevak, Mr J B
Choudhary and Mr Ashok Kumar also paid rich tributes to
Prof Andrabi.
Hill Development Council
for Doda demanded

Dec 29: Under
the auspices of Chenab Valley Autonomous Hill Development
Forum, an all party meeting was held at Thathri, Doda
which was attended by prominent intellectuals of the area
in large number.
Political workers of all
parties, cutting across their political affiliations also
attended the meeting, wherein detailed deliberations were
held regarding the aims and objectives of the Hill
Development Council.
A Committee of 21 members
of Block Thatri was constituted unanimously electing
Satish Kotwal as convenor and Abdul Rehman Wani as
co-convenor. The Committee members pledged to fan out in
their respective areas to dispel the dis-information
campaign against the proposed hill development Council by
some vested interest and mobile mass support in favour of
the Council.
Addressing the meeting,
Sheikh Abdul Rehman, ex-MLA Bhaderwah, regretted that the
district which is spread over in the area of 11,691 Sq km
and despite high with natural resources, is being
discriminated against by the successive Governments.
The meeting passed a
resolution, demanding grant of status of Hill Development
Council for Doda district, which it said was the only
magical instrument for removing unemployment and poverty.
The resolution also
demanded creation of district at Kishtwar and Ramban, as
per the recommendation of Wazir Commission Report.
Among others who spoke on
the occasion included Manohar Lal Aryan, Dr Kalyan Singh,
Satish Kotwal, Bhagat Duni Chand and Ghlam Nabi.

Congress MLA from Gandhi Nagar, Mr Raman Bhalla today
assured the people that developmental works will be
accelerated in the area and every possible efforts will
be made for the development and upliftment of the
backward and neglected areas of Gandhi Nagar
constituency.
Addressing series of
public meetings at Dharam Kothey, Rohi Morh, Gujjar
Colony, Nanak Nagar, Narwal, Ekta Vihar and Rampura, Mr
Bhalla said that development of the constituency was his
only agenda. He assured the people that he will develop
every area of his constituency and will make sincere
efforts to make Gandhi Nagar a model constituency.
He assured the people that
coalition Government headed by Mufti Mohammed Sayeed was
committed to remove discrimination with Jammu and Ladakh.
He said that incorporation of the issue of implementing
Wazir Commission and Gajender Gargarh Commission reports
in the Common Minimum Programme was clear indication that
State Government was committed to mitigate woes of Jammu
people.
Addressing a meeting at
Rampura, Mr Bhalla said that he was very much aware of
the problems being faced by the people. He said that he
was committed to mitigate their woes. He also sought
cooperation of the people in this regard.
Residents of Rampura and
Nai-Basti appreciated efforts of Mr Bhalla for removing
garbage from Nai-Basti-Rampura road. For years together
people have been demanding removing of this garbage but
of no avail. It was all due to sincere effort of Mr
Bhalla said that malba was removed from the
side.
At Rohi Morh, Congress MLA
visited with officials of PHE to streamline water supply
system in the area. He also inaugurated Nanak Nagar- New
Adarash Nagar Road opposition SSB office. People
expressed their gratitude towards MLA for taking sincere
efforts for the development of that road which was their
long pending demand. At Dharap Kothey, Mr Bhalla laid
foundation stone of the road which was also long pending
demand of the people.
Plus 2 lecturers discuss
future plan

Representatives of All J&K Plus 2 Lecturers
Forum met here in the 4th monthly meeting and pledged to
intensify their struggle to achieve the excellence in the
development of Education and expressed determination that
year 2003 will be year of success for Plus 2 cadre.
As per a press release Mr
H D Qureshi, state chief of the Forum expressed firmness
that Forum will achieve its desired goal with constant
efforts and vigorous negotiations with present
Government.
He elaborated that in a
very short span of time, the Forum has achieved heights
of restoration of confidence amongst the Plus 2 cadre and
the results of its untired efforts are expected with the
release of final seniority list at State Level as also
regularization of incharge lecturers in various
disciplines and implementation of reservation rules.
Mr Nirmal Choudhary, Forum
vice president disclosed that Forum is going to display a
comprehensive action plan for the next years course
of action and the details will be elaborated in the next
House meeting in January 2003.

community discusses problems
