AMETHI, UP, Dec 12: Resentment is brewing in the sleep township of Amethi, a traditional stronghold of the Congress, following the announcement of Uttar Pradesh Chief Minister Mayawati to upgrade it into a full-fledged district with a new name of Chhatrapati Sahuji Maharaj.

The people of the region have taken the announcement of making Amethi into a full-fledged district with gratitude. But they have expressed reservations on the change of name.

A local Pradhan Hanumant Singh, who attended yesterday’s BSP’s ‘Saavdhan’ or warning rally, maintained that the people of the area would not accept the new name at any cost.

Mr Singh, a BJP worker, said that Ms Mayawati had fulfilled a long cherished demand of the region by making it a district but the whole idea has backfired by ‘unnecessarily’ renaming it.

Another BSP activist Ramlal Kushwaha, who also took active part in the rally and even brought in several people from his nearby village Sonaha to the rally spot, was quite optimistic that the mega package given by the CM along with other sops would certainly change the minds of the people of the area who had supported the Congress for over last four decades. "The CM should have avoided change of name of the proposed district," he hastened to add.

Meanwhile, local Congress leaders have demanded that the new district be rechristened on the name of late Rajiv Gandhi.

A senior Congress leader claimed that the people of the region were not thankless and will not forget the services rendered by the Congress leaders in their area. Several people, cutting across caste, creed or political lines, decried the proposed change of name.

"We are happy that the CM had announced a new district but there was no reason to change the name of Amethi, which at present has international recognisation", they said in unison.

However, a dedicated Congress worker Ramcharitra Yadav from Musafirkhana, who had served late Rajiv Gandhi and now his wife, said the CN was "fooling" the people as everyone knows that due to the ongoing delimition work of the Election Commission no new district can be created.

"The BSP’s rally was in vain to restrict the growing popularity of the Congress and to divert the attention of the people’, the 80-year old villager said.

The villagers of the Congress dominated villages too have appreciated the creation of the new district but have demanded that renaming, if required, should be on the name of late Rajiv Gandhi.

UPCC chief spokesman Akhilesh Pratap Singh in Lucknow also said that as Amethi was the ‘Karmabhoomi’ of former Prime Minister Rajiv Gandhi, it would have been appropriate for the CM to have renamed it after him.

The proposed new Sahuji Maharaj-Amethi district will be the 71 district of the State. The new district to come into existance after the Election Commission completes its delimition programme next year will comprise of all the five Assembly constituencies under Amethi parliamentary seat.

During her earlier tenure as the CM, Ms Mayawati had changed the name of districts such as Akbarpur parliamentary constitutency as Ambedkarnagar. The new districts were also created by naming it Gautam Buddha Nagar, Sant Kabir Nagar, Sant Ravidas Nagar and Jyotiba Phule Nagar. (UNI)

30 people booked for arson and assault on policemen

SONEPAT, Dec 12: The Gohana Police has registered a case against 30 persons of Ahulana village on the charges of arson and assault on the policemen as well as causing damage to the property of the Chaudhary Devi Lal Sugar Mill in the village on Tuesday night.

The name of any person has not been mentioned in the FIR, police sources said.

More than 1,000 policemen have been posted in and around the sugar mill as a precautionary measure.

A large number of villagers including women and children were still sitting outside the main gate of the sugar mill to protest the "bungling in the recruitments, lathi charge and firing by the police on inocent people, registration of false cases and arrests of the village people".

People of Ahulana village protested non-recruitment of any local in a recent test conducted by Devi Lal Cooperative Sugar Mill for non-technical posts.

Some altercations between the police officials and the village people added to the tense situation and the police resorted to lathi charge on the angry mob resulting in injuries to several people yesterday. Five of them were admitted to the community health centre at Gohana for treatment.

The angry villagers alleged that girl had died in the police action but the police authorities denied the allegation.

The Inspector General of Police, Rohtak range, Resham Singh, Depty Commissioner, S N Roy, Superintendent of Police, Paramjit Singh Ahlawat and other civil and police officials were camping in the sugar mill to take stock of the situation and to maintain law and order situation.

Meanwhile, the mill has started the work for crushing the sugarcane amidst tight security arrangements and the officials are getting the supply of sugarcane from the growers as usual.

Leaders of various political parties including Kishan Singh Sangwan, a BJP MP, Randeep Singh Surjewala, president, All India Youth Congress and Sumitra Chauhan, general secretary of the HPCC visited the site and assured the villagers that they would extend all assistance to them in the agitation. Gujarat polls, a replay of post-emergency elections: Advani

AHMEDABAD, Dec 12: Expressing optimism that the Bharatiya Janata Party (BJP) would romp home in the Gujarat Assembly polls with "a comfortable majority", Deputy Prime Minister L K Advani today said the election outcome was poised to become "a replay of the post-emergency 1977 general election."

"The campaign in the State was based on viciousness rather than on debatable issues," Mr Advani told reporters after casting his vote at a municipal school in Shahpur constituency.

He said the Congress had launched a virulent campaign against Loknayak Jai Prakash Narayan but had to suffer a crushing defeat in the post-emergency 1977 general elections.

The Home Minister, who was accompanied by wife Kamla Advani, said people would be able to make a distinction between "what was right and what was wrong" in Gujarat if the BJP came to power.

He said voters were a major strength of democracy and their verdict would put the slanderous campaign against the BJP Government in the State in a correct perspective. "The poll has been conducted under media glare and scrutiny of international observers, a phenomenon which is normally witnessed in a general poll," Mr Advani said and added that in his political life of almost 50 years, he had never witnessed such a campaign.

Mr Advani said he was enthused by a large turnout of voters, describing them as the"mainstay of democracy."

Union Law Minister Arun Jaitley, who accompanied the Home Minister, said a heavy turnout of voters was indicative of "a strong sentiment", which was well known.

"The strong presence of voters in the early hours of polling is going to benefit the BJP," he said.

Alongwith Mr Advani, his wife Kamla also cast her vote at the same polling booth located in a minority-dominated Khanpur area.

Sitting MLA and BJP nominee Kaushik Patel claimed that 35 per cent voters had exercised their franchise in the first two hours of the polling, which showed a keenness among the voters. (UNI)

CHANDIGARH, Dec 12: She was barely 14 when made her foray into the film world and within two years she was a success story. But after having enjoyed the arclights for some years she chose to embrace matrimonial bliss and tied the nuptial knot with film director J P Dutta.

Today her heart lies only where her home is and she does not regret giving up her film career for marriage and has made looking after her family her full-time job.

"I was spotted by Hema Malini’s mother at a party and since she felt that I resembled Hemaji she recommended my name to some of the people in the film industry and that is how it all happened. I was only 14 at that time, and at 15 I bought my Mercedes and when I turned 16 I had my own flat," said Bindiya Goswami who is accompanying her director husband J P Dutta for the shooting of his war saga ‘LoC’ in the city.

Bindiya had given some wonderful performances in some great hits of her time like ‘Golmaal’, ‘Shaan’, Hamari Bahu Alka’, ‘Khaandan’, ‘Jay Vijay’,‘Khel Kismat Ka’ and ‘Amne Samne’.

During her interaction with mediapersons on Tuesday, Bindiya said," I like doing costumes for my husband’s movies. I did costumes for ‘Border’ and then for ‘Refugee’. Today, I am very happy and content to see the kind of success my husband has achieved."

DEHRA DUN, Dec 12: The hand that wields the gun in battle comes handy in peace times, too.

From the cultural evening that preceded the 70th passing out parade at the Indian Military Academy here, it is quite evident that the gentlemen cadets who undergo the rigorous training entailing "leadership, self-discipline and the art of war," are as equipped for art as war.

The event organised on Monday evening at the Khetarpal auditorium was attended by Field Marshal S H F J Manekshaw and Chief of Army Staff S Padmanabhan, among others, and showcased a bonanza of music, dance and drama.

There were patriotic songs, including a reworked rendition of A R Rahman’s interpretation of ‘Vande Mataram’ with the commanding vocal chords of the GCs giving another battle cry of sorts.

There were folk songs in Garhwali and Nepali and there was the lilting Rabindra Sangeet: ‘Anando Loke, Mangala Loke, Birajo, Satya Sundara.’

The concert also had doses of the contemporary like a violin recital of Lucky Ali’s ‘Aa Bhi Jaa, Aa Bhi Jaa,’ from the movie Sur. Cadet V K Thapa proved to be a multi-instrumentalist and vocalist. He also sang the hugely popular ‘everything I do’ by brian adams, playing the guitar and keyboards with equal finesse. He was ably accompanied by other cadets on bass guitar, rhythm guitar, drums and tabla.

Another big draw of the evening was the choreography event and the sheer energy and agility of the dancers. Well-known choreographer Shiamak Davar would have been proud of the boys who gave a display that could well be a bollywood song and dance sequence.

Going by the dictum that actions speak louder than words, the cadets chose the medium of pantomime to relay the message that India does not espouse war. The production traced September 11 from the crash of the twin towers in New York to the Afghanistan aftermath and ended in peace and harmony. But if war is inevitable, they are at the ready.

For instance, 21-year-old Digvijay Singh Parihar, who won the coveted sword of honour for overall brilliance as also the President’s Gold Medal for standing first in order of merit, is all set to co-opt for the paracommandos of the special forces because of their "strike power". Lieutenant Parihar fondly remembers the time he was selected by the IMA for a seven-day trip to the Thai Academy.

His father Colonel O S Kaushal retired from the Rajputana Rifles last year and brought him up on spartan military values. Digvijay went to Sacred Hearts School at Yol near Dharamshala and always excelled in academics and extra-curricular activities. He stood all-round fourth at the National Defence Academy, Khadakvasla, Pune. He also won the gold medal at NDA for academics.

C C M Amit Razdan, who was honoured as the ‘colour ensign’ or the one to bear the academy flag at the review parade, hails from Jammu and Kashmir. He was also adjudged best in drill.

His father, late B S Razdan, was a clerk at Field Ordnance Depot, Badami Bagh in Srinagar before the advent of militancy and dreamt of his only child making it as an officer. The family later migrated to Udhampur, Jammu and young Amit studied at Army Public School there.

Lt Razdan grew up on the belief that "the army is your first wife" and is all set to join the 11th Bn of Garhwal Rifles at Dhubgarhi in New Jalpaiguri district of West Bengal comes the new year.

Till then, all the newly commissioned officers will enjoy 21 days of ‘hard earned leave’ as they call it in the army. (UNI)

PM suggests meeting of all concerned on MSP

NEW DELHI, Dec 12: Prime Minister Atal Bihari Vajpayee today suggested in Lok Sabha that a meeting of all concerned be convened to decide the Minimum Support Price for sugarcane to the growers and asserted "we have to rise above party considerations."

Responding to the issue raised by agitated opposition members who had stalled the question hour protesting yesterday’s police firing on sugarcane farmers in Basti (UP), Vajpayee said the Government was collecting information in this regard and would make a statement later in the day.

If the police were found to be guilty, they would be punished, he assured the members.

He had already talked to the Chief Minister and other authorities in this regard, Vajpayee said, adding he was told that police had only fired in the air but "there is a dispute whether there was police firing".

A dead body was recovered 15 kms away from the site but it was not yet clear whether he was a victim of police firing, he said. Newspaper reports, however, say three persons were killed and many injured, he said.

As regards the dispute over the minimum support price for the sugarcane to farmers, he said the court had ordered that the State Government could not pay more than what had been fixed by the Centre.

This order is a hurdle, let all of us sit together and decide the issue," the Prime Minister said.

Vajpayee responded as soon as the House reassembled after a 30-minute adjournment.

JD(S) leader and former Prime Minister H D Devegowda suggested Vajpayee should immediately convene a meeting of Chief Ministers to discuss the matter and find a solution as the matter could not be left to the judiciary.

"The fixation of minimum support price cannot be done by court. It has to be decided jointly by the Centre and State Governments," he said, adding the agitation could take a turn for the worse if the issue was left to the court for a decision. The matter is still pending in Supreme Court, he said.

Seeking Prime Minister’s immediate intervention, CPI-M leader Somnath Chatterjee supported Devegowda’s view and asked Government not to treat it as "a routine matter."

Congress deputy leader Shivraj Patil endorsed the suggestion made by the former Prime Minister and Chatterjee. "A non-partisan attitude be adopted in solving the matter," he remarked.

Angry Samajwadi Party and RJD members, joined by some Congress colleagues, stormed the house after it assembled this morning, stalling the question hour.

Samajwadi Party members Akhilesh Singh and Ramji Lal Suman and Lok Janshakti Party leader Ram Vilas Paswan insisted that their notice for adjournment motion be admitted.

Shouting anti-Government slogans, they said they would not allow the proceedings to continue till the Government found a solution to problems of agitating sugarcane growers. (PTI)

HC upholds double life sentence awarded to godman

CHENNAI, Dec 12: The Madras High Court today upheld the double life imprisonment awarded to the controversial self styled godman Premananda, who was convicted in the sensational rape of 13 inmates of his Ashram near Pudukottai between 1990-94.

A division bench of the high court, comprising Justice P Shanmugham and M Chockalingam also confirmed the double life sentence awarded to Premananda’s secretary Kamalananda who was also convicted by the then Pudukottai distrcit principal sessions judge Banumathi on August 20 1997.

The bench, however, commuted the life sentences awarded to three other accused Nanda Kumar, Satish Kumar and Balendran to 10 years rigorous imprisonment.

The judges also confirmed the sentence of two years and seven months awarded to Kamalananda’s wife Chandra Devi who was also convicted in the case.

Reducing the fine amount of Rs 66.30 lakh imposed by the trial court on the self-styled godman and the ashram by Rs five lakh, the judges directed that each of the victims be paid Rs five lakh each.

The bench also upheld the direction of the trial court that Premananda undergo an additional 32 years life imprisonment in case of default of the payment of the fine.

All the convicted persons were also found guilty of murdering an Engineer, Ravi, who was an eye-witness to the crimes and an inmate of the Ashram located at Fathima Nagar. (PTI)

Excise duty on cigarettes used for quality test: SC

NEW DELHI, Dec 12: In a major judgement affecting the Rs 12,000 crore cigarette industry, the Supreme Court has ruled that any stick of cigarette manufactured by a company, even if used for testing purposes in the laboratory within its own factory premises, is liable to excise duty.

This ruling, expected to give a boost to the excise duty collection of the Government, was delivered by a bench comprising Justice S N Variva and Justice B N Agrawal while dismissing a petition filed by market leader ITC Ltd.

ITC Ltd had challeged the order of the central excise collector at Patna levying an excise duty of Rs 65.45 lakhs for the period March 1973 to April 1990 and Rs 6.14 lakh for the period between May and December 1990 on the cigarettes removed by the company for testing purpose.

Upholding the levy of excise duty on cigarettes removed for testing purpose, the bench said "manufacture of cigarette is complete when the same emerges in the form of sticks of cigarettes which are sent to the laboratory for quality control test."

Ruling that process of manufacture was complete before removal of cigarettes for test purposes, Justice Agrawal, writing for the bench, said "we hold that sticks of cigarette which are removed for the purpose of test in the quality control laboratory located within the factory premises of ITC Ltd are liable to excise duty."

The authority had levied duty on the ground that ITC had been "clearing without payment of excise duty, 20 sticks of cigarettes from each cigarette making machine in the cigarette making department on each working day as samples for test in their quality control laboratory within the factory premises, total quantity each day being 65 packets of cigarettes of each brand manufactured by the factory".

The CNY contested the demand for excise duty on the ground that no duty was leviable on samples of cigarettes drawn for test purposes in the quality control laboratory within the factory since the process of manufacture of cigarettes was not completed until the same were packed.

ITC argued that packing of cigarettes was a process incidental or ancilliary to the process of manufacture and packing of cigarettes was done after the samples sent were tested in the laboratory. Some quantity of cigarettes were also destroyed during the process of testing, it stated.

The authorities submitted that the company did not maintain any account of the quantity of cigarettes destroyed during the tests though they had maintained record of the quantity removed for the purpose of laboratory tests.

After hearing both the sides, the apex court said for the purpose of levy of excise duty, the test to be applied was whether the goods manufactured were marketable or not.

"In the present case, the cigarette, which is the end product of tobacco, is fit for consumption before the same is removed for test," it said. (PTI)

Mangat Ram Sharma defends release of militants

NEW DELHI, Dec 12: Defending release of a "few" militants by the Jammu and Kashmir Government as a step in the "larger interest" of the nation and the State, Deputy Chief Minister Mangat Ram Sharma today said if the released persons were found disturbing law and order, the Government’s hands were "not tied".

Sharma, a senior Congress leader, also said that the month-old PDP-led coalition Government was functioning smoothly and had launched welfare schemes to provide succour to those affected by militancy.

"Our intention is to restore peace and win over the alienated sections of people. We want to create a tension-free atmosphere in the State and release of militants is a step in this direction," he told PTI here while explaining the reasons behind the release of six militants, a move which was criticised by the Centre and BJP.

Asserting that only a "few" militants had been released by the Government, Sharma said "they are under watch and if they tend to disturb law and order, the Government’s hands are not tied."

Stating that the Congress’ intentions could not be doubted, he said the move was taken in "larger interest of the nation and the State".

Sharma expressed confidence that such a move would create Government’s goodwill among the masses and bring people closer to the administration. "Anybody not cooperating will be exposed and attract the wrath of the common people," he said.

He also described the release as a measure to pay back the "nationalist and secular" people of the State who defied terrorist threats and braved militant attacks to cast their votes.

"These forces need to be strengthened," the Deputy Chief Minister said.

As part of its move to win over people, the Government had also initiated various other welfare measures, including giving employment to the kins of militancy victims and improving infrastructural facilities, he said, adding decentralisation of powers to the Panchayats was also in the offing.

Sharma said the Government had taken steps to improve power and water supplies.

About 4000 new schools are being set up and many are being upgraded to provide a school within one kilometre, he said, adding the move would also generate employment as locals would be recruited in these institutions.

Facilities in hospitals are also being improved, he said. (PTI)

Ban on mining activities in Aravalli range welcomed

JAIPUR, Dec 12: Magsaysay awardee social activist Rajendra Singh will soon take out "Aravalli Bachao Chetna Yatra" through the desert state to press for effective implementation of the recent Supreme Court order banning all mining activities in the Aravalli range covering Rajasthan and Haryana.

Welcoming the apex court order as "most appropriate decision for common future", Mr Singh said rejuvenation of Aravalli should be given top priority to safeguard the fragile ecology of the region.

"The yatra of 24 teams would help in mounting pressure on the authorities to implement the court order and also motivate the people to come out in preserving the fragile ecology," he told reporters here.

Mr Singh, who was given the Magsaysay award for his pioneering work in conserving water resources in Rajasthan, said through the yatra the people would be reminded of their responsibility for greening the Aravalli range.

"I am not against mining, but a specific area should be earmarked to avoid wanton mining in forest areas," he said adding that those who were rendered jobless through a ban on mining should be encouraged to take up alternative employment in water conservation and forest plantation.

While expressing keenness to talk with the industrialists and miners to identify a suitable mining area with least adverse impact on environment and ecology, Mr Singh said he was still apprehensive that the authorities were not "serious" in implementing the court order as a similar order of 1992 was not seriously implemented. At that time also the Aravalli Bachao Padyatra from Himmatnagar (Gujarat) to New Delhi was taken out and the apex court was again approached. Meanwhile, Mr Singh also questioned the rationale behind the Vajpayee Government’s proposal for linking the major rivers of the country, saying he had doubts that the world bank might have a role behind such a proposal as it was keen to lend loan to safeguard the interests of the manufacturers of heavy machinery.

Stating that linking of major rivers would destroy the gene pool and bio-diversity in many ecological zones, he suggested that announcement about major projects should not be made before studying the environmental impact assessment.

"Even technically also, linking of the rivers estimated to cost about Rs 5,60,000 crore was not feasible due to the vast difference in contours ranging from 600 metres to 7000 metres", he said.

Stressing on the need for erecting small water harvesting structures, he said construction of major dams had so far benefitted only big landlords. Pointing out the river conflict between Karnataka and Tamil Nadu , he suggested that on the lines of the food security act , water security act should be framed as "bloodshed for water" could not be ruled out in the near future. In a demi-official letter to her Karnataka counterpart, S M Krishna, she said nothing must be done to "stoke the embers of suspicion or fuel speculation" at a crucial movement when the energies should be directed at a joint operation to nab the forest brigand, Veerappan.

The capture of Veerappan was a "mission" that both Tamil Nadu and Karnataka had now embarked upon in right earnest and this must transcend all political considerations.

"The war against Veerappan must be fought in forests’ where Veerappan lurks and not in the columns of the media", she said seeking Krishna’s cooperation and concurrence on the matter.

Pointing out that she was writing the letter with a sense of "unease" in the light of remarks attributed to Kharge, she said the hunt for the brigand should be "our only objective" and nothing should stand in the way, particularly not the sort of "ambiguous implicatory responses" to "provocative questions from the press" on the sensitive issue, attributed to Kharge, she said.

Recalling Krishna’s meeting with herself in Delhi on August 27 last and the change in policy to withdraw joint operations at the request of Karnataka Government, Jayalalithaa said she had already made it clear that the Tamil Nadu STF was in no way responsible for any alleged encounter as rumoured and that the incident took place more than 40 kms inside Karnataka territory.

The recovery of a decomposed body from the Karnataka side of the forest yesterday, which had been identified as that of a constable of Karnataka STF, clearly established that it was the Karnataka STF which was involved in combing operations just prior to the "murder of Nagappa by Veerappan", she said adding that it also conclusively established the fact that the Tamil Nadu STF was in no way involved in the episode.

In the context of these facts, "you will agree that instead of an authoritative rebuttal of such media-sponsored speculations, the imputation by implication sort of responses of the Karnataka Home Minister, Mallikarjuna Kharge, for reasons best known to him, will only vitiate the atmosphere," Jayalalithaa said.
