Mufti firm on national
consensus, says Ill
not make issue with any
party

DELHI, Dec 12: Asserting that he would strive to
evolve a national consensus on Kashmir, J&K
Chief Minister Mufti Mohammad Sayeed today said
that he and his coalition Government alone cannot
achieve the objective of achieving durable peace
in the State.
Speaking during
the interaction after delivering his address on
Kashmir: a new ray of hope, at FICCIs
function here this afternoon, Mufti Sayeed ruled
out his Government making issue with the Centre
and any political party including NC on any
subject. He said he believed in transparency and
would not like to do anything under the cloak of
secrecy. After formation of the coalition,
necessitated by the fractured mandate in the
recent historic elections, he called on the Prime
Minister and Deputy Prime Minister and apprised
them of their agenda, of which healing touch is
the corner stone. He said, he is not
defensive on any issue, be it release of
innocents and political prisoners or
rehabilitation of victims of militancy including
the orphans of killed militants. I
had told the Prime Minister Mr. Atal Behari
Vajpayee that the killed militants did not seek
permission from his children before picking up
the gun. And it is the duty of the State to look
after their education, he added.
He also
narrated how at various places the victims of
militants were overwhelmed when he handed over
appointment letters under SRO 43, that were
pending for many years. They need compassion,
love and attention, which his Government is
providing.
Lauding the
healthy growth of vibrant federalism in the
country over the years, he said, federalism is
gradually getting strengthened with states
seeking economic independence through direct
investment from international agencies. We too
want such investment for economic betterment of
our people. He said, he is sure that had Mohd.
Ali Jenah alive today he would have repented for
pursuing misconceived two-nation theory. He said
that while a State cannot be made on religion,
Indian federal structure has generated a new
confidence even among the people of J&K.
He said recent
elections that voted out a Government are the
result of flowering democracy of India. It has
gone down well in the minds of the people of
Kashmir that Governments are no longer made
or removed by New Delhi but the power is vested
in them. This is an unbelievable achievement for
the people of the valley, as they perceived it
today. He said the fractured verdict at the
elections is, in fact, in the interest of the
people of the State and the country because
different parties representing different regional
aspirations are working together, accommodating
each others point of view to deliver better
governance to the people. He said there are no
differences between the alliance partners and we
would carry on with our task with single-minded
approach to help the people tormented due to
unfortunate situation.
Responding to a
specific query about promotion of commercial
films as part of overall plan for normalcy, he
said, he is looking forward investment in every
field, adding that investment in Jammu and
Kashmir is in fact investment in peace.
Mufti
Sayeeds extempore speech was widely
appreciated by the captains of the industry and
they assured full support in redeeming his
pledges.
Earlier, the
President of FICCI Mr. Rajendra S Lodha welcomed
the Chief Minister and listed projects that could
be of interest for outside investment. He also
presented to the Chief Minister a copy of the
report prepared by FICCI on horticulture and
agro-based industry in Jammu and Kashmir.
Dr. A C Muthiah,
President elect of FICCI thanked the Chief
Minister for his illuminating address and said
that the ray of hope generated by Mufti Sayeed
would ultimately be transformed into a reality.

death anniversary

Dec 12:
The president J&K Sadiq Memorial Committee
and Senior Congress leader, Mr Rafiq Sadiq today
chided his party leaders for forgetting the man
who was responsible for bringing the Congress
Party in the State of Jammu and Kashmir.
Presenting the
vote of thanks at a function organized in
connection with observance of 31st death
anniversary of Late Ghulam Mohammed Sadiq, the
former Chief Minister, here this evening, Mr
Rafiq regretted that the leaders who are today in
chair because of him, have totally forgotten this
great leader and visionary.
He said "I
have realized that by inviting the Ministers in
todays function, a great blunder was done
by me because instead of paying tributes to the
late leader who has contributed a lot in
strengthening the democracy in the State, they
preferred to meet Congress chief Mrs Sonia Gandhi
at Delhi as their chair was in danger".
"I had
invited the Chief Minister, Mufti Mohammed Syeed
to grace the occasion, but he informed me in
advance that he was pre-occupied with some other
engagement in Union Capital and pleaded that he
could not attend the function", he said.
And later, "I
approached the Deputy Chief Minister and senior
Congress leader Mr Mangat Ram Sharma who showed
his willingness to grace the occasion but two
days prior to function he informed me that he too
was unable to attend it due to some other
engagements".
This is the sorry
State of affairs for a Party which could not
remember one of its towering personalities who
had contributed a lot in making the Congress
culture common in Jammu, Mr Rafiq regretted.
Expressing his
dismay over the role of the Congress leadership,
he said even the Party could have forgotten
Mahatma Gandhi and Pt Jawahar Lal Nehru had their
death and birth anniversaries not been observed
on Government level.
Earlier, rich
tributes were paid to Late Chief Minister by
former Minister and senior Congress leader, Mr
Mohammed Ayub Khan who termed him (Sadiq) his
political Guru.
He said late G M
Sadiq was a towering personality and great
visionary for whom the politics was a worship.
He was a true
democrat, a man of principles and good ideas who
throughout his life never compromised on secular
principles and served the people of State till
his last breath with dedication and honesty.
Had this great
leader survived for more years, the history of
Jammu and Kashmir would have been quite different
today, he said.
Recalling the
services of this great thinker, Prof Jagan Nath
Azad, who chaired the function, said the politics
of Late Sadiq was of humanity and not of
communalism and regionalism.
He said the former
CM of J&K being a renowned intellectual, was
fond of reading good books on varied subjects.
Prof Azad also
stressed that preservation of two papers read on
life and contribution of late Sadiq be preserved
in the form of magazines and news paper articles.
Rich tributes were
paid to Late leader by Prof Rita Jitender who
said that she was highly impressed by the high
qualities this great son of J&K was having.
She said apart
from other qualities late leader was a true
believer in the principle of gallantry and women
employees were given due respect during his rule.
Earlier Mr Hasrat
Gadha, general secretary Fankar Cultural
Organization J&K and Prof M R Puri former
Vice Chancellor Jammu University read papers on
the life and contributions of Mr Sadiq.
They highly
eulogized his role in strengthening the
progressive movement in Jammu and Kashmir despite
facing many odds and hardships.
Mr Gadha
recalled how Mr Sadiq developed a link with the
progressive writers and intellectuals of the
country at that time. The progressive democratic
movement gained a momentum under his stewardship,
he added.
Prof Puri who
termed Late Sadiq a great educationist, recalled
some steps taken by him in reforming education
system at that time. He said the fragrance of his
cultural and political values still prevails in
the State. His convictions sustained him while
others were waylaid.
He said present
Chief Minister Mufti Mohammed Syeed is a product
of that School of thought which was founded by Mr
Sadiq.
On the
occasion, Dr Jitendra Singh, a renowned
diabetologist was awarded for giving a new
concept regarding the stress diabetes to the
world.
Among others who
were felicitated for their best contribution in
respective fields included Prof. M R Puri, Syeed
Shabir, New Editor D D, Jammu, Sham Kaul senior
journalist and Prof Assad-Ullah, an Urdu scholar.
Dr Balji Nath Pandita, a renowned Sanskrit
Scholar was also awarded in absentia and Hasrat
Gadha was presented life time Sadiq Memorial
Award for his services.
The programme was
conducted by Mr Mahesh Gupta, former President
Lions Club Jammu. Among others Congress leader
Pradhuman Singh, NCP State chief Th Randhir
Singh, Congress spokesman, Ravinder Sharma, Party
leader Ajay Tony and general secretary Pir
Panchal, K K Raina its patron N Hangloo were also
present. Earlier floral tributes were paid to
late leader.
At another
function organized by Hind Mazdoor Sabha here
today rich tributes were paid to late leader of
the state. The function was chaired by Sabha
J&K chief Mr Sat Paul Sharma.

Two killed, 11 injured in
mishaps
Driver roasted alive as truck
catches fire

JAMMU,
Dec 12: A
driver was roasted alive at village Rakh Badui
while as a two persons were killed and 11 others
injured, four of them critically, in three
separate road accidents.
According to
police, a driver was roasted alive at village
Rakh Badui under the jurisdiction of Bari
Brahamana Police station late last night when a
truck in which he was sleeping caught fire.
The victim
Kamaljeet, son of Mulkh Raj of village Rakh Badui
had parked the vehicle bearing registration
number JK02G-5961 at village Badui and himself
went for taking dinner at his residence at around
1100 hours.
After having
dinner, the driver came back to sleep in the
truck as the vehicle was loaded with spare-parts
of the auto-mobiles and he didnt want to
leave the truck unattended due to the fear of
theft.
At around
mid-night, the villagers heared sound of cracker
bustings and came out only to find truck in
flames. They immediately rang up Bari Brahama
Police station and a police team headed by SHO
Inspector Kuldeep Khajuria rushed to the spot
alongwith fire extinguishing squad.
The fire was
completely extinguished after about half an hour
long operation but by that time the driver had
burnt badly. The charred body was shifted to
Government Medical College hospital.
A case under
Section 174 RPC has been registered and further
investigations were on.
Police didnt
rule out the possibility of some miscreants
having set the truck on fire.
Meanwhile, a
scooterist was knocked to death by a mini-bus at
MLA Hostel crossing this evening. The victim was
on scooter bearing registration number JK02B-564
when a mini-bus coming from the Parade side
knocked him down.
The police
personnel deployed outside the MLA Hostel
immediately caught hold the mini-bus driver and
shifted the critically injured youth to hospital.
The youth was pronounced as brought dead by the
doctors in the hospital.
A case of causing
death due to negligent driving has been
registered against the erring mini-bus driver
identified as Rajinder, son of Puran Chand of
Nagrota Gujroo, at Bus Stand Police Station. The
vehicle was also seized by the police.
Identity of the
youth was not established when reports last came
in.
In another road
accident, one person was killed and six others
received severe injuries when a bus they were
travelling in skidded off the road and rolled
down. The vehicle bearing registration number
JK02F-3983 was on its way to Bakori from Budhal
when met with accident.
All the injured
were rushed to District Hospital Rajouri where
doctors pronounced one of them as brought dead.
The deceased has been identified as Ghulam
Mohi-ud-Din of Dandore. The condition of injured
was out of danger when reports last came in.
In yet another
road accident, a motorcyclist received severe
injuries after he was hit by a tipper number
JKQ-7489 at Mungfali Chowk, Sarwal.
Police said that
the tipper driver lost control over the vehicle
while negotiating a curve as a result of which it
first hit a motorcyclist and then electric pole.
The injured has
been identified as Kashmir Chand, son of Thakur
Chand of Karan Nagar.
Meanwhile, four
persons sustained injuries, two of them
critically, in a collision between a motor-cycle
and a Tanga at Bale-De-Bagh under the
jurisdiction of Akhnoor Police Station this
evening.
Police said that
three persons were riding on motor-cycle number
PB08R-4729 when the two-wheeler collided with a
Tanga at Bale-De-Bagh. Due to the collision, the
Tanga Wala also fell on the road side and
sustained severe injuries.
All the injured
were rushed to hospital by pedistrians and
condition of two of them was stated to be
critical when reports last came in. Two of the
injured have been identified as Afzal of Mawa and
Deepak, son of Munshi Ram of Bhalwal Brahamana.
Identity of two of
the injured was not established till late this
evening.

Presentation Convent holds
painting competition

Dec 12: An inter -school painting
competition was held in Presentation Convent
School on Wednesday in collaboration with Nehru
Bal Sangh.
It was sponsored
by ECIL-ECIT a Government of India enterprises,
Computer Education Division. Five schools nearing
50 students participated in the competition. The
Judges were Messrs Ajay from Fine Arts, Mrs
Virender and Mr J S Chauhan.
The topic for the
competition was national Integration and the
children had expressed the theme extremely well
in colours and concept.
Speaking on the
occasion, Mr Chauhan applauded the hard work and
talent shown by the students and various art
teachers of participating schools, i.e J K Public
School, Carmel Convent School and Kendriya
Vidyalaya.
Later the prizes
were distributed by the chief guest and Principal
of the School Sister Phyllis.
In the junior
category Presentation Convent School, J K Public
School and Carmel Convent School bagged
first,second and third prizes respectively.
In senior Category

Beig for
introduction of professional education

Dec 12:
The Finance Minister Mr. Muzaffar Hussain Beig
today inaugurated an additional block constructed
at a cost of Rs. 72 lakhs. The block has been
constructed to introduce diploma course for mass
communication, video production and information
technology.
Speaking on the
occasion the Minister underscored the need for
introducing vocational education side by side
with the existing syllabus and curriculum so that
avenues for tackling unemployment problem could
over come to a great extent.
Lauding the
efforts being made by the college management in
starting IT and Mass Communication like
vocational subjects, the Minister hoped that it
will go a long way in promoting talent and
professional skill.
Referring to the
significance of education, Mr. Beig enumerated
steps being taken by the Government for
universalization of elementary education adding
that hundred per cent child population is being
brought under the programme. He said that the
literacy is imperative to improve socio economic
profile of the people.
Later the Minister
awarded the students who performed well in
different disciplines. He also gave away prizes
to the teams which participated in inter college
tournament concluded in the college recently. Mr.
Beig announced a grant of RS. 30,000 in favour of
the teams of Budgam and Kupwara for procurement
of sports goods.
The MLA Ghulam
Nabi Lone and District Development Commissioner,
Baramulla were also present on the occasion.

Shastri
releases short story book of Raj Rahi

JAMMU,
Dec 12: J&K Academy of Art, Culture and
Languages organised a special function in which a
short story book titled "Jinda Shaheed
written by Raj Rahi was released by veteran Dogri
poet and writer Prof Ram Nath Shastri.
As per a release
while releasing the book, Mr Shastri spoke about
writing techniques adopted by the author. He also
spoke about contribution of writers hailing from
Reasi and its adjoining areas like Som Dutt
Sugam, Rajesh Ajnabi, Kartar Singh, Ishwar Dass
Chanchal, Bishan Dass Gharia and Gopal Krishan
Komal.
During the
function, Dr Gian Singh, Editor Sheeraza Dogri,
presented a paper on the stories of the author
and delineated the problems dealt in this
writing. The paper was appreciated by all. Prof
Shiv Nirmohi also presented a paper on the life
and personal experiences of Mr Raj Rahi. Author
of the book read his recent short story which was
also appreciated by the listeners.
The Book release
function started with welcome address presented
by Secretary Cultural Academy Mr Balwant Thakur
and concluded with vote of thanks by Mr Om
Goswami, Additional Secretary of the Academy. The
proceedings of the programme were conducted by Dr
Gian Singh, Editor Dogri in the Academy.

organises workshop in Science College

Dec 12: A two-day workshop on "Youth
and Healthy Life Style" organised by NSS
wing of Govt Gandhi Memorial Science College
concluded here today.
According to a
release, Prof J R Rathore, (Ex-Registrar) was the
chief guest on the occasion. Dr Kuber Singh, NSS
Programme Officer presented the report of the
workshop held on December 11 and 12. Prof Rathore
gave away the prizes to the winners in symposium
and poster competition related to the topic.
The prize winners
in the symposium included Rajiv Padha and
Vinod Kumar ( both Ist prize), second prize was
shared by Ms Hemangi and Rahul while third prize
went to Mr Sandeep Sharma.
In poster
competition, the winners are Mr Monu Khera,
Neeraj Sharma and Vishal Singh for first, second
and third prize, respectively.
Prof Rathore
expressed his pleasure to visit this college as
he studied here and then was appointed as
lecturer in the same College in early fifties.
The proceedings on
the first day of the workshop commenced with
Saraswati Vandana followed by introduction about
workshop by Dr Kuber Singh, Programme Officer,
NSS. The second day proceedings started with
lecture by Singh on topic Role of
community to develop healthy life style among the

AAC
activists join Qureshi group
SRINAGAR,
Dec 12: Four activists of Awami Action
Committee, a constituent of Hurriyat Conference
headed by Mirwaiz Moulvi Umer Farooq, today
announced their decision to join pro-independence
Democratic Liberation Party led by Hashim
Qureshi.
Mohammad Yaseen
Bhat, Bashir Ahmad Lone, Shakeel Ahmad Khan and
Manzoor Ansar said they were parting ways with
the AAC because of "ideological
differences".
"We want
independence for entire Jammu and Kashmir,
including areas held by Pakistan and China,
whereas AAC has a different view on the subject
and favours merger of Jammu and Kashmir with
Pakistan," Bhat told reporters here.
General secretary
of DLP Manzoor-ul-Islam welcomed the four and
said his organisation would work for the peaceful
resolution of Kashmir issue.
Bhat, a former
militant of Ikhwan-ul-Muslimeen, joined AAC in

Jammu
bar protests transfer of tainted
judge
JAMMU,
Dec 12: Work at different courts in Kathua,
Poonch, Rajouri, Udhampur and Doda districts of
Jammu region including the State High Court and
local courts here, was paralysed for the second
consecutive day today in protest against the
transfer of a tainted judge from the
Karnataka High Court to the Jammu and Kashmir
High Court.
The no
work clampdown follows a call for a
three-day token strike by the Jammu Bar
Association here yesterday.
In its meeting
yesterday, presided over by its president Ashok
Vijay Gupta, the Bar Association passed a
resolution saying "the Bar Association Jammu
has viewed with serious concern the reports
appearing in the media regarding the proposed
transfer of one of the judges of the Karnataka
High Court, facing allegations of misconduct, to
the High Court of Jammu and Kashmir."
Advocates also
decided to meet again after 15 days to
study the development over the issue
and take suitable steps in this regard. (UNI)

Pak card cant be ignored
Political class in J&K
favours conciliation

JAMMU: The tangled skein of
Kashmir politics continues to be a reality.
However, the political scenario in Jammu and
Kashmir now is not what it used to be until
recently.
It would be
holding the stick from a wrong end if an attempt
was made by anyone to ignore or under-estimate
the prevailing rigidity in a section of the
States political class with regard to
future political set-up of the region. At the
same time, it would be relevant, and important,
too, if a pointed reference was made to a visible
change in the thinking of a sizeable section of
this political class.
This section
favours conciliationconciliation with
Pakistan, conciliation with the
misguided individuals and groups and
conciliation with the restive members
of the alienated tribe the new Chief
Minister, Mufti Mohammed Sayeed, and his
Peoples Democratic Party (PDP) talk of,
almost every day, since the formation of the
coalition Government in the State on November 2.
The Mufti is not alone, considering the
commitment of the Congress party to every word,
every sentence in the much-touted common minimum
programme (CMP) of the coalition Government.
True, the
23-party conglomerate in the Valley, better known
as the All Party Hurriyat Conference, has not so
far allowed any major change in its pro-Pakistan
perception and policy. But there is some
flexibility in the approach and attitude of some
members of the Hurriyat towards New Delhi, after
a new leaf was turned in Kashmir history by the
average Muslim voter during the recent battle of
the ballot.
In this
connection, mention can be made about Maulvi Umar
Farooq, senior Hurriyat leader, and Mr Sajjad
Lone, chairman of the Peoples Conference.
If Mr Lone has been found reluctant to toe the
line of hard-liners within the Hurriyat
Conference, Maulvi Umar Farooq doesnt seem
adamant on his earlier stand, namely, talks
involving India, Pakistan and Kashmiri
representatives at the same time.
Maulvi
Umars flexibility is important as, instead
of using the expression "Pakistan first and
others later", he has, at last,chosen to
talk of the talks between the Government of India
and Kashmiri separatist groups first and then
involving Pakistan at a later stage. The Maulvi,
it requires to be mentioned here, is not an
ordinary leader in the Valley, if one were to
take into account the solid constituency his
Awami Action Committee has labouriously built
over the years.
Gone are the days
when the tallest among the Kashmiri politicians,
Dr Farooq Abdullah, refused to highlight the need
of resumption of the stalled dialogue between
India and Pakistan. More often than not, till his
National Conference Government was voted out of
power on October 10 this year, he wanted the end
of cross-border terrorism first and then holding
talks between New Delhi and Islamabad. Dr Farooq,
whose National Conference is also a constituent
of the present BJP-led coalition Government at
the Centre, seemed somewhat inspired by Mr LK
Advanis standpoint vis-a-vis Pakistan, the
"breeding centre for anti-India subversives
and terrorism".
Within days of
having started going about as former Chief
Minister of J&K, Dr Farooq Abdullah chose to
discuss Pakistan in a different way, using
conciliatory language. He took many by surprise
as he began to advocate the need for talks
between India and Pakistan for a peaceful
settlement of the Kashmir problem. He cannot be
faulted for his altered thinking or strategy,
considering the fact that the Pakistan card is
very much there and it cannot be ignored or
brushed aside.
If the father
decided to reckon the fact of the existence of
the Pakistan card, his son too didnt lag
behind. Clearly, the son, Mr Omar Abdullah, was
unwilling to expect a lasting solution to the
Kashmir problem without Pakistans
involvement and support. Mr Omar Abdullah may
appear, or may be treated, as a novice in the
field of politics, but his importance requires to
be studied in the context of the fact that he is
not only the president of the States
premier political organisation, National
Conference, but also Minister of State for
External Affairs.
Hence, it would
be relevant for both accessionists and
separatists to ponder over his unambiguous
message: "We have to involve Pakistan in
dialogue process to resolve the Kashmir
issue".
Freedom of
expression cant be denied to those who
insist on the need for the India-Pakistan talks.
At the same time, freedom of expression has to
ensured in respect of those who oppose such an
experiment at a time when Pakistan hasnt
stopped cross-border terrorism and infiltration.
The Prime
Minister, Mr Atal Behari Vajpayee, may have
committed himself to allowing and encouraging
dialogue process between the Centre and different
sections of the J&K populace, including the
newly-elected members of the Legislative
Assembly. But he cannot be forced to withdraw his
Governments decision to talk to Pakistan
only after that country brings to an end the
on-going cross-border terrorism and anti-India
propaganda and activity.
Message, in this
regard, has, happily for New Delhi, been taken
due cognizance of by major international players,
such as the United States, Britain and Russia.
Pakistan may enjoy its position as Americas
"stalwart ally", but it has failed to
resist the pressure from Washington, London and
Moscowall calling for effective measures by
Islamabad to end cross-border terrorism to pave
way for a purposeful dialogue with New Delhi.

Mangat
Ram Sharma defends release of militants
NEW
DELHI, Dec 12: Defending release of a
"few" militants by the Jammu and
Kashmir Government as a step in the "larger
interest" of the nation and the State,
Deputy Chief Minister Mangat Ram Sharma today
said if the released persons were found
disturbing law and order, the Governments
hands were "not tied".
Sharma, a senior
Congress leader, also said that the month-old
PDP-led coalition Government was functioning
smoothly and had launched welfare schemes to
provide succour to those affected by militancy.
"Our
intention is to restore peace and win over the
alienated sections of people. We want to create a
tension-free atmosphere in the State and release
of militants is a step in this direction,"
he said here while explaining the reasons behind
the release of six militants, a move which was
criticised by the Centre and BJP.
Asserting that
only a "few" militants had been
released by the Government, Sharma said
"they are under watch and if they tend to
disturb law and order, the Governments
hands are not tied."
Stating that the
Congress intentions could not be doubted,
he said the move was taken in "larger
interest of the nation and the State".
Sharma expressed
confidence that such a move would create
Governments goodwill among the masses and
bring people closer to the administration.
"Anybody not cooperating will be exposed and
attract the wrath of the common people," he
said.
He also described
the release as a measure to pay back the
"nationalist and secular" people of the
State who defied terrorist threats and braved
militant attacks to cast their votes.
"These forces
need to be strengthened," the Deputy Chief
Minister said.
As part of its
move to win over people, the Government had also
initiated various other welfare measures,
including giving employment to the kins of
militancy victims and improving infrastructural
facilities, he said, adding decentralisation of
powers to the Panchayats was also in the offing.
Sharma said the
Government had taken steps to improve power and
water supplies.
About 4000 new
schools are being set up and many are being
upgraded to provide a school within one
kilometre, he said, adding the move would also
generate employment as locals would be recruited
in these institutions.
Facilities in
hospitals are also being improved, he said. (PTI)

Nagrota highlights demands of constituency

JAMMU,
Dec 12:
Expressing serious concern over prevailing
conditions of the Nagrota constituency, Mr Jugal
Kishore Sharma MLA, has said that the people of
Nagrota segments have been faced with various
difficulties and problems.
As per a release
the MLA said that there was acute scarcity of
drinking water in the constituency represented by
him. He asked the PHE Department to immediately
look into the matter and demanded digging up of
rig hand pumps in different area like Jhajjar
Kotli, Challana, Balad, Kanyala, Jandrah, Dhan,
Dami, Sakoon, Kupper, Bajalta, Golati, Rabta and
others.
He also expressed
concern over the functioning of educational
institutions and said that in many schools there
was no adequate staff and even teachers remain
absent for days together and the students suffer
the most.
Mr Sharma made
special mention of Higher Secondary School
Mathwar where there is acute shortage of staff
and High School Kanna Chargal had no headmaster,
but authorities concerned were least bothered. He
added that students of these institutions may
resort to agitation if needful was done
immediately.
He demanded that
upgradation of schools in Nagrota be given top
priority as the area continue to be neglected by
successive Governments as the elected
representatives of the area earlier have
seemingly failed to project their demands.
The MLA suggested
the authorities to formulate a comprehensive plan
for Nagrota constituency so that people of the
area could heave a sigh of relief.

awarded life term in murder case

JAMMU,
Dec 12:
Additional Sessions Judge Jammu, Mr Hari Om Singh
has awarded life imprisonment to two accused,
facing trial in a murder case.
In his 54 page
judgment, Mr Singh observed that the prosecution
has proved that the accused Joginder Singh and
his son Jasbir Singh of Gole Gujral,facing trial
since 1991, were responsible for having committed
murder of Rashpal Singh alias Babloo. The third
accused in this case Harjeet Singh is
absconding since the date of occurrence of this
murder and has been proceeded under Section 512
CrPC.
The court observed
that from the perusal of the entire record on
file, it comes from the evidence furnished by the
prosecution during trial, that Rashpal Singh
alias Bablu of Malikpur R S Pura had gone to Gole
Gujral Camp on October 11, 1991 to attend the
marriage of Pritam Singhs daughter. In the
evening, deceased Rashpal Singh was returning
from his mothers sisters house, and
when he had reached near the shop of accused
Joginder Singh and Jasbir Singh, the accused who
were sitting at the shop, caught hold of the
deceased. He was stabbed by using
"Chhura" and "Kirch". The
deceased had initially managed to get free from
the clutches of the accused, but was again
over-powered near a canal. He was again stabbed
till he died. The accused later managed to flee
from the scene.
While awarding
life term to two accused, it was observed that
the prosecution has in support of its case
examined 11 witnesses, out of whom Raghubir
Singh, Jaswant Singh, Satinder Singh and Inderjit
Singh were witnesses to the occurrence. All of
them have unanimously supported and proved the
case of the persecution, the Judge held.

LPEF
holds dharnas, takes out procession
to highlight demands

JAMMU,
Dec 12:
A largely attended dharna and procession of
employees and daily wagers of Samba tehsil was
held at Vijaypur, under the chairmanship of Mr
Achaldev Singh, president Low Paid Employees
Federation.
As per a release
the Federation demanded immediate release of DA
due from July last, enhancement in daily wage to
Rs 100, medical allowance to Rs 300 per month and
regularisation of Daily Wagers.
Mr Abdul Majid
Khan, president LPEF, while addressing the
gathering said that employees and other sections
of the society were suffering due to rising cost
of living. The Federation has apprised the State
Chief Minister about employees burning
problems and sought immediate redressal of the
same at an earliest. Mr Bal Krishan Sharma was
the stage secretary of the function.
Employees of
Education Department, Social Forestry,
Irrigation, PHE, electricity, Block Development
and Health participated in the dharna and rally.
Messrs Sandokh Chand, Chander Shekhar, Joginder
Singh, Som Dutt and Sehdev Singh were also among
those who addressed. They demanded grant of two
and a half days extra salary to employees
of PHE, PDD and adjustment of Social Forestry
employees in the Forest Department after its
winding up.

Chander
Bhaga High School celebrates annual day

JAMMU,
Dec 12:
Chander Bhaga High School, Akhnoor celebrated
annual day in which Mr Madan Lal Sharma, MLA was
the chief guest, while Mrs Veena Kumari, ZEO
Akhnoor and Mr Vijay Gupta, Vice Principal Higher
Secondary School Akhnoor were the guests of
honour.
As per a release
the chief guest inaugurated Computer Lab
established in the School in collaboration with
SSI Computer Education, Akhnoor.
Mr O P Gupta,
Principal of the school, presented annual report
and highlighted the achievements in academic and
non-academic spheres during the sessions. He also
expressed that there was need to put in joint
efforts by the school management, staff, parents,
local NGOs, to bring about over all development
of the institution.
He also brought to
the notice of the chief guest the problem caused
by the inflow of drain water into the school,
which was causing great hindrances in carrying
out games and sports activities the most.
The students of
the school presented a colourful cultural
programme which included Saraswati Vandana, group
dances, solo dances, skits and folk songs.
Speaking on the
occasion the chief guest Mr Sharma lauded the
performance of the students and wished the
institution to flourish in all spheres in the
days to come. He also assured that he would
direct the Notified Area Committee Akhnoor to
solve the problem of drain water that flows into
the school. He assured the audience that as a
representative of the area he would try his
utmost to bring about over all development of the
area.
Vote of thanks was
presented by Mr Raman Gupta, the president of the
management committee of the school.

Sawhney
conducts tour of Jammu East constituency

JAMMU,
Dec 12: Mr Yogesh Sawhney, MLA Jammu East,
accompanied by Municipality officials including
Health Officer Dr Anwar Chowdhary and Junior
Engineers, visited interior localities of the
City namely Mohalla Paharian, Gali Khilonian,
Gali Afghan, Kali Janni, Peer Mitha and Gujjar
Nagar areas.
As per a release
the MLA took stock of the hygiene and sanitation
problems being faced by the inhabitants. The
people complained that their areas are not being
cleaned regularly which was causing health
hazards for them.
Health Officer
Jammu Municipality assured the MLA that special
drives have been launched and vehicles arranged
to lift garbage from the said localities and that
adequate staff has been deployed for this purpose
to make the city temples neat and clean.
Earlier
Administrator Jammu Municipality, Executive
Engineer and other officials accompanied Mr
Yogesh Sawhney to take stock of the development
works to be carried out in the above said
localities.

Rs 30.76 crore spent to develop
Doda

DODA,
Dec 12: Over Rs
30.76 crore have so far been spent on various development
sectors in Doda district, during the current fiscal year.
The total annual allocation for the district has been
fixed at Rs 61.72 crores.
This was disclosed at a
meeting of District officers held at Doda yesterday.
It was revealed in the
meeting that maximum expenditure to the tune of Rs.
1673.22 lacs has been incurred on Social and general
Services sector. This expenditure is incurred against the
released amount of Rs. 2587.46 lacs out of annual
allocation of Rs. 2884.46 for the sector, followed by
expenditure of Rs. 637.23 lacs against the released
amount of Rs. 969.30 lacs out of outlay of Rs. 1625.50
lacs on communication sector. Rs. 580.69 lacs spent on
agriculture and allied services against released amount
of Rs. 993.93 lacs out of annual allocation of Rs.
1010.67 lacs of the sector, while as Rs. 93.18 lacs have
been spent on Rural Development sector against the
released amount of Rs. 352.10 lacs out of outlay of Rs.
512.57 lacs. On Industries sector an expenditure of Rs.
86.46 lacs against fully released outlay of Rs. 129.25
lacs has been made and similarly an amount of Rs. 6 lacs
against the fully released amount of allocation of Rs.
10.27 lacs has been incurred during the period under
report.
Rs 159.40 cr advanced for
employment generation,
poverty alleviation in Kathua

KATHUA,
Dec 12: Over Rs
159.40 crores have been advanced for various Government
sponsored employment generation and poverty alleviation
schemes during the first five months of the current
financial year in Kathua district.
This was revealed at the
district level Review Committee meeting held at Lakhanpur
near here today.
The District Development
Commissioner, Kathua, Mr.B.D.Sharma presided.
The DDC apprised the
meeting that building of the Milk Chilling Plant at
Chadwal has been completed and the Jammu and Kashmir Milk
Federation will shortly purchase the machinery for the
plant. He further said that with the commissioning of
this plant, it will facilitate the farmers to stock their
milk at large scale to avoid spoilage particularly during
summer months.
The DDC stressed upon the
J&K Bank authorities to speed up the job of issuing
Kissan Credit Cards(KCC) besides to organise more camps
in the rural areas for the benefit of the farmers.
In the meeting, the DDC
laid special emphasis for the establishment of fishery
units in the district. For the purpose, he instructed the
District panchayat officer and other officers of the
fishery Department to explore possibilities for setting
up such units by identifying the traditional water
sources like ponds.
Among others, the CPO
Kathua, Chief General Manager, Lead Bank, Assistant
General Manager, NABARD, Assistant General Manager, RBI,
District officers and Managers of various banks were
present in the meeting.
Financial help given to
needy ex-servicemen

JAMMU,
Dec 12: Zila
Sainik Welfare Officer, Jammu accompanied by his staff
members visited Akhnoor on Tuesday and attended the
problems of ex-servicemen and war widows.
According to a release, Lt
Col Karan Singh educated them about various welfare
schemes and concessions available for them from the
Central and Jammu and Kashmir Governments. All routine
documentation like issue of identity cards, medical
certificates, completion of different types of relief
forms were carried out.
Col Singh advised all the
ex-servicemen to get their joint notification done so
that the widows do not suffer after the demise of their
husbands in getting pension. He also emphasised regarding
publication of Part II order of children born after their
retirement / discharge so that wards of the
ex-servicemen/ widows can avail all benefits admissible
to them from time to time including employment.
He distributed financial
assistance to the needy ex-servicemen and widows out of
the Governors Reward Fund. A sewing machine was
also given to the widow of Hav Puran Singh.

79th Prakash Divas

Marag Sanstha under the auspicious supervision of Baba
Bhagwan Dass Ji, 23rd Guru of the Sanstha celebrated 79th
Prakash Divas of Mahatma Dewan Sahib Ji Mahraj the 22nd
Guru of the Sanstha today at R S Pura.
A mamoth gathering
comprising of devotees from J&K, Punjab, Haryana and
Rajasthan attended the function.
The function started on
December 11 with Satsang and Langer and culminated with
Flag hoisting and Maha Yagya today.
The scholars from J&K
, Punjab and Haryana discussed the teachings of the great
saint leading to eternal peace and salvation.
They said the devotion to
God can lead to eternal peace and salvation.
The Minister for Social
Welfare,J&K Government, Mr Mula Ram , MP Trilok Singh
Bajwa and Ch. Guru Ram MLA, Sucheetgarh, Piara Singh,
former MLC and Ram Chand Bhagat former MLA R S Pura were
present on the occasion.
A community feast was also
served to the participants and a joint prayer was held
for the world peace and prosperity.
The general secretary of
the Sanstha Mr Sewa Ram presented the vote of thanks on
the occasion.
Pharmacists list demands

KATHUA,
Dec 12: A one
day conference of Jammu and Kashmir Government
Pharmacists Association Block Hiranagar was held in the
Sub District Hospital Hiranagar near here today.
The conference was chaired
by Mr Sushil Sudan, president JKPA and it was inaugurated
by Mr Balkar Singh, president JKMEF district Kathua.
The meeting while
expressing concern over the failure of Government in
addressing the demands also decided the future strategy.
The Association is
demanding that pharmacists be given the grades given to
their counterparts in Central Government, removal of
anomalies in the initial pay scale of fresh pharmacists,
creation of higher grade posts of District,sub district
and PHC levels.
It also demanded that the
Department should make the norms of transfer, the
pharmacists who are performing 12 hour duty be given over
time and compensation, the pharmacists be also given risk
and infection allowance who are rendering service to the
patients suffering from serious communicable diseases.
A committee was also
nominated on the occasion with Mr Tirath Ram as its
president. Messrs Babu Ram was elected as vice president,
Raj Kumar as secretary, Parveen Kumar as assistant
secretary, Ajeet Kumar Sharma as organizer, Bhagat Ram as
publicity secretary and Raman Kumar Khajuria as cashier.
Vast field for talented young
minds in science: Dr Qazi

Dec 12: A
two-day Council of Scientific and Industrial Research
(CSIR) programme for youth on" leadership in
science" commenced at Regional Research Laboratory
(RRL), here today. The objective of the programme is to
encourage young talent in the world of science.
Dr G N Qazi, Director,
RRL, while speaking about the programme, said that this
scheme initiated by CSIR and implemented in this
laboratory is to expose the young minds to the exciting
world of science. This will also help them in building up
a scientific temper at an early age and instill in them a
sense of pride in the achievements of Indian science.
He also introduced Prof R
Kumar as an eminent chemical engineer who had done
considerable work on multiphase systems and developed a
two-stage model for fluid dispersion from a single
submeged nozzle.
Prof R Kumar, Fellow JN
Centre, Bangalore, who inaugurated the function delivered
a detailed lecture on " World of Small
Particles".
Prof Kumar stated that
between large and small particles there is hazy zone of
particles falling 1 nm and 100 nm size. These particles
follow the laws of both classical as well as quantum
mechanics. Because of these features these small
particles have special properties and uses.
He said that based on
these particles there are a number of special drug
delivery systems which can help drug delivery, drug
efficacy as well as diagnostics. There are other
properties and uses of particles, he informed.
Dr Y S Bedi, Co-ordinator
of this programme, said the aim of the scheme is to
attract the best young students towards science through a
unique " hand holding" experience. The idea is
to encourage youth to discover science as an exciting,
rewarding and fulfilling career.
Selected top ranking
students of 10th class are invited for two open days to
interact with scientists of RRL which also arranges
popular science lectures by eminent scientists,
contribution of famous Indian scientists and other
science related topics and experiments. Selected top
science students securing 90 per cent will be given
facilities and incentives, he added.

2003 to be year of
conferences in Kashmir
Mufti seeks tourist trade help to
revive tourism

DELHI, Dec 12:
Saying that his efforts are directed to accelerate the
process of normalcy with healing touch to the situation,
Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed
today invited captains of tourist and travel trade to
visit Kashmir and help reviving tourism in the State.
In an interaction with
leading personalities of tourist and travel industry here
this evening, the Chief Minister said that the tourism
provides succor to lakhs of people in Kashmir. He asked
for joint and coordinated efforts of the government and
the industry to revive tourism. Reminding that Kashmir is
undoubtedly the best tourist destination if peace is
dawned again, he said that the people in the state are
eagerly looking forward to visits of tourists. He said
people especially those directly involved in the tourist
trade have a stake in the revival of tourism in J&K
and the industry out side the State needs to respond to
the situation. Winter tourism could be promoted if we
have good snow fall this year, he added.
The Chief Minister also
mentioned tremendous potential for pilgrim tourism in
Jammu and adventure tourism in Ladakh and asked the tour
operators to motivate Vaishnodevi pilgrims to visit
Patnitop-Sansar-Mantalai circuit after the pilgrimage.
Similarly, there is a scope for adventure tourism in
Ladakh that would be exploited.
Assuring full support of
his government to the tourist and travel industry in this
effort, the Chief Minister appealed to them to consider
next year as year of conferences in Kashmir. The
Commercial Director, Indian Airlines Mr.Anil Geol agreed
for fabulous discount for familiarization tours of
principals of education institutions of New Delhi and
tour operators for Kashmir. This discount would even go
up to 75 per cent. This gesture was highly appreciated by
the Chief Minister and hoped others too would follow with
similar initiatives so that we have travel industry
events in J&K which would itself prepare a road map
for revival of tourism.
Several suggestions came
up for discussion during 2-hour long interaction in which
about 32 well known personalities drawn from travel trade
hotels, tour operators, Air lines participated. The focus
of the interactions remains on confidence building for
domestic tourist. Many decisions were taken for
confidence building measures.
