Launching a blistering attack on BJP-led NDA
Government at Centre, Pradesh Congress Committee
chief and MP Mr Ghulam Nabi Azad has said that
the Central Government instead of containing
communalism has spread virus of communalism in
every nook and corner of the country.
Talking to
reporters at PCC Headquarters on the occasion of
celebration of 118th foundation of Congress, Mr
Azad said "it is only due to the week
policies of the NDA Government that secularism
and integrity of the country is under grave
threat", adding "for petty personal
interests the BJP is spreading poison of
communalism which could land the country in
dangerous situation".
While warning that
poison of communalism will "kill BJP very
soon", Mr Azad said that even countrymen
dont like the policies of `communal
BJP and the day is not far off when
Congress will not only form Government at Centre
but in all the States of the country under the
leadership of Mrs Sonia Gandhi.
He said that
Congress always stuck to agenda of secularism,
socialism and democracy and never compromised on
these issues even after independence of the
country. "Whether in power or out of
Government Congress never compromised on the
issue of integrity of the country and never
diverted its attention from its agenda", he
said.
When asked about
the differences between coalition partners over
the issue of expansion of Cabinet, Mr Azad said
"there are no differences between alliance
partners and each and every partner is initiating
step in consultation with others", adding
"we have prepared the list of Congress MLAs
to be inducted into the Ministry and we will hand
it over to Chief Minister Mufti Mohammad Sayeed
whenever he demands".
Mr Azad also
disclosed that the expansion of ministry would
take place in the first week of January.
About Prof Bhim
Singhs 4:1 formula, Mr Azad said "the
formula was his personal and being partners of
the coalition Government we will sit together and
discuss the issue".
Earlier, Mr Azad
launched six-month long membership drive on the
occasion of 118th foundation day of the party and
said that the membership drive will continue
throughout the country. "In first phase of
the drive Jammu and Srinagar will be covered
followed by all other districts of the
State", he disclosed.
"It is a
proud priveledge for every Congressmen to be the
part of 118th year old party which has done a lot
to win the freedom struggle of India", he
said.
He urged the
partymen to resolve not to allow communal and
distructive forces to rule the country as well as
Jammu and Kashmir state which is famous for its
secular fabric.

J&K to open up power
projects to private sector;
State to have hydel
power policy soon

JAMMU,
Dec 28: The Jammu and Kashmir Government
has decided to open up micro and small hydel
power projects to private sector in the state.
The Government has also decided to formulate a
comprehensive hydro-electric policy for optimum
utilization of power potential that remained
untapped in the past.
This was decided
at a high level meeting chaired by the Chief
Minister Mufti Mohammad Sayeed here today.
The Chief Minister
said that the state Government will give special
incentives to the private sector for harnessing
the states huge hydel power potential and
would like to involve entrepreneurs from the
country in this process. He said he would also
seek the central Governments incentives for
micro hydel projects for private sector that are
available to the state Government from the union
ministry of non-conventional energy sources.
The decision is a
major step forward towards the economic
development and overcoming perennial power
shortage that the state is confronted with over
the years. 21 micro-hydel projects have been
identified by the power development department in
Jammu and Kashmir having installed capacity of
220 MWs. Under the scheme of the union ministry
of non-conventional energy sources, special
incentives are being provided to the hilly and
north-eastern states. Under this, the state
Government is entitled to the 90 per cent of the
project cost as assistance. The Chief Minister
will take up the matter with the centre for
extending this incentive to the private sector
being invited to take up micro and small hydel
projects.
The states
hydel power policy, which the Chief Minister has
ordered to be formulated with special focus on
setting up of small and micro projects, would be
submitted to the cabinet for approval shortly.
The Himachal Pradesh model shall also be
examined.
While reviewing
the power sector, the Chief Minister emphasized
the need for giving priority to completion of the
first two phases of the Baglihar hydel project
before taking up any new project in the power
sector. Each of the phases of Baglihar project
will have installed capacity of 480 MW.
The Chief
Minister also enquired about the progress on
floating of development bonds to raise money for
this project as already decided by the state
cabinet. The public bonds worth Rs 2700 crore
have been decided to be floated to complete the
first phase of Baglihar project, estimated to
cost Rs 4600 crore.
Reviewing the
restoration work of 105 MW Lower Jhelum hydel
project damaged early this year, the Chief
Minster directed that the work should be
completed by the end of January. Similarly, 20 MW
Pahalgam hydel project should be expedited and
completed within four to five months.
The work on
restoration of Mohara hydel project was also
reviewed and ordered to be expedited.
Stressing the need
for achieving the target on account of collection
of power tariff and dues, the Chief Minister has
convened a special meeting of the concerned
engineers on Monday. He, however, asked the
Principal Secretary, Power Development Department
to make the power tariff collection system easy
and consumer-friendly. The people should not be
made to stand in long queues to deposit the fee.
Instead, facility for depositing the electricity
fee by consumers should be extended to post
offices and even concerned Panchayats, wherever
existing. These institutions will collect the fee
on the same terms and conditions as worked with
Jammu and Kashmir Bank. The Power Development
Department has been asked to ensure billing the
consumers regularly.
The meeting was
attended among others by the Chief Secretary,
Financial Commissioner, Finance, Principal
Secretary, Planning and Development, Principal
Secretary, Power Development Department,
Development Commissioner Power, Principal
Secretary to Chief Minister and Secretary
Industries.

J&K people yearning for
peace, democracy
Peace essential for development

possible with peace: Saxena

Dec 28:
Peace is utmost essential for development and
also development is possible on when there is
peace.
This was stated by
the Governor, Mr G C Saxena while releasing the
third volume of "New Hope" a periodical
published by Kashmir Foundation for Peace and
Developmental Studies, at a function here this
evening.
Where peace is
disturbed, main attention get diverted from
development to restoration of normalcy, he said
and added objective of all development is to
raise the level of life of the people and meet
their day to day basic needs. He said the people
must be provided essentials like drinking water,
electricity power, road and communication network
as well as good education and hospital
institutions and other infrastructure facilities.
So rightly people in Jammu and Kashmir are
yearning for peace so that process of
socio-economic development is accelerated.
Referring to
challenges like terrorism and proxy war unleashed
on us by our neighbour, the Governor declared
that there can be not let-up in the security
efforts. However, the security operations have to
be properly targetted and measured avoiding
over-reaction. The security operations must be
carried out with due caution and care so that no
civilians are harassed or harmed, he added.
Regarding healing
touch, Mr Saxena said this policy must be
implemented in also supplementing the security
considerations among other things. The peace
process must get momentum, he opined.
The Governor
had a word of appreciation for the people in
Jammu and Kashmir for have demonstrated in their
full faith in democracy during the recent
Assembly elections. Despite grave threats and
attacks the turn-out of voters was impressive
indicating their firm faith in Indias
democratic way of life.
The people, not
only voted for change in Government but also in
style and substance of governance in Jammu and
Kashmir State. The change is for peace, normalcy
and more economic activity.
New Hope, journal
edited by Firdous Syed Baba has completed three
years of publication by this NGO which is
committed to creating awareness and sustained
efforts for peace and development by the people.
The function was attended by legislators,
administrators, academicians, prominent citizens.
Prof Y R Malhotra,
former VC Jammu University and MLC praised the
efforts put in by this NGO for peace and progress
in J&K State at a crucial period when things
were difficult especially in the Valley. He said
committed NGO can do a lot in spreading
elementary education especially in far-flung
areas and tackling environment issues.
Prog A G Madhosh,
Dean, Education, University of Kashmir, in his
keynote address underscored need for attaining
the goals of peace and all-round progress through
education. Where there is higher level of
education , there is higher level of peace and
development, he said quoting instances.
Peace is in-built
in the concept of the people, he said. He pointed
out the discontent must be tackled promptly
before it takes the shape of aggressive actions
in the society. The grievance redressal machinery
must be in place for building brides of
understanding to avert dangerous situations.
Prof R K Jyoti,
University of Jammu, spoke about the aims and
objectives of the Kashmir Foundation for Peace
and Developmental Studies.

NDA Govt has exposed nefarious
designs of Pakistan: Prof Gupta

RAJOURI,
Dec 28:
Union Minister of State for Defence, Prof. Chaman
Lal Gupta today claimed that NDA Government has
succeeded in exposing the nefarious designs of
Pakistan before the international community.
Addressing a
public meeting here today, he said Pakistan today
stands totally exposed for its misdeeds and
credit for this goes to able leadership of Prime
Minister, Mr Atal Behari Vajpayee.
Prof Gupta said
that the world community has now come to realize
that Pakistan is the mother of terrorism. This
has also become clear for the entire world that
India under the NDA Government is very serious to
rid the country from the menace of terrorism, he
added.
He said it is due
to the tough stand adopted by India that world
has come to realize and face challenge of Pan
Islamic terrorism unitedly. He also lambasted the
Pakistan and its leaders for shedding the blood
of innocents on the name of Jehad.
He however,
regretted that the Indian leadership has failed
to settle the Kashmir issue in 1971 and had they
applied their mind at that time the issue would
have been settled once for all.
Prof Gupta assured
the people that Central Government will not be a
mute spectator to the happenings taking place in
the twin border districts of Rajouri and Poonch
at the hands of militants being sent from across
the border.
In an appeal to
the people of two border districts to maintain
communal harmony and peace he said the designs of
the Pakistan are clear that it wants to force the
migration of minority community from Rajouri
district, demoralize the administration and
create a wedge between Hindus and Muslims.
Later meeting the
parents of the girls who were recently killed by
the terrorists and expressed his sympathies with
them. He assured them that all steps will be
taken to ensure their safety.
He also assured
that all possible steps will be taken by the
Centre to tackle the militancy in the state. He
urged the security forces to maintain a constant
vigil and foil the designs of terrorists who are
often changing the strategy.
The Minister also
took the stock of the situation in the twin
border districts of Rajouri and Poonch with the
civil and army authorities.

New Govt
has failed to contain militancy: AKPSC

JAMMU,
Dec 28: All
Kashmiri Pandit Solidarity Conference (AKPSC) in
a joint meeting of Women and Youth Wing today
held under the leadership of Mrs Rajni Bhat and
Ashok Mota discussed the political scenario in
the state.
As per a release,
the meeting alleged with the installation of new
Government headed by Mr Mufti Mohammed Sayeed the
terrorists have escalated their activities in the
state.
It alleged the
Islamic Jehadis are ruling the roost and there is
no sign that the Government is serious in rooting
out this menace from the state.
Highlighting the
condition of Kashmiri Pandits the meeting said
they are reeling in the camps under sub human
conditions and the Government has till date not
talked of providing any healing touch to the
community.
It said the KPs
are facing every sort of problem in the camps
including sanitation, water crisis and
electricity problem. The community youth is
jobless that has led to their frustration.
The displaced KPs
are in a trauma and their birth rate has fallen
while the death rate has increased largely.
Making a dig at
the Centre and state governments it alleged that
their apathy has added to the woes of the
community.
The meeting also
blamed State Government for not extending the
benefits of Prime Ministers announcement to
the community regarding the enhancement of cash
relief to Rs 3,000 from Rs 2,400.

Sharma
dedicates dancing musical fountain to people

JAMMU,
Dec 28:
The Deputy Chief Minister, Mr. Mangat Ram Sharma
dedicated to the people the first ever dancing
musical fountain installed at the picturesque
Bagh-e-Bahu here last evening.
The musical
fountain, first of its kind in the State, is
hybrid in nature and based on solenoid
technology. It can play in auto sensing mode as
well as programmed cassette technology. The
state-of-the-art fountain is a complete
synchronization of music, light and water having
56 affects with 84 lights of different colours,
fixed in a capacious water body with fountain
frame.
The installation
of the musical fountain will add to the scenic
splendour of Bagh-e- Bahu and provide additional
recreational facilities to the visitors. The
beautification plan of the garden taken in hand
at a cost of Rs 91 lakh envisages construction of
modern seating pavilions on its slopes. The
pavilions are expected to be completed at a cost
of Rs.15 lakh. The Union Tourism Ministry has
provided Rs. 30 lakh for the beautification of
the garden.
Speaking on the
occasion, the Deputy Chief Minister sought
liberal Central assistance for development of
other tourist spots like Patnitop, Sanasar,
Mansar, Sudh-Mahadev, Bani, Bhaderwah and Kud in
Jammu region.
Mr Sharma said the
Government is endeavouring to revive the tourism
sector in the State that has received a great
setback during militancy.
Tourism industry,
besides being the backbone of the economy of the
State, provides gainful employment to thousands
of people. For attracting tourists in large
numbers, restoration of peace is imperative, Mr
Sharma said and sought the cooperation of the
people in wiping out militancy from the State.
The Deputy Chief
Minister said that laying of Bagh-e-Bahu, the
brainchild of the former Chief Minister G M Shah,
being the only recreational spot in Jammu, has
been attracting large number of visitors from
within and outside the State.
The installation
of musical fountain would add to the beauty of
the garden and become a great attraction for the
visitors.
Mr Sharma called
for attracting the pilgrim tourists to
Bagh-e-Bahu who visit Mata Vaishno Devi shrine
annually. Efforts should also be made to attract
large number of pilgrim tourists to Bagh-e-Bahu,
he added.
Commissioner/Secretary,
Tourism, Mr Mushtaq Ahmed explaining the salient
features of the beautification project of the
garden said that the micro sprinkler irrigation
system introduced recently has proved beneficial
in maintaining the lush-green lawns. For the
convenience and comfort of the visitors, seating
pavilions are being constructed in the garden at
a cost of Rs. 15 lakh.
Mr Raman Bhalla,
MLA in his address demanded construction of an
artificial lake in the garden besides developing
other tourist spots in Jammu.
Several
legislators including Qari Mohammad Aziz, Mr
Ghulam Hassan Khan, Mr. Gharu Ram, Mr Ashwani
Kumar, Mr Abdul Majid Wani, Director Floriculture
and senior officers of tourism and floriculture
departments besides large number of visitors were
present on the occasion.

Youth
awarded 9 yrs RI for abducting, raping a minor

Dec 28:
Principal Sessions Judge Udhampur, Mr BL Saraf
has convicted and awarded nine years Rigorous
Imprisonment (RI) to one Sanjay Kumar of village
Kosar, Chenani for the commission of abduction
and rape upon a minor, Pinki alias Geeta Devi on
July 24, 2000 at Sudhmahadev in the house of his
sister against her consent.
While convicting
the accused, the Judge observed that there is no
worthwhile reason to disbelieve the testimony of
the prosecutix. "Therefore, her sole
testimony has been considered for the conviction
of the accused without the corroboration of
medical evidence. When a girl or a woman claims
of a rape, there is no reason why she should not
be believed. Asking for the corroboration would
be adding insult to the injury", the Judge
held, while maintaining that the accused has not
assigned any reason why the girl has implicated
him falsely. "After all, she has put her
honour at stake and risked her whole life",
it was observed.
Public Prosecutor
GR Khajuria, appearing for the State, argued that
prosecution has proved the case beyond all
shadows of doubt and the accused be awarded
maximum punishment.
The Judge held
that considering the rival contentions, facts and
circumstances of the case, the accused is
sentenced to seven years rigorous imprisonment
and a fine of rupees 1,000 for the commission of
rape, and two years rigorous imprisonment and a
fine of rupees 500 for the commission of
abduction.

blacksheeps in Judiciary

Former Union Human Resources Development Minister
and senior Congress Member Parliament Mr Arjun
Singh has said that sanctity of law is gradually
diminishing in the country and there was
immediate need to give much attention towards the
law enforcement and its implementation by the
Government and the allied agencies.
Mr Singh, who
launched five -year Integrated Law Degree Course
at Dogra Law College near Bari Brahmana here
today, said that Law has become very prestigious
subject nowadays. The people who are derived of
justice have still lot of hopes from the
judiciary and knock its doors. But unfortunately,
for a common man or the poor one, it is not easy
to get justice because he or she cannot pay the
fees of lawyer and remains victimised.
In fact, there was
need to change the system and enact some new laws
for the welfare of a common man. He regretted
that the NDA Government could not do much in this
regard as it has hardly time to the legislation
process. The law making process is very vital for
any Government and it should be given due
attention. The kind of interest to be taken in
this regard seems to be disappearing in the
present Government at the Centre.
He made mention of
the fact that a lawyer has to defend his client
whether he is innocent or a scoundrel. Some take
the law education as profession just to earn
living while law is basically the model code of
conduct. Some may remain in dilemma due to this
hard fact and switch over to other professions
rather to defend the criminals even some times as
part of their profession.
While recalling
his college days as Law student in 1953, Mr Singh
disclosed that he too, practised for three years
in his early life in Utter Pradesh but not left
the profession due to this dilemma only. Being
interested in the politics I joined it and also
brought several legislations being member in the
Assembly and Parliament several times.
He congratulated
Mr Gulchain Singh Charak, chairman of the college
for giving first Law college in the region in
private sector and hoped that the institution
would emerge as prestigious like Pune or
Bangalore Law Colleges in the country.
Former Union
Minister and PCC chief, Mr Ghulam Nabi Azad in
his brief address congratulated the management of
the Dogra Law College and expressed pleasure to
have first law college in the state. He indicated
that not only towards good building but attention
may also be given towards good atmosphere and
quality education in the institution. He said
there are limited number of seats in the
Universities of Jammu and Kashmir and therefore,
a large number of students can not pursue their
studies ahead. For this reason, they have to move
outside the State. Not only in other States but
some of them even today prefer to go abroad for
higher studies.
He disclosed that
he as MP and Union Minister has helped over
17,500 students from J&K from 1985 onwards to
get admitted in various professional colleges/
institutions in Maharashtra, Karnataka and other
parts of the country or abroad. But majority of
the students are today interested in the
Information Technology. Mr Azad stressed the need
to have professional institutions not only in
Jammu and Srinagar capital cities but also in
Kathua, Rajouri, Baramullah, Anantnag and other
major towns of the state so that students from
other districts may not suffer. He assured that
new coalition Government would take care of these
facts in future.
Justice R P Sethi
(Retd) of Supreme Court while speaking on the
occasion congratulated Mr Charak, management and
the students for the launch of 5-year Integrated
Law Degree course at the institution. He said Law
is not just as subject but a code of conduct
which is to be abide by all the citizens.
He recalled the
days when there was no Law institution right from
Leh to Delhi and said that now it was a matter of
pride that today so many such institutions have
emerged. Justice Sethi observed that earlier Law
was not given much preference by the students but
now perhaps it has become the first choice among
many. He recalled the contributions of the Law
and Judiciary in the country and said that the
Judiciary has delivered or came to rescue where
Administration or the system failed to deliver or
provide justice to the people. The people have
lot of hopes from the Judiciary.
Justice Sethi
regretted the presence of some
blacksheeps in the Judiciary and
pointed towards the recent developments in the
region which have been highlighted the media as
well. "It is unfortunate that some people in
the Judiciary are being made culprits", he
said.
Justice also
referred to the excessive burden of cases on the
Judiciary and disclosed that today more than 2.5
crore cases are pending in the courts across the
country. There are hardly 100 judges for one
million people and one third of the posts of the
judges are yet to be filled up.
Vice Chancellor
Jammu University, Prof Amitabh Mattoo who
presided over the function, congratulated the
management of the College and assured full
cooperation. He said Dogra Law college is first
in the region of its kind and will sure to
attract students from various parts of the State
and adjoining States as well.
Prof R R Sharma
and Prof M R Puri, former VCs of the Jammu
University also spoke on the occasion. Principal,
of the College Prof N S Reddy read out the
welcome address and highlighted some
achievements. Chairman of the College Mr G S
Charak presented vote of thanks.
Earlier, the
function commenced with the lighting of
traditional lamp by the chief guest Mr Arjun
Singh, followed by Saraswati Vandana by the
college students. Dy Chief Minister Mangat Ram
Sharma, Minister for Social WelfareMula
Ram, Mr Madan Lal, Mrs Suman Bhagat, Mr Lal Singh
and Jugal Kishore all Congress MLAs were
also present on the occasion.

Cong
leaders assure Pahari people to concede demands

Dec 28:
Senior Congress leader and CWC member Arjun Singh
and PCC chief Ghulam Nabi Azad today assured the
Pahari Speaking people their demands regarding
grant of ST status would be favourably
recommended to the Central Government by the
coalition Government in the State.
As per a press
release speaking at a function the PCC chief Mr
Azad stated that demands of the community
including grant of ST status would be discussed
in the Coordination Committee of the State. He
said the government will be asked to favourably
consider the other demands of the community.
Mr Azad maintained
that the benefit of ST status for Gujjar and
Bakerwals has not reached the deserving sections
of the community. He added that Pahari speaking
people represent the true culture of the society
as this language is being spoken by Muslims,
Hindus and Sikhs alike. He added that benefits of
reservations to SC and STs have been usurped by a
particular section of the society.
Mr Arjun Singh
supported the demands and stated that Pahari
speaking people represent the aspirations of the
people living in border districts of Poonch and
Rajouri. Mr Singh the Congress-PDP Government in
the State was poised to mitigate the sufferings
of the common masses.
He expressed
serious concern about utterances of the political
parties which were exploiting the religious
sentiments of the people and all out to give a
communal twist to the political and social order
in the country.
While speaking on
the occasion Raja Ayaz Ali, DIG Police, Ravinder
Sharma and Rashid Qureshi Advocates, Haji
Khursheed and Rafiq Hussain Khan demanded the
consideration of the genuine demands of Pahari
speaking people who share the same the same
socio-economic conditions like other STs living
in the region.

office bearers meet VC

Prof N A Ganai, president, Jammu University
Teachers Association (JUTA), alongwith other
office bearers, met the Vice Chancellor of Jammu
University, Prof Amitabh Mattoo, and apprised him
with the problems of the teachers.
As per a press
release the matters concerning the implementation
of UGC guidelines especially Career Advancement
Scheme (CAS) with retrospective effect, framing
of rules relating to service condition of
teachers, rationalization of membership of
various committees of the University, examination
duties and wardenship, vacation of Army Land and
construction of a school building in campus for
the wards of the employees of the University,
accessibility of the Vice Chancellor to all
teachers, adoption of easy mode of seeking
No Objection Certificate as well as
issuance of Identity Cards for the retired
teachers and general security as also parking
problems of the University were discussed.
The Vice
Chancellor gave them assurance that he will take
personal pains to look into and pursue such
matters and informed them about the steps he has
already taken in this behalf. On the request of
JUTA, the Vice Chancellor determined that during
4 pm to 5 pm he will be accessible to all the
teachers especially young teachers on all days
and every teacher was welcome to discuss the
problems during this period.
The meeting was
held in a very cordial atmosphere and Vice
Chancellor was very appreciative of the standard
of teaching and quality of teachers in Jammu
University.
Prof Ganai and

Confed leaders meets CM

A deputation of All India Confederation of SC/ST
Organizations, J&K Unit, met the Chief
Minister Mufti Mohd Sayeed and discussed various
problems confronting them, which were contained
in a memorandum submitted to the CM.
As per a press
release the deputation was headed by
Confederation president Mr R K Kalsotra and
comprised of Messrs Mohd Abdullah Choudhary and
Sham Lal Bassan, general secretaries, Bansi Lal,
Abdul Rashid Chouhan, Mohd Hanief, Shanker Dass
Bhagat, Prahlad Bhagat, presidents of Kathua,
Rajouri, Poonch, Udhampur and Doda respectively.
Roshan Din Chowdhary, state vice president, Mohd

The members
discussed all the points mentioned in the
memorandum with the Chief Minister. Mr Mufti
listened to the delegation with patience and
promised to redress them. The Chief Minister also
promised to extend all possible help and
cooperation for redressal of their genuine
problems.
The demands
discussed pertained to enactment of Reservation
Act and inclusion thereof in State constitution,
establishment of State Commission for SC and STs,
provision of reservation at district and
divisional levels according to population ratio,
enhancement of reservation for SCs from 8 percent
to 9 percent (recruitment and promotions) and for
STs from 5 percent to 10 percent as also for OBCs
from 2 percent to 27 percent etc.

Centre is ready to strengthen
Mufti's hands

JAMMU: The phase of
unnecessary doubts, triggered by rash comments on
the Jammu and Kashmir Governments
"healing touch" policy, is over. That
the BJP-led coalition Government at the Centre
took nearly seven weeks to turn a new leaf in its
relationship with the new Government in J&K
is a different matter.
A new phase has
begun, with Mr LK Advanis unambiguous
message to the Chief Minister, Mufti Mohammed
Sayeed, of the Centres support to him in
restoring peace, tranquility and normalcy in the
troubled State. The Deputy Prime Minister, who is
universally known for being a top stalwart of the
Bhartiya Janata Party (BJP), chose to go about as
head of the Union Ministry of Home Affairs during
his day-long visit to Jammu on December 27.
Mr Advani
wasnt unaware of the protestations from the
BJP against the Muftis policy of
"healing touch". But in view of
official reports fed to him about the
"healing touch" policy having also
taken care of several people in Jammu province in
recent days, the Deputy Prime Minister did not
object to the Mufti Governments intention
to continue the policy.
What Mr Advani did
was to caution the powers-that-be in J&K
against any complacency at a time like this when
Pakistan continued to aid and abet forces of
disruption and subversion in the State. In this
connection, Mr Advanis message to the
Peoples Democratic Party (PDP)-led
Government was loud and clear: Security and
development of Jammu and Kashmir are high on the
agenda of the Government of India, and these,
therefore,need to be viewed in national
perspective.
If the
Centres principal Kashmir player (Mr LK
Advani) offered on-the-spot yes to
Mufti Sayeeds demand for "early"
talks with the elected representatives in Jammu
and Kashmir, the latter was reported to have
shared the Deputy Prime Ministers concern
and consternation over the continuing terrorist
violence and cross-border terrorism and
infiltration in the State.
While Mr Advani
took due note of the Muftis presentation
and perception of the developing situation at the
crucial meeting of the Unified Headquarters, the
J&K Chief Minister and others present on the
occasion found the Deputy Prime Minister as well
as the Defence Minister, Mr George Fernandes,keen
on the twin battleone battle
against terrorists, while the second battle to
ensure greater and equitable economic development
in the States three regions, Kashmir, Jammu
and Ladakh.
In the process,
both Mufti Sayeed and Mr Advani emerged
satisfied. The Muftis satifaction,
apparently, was the product of Mr Advanis
assurance of the Centres support to
strengthen his hands. And Mr Advanis
satisfaction was the outcome of the Muftis
assurance that his Government would keept itself
in "constant" touch with the Centre on
important matters.
It was, literally,
"healing touch" for either side. By the
time Mr Advani and company took off from the
Jammu airport on their return journey to New
Delhi, one thing became amply clearthat
is,while the Centre will continue to have a
decisive role to play in J&K, the PDP-led
Government would have to work to ensure security
and development in the troubled State.
The Deputy Prime
Minister could not be faulted for being secretive
on all that transpired between him and Mufti
Sayeed. The two leaders,at the same time, did not
deny reports of the discussion they had on the
"need" to evolve a "better"
working relationship between the Centre and the
Mufti Government.
Being a highly
important member of the NDA Government at the
Centre, Mr LK Advani cannot afford the luxury of
being communicative beyond a specific limit. This
kind of restriction does not bind a leader of any
opposition party. And the man,under reference, is
none other than Mr Arjun Singh of the Congress
(I).
Mr Arjun Singh,
who is a member of the Congress High
Commands think-tank on Jammu and Kashmir,
was also in Jammu on December 27 with his two
signalsone, Mufti Sayeeds policy of
"healing touch" is perfect and
potentially productive, and, two, there should be
coordination between the Mufti Government and the
Centre on dealing with the crucial issue of
militancy in the State.
More importantly,
even as Mr Arjun Singh defended the Mufti for his
"healing touch" policy, he left none in
doubt about the Congress High Commands
views on militancy by advocating "strong
action" gainst local militants, too, if they
continued to remain involved in militancy.
Recently, Mufti
Sayeed had, during his speech at a meeting of the
Unified Headquarters, urged the Army and other
security forces to differentiate between local
militants and foreign mercenaries. But Mr Arjun
Singhs message this time is: Militant is a
militant. If he doesnt behave properly,
dont spare him.

Terming coalition Government headed by Mufti
Mohammed Sayeed as failure, the Janta
Dal (United) today expressed dissatisfaction with
the two month long performance of the State
Government. Party was of the view that the State
Government was practically being run through
remote control of Congress president from Delhi
and Chief Minister, Mufti Mohammed Sayeed and his
Deputy Mr Mangat Ram Sharma were mere puppets in
the hands of Sonia Gandhi.
According to a
press release, executive body meeting of the
Janta Dal (U) held today to take stock of the
latest political situation in the State as well
as the performance of the two month long
coalition Government.
Meeting expressed
serious concern over fresh spate of escalation in
terrorism in the State. It condemned the killing
of PDP MLA and regretted that Mufti Government
which cannot protect its own legislators, could
not be expected to safeguards the lives of common
people who are without any personal security.
Meeting also
condemned the killing of innocent girls and women
in Rajouri district, for their only fault to not
accept the dictates of the fundamentalist
terrorists with regard to dress code prescribed
by them. Meeting also condoled the demise and
killing of Janta Dal (U) leader Mr Nagppa.
Meeting was of the
view that State Government has failed to fulfill
its poll promises. Expressing serious concern
over inordinate delay in Cabinet expansion, which
has kept in hold major policy decisions and
development activities, Janta Dal (U) warned
against jumbo size ministry to fulfill the person
ambitions and aspirations of individual
legislators belonging to coalition partner
parties as well as independents.
Party also
expressed serious concern over single track
policy of the Mufti Government on providing so
called healing touch to the militancy victims in
the State and expressed its anger over providing
of employments and other benefits mostly in
Kashmir to those families whose members were
involved in militancy and involved in wanton
killings of innocent law abiding citizens and
valiant security personnel.
Meeting also
demanded immediately winding up of State Subject
Enquiry Commission and a categorical statement by
the Chief Minister and the Government order to
wind up the Commission.
The meeting was
presided over by Mr Sanjesh Gupta, state
president while attended by Ved Parkash Bhagat, G
M Shah, S N Sofi, A K Kharoo, Rajinder Sharma,
Rajinder Singh Tyagi, S P Magotra, Avinash
Sharma, Kulwant Singh, Karan Singh, Afroza Qadir,

Augumentation
of water supply scheme

required funds sanctioned

Kishtwar Development Forum has succeeded in
getting required money sanctioned from various
State and Central leaders for the augumentation
of water supply scheme from Naigadh to Kishtwar.
This was stated by
Member Legislative Council Brij Mohan Sharma
while addressing a media-conference here today.
"To arrange
funds to the tune of Rs 3.5 crores for the
proposed eight inch dia water supply scheme from
Naigadh to Kishtwar a delegation of all parties
called on Pradesh Congress Committee chief and MP
Mr Ghulam Nabi Azad, Minister of State for
Defence Mr Chaman Lal Gupta, Union Minister for
Rural Development Mr Shanta Kumar, MP Dr Karan
Singh and National Conference president Mr Omar
Abdullah", Mr Sharma said.
The delegation
which comprised D C Sharma, Som Nath Sharma,
Jagdish Raj Aryan, Dr B A Mintoo, all social
activists, Madan Lal Gupta, National Conference
member and Brij Mohan Sharma, district general
secretary BJP and headed by Mr S A Kichloo, MLA,
Brij Mohan Sharma, MLC and Mr Manmohan Gupta,
state executive member BJP apprised the leaders
that Kishtwar town and Mandal area was under the
grip of worst ever drought and to tide over the
crisis in shortest possible time by way of
starting proposed water-supply scheme around Rs
3.5 crores were required.
Realising the
gravity of the situation, the Forum said, Mr Azad
agreed to grant an amount of Rs 25 lakh and
expressed his great concern over the development
of Kishtwar tehsil. "The PCC chief and MP
has also assured us that projects like
construction of Dachhan Marwah Warwan Road,
airport at Kishtwar, execution of the work of
Pakal and Bursar projects will be started as they
will go a long way in the development of not only
Kishtwar but also Doda district", the Forum
disclosed.
According to
Forum, Prof Chaman Lal Gupta immediately agreed
to allot Rs 50 lakh out of the funds at his
disposal in instalments. "We also served him
a charter of demands which included drainage and
sewerage plan for Kishtwar town, construction of
foot-path along the road from Malipeth to Dak
Bangalow, Kishtwar, start of hydro-electric
project of Karthai, Pakkal and Bursar and
improvement in Telecommunication network at
Kishtwar", Mr Sharma said.
The delegation
also called on Mr Shanta Kumar, who assured that
he would arrange maximum amount for the scheme
and as a first instalment he would give atleast
Rs two crore for the project. "Dr Karan
Singh and Mr Omar Abdullah too assured their
support in taking up the matter with the
concerned ministers", the Forum said.

| Jammu regions health care
did not remain in pink of health By Mohinder Verma
JAMMU,
Dec 28:
Adequate health cover for human population
anywhere and under any circumstances will require
adequate wealth cover. No wonder, purchases of
equipment continued to dominate the scene in the
health sector of the State of Jammu and Kashmir.
But much-needed
facilities for the complete patient care remained
on paper during the year 2002. Reason: Guardians
of the health sector could not translate their
proposals into action. The year also witnessed
heightened violation of prescribed norms about
the patient care.
Moreover, the
awareness about the deadly diseases like Acquired
Immuno Deficiency Syndrome (AIDS) and Hepatitis
was not upto expectation, though authorities
claimed to have spread it into every nook and
corner of the State.
Almost all the
Sub-District Hospitals (SDHs) and Primary Health
Centres (PHCs) were provided with necessary
medical equipment but the deployment of adequate
number of doctors, availability of medicines,
ambulances and other basic needs continued to
elude the patients.
The gloomy
prospect continued to grip the primary-level
health institutions as no step was initiated to
infuse new lease of life among them as a result
of which they continued to work as referral
centres. All this is evident from the fact that
people of remote areas with minor health problems
had to come to Jammu for treatment.
At the primary
institutional level the people in the far flung
areas have not received desired medicare but what
these institutions did during all these years was
conducting free eye and medical check-up camps.
Moreover, the cases identified during these camps
for operations were referred to Jammu or district
hospitals.
In nutshell, the
condition of primary level institutions continued
to remain same as it existed the year before. The
premier medical institution of the
regionGovernment Medical College and
Hospital Jammu witnessed some long cherished
developments like installation of Magnetic
Resonance Imaging (MRI), Spiral CD and Cardiac
Cathlab at the cost of Rs 14 crore.
But, the step
invited little appreciation and more criticism as
the authorities were not in the possession of
skilled technicians to run the highly
sophisticated machines, a much desired need of
the health sector. Later, the GMC Jammu
technicians were trained by the experts from
Apollo and Escort Hospital New Delhi. With this,
criticism came to an end.
This apart, the
institution also started World Health
Organisation (WHO) funded project on hospital
waste management. By way of starting this project
the hospital minimized the manual handling of
hospital waste and gave a signal to other medical
institutions to come forward to protect
environment as well as human beings from health
related hazards generated by hospital wastes, if
not properly handled.
The College and
its associated hospitals has added yet another
leaf to the States medical history by way
of putting citizens charter on the web-site
of Government of India. The College and its
associated hospitals have become the first
institution or department of the Jammu and
Kashmir State whose citizens charter made
available on GOI website.
Moreover, for the
help of visitors of the hospital the authorities
had started "May I Help You" counter
with the assistance of pharmaceutical
companyMorephen.
During the year
the authorities could not achieve success in
areas such as: 1. Conducting of
multi-disciplinary seminar on AIDS to generate
awareness and to train the hospital staff with
regard to handling of AIDS patients, who likewise
earlier years, continued to be rejected by the
hospital, could not become a reality.
2. Expansion and
air conditioning of the Emergency Wing also
remained merely a proposal due to reasons best
known to the concerned authorities. Though State
Government had handed over Rs 80 lakh to the
hospital authorities for the air conditioning of
the wing, yet hurdles after hurdle continued to
come in its way.
3. The prescribed
norms about condition and capacity of the Burn
Ward and Intensive Care Unit continued to be
violated despite the fact that the proposal was
made during the beginning of the year for
submission to the Government.
4. Blood bank
continued to function without renewed licence
despite serving of notice by the Drug Controller
of India. Moreover, the Government order of
shifting component section was not adhered to by
the authorities.
Towards the end of
the year, the tall claims on the part of
authorities were exposed with the much hyped
sanitation week concluded with insanitation at
its peak in Blood Bank.
Barely, a month
after, the institution again came into limelight
with its Theatre Assistant allegedly caught
red-handed supplying hospital equipments to
private nursing homes.

Gen Jagdish Chander takes over as new DGST

DELHI, Dec 28: Lt Gen Jagdish Chander has taken
over as Director General, Supplies and Transport
and senior Colonel Commandant at Army
Headquarters.
The General
Officer joined National Defence Academy
Khadakwasla in June 1960 and was commissioned on
January 9, 1964. He has held multifarious
instructional, staff and command appointments. He
was on the Academic Staff at National Defence
Academy Khadakwasla and Defence Services Staff
College Wellington.
He has also held
appointments of Deputy Assistant Adjutant and
Quarter Master General in an Infantry Division,
Deputy Director General Supplies and Transport at
Army Headquarters and Maj General Army Service
Corps at Eastern and Northern Command
headquarters respectively.
He was General
Manager and Chairman Board of Administration
Canteen Store Department Mumbai from 1996 to
1999. He has been Commandant of ASC Centre and
College Bangalore.
He is a graduate
of Defence Service Staff College and the National
Defence College New Delhi.
The General
Officer is decorated with Ati Vishisht Seva Medal
and Vishisht Medal.

Speaker inaugurates PHC,
Panchayat Ghar at Dhanger

JAMMU,
Dec 28 : The
Speaker Jammu and Kashmir Legislative Assembly, Mr. Tara
Chand inagurated primary health centre at Dhanger,
Kaleeth near Akhnoor today. The building has been
constructed under BADP phase at a cost of Rs. 23.10 lakh.
The building has been
dedicated to the memory of Thakur Gulbadan Singh, Deputy
Superintendent of Police who attained martyrdom while
fighting with the militants in Kupwara district in the
Valley. The parents of Thakur Gulbadan Singh have donated
8.5 kanals of land for the building.
The PHC will cater to the
basic needs and medicare facilities for the villages of
Dhanger, Kaleeth, Chakmalal, Khara, Narayana and Bhagher
Chak. Since the PHC at Dhanger is the only health centre
unctioning in the area and population of 10000 souls will
be benefited with the opening of this health centre. The
health centre will also cater the requirements of the
border people as well.
Mr. Tara Chand also
inaugurated a panchayat Ghar at Kaleeth which has been
constructed by the Rural Development Agency under 11th
Finance Commission at cost of Rs. 3.10. lakh.
Speaking on the occasion
the Speaker said that the long pending demand of the
Khour block has been fulfilled with the opening of this
health centre and Panchayat Ghar.
Later, while addressing a
mammoth public meeting at Narayana. The speaker thanked
the people of his constituency electing him as their MLA
for the second consecutive term. He said that the present
coalition Government led by Mufti Mohammad Sayeed is
committed for providing good governance to the people and
upliftment of the downtrodden and weaker sections of the
society. He said that the Government is determined to
ensure balanced growth of all the regions of the State
and strive for welfare and prosperity of the hitherto
neglected sections of the society.
The Speaker said that he
will accord top priority to overcome problems of the
people and he will visit twice a week in his constituency
to look into their difficulties. He expressed his
gratitude and magnanimity for the parents of late Thakur
Gulbadan Singh who donated 8 kanals of land for
construction of PHC at Dhanger.

Health Services, Jammu while speaking on the occasion
said that infrastructure in the shape of staff, medicines
and other things will be provided to the health centre on
priority basis and lauded the parents of the valiant
soldier who donated land for this purpose.
The Chairman Thakur
Gulbadan Singh Committee, Thakur Bartri Singh on this
occasion said that the previous Government had ordered
for setting up of a statute of Late Gulbadan Singh and
conferring of the highest gallantry award to the soldier
which has not been fulfilled so far. The Speaker assured
that he would take up the matter with the concerned at an
earliest.
Director Health Services,
Xen R&B, CEO, CMO and other officers of the Rural
Development Department accompanied the Speaker during the

As per a press release a
charter of demands was presented to the Deputy Chief
Minister. The demands pertained to regularisation of
allotment of land of 1961-62, starting of work on
community hall near Tunnel No 1, Nai Basti, extension of
existing dispensary to 10-bed hospital, shifting of power
station from near Government High School to some safer
place, upgradation of high school to Plus Two level,
provision of street lights from new bridge to Mata
Durbar, starting of work on roads to Cremation Ground,
Shishu Samadhi, Water Tank, Gate and Boom Darains, plying
more mini buses on Bahu Fort route from Panjtirthi,
opening up of vocation centres and repair to roads, lanes
and drains.
Sharma assures
representation to Christians in Council

JAMMU,
Dec 28 : The
Deputy Chief Minister, Mr Mangat Ram Sharma today assured
that efforts would be to give due representation to the
Christian community in the State Legislative Council.
Addressing a function of
Christian community here this afternoon, the Deputy Chief
Minister said that the matter regarding giving
representation to the community would be taken up at the
appropriate level so that it gets represented in the
legislature.
Mr Sharma stated that a
State level convention of this minority community would
be held in February-March next in Jammu where national
level leaders of Congress and other like minded parties
besides activists of the Christians would deliberate on
the problems facing the community and suggest ways and
means to tackle these. Resolutions would also be adopted
for providing reservation to the members of the community
in Government jobs, professional colleges and the
legislature to bring them at par with other reserved
categories.
The Deputy Chief Minister
said that everything possible would be done for socio-
economic development of the Christian community in Jammu
and Kashmir. He said necessary steps would be taken for
ameliorating the lot of the community so that they avail
equal opportunities of development.
A memorandum listing
various demands of the community was also presented to
the Deputy Chief Minister.

Dy CM inspects work on
countrys first
underground aquarium in
Jammu

JAMMU,
Dec 28 : The
first underground aquarium of the country is fast coming
up at the historic and ancient Bahu Fort temple on the
banks of river Tawi in Jammu.
The first phase of the
ambitious Rs. 3 crore project would to be commissioned in
March next. It will comprise museum having different
types of aquatic fauna that would be beneficial for
students of colleges and universities and other
academicians. It will also have a well-equipped
laboratory. So far, over Rs. 1.50 crore have expended on
the project.
This information was given
to the Deputy Chief Minister, Mr Mangat Ram Sharma during
his inspection of the project this morning. He went round
the aquarium and took keen interest in the aqua fauna
kept for display there.
Explaining the salient
features of the project, the Commissioner Fisheries Dr.
N. A. Jan apprised the Deputy Chief Minister that the
work on this prestigious project taken up in 1995 would
be completed in two phases. The first phase would be
completed by March next year while the second phase would
be ready by March 2004.
The second phase will have
aquaria in caves, Singapore type oceanarium and a toy
shop. In addition, it will have well designed charts and
posters depicting biologists, different varieties of
aquarium fishes including see fishes, aquatic eco-system,
etc.
The aquarium-cum-awareness
centre would be a unique one in whole of the country .The
aquarium is being constructed by the JKPCC Ltd under the
consultancy of Design Group of India, Mumbai.
Mr Sharma expressed
satisfaction on the coming up of this ambitious project
and hoped that it would provide added attraction for the
visitors thronging the state besides the student
community.
Mr Gharu Ram, MLA also
accompanied Mr Sharma during the visit.
AMML organises lecture on
Black Taj

Dec 28: Amar
Mahal Museum and Library (AMML) organised a
lecture-cum-slide show on " Black TajMyth or
Reality" by Mr P B S Sangar, Superintending
Archaeologist, Archaeological Survey of India (ASI), here
today. He dealt on the subject in a professional manner
and illustrated his arguments with slides.
Mr Sangar spoke about the
joint Indo-US Heritage Project, for systematic
investigation of Mahatab Bagh, adjoining the famous Taj
Mahal. The Moonlight Garden project has brought together
for the first time in Mughal garden studies, research and
landscapes, architectural history, , archaeology,
paleoethnobotany, hydraulic analysis and architectural
documentation.
This project has
established that the Mahatab Bagh was part of the Taj
complex.
Mr Sangar joined ASI in
2977 and has held important positions and did commendable
job.
AMML has been organising
different programmes to highlight proud cultural heritage
and historical facts. A series of lectures and awareness
programmes are held every month and these programmes have
gained popularity among the people.
Upper House termed as
den of rejected politicians

demands abolition of Legislative Council

JAMMU,
Dec 28: Even as
some politicians have intensified their efforts to get
birth in Legislative Council, the intelligentsia of Jammu
in one voice has demanded abolition of Upper House.
Participating in
interactive session organised by the Jammu and Kashmir
Institute of Public Opinion, intellectual class of Jammu
unanimously termed Legislative Council as burden on
State exchequer and den of rejected
politicians and strongly favoured its abolition.
Addressing the interactive
session, Justice R P Sethi, former Judge of the Supreme
Court of India admitted that it was political matter but
said, "politics is part of our life so we should
discuss all things related to the politics".
Expressing his
reservation over functioning of the Legislative Council
in Jammu and Kashmir, Justice Sethi said that main aim of
Upper House was to give advise to the Lower House.
"But in practice Upper House occasionally sent any
bill back to the Assembly with constructive advise and
suggestion", he regretted, adding, "if one go
through the history of the members of the Legislative
Council one can find only rejected politicians have been
accommodated in the Upper House".
Pointing towards
functioning of the Legislative Council, Justice Sethi
said that most of the time Council has been adjourned due
to non availability of qorum.
In his hard hitting
speech, Justice Sethi said that funds allotted to the
MLCs for the development of their respective areas have
been misutilised. He demanded holding of enquiry and
appointment of a commission to enquire where these MLCs
have utilised their funds. He termed Legislative Council
as irrelevant, unwarranted,
white elephant and den of rejected
politicians.
Speaking on the
occasion, Jammu and Kashmir National Panthers Party
(JKNPP) supremo, Prof Bhim Singh while demanding
abolition of Upper House termed it as a house of
legitimise political corruptions. He expressed his
reservation over nomination policy. Without naming any
nominated member, Prof Bhim Singh said that those who
were out-rightly rejected by the people were nominated as
Member of Rajya Sabha or Members of Legislative Assembly.
He even disclosed how many votes these nominated members
have got during the recently held elections.
JKNPP chief, however, said
that abolition of Legislative Council was impossible
unless State of Jammu and Kashmir will be reorganised.
Member Legislative
Assembly and leader of the Communist Party of India
(Marxist) Mr M Y Tarigami while speaking on the occasion
too supported abolition of the Upper House and termed it
as burden on State exchequer. He argued that rejected
leaders were imposed on the people through Legislative
Council so it should be abolished.
Prof Varinder Gupta,
leader of the Jammu State Morcha, while speaking on the
occasion said that abolition of Legislative Council was
must to bring uniformity in the entire country as far as
the Legislature was concerned. He termed Legislative
Council as white elephant needless
luxury and said that no political contribution has
been made by Upper House so far.
Prof Varinder Gupta,
however, favoured reservation of some seats for some
deprived class to accommodate all people in the
Legislature.
Prof S K Sharma of Law
Department of Jammu University and Mr Kuldeep Sharma,
State president of the Shakti Dal also expressed their
views and favoured abolition of the Legislative Council.
Former Vice-Chancellor of
Jammu University, Prof R R Sharma, in his presidential
remarks, stressed on the need of spreading this
discussion among different sections of the society.
Later chairman of the
Jammu and Kashmir Institute of Public Opinion and
president of Chamber of Commerce and Industries, Mr Ram
Sahai felicitated Prof R R Sharma.
National Sample Survey holds
5-days regional training camp

JAMMU,
Dec 28: Five
day long regional training camp for conducting the 59th
round of National Sample Survey of the field staff of
National Sample Survey Organisation and NSS staff borne
on the establishment of the Directorate of Economics and
Statistics concluded yesterday.
Dr Rattan Lal, Director,
New Delhi, attended the camp as an observer while Mr
Madan Lal, Deputy Director NSSO(FOD) Jammu and Mr R C
Gupta, Superintendent, Northern Zone, NSSO (FOD), Jaipur
acted as experts.
Detailed deliberations on
instructions set volume-I in relation to instructions set
volume II were held during the training camp period in
order to ensure the quality and reliability of the data
to be collected from the field of land and live stock
sample holdings to be covered in this round. The camp was
inaugurated by Mr M K Kakroo, Director, Economics and
Statistics who inspired the Joint Field Staff to work
with dedication and devotion in order to ensure the
quality and reliability of the data collected during 59th
round. The camp was attended by the regional Joint
Directors, Evaluation and Statistics, Jammu, Srinagar,
Joint Director (Evaluation) of the Directorate of
Economics and Statistics, all the district Statistics and
Evaluation officers of Jammu province. The deliberations
of the camp were concluded with vote of thanks.
