Minister for Rural Development and Panchayati Raj
Peerzada Mohd Sayeed today said that disease
pattern is fast changing now-a-days and and
custodians of health are required to update their
knowledge to meet the challenges.
Addressing
Continuing Medical Education in Transfusion
Medicine (CME-TM) programme at Government Medical
College as a chief guest, Mr Sayeed said that
with disease pattern changing rapidly the experts
in medical sciences are also coming up with new
remedies and it is necessary for the doctors to
learn new techniques by arranging such
programmes.
"I hope the
CMP-TM will help the doctors a lot and they will
update their knowledge by way of interactions
with experts from different parts of the country
moreso of Northern India", the Minister said
and stressed that the advance knowledge should
percolate down to para-medical staff for complete
and advanced health care.
Stressing on
creating awareness about blood donation, Mr
Sayeed said that all methods of awareness should
be utilised and services of security forces,
Panchayat members and teachers be utilised for
mass awareness, which is the need of the hour to
meet the requirement of blood consumption.
Speaking on the
occasion, father of transfusion medicine and
retired Professor of PGIMER Chandigarh Dr J G
Jolly regretted that inspite of Supreme Court and
Health Ministrys directives with regard to
safe blood transfusion the overall situation is
pathetic in the country. He stressed on the need
of monitoring all blood banks in the country and
appealed the custodians of Health to impress upon
the Healthy Ministry, Central and State
Governments to provide adequate and trained
manpower.
"In addition
to manpower, State should have disaster
management plan in transfusion medicine and all
facilities with regard to storage, transporation
and equipments should be available to meet any
exigency", the father of transfusion
medicine said.
He stressed on
the need to issue one unit of blood to three or
four persons as the pratice of issuing one unit
of blood to one person is still prevalent which
is further aggravating the situation leading to
shortage of blood. He also called for bringing an
end to the practice of blood and organs sellings
.
Terming the CME-TM
programme as historic event, Dr Jolley said that
the delebrations among the experts are bound to
take certain land-mark decisions and lauded the
efforts of Dr Kum Kum Sharma for organising the
programme for the first time in the State.
In her
inaugural address, Dr Kum Kum Sharma, Head of
Department of Transfusion Medicine, GMC Jammu and
organising secretary of the programme disclosed
that around 90 lakh units of blood are required
everyday in the country but availability is only
of 60 lakh units.
She apprised the
gathering about the activities of the department
headed by her and said that the department is
continously organising blood donation camps in
collaboration with security forces and various
Non-Governmental Organisations (NGOs). "The
department has initiated steps to start MD course
in Transfusion Medicine and will be first
Government run medical college in the country to
start this course", she said.
Mr A R Parray,
Commissioner/Secretary Health and Medical
Education, who was the guest of honour, said that
outcome of the experts delebrations will
help the State and added that blood transfusion
is vital element and needs to be guided
accordingly.
While speaking on
the occasion, Principal Dr H L Goswami said that
at present there is no dearth of voluntary donars
and lauded the role of Dr Kum Kum Sharma for her
continous efforts to bring radical change in the
blood transfusion scenario in the hospital.
He hoped that CME
would help in providing safe blood transfusion to
the needy persons.

Azhar's release, shelter to
Anees condemned
India says Pak has emerged as
safe haven for terrorists

DELHI, Dec 14: India today strongly condemned
the Musharraf regime for releasing banned
Jaish-e-Mohammed (JeM) chief Masood Azhar and
giving refuge to dreaded don Anees Ibrahim
both of whom figure in the list of 20 wanted men
sought by New Delhi and stated that
Pakistan has become a "well-established,
safe haven for terrorists".
Commenting on
reports of the release of Maulana Azhar and
spiriting away of Anees to Pakistan, a
spokesperson of the Ministry of External Affairs
(MEA) said "it is well known that the
Pakistan state and its agencies have been
involved in the building of terrorist
structures".
"We will,
of course, continue to take necessary steps to
safeguard our national security" in view of
Islamabads "ploy to give nationality
to the terrorists", whose deportation was
sought by India to in various cases of heinous
crimes, he said.
While Maulana
Azhar is wanted in the terrorist attack on
Parliament last year, Anees, brother of mafia don
Dawood Ibrahim is required in connection with the
1993 Mumbai bomb blasts that killed more than 250
people. The spokesman said the release of Azhar
was "a mockery of the Pakistani judiciary
system". It was clear that investigation and
charges against him were not pursued with
seriousness by the Pakistani authorities.
Even when he
was in prison, he was allowed contact with his
cadre and to continue with his terrorist
activities. This is not surprising since it is
well known that it is the Pakistan state and its
agencies that have been involved in building
terrorist structure.
The Pakistani
authorities recently released Hafiz Saeed of
Lashkar-e-Toiba and allowed the outfit to
continue its activities under another name. It
was strange that when political leaders were not
allowed to contest the recently-held manipulated
elections, many members of banned organisations
participated in these polls.
Regarding the
release of Anees Ibrahim, the spokesman said
India was awaiting details from its mission in
Abu Dhabi. A team of CBI officials and diplomats
of the Indian mission were in touch with the UAE
authorities, he said.
The action belied
the January 12 statement of General Pervez
Musharraf that no Indian national would be given
asylum in Pakistan. This pointed unambiguously to
the complicity of Pakistani authorities with the
terrorists, he held.
The spokesman said
the Pakistani Government had also sheltered three
well-known Sikh terrorists whose handing over had
also been sought by India. (UNI)

Teen-aged girl commits
suicide
Scooterist killed, 15 injured in
accidents

JAMMU,
Dec 14: One
person was killed and 15 others injured in
separate road accidents whileas a teen-aged girl
allegedly committed suicide at her residence.
According to
police, one person was killed and two others
received severe injuries when a scooter they were
riding on was hit by a speeding bus bearing
registration number JKR-9833 near Shahdara
Sharief, Rajouri.
The scooterist was
killed on spot while pillion riders sustained
severe injuries. They were rushed to District
Hospital Rajouri and their condition was stated
to be critical when reports last came in.
The deceased has
been identified as Karamat Ali, son of Ahmed Din
of Kot Bhalwal, Jammu while injured have been
identified as Mohd Ashiq, son of Abdul Rehman and
Manzoor Hussain, son of Atta Mohd of Thana Mandi.
A case has been
registered in this connection and erring bus
driver was arrested.
In another road
accident, 10 passengers of a bus bearing
registration number JK02B-3439 sustained injuries
when the bus hit a shop near Raipur Satwari under
the jurisdiction of Satwari Police Station.
The injured have
been identified as Kehar Singh, son of Chuni Lal,
Somi Choudhary, son of Yash Pal, Kamloo Devi,
wife of Balwant Raj, Surishta Devi, daughter of
Shama Choudhary, Darshana Devi, wife of Sewa
Ream, Tarsem Lal, son of Krishan Lal, Seema, wife
of Chain Chand, Rekha Devi, daughter of Mulkh
Raj, Balvinder Kumar, son of Harbans Lal and
Bholi Devi, wife of Dev Raj.
The collision
between a scooter and sumo bearing numbers
JK02B-6399 and JK02J-8196 left two persons
critically injured. The injured identified as
Avtar Singh, son of Said Singh and Alok Singh,
son of Gowardhan Singh of Khour have been
hospitalised.
One Harjeet Singh,
son of Amrik Singh of Vijaypur was injured when a
bus collided with a Maruti car. He was rushed to
hospital and his condition was stated to be out
of danger.
Meanwhile, a
teen-aged girl allegedly committed suicide by
consuming some poisonous substance at her
residence. Identified as Nasreen Akhtar of
Dargloon, she was rushed to Sub-District Hospital
Mendhar where doctors provided her stomach wash
treatment. But she could not fight for her life
and died.
According to
police, it was not established as to what
provoked her to take this extreme step.

JSM demands early winding up of
State
Subject Commission

JAMMU,
Dec 14:
Mr Shree Kumar, chairman, Jammu State Morcha, has
demanded immediate winding up of commission on
issue of State Subjects because this had
virtually come to be a source of black-mailing
and harassment to people of Jammu.
As per a release
addressing Morcha activists here today, Mr Shree
Kumar said hundreds of genuine citizens of the
State are being asked to prove that they are
bonafide citizens of Jammu and Kashmir and that
their State Subject Certificates are based upon
fake and factitious documents. Even many senior
citizens of the State and Retired Government
Officers as also the Legislators and Members of
Parliament have been issued such notices on basis
of complaints filed by anonymous persons.
He said the most
intriguing part of whole melodrama is that in
most cases the notices are being issued in Jammu
district.
Mr Kumar said the
manner in which the commission is disposing off
such complaints is also a matter of concern as
senior citizens are asked to produce such
documents which are hardly available in the
revenue record or which have been damaged and
destroyed over the past so many decades.
The JSM leader
said while senior citizens and known figures in
the public life are being asked to prove
genuineness of their State Subject Certificates,
many dubious characters and suspects from outside
the State as also from across the border have
settled in mysterious circumstances in Jammu and
Kashmir and are not being questioned and there
were instances that Government had bestowed seats
in the professional colleges in one category or
the other because of political and communal
considerations.
Others who also
addressed the workers were Messrs Tilak Raj
Sharma, general secretary, Onkar Seth spokesman
and Jagmohan Khanna, secretary.

Retired
Officers Forum discusses problems

Dec 14:
A meeting of the members of the Retired Officers
Forum was held at the State Scouts and Guides
Complex in which Swami Girishanand was the chief
guest while the function was presided over by Dr
J K Sharma, president of the Forum.
According to a
press release, Mr S C Rekhi, general secretary of
the Retired Officers Forum welcomed the
dignitaries/members and highlighted the
activities of the Forum and difficulties being
faced by the pensioners officers who have given
their best of services during their services
career to the state and community. A memorandum
which included the pending demands stands already
placed before the Government.
The main demand
included enhancement of medical facilities at par
with the State in-service officers, grant of
special pension to pensioners after attaining the
age of 65 years and 75 years at par with
pensioners of Punjab Government.
Swami Girishanand,
Chief Guest gave an enlightended lecture on the
role and usefulness of senior citizens in
building a health society. It also provided an
inspiration to the older generation to accomplish
a much needed task for the well being of the
younger generation and the society at large. It
was followed by a discourse on the awareness
about the voluntary and social services with
particular reference to the role of scouts and
guides and senior citizens.
Dr J K Sharma,
president of the Forum in his address, elaborated
the role of senior citizens in the society and
sought the cooperation of the Retired Officers
Forum for speeding up measures to be taken for
their welfare.

College organises debate competition

Sai Shyam College of Education, Ghou -Manhasan,
organised an inter-college debate competition on
the topic " The Indian Culture has enough
potential to face the future challenges of the
Nation" here today.
As per a release,
Dr O S Sudan Director Colleges Development
University of Jammu was the chief guest. He spoke
at length about the human values in general and
Indian cultural values in particular. He was
pleased to note that the college has come up to
his expectations. He offered his compliments to
the management committee members and the
organisers for organising this programme.
Earlier, Dr Sudan
was given warm welcome by the chairman managing
committee, Principal, staff and students of the
college. Dr Usha Thusoo principal of the college
in her welcome address gave the background of the
college and spoke about the programmes which the
college has started.
Dr J L Raina and
Prof Nancy Handoo were the judges on the
occasion. Twelve students participated in the
contest. Miss Manisha, Mr Rakesh Sharma and Miss
Monika bagged first three positions. A
consolation prize was given to other participants
also. An impressive cultural programme was also
presented.
Mr C L Tickoo,
chairman Managing Committee presented a memento
to the chief guest. The programme was compared by
Prof Sunita Kadalbajoo. Prof Anju Kotwal proposed

Regional Institute of Management and Computer
Sciences (RIMCS), a leading Software training
institute in Jammu region opened its franchise
centre at Dayalachak. Mr Girdhari Lal, MLA
Hiranagar, and Mr B R Lachotra, CPO Kathua,
inaugurated.
Mr Lakhvinder
Singh has been elected as director of the RIMCS
branch at Dayalachak. Addressing the gathering Mr
Girdhari Lal promised to provide computer
training to students of those families who are
living below poverty line from his personal fund
as early as possible.

the requirements of the border area people. He
added that steps would be taken to help students

R-Day
arrangements finalized

JAMMU,
Dec 14 : Arrangements
for forth coming Republic Day celebration were
finalized at a high level meeting held here today
with Divisional Commissioner, Jammu Mr. Anil
Goswami in the chair.
The meeting held
deliberations for making elaborate arrangement to
celebrate Republic Day 2003 with full vigour,
enthusiasm and gaiety.
The state level
function will be held at the conventional venue
of MAM Stadium where the Tricolour would be
unfurled by the Governor, Mr Girish Chander
Saxena. This will be followed by impressive March
past by the twenty-seven contingents. These
include eleven contingents of Army, Air Force,
CRPF, BSF, JKAP, IRP, District Police, Auxiliary
Police, Fire Services, Ex- Servicemen, Sports
Persons and National Award Winners and National
Cadet Corps. Besides, this the Students from 16
schools too would participate in the march past
along with the members of belt forces.
The 2003 Republic
Day will also have the participation of as many
as eight musical bands including those of Army,
Police and melodious Flute and Drum Band of
school children.
The Republic Day
celebrations will start with Mangal Dhawni early
in the morning at several places of Jammu City by
the State Information Department.
As a part of these
celebrations several cultural programmes would
also be organized at the Academy of Art, Culture
and Languages, Abhinav theatre. Prominent of
these programmes includes music concert by Radio
Kashmir Jammu on January 24' 2003, Cultural
programme by Cultural Wing of Information
Department on January 25, Ladies Cultural
programme by Youth Services and Sports Department
on January 27 and All India Urdu Mushaira by
Cultural Academy Jammu on January 28. A colourful
cultural bonanza by the students of various
educational institutions too would be held
focussing on the rich cultural heritage of Jammu
and Kashmir.
Government
buildings too would be decorated and illuminated
tastefully on the Republic Day, informed Mr.
Goswami.
The other
arrangements discussed include adequate security,
sanitation, barricading, uninterrupted supply of
power and water, transportation, medi-care
facilities and provision of ambulance, deployment
of traffic staff, fire tenders, seating and
public address system.
The meeting among
others was attended by Senior officers of Army,
para-military forces, Police and Civil
administration.

Floral
tributes paid to Capt P K Gour

JAMMU,
Dec 14:
The annual wreath lying ceremony on the martyrdom
day of Capt P K Gour, Maha Vir Chakra
(posthumous) was organised at village Dodwan near
Dinanagar Pathankote today. Capt P K Gour, an
aircraft pilot from a reconnaissance and
observation flight took part in the 1971 Indo-Pak
war. During the war he undertook several air
missions every day and caused attrition to the
enemy.
On December 14,
1971, he fearlessly engaged the enemy
concentrations with medium artillery fire and
caused havoc and confusion in the enemy lines.
Defeated and demoralised by the gallant action of
this unarmed pilot, the enemy called in his
Pakistan Air Force Sabre jets. Capt Gours
aircraft was engaged by enemy Sabre jets. With
utter disregard he continued directing the
artillery fire and continued to perform this
task. Finally he went down with the aircraft at
village Dodwan.
Capt R K Gour was
awarded a Maha Vir Chakr during the 1971 war
while serving the reconnaissance and observation
flight of the Dhruv formation. In his everlasting
memory, a memorial has been constructed at that
very place where in the true traditions of the
Indian Army Capt P K Gour went down with his
aircraft. He, thus, made the supreme sacrifice as
a true solider for his country.
After the wreath
lying ceremony at the memorial, a get together
was organised for the residents of Dodwan
village. Col NJS Gill, Squadron Commander of the
Army Aviation Squardron (R&O) presided over
the function. School level competitions were
organised in the games of Volley ball and
cricket. The village school has been adopted by
the unit.

Golfer
Mufti likes golfer Farooqs venture

JAMMU: Playing golf is one of
the hobbies of the present Chief Minister, Mufti
Mohammed Sayeed. This information was made public
here the other day by the Mufti himself,
immediately after a female scribe approached him
to know from him his hobbies.
The Chief
Minister, however, didnt find it necessary
to reveal further details on the outdoor game in
which each player tries to hit a small hard ball
into a series of 9 or 18 holes using as few
strokes as possible. The Mufti did recognise the
existing golf course in Jammu city as "quite
good".
One
Gthat is, golffor which
Mufti Sayeed has weakness. Another G-
that is, ghazalalso attracts the Chief
Minister, although not to the level his
predecessor, Farooq Abdullah, is known to have.
The two
political heavyweights, the Mufti and Farooq
Abdullah, differ with each other on numerous
issues. But they seem to be united on one
thingthat is,keeping golf-course here,
there, everywhere in good order.
No wonder then
that Mufti Sayeed chose New Delhi, on December
12, as the venue for offering a sweet puff to
Farooq Abdullah. At a meeting organised by the
FICCI (Federation of Indian Chambers of Commerce
and Industry), the Mufti openly thanked Farooq
for having laid what he termed as "the most
beautiful golf-course in Kashmir". The Mufti
said so as he extended an offer of playing golf
to Indias top echelons of business houses.
Equally loaded was
the Muftis offer of full cooperation from
his Government to the countrys business
community to invest in Jammu and Kashmir. The
Mufti and his Government will have to wait, as
the investor from outside the State will think
ten times before coming forward to make available
funds for different projects in the troubled
territory of J&K.
True, encouraging
signs are visible since the new Government came
into being early last month. But the threat from
terrorists continues not only in the Valley but
also in parts of the Jammu region. This as well
as the unabated militant attacks on security
personnel and their camps are fully known to the
public outside J&K.
Therefore,
reservations or fear in the Indian business
community as well as foreign investors are not
without a basis. Mufti Sayeed was satisfied with
his talks, in Jammu recently, with the US
Ambassador to India, Robert Blackwill. But the US
envoy, at the same time, highlighted the fact:
Foreign investment will start flowing into Jammu
and Kashmir only if peace and tranquility
returned to the State.
If the US
Ambassador succeeded in influencing the Mufti by
his assessment of the situation along the Line of
Control (LoC), Farooq Abdullah, though known for
his pro-West stance, declined to praise the
United States role. A measure of confusion
prevailed after Robert Blackwills
significant statement on the cross-border
infiltration in J&K.
Infiltration of
terrorists, according to Blackwill, is still
taking place across the LoC from Pakistan into
Jammu and Kashmir. The assessment of the Chief of
Army Staff, Gen. S Padmanabhan, on the other hand
was: Infiltration from across the border has
reduced by about 43-44 per cent. Reduced
infiltration on the border for this part of the
year is reasonably good.
Farooq Abdullah
had a different tale to tell. He went all the way
from Jammu to Ludhiana to pronounce his judgement
against the coalition Government headed by Mufti
Sayeed. On December 11, Farooq told mediapersons
that there was an increase in cross-border
terrorism since the Mufti took over reins of
power.
Farooqs
statement on the stepped-up cross-border
terrorism ran against the statement, on the
subject, made in Rajya Sabha, the same day, by
the Union Minister of State for Home, Vidyasagar
Rao. Rao informed the House of Elders
that there has been no spurt in terrorist
activities in a month. This was a clear reference
to the period begining from November 2 when the
Mufti Government was formed in Srinagar.
The Mufti alone is
not in the news these days because of his policy
of "healing touch". Another Kashmiri of
consequence, who has once again established that
he possesses art and craft to magnetize people in
power, is none other than the Chairman of Jammu
and Kashmir Bank Limited,M Y Khan
`MYK to his close associates.
MYK
created history of sorts on December 13. He
successfully wooed Mufti Sayeed to inaugurate
J&K Banks 450th branch at Faridabad
(Haryana). The Mufti,too, took many by surprise
when, in his speech, after inaugurating the
branch of the Bank, he lauded the enviable
achievements of the J&K Bank and the
"untiring efforts" of MY Khan.

State
Govt committed to remove discrimination
with Jammu: PDP

JAMMU,
Dec 14:
Jammu and Kashmir Peoples Democratic Party
(PDP) has assured the border migrants that their
problems will be mitigated as soon as possible.
PDP further assured the people that coalition
Government will remove discrimination with all
regions and sub-regions of the State. These
assurances were given by PDP Rajya Sabha member
Mr Trilok Singh Bajwa and general secretary Mr
Ved Mahajan while addressing public meetings at
Marh block and Biaspur, Seer and Barshal Pur in R
S Pura.
According to a
press release, while addressing the meeting at
Marh, Mr Ved Mahajan said that State Government
was committed to remove discrimination with Jammu
region as equal development of all the regions of
the State was top priority of the new regime. He
said that decision of the State Government to
appoint Chief Secretary from Jammu region and
nomination of Trilok Singh Bajwa as Rajya Sabha
member indicate that this regime was sincere in
doing justice with Jammu region.
Pointing towards
decision of the Chief Minister Mufti Mohammed
Sayeed to himself distribute appointment letters
to the kith and kin of the militancy affected
families, Mr Mahajan said that it was slapped on
the face of those who have launched a malicious
campaign against Chief Minister. He cautioned
people against those forces who are hell bent to
create confusion among masses. He further assured
the people that equal treatment will be given to
all sections of the society in every sphere of
lives.
Mr Trilok Singh
Bajwa, MP, while addressing public meetings at R
S Pura, said that new Government headed by Mufti
Mohammed Sayeed is people friendly which is
sincere in solving peoples problem.
Responding to the memorandum presented by the
public at different places, Mr Bajwa said that
demands putforth by the people will solved. He
assured the people that matter will be taken up
with the concerned authorities.
Mr Bajwa said that
with the installation of the new Government hopes
of the people have been enormously raised. He
assured the people that their problems will be
solved in a phased manner. He asked the people to
strengthen which has the agenda of peoples
welfare.
Mr Baldev Slathia
district president in his address said that Chief
Minister Mufti Mohammed Sayeed is very sensitive
towards the problems of border migrants and
assured the people that all possible steps will
be taken to mitigate their problems.

Shastri Memorial Higher Secondary School
organised sports cum cultural day.
According to a
press release, in the Stackly Race contest Kavita
got first prize while second and third prizes
were went in favour of Aman and Sarthak. Reema
won first prize in Spoon Race contest and second
and third prizes were gone in favour of Vishnu
and Robin respectively.
Simran got first
prize in Forg Race while Shivali and Kunal were
adjudged as second and third respectively in this
race.
In Cycle Race it
was Nitik who won first prize followed by Mehak
and Rahil who won second and third prizes
respectively. Nazia won first prize in
Handkerchief Race while Arti and Vaishali
respectively got second and third prizes.
Palak got first
prize in Musical Race in which Shivam and Shally
got second and third prizes respectively while in
the Rope Race contest Lotiak, Ashia and Kashap
got first, second and third prizes respectively.
In the Simple Jumping contest, Mehak got first
prize while Shivali and Vikas were adjudged as
second and third.
Cultural programme
presented by the students was highly appreciated
by the audience. Tiny tots spreaded a message of
patriotism and unity in the cultural programmes.

Harshdev
for re-orientation of education system

JAMMU,
Dec 14: The Education Minister, Mr. Harshdev
Singh has called for re-orientation of education
system in consonance with the requirement of 21st
century. Chairing a meeting of officers of
Education Department here today, Mr. Singh said
that education system in the State needs
innovative reforms to chisel the fledgling mind
of the future generation for pragmatic results.
He said Government has contemplated various state
and central schemes to expand the horizon of
education so that brain of every child is
illuminated with the candle of education,
imperative for developing homogenous society.
He exhorted the
officers to work with missionary zeal with
holistic approach for the eradication of
illiteracy, which would prove a panecca for, all
the ills gnawing the society.
Emphasizing for
the urgent need of computerization in the
educational curriculum, he said that education is
incomplete without computers and the government
is committed to introduce the same as a
compulsory subject in all the schools. For
properly implementing the Serva Sikshya Abhiyan
and educational gruantee schemes, he said
community involvement has become imperative.
Mr. Singh also
emphasized for vigorous implementation of SSA
& EGS Programme for achieving the goal of
universalization of education. He said that
introduction of English as a medium of
instruction from first standard has also attained
a significance and early measures will be
initiated in this connection.
The meeting also
discussed various programmes including
construction of school buildings under NABARD,
training and engagement of teachers under the
SSA& EGS programmes, with preparation of
perspective plans to be submitted to the
Government of India.
The Director
School Education, Mr. M. S. Khan also spoke on
the occasion.
Joint Director
Education, Joint Director Education (P&S),
CEOs and DIET Principals and other officers of
the department were also present.

Jagmohan Singh Memorial Inter-College
debate contest held

Dec 14: The
2nd Dr Jagmohan Singh Memorial Inter-College
debate was organised by the office of the
Chairman, NSS (Campus), University of Jammu,
Jammu. The topic of the debate was
Globalisation has been a success in India
Context.
According to a
press release, the debate was inaugurated by
Minister of Education, Mr Harsh Dev Singh which
was presided over by Prof R K Singh, Dead
Academic Affairs, University of Jammu. The floral
tributes were paid to Dr Jagmohan Singh by the
Minister of Education, Prof R K Singh, Prof
Lokesh Verma, Prof V K Kapoor and family members
of Dr Jagmohan Singh.
Ms Somanshi
Bhargwa of Luthra College of Education, Jammu won
first prize while second prize was gone in favour
of Ms Manisha Koul of Government College of
Women, Gandhi Nagar. Third prize was won by
Anupriya of the same college.
Government College
for Women, Gandhi Nagar was adjudged as overall
winner of the second Dr Jagmohan Singh Memorial
Inter-College debate trophy.
Consolation prizes
were won by Mridhu Sharma of S V N S Degree
College, Sunderbani, Shilpi Walia of Shivalik
College of Education, Udhampur and Ranjita
College of Education, Jammu. In all 40 colleges
participated in the debate.
Earlier in his
inaugural address, Mr Harsh Dev Singh appealed to
the students to come forward to participate in
good number in such type of activities. He also
paid his tributes to Dr Jagmohan Singh and said
that he was a very famous teacher and able guide
to him as well.

holds conference

NOWSHERA,
Dec 14:
Fourth one day conference of Government Employees
and Workers Federation was held here under the
chairmanship of Mr Om Parkash Sharma. Mr Lekh Raj
Khajuria was the chief guest while the conference
was inaugurated by Mr Kulbhushan Singh Chauhan.
As per a release
hundreds of delegates from different Departments
participated and deliberated on the issues
confronting the employees fraternity.
The issues
deliberated upon pertained to non-release of 3
percent DA instalment which fell due from July
last, regularisation of all consolidated rate
workers, Rehbar-e-Taleem and Rehbar-e-Sehat,
regularisation of all daily wagers/ adhoc
employees of various departments who have
completed seven years service, computerization of
all G P Fund accounts, Pensionary benefit after
20 years of service and Disturbed Area Allowance
to State Government employees.
The conference
also demanded stoppage to discrimination in DPC
meetings.
Others who
addressed the conference included Messrs Lekh Raj
Khajuria, K S Chauhan, Om Parkash, Mohan Lal,
Pishori Lal, Raj Kumar Sharma and S Kulwant Singh
besides others.
It was unanimously
resolved in the conference that work culture be
inculcated among the employees to provide better
service to the people, eradication of corruption
at all levels from top to bottom, aware the
masses regarding the problems to human society.
In the end old
body was dissolved and a new one framed
unanimously with S Kulwant Singh as president,
Kamal Jeet Sharma, vice president, Anil Kumar,
secretary, Inder Parkash as assistant secretary,
Ranjit Chopra as publicity secretary, Swaran
Singh as cashier, Raj Kumar, organisor and
Pishori Lal and Puran Chand as advisors.
Subash Chander and
Jagmohan were elected as presidents for Lamberi
and Seri zones respectively.

EIL bags Panipat refinery
expansion project of IOCL

JAMMU,
Dec 14:
Engineers India Limited has secured Panipat refinery
expansion project of Indian Oil Corporation Limited. The
project involves expansion of the Refinery capacity from
6 MMPTA to 12 MMTPA. The grass-root refinery project of
Panipat Refinery was also executed by EIL.
According to a press
release, EIL will be providing consultancy services for
project management, residual process design, detailed
engineering, procurement inspection and expediting,
tendering, construction management, supervision and
assistance in commissioning for refinery expansion
project.
The units/facilities to be
executed include crude/vacuum unit, straight-run LPG
unit, delayed coker unit, LPG treater unit, sulphur
block, coke handling system, utilities and offsites and a
separate dedicated flare our sour gases.
Besides other major
projects undertaken in the hydrocarbon sector by the
company. EIL has to its credit 35 petroleum refinery
projects including grassroots, revamp and expansions. EIL
has provided its services for 13 out of 14 refineries
existing in India owned by various prestigious like IOCL,
BPCL, HPCL, CPCL, KRL, NRL, MRPL and BRPL.
Nehru Park Police busts vehicle
lifters gang

SRINAGAR,
Dec 14: Continuing
its drive against the menace of vehicle thefts, the Sub
Division Nehru Park Police, Srinagar has busted a gang of
five persons involved in vehicle thefts and recovered
three vehicles which were stolen from different places.
The vehicles recovered
include JK0IF-0979, JK02D-7338 and JK01C-7351. The Police
has asked the owners of such vehicles who have registered
the cases in concerned police stations to contact the
SDPO, Sub Division Nehru Park immediately.
Seeking the cooperation of
the people police also appealed them to report the sale
of their cars to the nearest police stations and help the
police in protecting the masses from such criminals.
The cases have been
registered against all the five persons and they been put
to sustained interogation. The police is confident of
getting more clues.
With their arrest the
police has achieved a breakthrough in the recent theft of
vehicles in Summer Capital.

people

A lesser known in the
politics, but a prominent figure in the hilly district of
Doda, the man who stepped into the J&K Legislative
Assembly is none else, but a man committed to the social
service and welfare of the people from his area.
Contesting elections as an
independent candidate, he emerged as popular voice in the
stronghold of National Conference constituency-Doda, who
remained under the domination of Suhrawardy family for
three consecutive terms. The man, people of Doda sent as
their representative in the Assembly this time, is none
else but Mr Abdul Majid Wani, son of a famous and
respectable Forest lessee of the area, Khawaja Ghulam
Ahmed.
During an informal chat
with Excelsior, Mr Wani said, "I am a contractor and
wanted to remain in my family business but the people
tempted me to rise to the occasion and contest elections
to throw out dynasity rule of Suhrawardys in Doda
and serve the people of rural and remote areas, who
remained neglected by the National Conference regime for
last several years."
Mr Wani, who had bagged
13,799 votes, defeated the sitting Minister and National
Conferences strong candidateKhalid Najib
Suhrawardy. It proved that people wanted a change and
were not happy with the performance of NC representative.
Suhrawardy remained at second position by securing 13,192
votes, PDP candidateGhulam Qadir Wani was placed
third by getting 5753 votes whereas, BJP candidate Swami
Raj at fourth place by securing 4289 votes.
Hailing from remote
area of Bharath in Doda, Mr Wani had his early schooling
from Bharath village. He studied upto 12th standard in
Govt Higher Secondary School, Doda and thereafter,
started assisting his fatherKhawaja Ghulam Ahmed in
contract work. His ancestors are renowned forest lessees
in district Doda and command lot of respect in the area.
Recalling the visit of
late Prime Minister, Mrs Indira Gandhi to Doda town once
when he was a teenager, Mr Wani said he was highly
inspired from her qualities. "I was highly impressed
when I saw Mrs Gandhi pointing towards an old women
struggling in the crowd to reach and narrate her woes to
the then Prime Minister. I supported the old lady upto
the Prime Minister who issued on the spot instructions to
the heads in the Administration to provide immediate
relief to that victim. That was the incident which
developed a sort of inclination in my mind to join
politics but as I turned busy in my business, I left the
idea of joining politics," he maintained.
For the last so many
years, the past ruling Governments did not pay much
attention towards the Development of this hilly district.
Especially the remote and rural areas remain neglected
and the people are still living virtually in
pre-independence era. The rural areas need immediate
relief on account of education, health and communication
facilities. Several remote areas are yet to be
electrified while many villages in Doda are still waiting
for the proper and hygienic water supply to them.
Like few other leaders of
Doda, Mr Wani too, feels that Chenab Valley Hill
Development Council be set up for the overall development
of the district. This autonomous body will definitely
ensure the better welfare of the hilly district of Doda.
The experiment in district Leh has been proved as success
but there is still more to do in this regards to end the
unnecessary interference of Government in the functioning
of the LAHDC.
Referring to the
sufferings of the people who fell victims to militancy,
Mr Wani said that though Mufti Government is doing a lot
and even past Government also did enough as per its
capacity, yet a large number of people still remain
unattended. They too, need healing touch from the new
Chief Minister.
He said a large number of
security personnel have also lost their lives in
militancy related incidents. Mr Wani criticised the
Government for awarding honouring the martyrs with medal
and Shawl at a recent function in Jammu (DPL) and
suggested that Government must fix a quota of jobs for
the dependents of the police personnel killed in
militancy related operations in various departments. Such
act will provide further social security to the police
personnel and also raise their morale.
Enlisting his priorities
for the constituency, Mr Wani said several areas like
Gundna, Bhagwan, Marmat which remained neglected in all
respects with given immediate attention. The people are
living under pitiable conditions and they need all the
basic amenities. The water supply schemes, road
communication, health and education will be his top
priorities besides promotion of tourism, industry and
providing maximum job avenues to the unemployed people in
Doda.
Mr Wani is quite
hopeful of completion of full term of this coalition
Government headed by Mufti Sayeed and says that as per
the agreement and the agenda in the Common Minimum
Programme, the sentiments and the priorities of the
Independent legislators, will have to be taken care of by
the Chief Minister. He further claimed that as per the
agreement, all the Independent MLAs will have to be
accommodated in the Ministry. The group of Independents
is the part of coalition Government plays an important
role in the new dispensation, he maintained.
