JAMMU, Dec 5: Briefing his ministerial colleagues about the details of his discussions with the Prime Minister and other union ministers during his 3-day visit to the national capital, first after the coalition Government assumed the charge, Chief Minister Mufti Mohammad Sayeed today said that the centre has agreed to immediately provide to the state government Rs.137 crore as additional resource.

At a special meeting of his council of ministers held here this evening, Mufti Mohammad Sayeed described his meetings with the Prime Minister Mr Atal Bihari Vajpayee and other central leaders as very useful and said the additional resource include Rs 100 crore as central assistance to bridge the gap in the current year’s annual plan of the state. The Union Government has also agreed to waive off the condition put on spending Rs 16 crore available under 11th Finance Commission award for development of small and medium towns only through elected local bodies. This amount could not be utilized by the state for want of elected local bodies.

The additional resource include Rs. 11 crore to be utilized for repairing houses of the persons of border areas of Jammu region by shelling from across the border.

The centre also agreed to provide Rs. 10 crore for reconstructing and renovating houses of migrants in Kheer Bhawani and Mattan. This amount shall also be utilized for improvement of the holy shrine of Kheer Bhawani.

The Central Government has also assured the Chief Minister that necessary resources shall be arranged to meet the expenditure being incurred by the State Government on increased electric supply to the people as part of relief.

The Prime Minister also agreed to consider taking up of the work on widening of National Highway stretch from Srinagar to Qazigund to four-lane simultaneously along with the widening work proposed to be taken up from Pathankote.

The Union Finance Minister also assured expeditious implementation of the PM’s commitment to provide assistance for the horticulture technology mission.

The Chief Minister also informed his ministerial colleagues that the Union Minister for Telecommunication has also assured him that the mobile telephone service will commence in some parts of the state from April next year.

On the railway project, the Railway Minister informed that the ministry has already allotted construction work of rail line from Udhampur to Srinagar including Katra to Konkun railways. This project, he assured, would be completed by 2007.

The Chief Minister, however, assured the Railway Minister that he would personally look into the reasons for slow pace of land acquisition for the project especially in the valley at a meeting of senior railway officers next week.

Mufti Sayeed had separate meetings with the Deputy Prime Minister, Finance Minister, Railway Minister, Telecommunications Minister and Vice Chairman, Planning Commission besides the Prime Minister.

Giving brief summary of the centre’s response to the state’s comprehensive demands, he said the centre would consider the demand for the counter guarantees for Baglihar and Sawalkote hydel projects, compensation of loss suffered by Jammu and Kashmir on account of Indus Water Treaty, taking up works on hydel projects transferred to NHPC expeditiously to harness the state’s hydel power potential and widening of Domail-Katra and Gulmarg and Pahalgam roads.

The centre has also agreed to consider the demand for giving adequate funds for reconstruction of damaged bridges, grant of drought relief and additional support for mid-day meal scheme besides sanctioning externally aided projects.

To generate more avenues of employment, the centre was requested to raise ten companies of India Reserve Police for the state and launch recruitment drives for local youth in Central Government offices, army and para-military forces.

The centre has agreed to consider these proposals.

Mr Sayeed also demanded relief for people displaced from their lands near border in Jammu by frequent Pak shelling and help for return of migrants to the Kashmir valley.

The centre’s financial help was also sought for state’s rehabilitation council to give a helping hand to the victims of militancy.

The Chief Minister also took up the issue of increase in loan component in the state plan and said that the centre should look into this aspect urgently.

The centre also agreed to consider the revival of HMT factory at Zainakote and expansion of Indian Telephone Industry, both located at Srinagar.

The ministers expressed satisfaction over the Chief Minister’s visit to New Delhi.

JAMMU, Dec 5: The present education system in India, which has come from the Britishers, still needs a change for the overall development of an individual and the nation as a whole.

These were the words of Mr Justice R P Sethi, a retired judge of the Supreme Court while presenting his view point after listening to the young speakers in an annual debate on the topic, "Adventure Sports Activities Should be Made Compulsory in School Curriculum", organised by the Jammu Adventure Sports Club, here this afternoon.

Justice Sethi told the young students that Britons, during their stay in India, never gave thrust on such deliberations and expressions of ideas, because they limited the education system upto a particular level only to suit them.

"They just needed the army of clerks to run their regime, so expression of ideas through debates and other curriculum activities were not in their list of priority", he said, adding, "I was pleased to listen these young students speaking so confidently while given their point of view in favour and against the topic and I must suggest that all of them can be good advocates provided they go for profession".

Justice Sethi said that the present age is of competition and one cannot survive on just passing out the classes and going through the books.

Recollecting the sayings of participants, who were speaking against the motion, that adventure sports is difficult and risky, especially for the young students at the school level, he said, "risk is involved everywhere, so one should not fear from taking on adventures in life. Sports take you away from routine life and provide you an opportunity to relax from day’s burden".

However, he concluded by saying, "I must conceive that the standard of education has improved".

Soon after the chief guest concluded his thought provoking speech, the chairman of the jury, Prof Posh Charak, HoD, Department of English, University of Jammu declared the names of the winners.

She said, "since the competition was tough and we the judges had difficult time to name the first three winners, especially the first position". Mrs Madhu and Mr I D Raina, Deputy Registrar, University of Jammu, were other members of the jury.

The first place was shared by Sunali Sharma of Presentation Convent and Neha Dhar of BSF School. Neha Bhardwaj of Presentation Convent bagged the second position, followed by Neha Pandey of BSF School at third place. Gaganpreet of another Convent School was given consolation prize.

On the basis of their performance, first and second position, the Presentation Convent retained the running trophy.

In all, nine schools participated in this debate. The participants were Sheena Sahni and Gaganpreet Kour (Colval Convent); Gaurav Bhargotra and Aditi Gupta (DPS); Taruni Sharma and Amit Pal (Little Flour School); Deepika Bhat and Sumit Wattal (MIER); Sonali Sharma and Neha Bhardwaj (Presentation Convent); Frhana Raj and Surinderjeet Kour (Tiny Tots); Neha Dhar and Neha Pandey (BSF School); Ishrat Mali and Rabia Gupta (Alexander Memorial School).

Dr Arun Gupta of MIER, who was guest of honour on the occasion, said, "it should be practical in nature and the activities of the Club must be spread whole year for which he offered all kind of support from his institution".

Earlier, Mr Kunil Bhalla, chairman of the Club, welcomed the participations and other guests. Prior to the address of the chief guest, secretary of the Club, Mala Broca, presented the vote of thanks.

Govt will do justice with Mochu killing: Mehbooba

Srinagar, Dec 5: Ms. Mehbooba Mufti, vice president, PDP visited Mochu village near Nowgam and offered her personal condolences to the bereaved family of Abdul Hamid Wani and assured that the Government would take action if anyone found guilty in the inquiry ordered into his death in police custody.

Accompanied by the local MLA, Mr. Javed Ahmed Mir and District President, PDP, Mr. Ghulam Nabi Lone, Ms. Mehbooba Mufti assured the people that she would take up the matter with the Government for necessary help to the bereaved family since the deceased was the soul bread earner. She said that the coalition government shall do justice, as per the expectations of the people from it.

A large number of people gathered there on her arrival. They were highly appreciative of the role of the local M LA, Mr. Javed Ahmed Mir, who has remained with the people at this hour of grief and pursued the case with authorities and the Government.

Ms. Mehbooba Mufti also visited Seer Hamdan on Pahalgam road where one Tariq Ahmed has been killed in mysterious circumstances. It is alleged that his services were taken by some forest guards for timber smuggling during which he was hit by some one by a rod on his head leading to his death. FIR has been registered in this case.

Ms. Mehbooba Mufti has assured proper investigation in the case and punishment to the guilty.

Later, she visited Aishmuqam where more than 10 shops have been gutted in fire. Conveying her sympathies to the affected shopkeepers, she has urged the Divisional Commissioner, Kashmir to provide early relief to them especially in view of Idd festival.

Mir reviews Idd arrangements, visits various areas

Jammu, Dec 5: The Housing and Revenue Minister, Mr. Ghulam Hassan Mir today visited Iddgahs, other areas and mosques in Jammu city to take stock of the arrangement made by the administration in connection with celebrations of the Idd-ul-Fitr. He also reviewed the measures taken for improving the civic and sanitation facilities in the Muslim dominated areas. The places visited by the Minister included Khatikan Talab, Gandhinagar, Peermitha, Residency road and Below Gummat.

During his tour Mr. Mir asked Jammu Development Authority and Municipality to speed up the cleanliness drive for keeping lanes and drains neat and clean. He also stressed upon the officers to conduct market checking so that the un-scrupulous traders do not indulge in over charging and profiteering. He warned that any body found in black-marketing should be punished as per law.

The Minister asked the authorities to make special arrangements for augmentation of the water supply by pressing in service the water tankers in Idd-gaha’s and Mosques for the devotees.

The Minister also took stock of the security arrangements and cautioned against any attempt to disrupt peace and vitiate the peaceful atmosphere and communal amity.

The Administrator Jammu Municipality, vice chairman, Jammu Development Authority and Administrator Muslim Auqaaf Trust Jammu also accompanied the Minister on his tour of the city.

Unidentified body recovered
One killed, 7 hurt in mishaps

JAMMU, Dec 5: An unidentified body was recovered while as one person was killed and three others were injured in separate road accidents.

According to police, an unidentified body was recovered from Amkoot area under the jurisdiction of Banihal Police Station. The body was spotted by some locals and on the receipt of the incident police rushed to the spot.

The body was shifted to hospital for post-mortem. The identity of the body was not established when reports last came in. A case has been registered in this connection and further investigations were on.

Meanwhile, one Surinder Singh, son of Om Parkash of village Kheri in Bishnah tehsil was killed after he fell from mini-bus bearing registration number JK02K-7578 at Sarore under the jurisdiction of Bishnah Police Station.

He was immediately rushed to Government Medical College Hospital where doctors declared him as brought dead. The body was, later, handed over to family members for last rites.

In another road accident, two persons were injured in collision between Army vehicle and Swaraj Mazada bearing registration number JK02D-3371 at Sandbari under the jurisdiction of Hiranagar Police Station.

Both the injured were immediately rushed to district hospital and later referred to Government Medical College Hospital Jammu for specialised treatment.

Identified as Vijay Kumar, son of Gian Chand of R S Pura and Vijay Kumar, son of Devi Ditta of Gho Manhasa, their condition was stated to be critical when reports last came in.

In yet another accident, one Kaka Ram, son of Kunj Lal of Akhnoor sustained severe injuries after he was knocked down by a Maruti van number JKD-6300 at Seul in Akhnoor.

He has been hospitalised and his condition was stated to be critical.

JAMMU, Dec 5: Jammu and Kashmir Governor Mr Girish Chandra Saxena and Chief Minister Mufti Mohammad Sayeed have extended warm greetings and best wishes to the people on the auspicious occasion of Idd-ul-Fitr.

The Governor in message said that the fasting, which is observed during the holy month of Ramzan culminating in Idd-ul-Fitr, highlights and strengthens the values of patience, self-restraint, tolerance and austerity. It also improves the quality of mind, promotes feeling of compassion and respect for others and reinforces faith in the benevolence and mercy of the Almighty.

May this year’s Idd-ul-Fitr, Mr Saxena prayed, herald an era of joy and happiness in every home and peace and prosperity in the State.

In his message, Mufti Mohammad Sayeed said that the best way to celebrate the festival is to strive to wipe the tears of deprived and under-privileged sections of the society by sharing their miseries and bringing joys in their lives which is the true essence of Islam.

‘We must imbibe the true spirit of Ramzan that emphasizes patience, tolerance, self-control and harmonious relationship between the human beings’, Mufti Sayeed said, adding that the holy month of penance stimulates our grit to overcome the challenges in every sphere of life. He said adherence to the tenets of the great religion of Islam would bring about harmony in the society that is beset with violence and hatred and help in leading a healthy life based on equality and social justice.

The Chief Minister hoped the festival would usher in peace and happiness in Jammu and Kashmir, which has undergone a long spell of trauma. ‘ Let us join hands and work for restoration of lasting peace and wipe the tears of every victim, he added.

Deputy Chief Minister Mr. Mangat Ram Sharma has greeted the people on the auspicious occasion of Idd-ul-Fitr.

Mr. Sharma in a message said that the best way to celebrate this festival is by serving the poor and down trodden sections of the society by sharing their sufferings.

The Deputy Chief Minister impressed upon the people to strengthen bonds of brotherhood and communal harmony that is the prime need of the hour.

He hoped that the Idd-ul-Fitr would bring peace and prosperity in Jammu and Kashmir that has suffered a lot due to 13 years of militancy.

Greeting the people on the occasion, Finance Minister, Mr. Muzzaffar Hussain Beig has prayed that the Idd-ul-Fitr may prove harbinger of peace and tranquility in the State.

The Housing and Revenue Minister, Mr. Ghulam Hassan Mir has also felicitated the people on the occasion, hoping this year’s Idd-ul-Fitr will usher in an era of peace and prosperity in the State.

JAMMU, Dec 5: In an approved for reporting judgment, the Division Bench of the State High Court, comprising Justice TS Doabia and Justice BL Bhat has decided a very important question of law whether non-submission of a category certificate will vitiate the selection or not. The Bench answered this question by coming to the rescue of the candidates, holding that the omission of not submitting the category certificate will not disqualify a candidate from seeking consideration in that particular category.

These observations were passed in an LPA filed by candidates-Tasneem Kousar and two others whose appointments were quashed by the Single Judge on the grounds that they had not enclosed ALC category certificate.

The judgment written by Justice Doabia for the Bench, observed that a distinction has to be drawn between the qualifications which are required to be possessed by an applicant by efforts and other qualifications which are inherited by a person or which become available to a person on account of his being a resident of a particular area.

The Bench while disagreeing with the view of the Single Judge, also referred a full bench decision of the State High Court recently given in the State Subject case and also a judgment given by DB in much publicised case of Public Service Commission versus Rimpi Ohri.

The DB after hearing the submissions of Advocate ZA Shah appearing for the appellants, allowed the LPA and further held that the appointments shall remain intact.

It was further directed that if respondents/writ petitioners are otherwise eligible, then their claims be considered and efforts be made to adjust them against available vacancies within a period of three months.

Ashwani for comprehensive plan to improve

JAMMU, Dec 5: Jammu State Morcha (JSM), MLA, Mr Ashwani Sharma has asked the authorities to formulate a comprehensive plan for improving road networks in far-flung and backward villages of Bishnah tehsil.

Mr Sharma, who have conducted an extension tour of Khojipur, Kanhal, Nandpur and some other border villages of Bishnah constituency, demanded construction of Khojipur-Sobechak Road besides improving the link road from Kothay to Khojipur.

MLA also expressed grave concern over shortage of the water for irrigation and stressed on the need of desilting the canals and sub-canals to improve water positions in these canals.

At village Kanhal, Mr Sharma expressed his anguish over non-functioning of the tube-well which was established years back. He asked the authorities to repair the motor of the tube-well to make this tube-well functional. He also demanded that new tube-well should be dig in this area to provide water for irrigation to the farmers of these areas. He also demanded upgradation of Middle School.

During his visit at border villages of Nandpur and some adjoining areas, Mr Sharma assured the people that development and upliftment of the border areas are on his top priority. He informed the people that it was all due his initiative that a meeting of the border MLAs was held with Chief Minister, Mufti Mohammed Sayeed in which problems being faced by the border inhabitants were discussed with the Chief Minister.

Highlighting woes of the border people of Bishnah constituency, Mr Sharma demanded that a comprehensive plan should be formulated for the upliftment and development of border areas. He also demanded that a special recruitment drive should be started in border areas.

JSM MLA further demanded that compensation to formers whose lands have been acquired by the defence authorities for defence preparedness should be given as early as possible.

He further demanded that land beyond of the ditches and which has been uncultivated for the last 10 years should be assessed and affected farmers should be given rent annually or they should be allotted land anywhere in lieu of their land beyond the ditch. He further demanded that persons who have lost their lives due to shelling by the Pakistani firing or militants their kith or kin must be given Government job.

Rehriwalla approaches DB to become party
in Puranimandi PIL case

JAMMU, Dec 5: A Rehri-walla, who was working since 1970 at Puranimandi on the land allotted by Jammu Municipality, has filed an application in the State High Court for becoming a party in Public Interest Litigation (PIL) filed by the residents of the area, in which Division Bench has directed Jammu Municipality to remove the encroachments in and around Puranimandi Park.

(A letter written by the residents of Puranimandi area to the Chief Justice of the State High Court was treated as PIL, in which the High Court has passed various orders including the removal of the encroachments.)

In this application filed by one Vikrant Sharma, S/o Late Gian Chand through Advocate SC Gupta, S Raina and KK Pangotra, it has been submitted that in 1970, Jammu Municipality allotted a space measuring 4X3 feet at Puranimandi. The deceased carried on the small business of selling eatables till his death upto 1996 and thereafter his son used this space to earn the livelihood and to meet the requirements of his family including his old mother.

It was submitted that Municipal authorities, in order to comply with the orders of the High Court passed in this PIL, have stopped and forbidden petitioner from using this space. It was further submitted that the same has been done without any notice and the act was arbitrary.

The applicant stated that the space allotted is nearly 50 meters away from the Park and he is not the encroacher in any manner.

The applicant further stated that some business magnates of the area are behind filing of this PIL, thereby poor Rehriwallas and Pheriwallas have been made the target.

Sharma reaffirms commitment of equitable
development of all regions

JAMMU, Dec 5 : Deputy Chief Minister, Mr. Mangat Ram Sharma today reaffirmed the commitment of the coalition Government for equitable development of all the three regions of the state and providing responsive, transparent and corruption-free administration to the people.

Addressing a large gathering of people from his constituency at Jambo Lochan Community hall here this evening, Mr. Sharma said the Government has taken up several measures for the welfare of poor and down trodden sections of the society which include enhancement in the pension for elderly persons and widows and financial assistance for the disabled. He said the government is also contemplating to raise shelter sheds to those who often become the target of shelling from across the border besides providing jobs to the next of the kin of those killed in firing on the borders.

The Deputy Chief Minister said the Government would launch a vigorous campaign to eliminate corruption from the society and in this connection referred to the institution of the Accountability Commission in the state. While the corrupt officials would be sternly dealt with, those working with sincerity and honesty would be encouraged, he added.

Mr. Sharma said that the Government would soon launch various development schemes in the state particularly in the far-flung and backward areas to redress the grievances of the people. Every effort would be made to overcome the problems confronting the people. He asked the welfare committee members of different mohalla committees of his constituency to prepare list of demands and problems so that these are taken up with the concerned ministries on priority.

The Deputy Chief Minister said the Government is also contemplating to hold elections for the Municipal and other civic bodies in the state and empower panchayats enabling these to monitoring the working of different governmental institutions.

Earlier, various welfare committees including these from Rajpora, Sarwal, Talab Tillo, Kabir Nagar listed their demands which included construction of school building, culverts on the nallahs, erection of electric poles, repair of roads, drains, lanes, provision of street lighting facilities, removal of garbage from the roads, up- gradation of various schools and augmentation of drinking water.

Glowing tributes paid to Sheikh Abdullah

JAMMU, Dec 5: Rich tributes were paid to former Chief Minister of Jammu and Kashmir, state and founder leader of National Conference (NC) Late Sheikh Mohammed Abdullah on his 97th birth anniversary today.

Paying tributes to Sheikh Abdullah, CPI (M), state secretary and MLA Kulgam, Mr Mohammed Yousf Tarigami said today when our state is engulfed in the quagmire of a deep uncertainty and conflict , Sheikh Abdullah’s life long political campaign continues to inspire the vast sections of the people.

He said on his 97th birth anniversary our party pays homage to this great leader who powerfully led the down-trodden masses of our state, belonging to all the faiths and convictions in their bitter struggle against an exploitive system, injustice and autocracy.

Mr Abdul Rashid Dar, Chairman J&K Legislative Council also paid floral tributes to Sher-i-Kashmir Sheikh Mohammed Abdullah at his Hazratbal Mazar (Grave) along with many other people.

Recalling his life long services to the people of the State, Mr Dar described him the symbol of Kashmir’s identity and pride.

Glowing tributes were paid to late Sheikh Mohammed Abdullah by Jammu and Kashmir Christian Association at a function here today. Mr Waris Gill, president of the Association while paying tributes to this towering personality of yester years said Sheikh Abdullah was the Messiah of poor and down -trodden.

The services of Sheikh Mohammed Abdullah were recalled at a function held by Block NC Akhnoor today. The function besides senior NC leader and former Minister, Mr Govind Ram Sharma was also attended by the senior functionaries of the Party.

A function was also organized by State Centre Labour Union (SCLU) under the chairmanship of Mr R K Sharma, state general secretary of SCLU to pay glowing tributes to late Sheikh Mohammed Abdullah on his 97th birth anniversary.

Minority Cell of NC also held a function to pay tributes to Late Sheikh Mohammed Abdullah on his birth anniversary. The function was chaired by EX MLC, Mr Bhushan Lal Bhat and those who paid homage to this towering personality of the Sub Continent include Messrs M K Talashi, Ashok Hangloo and M L Munshi.

Women Wing of NC also organized a function in connection with observance of 97th birth anniversary of Sheikh Mohammed Abdullah. The function was chaired by Mrs Bimla Luthra, ex MLA and provincial president Women’s’ Wing NC.

It also held a rally as a mark of respect to late leader. The rally which started from Vivekananda Chowk and passed via Gurdwara Sunder Singh Road and Residency road later culminated at Sher-i-Kashmir Bhavan.

The teachings of late Sheikh Mohammed Abdullah and his contributions for the upliftment of the down trodden and weaker sections of the state were highlighted at a function organized at New Plots. The function was presided over by Mr Sunil Dimple. He said Sheikh Abdullah was a voice of oppressed and suppressed people of the state.

Rich tributes were also paid to late Sheikh Mohammed Abdullah on his 97th birth anniversary by J&K Milchar Front at its function organized today. The function was chaired by Front chief Mr S N Ganderbali and Dr T S Malhotra general secretary.

To pay tributes to Sheikh Mohammed Abdullah a function was also organized by J&K Youth National Conference Migrant Wing Jammu at Purkhoo under the chairmanship of Mr Makhan Lal Bhat.

Addressing the gathering Mr O N Shastri urged the people to follow the path of secularism as preached by late leader.

Youth National Conference Akhnoor observed the 97th birth anniversary of Sheikh Mohammed Abdullah.

NC also organized a function at Udhampur under the chairmanship of Mr Sunil Verma, Incharge Party’s Kisan Cell in which the services of Sheikh Mohammed Abdullah were recalled.

At another function held at Udhampur to celebrate the birth anniversary of Late Sheikh Mohammed Abdullah rich tributes were paid to him by Deputy Chairman, Legislative Council, Mr Chooni Lal Khajuria who was the chief guest on the occasion.

Accounts officers condemn malicious campaign
against Finance Department

JAMMU, Dec 5: The Jammu and Kashmir Accounts Service Officers Association, in its meeting, strongly condemned the malicious campaign launched by some vested interests against the Finance Department.

According to a press release, while speaking on the occasion, Mr Wali Mohammed Batt, president of the Association strongly condemned the disinformation campaign launched by some vested interests against the authorities in the Finance Department simply to create the confusion and wrong impression in the minds of the new regime. It was unanimous opinion of the participants that ever since Mr Mohammed Amin Lala took over the charge as Director Accounts and Treasuries, strict discipline in the treasuries had been enforced.

Besides regularisation of the good number of Chief Accounts Officers, Accounts Officers, Assistant Account Officers and Accountants and updating the seniority list of various categories, Mr Lala was said to have issued the seniority list of Accounts Assistants, Government Cashier and even Class IV employees for the first time in the history of the Finance Department.

However certain news items published against the Director Accounts and Treasuries by the disgruntled elements were greatly resented in the meeting. Speakers said that news items were not authentic and it was an attempt on part of some vested interest to defame the Finance Department.

It was pointed by the speakers that four news items of one Mr Saleem Pandit had appeared in a national news paper since June 2002 who happens to be the correspondents of the paper in the Kashmir valley as his wife namely Ms Laila Chanda, Chief Accounts Officer stood transferred from a treasury to a District Fund Office in Kashmir against her wishes by the authorities in the Finance Department. The matter of the said news-items was declared as baseless, fabricated and concocted which is simply aimed to create an impression as if the officer was an active supporter of the previous Government and hindrance for those who were campaigning against the elections.

The meeting concluded with an appeal to the members of the J&K Accounts Service to perform their duties with full dedication and sincerity and adopt the desirable codal course of action for redressal of their grievances if any.

DGP extends Idd greetings to police personnel

JAMMU, Dec 5 : The Director General of Police, Mr. A. K. Suri has greeted jawans and officers of Jammu and Kashmir Police on the occasion of Id-ul-Fitr and wished them and their families a happy Idd.

In his greeting message on the occasion of Id-ul-Fitr, the Director General of Police while lauding the role and sacrifices of the police said that local police has valiantly and successfully fought cross-border terrorism for the last over one decade.

‘We have lost 653 colleagues of ours in this proxy-war for the unity and integrity of the state and country. This huge loss has pained us deeply but not dampened our spirits. Rather their sacrifices have provided us fresh impetus and renewed commitment to fight and finish the deadly monster of cross-border terrorism for good’.

Extending his greetings to the families of police martyrs Mr. Suri said, ‘Families and children of our martyred colleagues should never feel isolated. They are a part and parcel of our police family and as such we stand by them through thick and thin.’

The DGP said that the festival of Idd brings about not only union of near and distant relatives and friends but also those of foes and estranged hearts. ‘On this auspicious occasion I again appeal to the misguided youth of the state to join mainstream and play a constructive role of responsible citizens. Let them see through the diabolical enemy designs, shun self-destructive path of violence and work for the elimination of militancy so that complete peace and tranquility be restored to take state to the enviable heights of development and prosperity’.

Dogri Sangharash Morcha delegation calls on Dy CM

JAMMU, Dec 5: A delegation of the Dogri Sangharash Morcha met Deputy Chief Minister, Pandit Mangat Ram Sharma and urged upon the State Government to take up the matter of inclusion of Dogri in the 8th schedule of the constitution of India with the Union Government.

According to a press release, the delegation apprised the Deputy Chief Minister that the Prime Minister has already made commitment with the Morcha to place this matter in the Union Cabinet. This happened on September 29, 2001 when Morcha delegation met the Prime Minister at Delhi.

The Morcha delegation urged upon Mr Sharma that the J&K Government which is already committed for Dogri’s demand through its CMP, should now ensure that Union Government presents official bill for Dogri’s inclusion in 8th schedule. The Deputy Chief Minister assured the delegation to put the matter in the State Cabinet today for passing resolution.

Ajit Nagar killing widely condemned

JAMMU, Dec 5: Various social, religious and political organisations have condemned the grue-some killings of three members of a family at Ajit Nagar-Gadhi Garh.

All J&K Sikh Unity Forum in its meeting which was held under the chairmanship of Mr Rajinder Singh strongly condemned the incident. Meeting blamed the administration for the killing and demanded that rupees five lakh as compensation should be given to the each family members who were murdered at Ajit Nagar and free education to the victimised family. Judicial inquiry in the incident also demanded.

DGPC member Inder Pal Singh, Balwant Singh, G S Isher, Dr Kerat Singh, Tarlok Singh, Gurmeet Singh, Gurdeep Singh and Inderjit Singh attended the meeting.

All India Sikh Students Federation, Kashmir unit in its meeting under the chairmanship of Mr Jasbir Singh strongly condemned the incident. Meeting also observed two minutes silence was also observed in the meeting.

Kashmir Sikh Sangat in its emergent meeting under the chairmanship of Dr Dhanwant Singh expressed anguish over the grue-some killing of three members of a family by some unknown criminals at Maha Akali Kour Singh Nagar. Meeting expressed great concern over the failure of administration and police to nab the culprits who have committed this heinous crime.

Dr Dhanwant Singh appealed to the people of Jammu to maintain brotherhood and communal harmony at all costs to defeat the nefarious designs of anti-social elements. Meeting was attended by Moti Singh Mehta, S S Reen, Manjit Singh, Balbir Singh, Tejwant Singh, K N Singh, Balbir Singh and others.

Jammu and Kashmir National Panthers Party (JKNPP) in its meeting under the chairmanship of state president Sardar Mushtaq Khan, strongly condemned the gruesome killing. Party expressed its grave sorrow and anguish over killing. Meeting demanded that Rs 5 lakh as compensation to next of kin of the deceased and arrest of the culprits.

Jammu and Kashmir State Akali Dal, in its meeting held under the chairmanship of Mr Jagdev Singh, president, expressed grave concern over killing of three members of a family by so-called Kale Kache Wala gang. Meeting strongly criticised the Police administration for its failure to nab the culprits despite being the fact that this group has been active in Jammu region since long.

Bhalla lays foundation stone at Marakari

JAMMU, Dec 5: Senior Congress leader and MLA Gandhi Nagar, Mr Raman Bhalla today laid foundation stone for culvert and lanes at Marakari.

According to a press release, Mr Bhalla apprised the people about the development policies of the Government. He said that State Government was committed for the upliftment of the weaker sections of the society.

He said that power curtailment has decreased to provide relief to the common people. He also appealed to the misguided youth of the State to shun violence and join mainstream in the interest of the common masses. Central Kashmir Range recovers stolen cars

SRINAGAR, Dec 5: Central Kashmir Range Police, in its endeavour to recover stolen cars and other vehicles launched a special drive and met with success.

A large number of vehicles have been recovered by police in Srinagar and other districts of this range half of which have been seized under section 550 CrPC.

A special team has been constituted whose job is to investigate the vehicle theft cases on a daily basis which has met with success. vehicles have been recovered from places like Sopore, Kupwara, Leh and Kargil and efforts were on to recover all the vehicles that have been stolen and bring the culprits to book under law.

Many such vehicles belong to owners from outside the State. Ganderbal police has also deputed a police party to Haryana and Punjab to trace such stolen vehicles.

The Sub Division Police, Nehru Park has recovered 11 vehicles recently the registration number of which are JK03 1916, JK01E 1313, HR 55T 5148, JK01F 3402, DL3CN 2688X, DL6D 4893, PB02Q 910, JK01 7393, JK02F 6680, JK01E 5026 and HR3D 4455.

While it is the endeavour of Central Kashmir Range Police to put in its best in the investigation of vehicle theft cases, cooperation of general public has been sought in not purchasing vehicles at throw away prices. The price itself should arouse the suspicion of the prospective purchaser.

On the other hand car and other vehicle owners can also do their bit in preventing the theft of their vehicles by exercising certain precautions like fitting additional locks like gear and clutch locks and alarm system.

CSS organises health awareness camp

JAMMU, Dec 5: Catholic Social Service of J&K (NGO) organized a health awareness camp, through street play on HIV/AIDS in border migrant camps namely Ramnagar and Naiwala, Akhnoor.

Naib Tehsildar Akhnoor, Mrs Shakuntla, the representative of Oxfam (GB), Fr Alphonse A, the director of CSS and Fr Jeykumar, the Principal of St Francis High School graced the occasion.

Today’s programme was organized as a part of the bigger programme titled "Promotion of Basic Living Condition in Ramnagar and Naiwala Migrant Camps".

Bishnah Social Action Team of CSS, headed by Sr Elsa Jees FCC, the Unit Coordinator, with her 15 trained social workers performed the street play in focussed migrant camps. Mr Arul Sahayam Rajini, the project officer of CSS anchored the programme.

Naib Tehsildar Akhnoor who chaired the programme at Ramnagar also inaugurated community development centre built at the camp site. She appreciated the commendable work done by CSS and Oxfam (GB), under the leadership of Mr Sanket Vetam, in promoting basic living condition in these camps through people’s organisation and community participation.

The community development centre will facilitate in implementing other objectives of this project namely formation, strengthening and networking of socially oriented women groups, youth groups and men groups to address their basic issues through joint and collective action, making of composit pits for a better environment, conducting of remedial classes for the school going children; tuition classes for 10th class students, imparting awareness on health matters etc.

Seminar held on ‘problems of Jammu, their solution’

JAMMU, Dec 5: A seminar was held under the chairmanship of Mr Gulam Mohammed Dansalia to hold deliberations on ‘problems of Jammu and their solutions". Some prominent people from Jammu attended the seminar and expressed their view points.

According to a press release, speakers highlighted discrimination meted out to Jammu region by the successive State Government. It was observed that during the recently held Assembly elections there were 30,59,986 voters in Jammu province while 28,82,005 in Kashmir valley but Jammu has 37 seats as compared to 46 of Valley.

It was observed in the meeting that non-implementation of the reports of the Wazir Commission, Gajinder Gargar Commission and Sikri Commission was an indication of the step-motherly treatment with Jammu region.

Pointing towards the negative and callous attitude of the successive State and Central Government, it was observed that separate State was the only solution of the problem.

Pahari committee to launch statewide campaign

RAJOURI, Dec 5: Pahari Speaking Action Committee (PSAC), district Rajouri, in its meeting decided to launch a statewide campaign against step-motherly treatment and discrimination with Pahari speaking people of Poonch, Rajouri, Uri, Karnah, Kupwara and Baramulla.

As per a release the campaign is being launched to aware the people at grass root level for mass movement and hold meetings with leaders of different Pahari Forum, Pahari Movement and Pahari Action Committee members at tehsil and district headquarters of Rajouri and Poonch.

In its first phase a team visited Thanna Mandi where different Pahari leaders assured their full support for the on-going struggle. The visiting team led by Mr Shahnawaz Khan, general secretary Pahari People Movement and comprising Messrs P N Sharma, K U Malik, M S Khan, Nettar Singh and Vijay Sharma held meetings at Surankote and Poonch. At Surankote Bar Association held a meeting which was organised by Advocate Murtaza Ali Khan and addressed by Advocates Raja Sarfaraz Khan, Shokat Amin Manhas, Iqbal Shad, Shokat Malik etc.

At Poonch the meeting was organised by Mr Saleem Khan and addressed by Messrs Tariq Manhas, G M Charak, Pumy Singh and Amrik Singh. The speakers strongly criticised the constitution of a five member committee by MLA Surankote. Advocate Murtaza Ali Khan said the political leaders were not sincere for Pahari cause.

Mr Shahbaz Khan while addressing a meeting at Rajouri said it was unfortunate that some Pahari leaders have mis-used the Pahari Forum for their vested interests and black-mailed the sentiments of innocent people.

He said as a tribe Pahari people inherit common language, common social customs and occupations. Their way of life is quite similar to their co-brothers in whose favour Scheduled Tribe status has been conferred. He added that Pahari people residing in parts of Jammu and Kashmir valley are socially and economically backward than those who enjoy ST status, which is a sheer discrimination with them.

Prominent among those who addressed included Messrs K A Janam, M A Lone, Karamat Malik, M S Khan, Mushtaq Sheikh, N H Shah, Aijaz Wani, Saleem Raina, S A Ghani and F A Shawl.

AIKHF chief calls on Governor

JAMMU, Dec 5: Mr Rattan Lal Bhan, chairman, All India Kashmiri Hindu Forum (AIKHF) called on Governor, Mr Girish Chander Saxena and discussed various problems being faced by the displaced people with him.

As per a release, the KP leader among other issues discussed unemployment problem, rehabilitation of community and unemployed youth, enhancement of relief package for Kashmiri migrants and displaced people from border areas with him.

He also informed the Governor about the difficulties being faced by the Kashmiri migrants residing in camps and non camp. The KP leader also apprised the Governor about the unauthorized encroachment of houses, orchards and agriculture land of Kashmiri Pandits.

Mr Bhan expressed serious concern over the recent militancy attacks in Jammu and urged the Government to intensify the security for the protection of commonman.

He also expressed willingness on behalf of Kashmiri Pandit community to return their homes and hearths in Kashmir Valley provided a concrete proposal and formula is made by the Government in this regard.

Ex-Servicemen Cell holds meet

JAMMU, Dec 5: A meeting of J&K Ex-Servicemen cell was held at village Badyal Brahmnah in R S Pura today under the chairmanship of Capt (retd) Khem Nand Sharma.

As per a release, the meeting was presided over by Mr P L Khajuria, president of the Cell.

Addressing the gathering, Mr Khajuria urged the Government to consider the case of ex-servicemen who are deployed in various departments for security duties to enhance their salaries as they were getting a paltry amount of Rs 2000 per month.

He also demanded their permanent absorption in Government service. He said the ex-servicemen have high hopes in the changed leadership of the state.

The members also strongly condemned the brutal killing of three members of a retired BSF officer’s family in Kour Singh Nagar, Jammu. It demanded ex-gratia relief be paid to next kin of the deceased immediately and steps be taken to prevent the recurrence of such incidents.

Army School Kaluchak celebrates annual day

JAMMU, Dec 5: Army School Kaluchak today celebrated the annual day with enthusiasm. Brig N K Rai, Chairman of the School, was the chief guest on the occasion.

The function began with the Principal Mrs Manjula Raman’s annual report. She highlighted the high standards of academic excellence as was evident from the 100 percent result in the Board exams.

Various cultural items including Bharatnatyam, Rauf and other folk dances and songs were displayed. Incidentally, this week is also being celebrated by the school as a communal harmony week. A short play on the theme of communal harmony was put up by the four houses.

After the prize distribution ceremony, the Chairman congratulated the children on their achievements and complimented the teachers for their dedication and for guiding the students in putting up such a sterling performance.

He also stressed that education is the key to everything and emphasised on overall development of future citizens of India. He told the parents that the more they bleed, by devoting more time, love and affection to the children, the more they will flourish.

Post mortem proves mason’s death by torture

SRINAGAR, Dec 5: Even as Police maintains that Abdul Hameed Wani of Manchua village died due to his hanging himself at Police Station Nowgam on Saturday last, an autopsy conducted by a team of doctors has established that the 45-year-old mason had been tortured to death in custody. When his conditions deteriorated and Police believed that he would die, he was hanged in a noose of electric wire against the empty hook of a ceiling fan.

Details of the post mortem available with EXCELSIOR clearly suggest that the civilian had not hanged himself. His cervical spine was completely intact. Doctors believe that had he hanged himself, his cervical spine would have definitely broken as has been found in all such cases. A team of six doctors, headed by Dr A P Singh Bali of District Hospital Budgam, conducted the post mortem on Tuesday. As the whole process was videographed, the autopsy was performed in presence of the ruling PDP’s MLA, Javed Mustafa Mir, Deputy Commissioner of Budgam Baseer Khan and SP Budgam Syed Ashiq Hussain Bukhari.

The team of doctors picked up 12 specimens from the body and the same are likely to be examined by forensic experts of Government Medical College. Sources said that the Superintendent of District Hospital Budgam has written to Principal GMC Srinagar, through DC Budgam, and requisitioned the support of the doctors of Forensic Medicine Department. The GMC doctors, who did not make themselves available for the last three days, are likely to finalise the post mortem report with the team of Budgam doctors on Monday.

The team of doctors, sources said, found multiple bruises, wounds and bluish patches on different parts of the body. Exactly the way militants do it with kidnapped targets, Police seem to have burnt a stove or a blue lamp and burnt the private organs of the detained civilian. Doctors who examined an unconscious Wani at SKIMS before and after his death, have also observed marks of severe physical torture on the body. His right wrist was found fractured and there were marks of torture on the buttocks. SKIMS doctors have observed that "cardiac arrest" could have been the cause of death but mentioned that the same could be comprehensively established by autopsy.

Angry and outraged residents of Manchua and Bagh-e-Mehtab localities, falling in close vicinity of the Chief Minister Mufti Mohammad Sayeed’s Nowgam residence, have been demanding immediate suspension, arrest and criminal proceedings against ASI Ghulam Hassan, Inspector Gazanfar Sayeed and SDPO Sadar, Mohammad Yusuf Bandh, who according to them were directly responsible for Wani’s death due to severe torture in Police custody.

PDP Government has attached SHO Gazanfar Hussain and ordered an inquiry by Assistant Commissioner (Revenue) G A Ganai. However, the two more accused have been spared allegedly under pressure from two senior Police officials. Besides, neither a murder case has been registered nor the demand of judicial inquiry has been conceded.

Police version of ther whole episode is that Wani had been in possession of a pistol and three wireless sets sometime back. According to SSP Srinagar, his pistol has been recovered from one Abdul Hameed Magray. Since Wani denied knowledge about the unrecovered wireless sets, he was subjected to interrogation. Police says that Wani hanged himself with an electric wire which ultimately led to his death at SKIMS.

PDP’s MLA Chadoura, Javed Mustafa Mir, has raked up the issue to the level of an uproar and kept himself associated with everything from Wani’s treatment at SKIMS to his post mortem at Budgam hospital. He has assured the angry residents that examplary punishment would be given to the guilty Police officials and their services would be terminated by Mufti Mohammad Sayeed’s Government. With similar assurances, PDP Vice President Mehbooba Mufti called on the bereaved family yesterday.
