Vohra constitutes SAC; orders transfer of 8 officers

JAMMU, June 21:  Governor NN Vohra today constituted the State Administrative Council (SAC) with the Governor as its Chairman and Advisors as Members.
“The SAC will consider and dispose of the cases mentioned in the Second Schedule of Jammu and Kashmir Government Business Rules or other matters as the Governor may direct to be placed before it,’’ an official order said, adding the Chief Secretary will function as Secretary to the SAC.
“The Administration Secretary of the concerned Department may be invited to the meetings of the SAC as may be required from time to time,’’ the order said.
Earlier, Vohra held extensive discussions with Chief Secretary BB Vyas, who has been designated as Advisor to the Government, to review all important matters, which were pending approval of the Chief Minister and the Cabinet when the change of Government took place.
Vyas will take charge as the Advisor tomorrow after relinquishing the post of the Chief Secretary, which will be taken over by BVR Subrahmanyam.
Vohra is likely to distribute Departments among his Advisors tomorrow. Vijay Kumar, who was yesterday appointed as second Advisor to the Governor, was expected to take charge anytime now.
The Governor has asked Vyas to instruct all concerned Administrative Secretaries to finalize within next three days all cases which are required to be submitted to the SAC.
Meanwhile, the Governor today ordered transfer and postings of eight officers including seven IAS and one KAS.
Dheeraj Gupta, Principal Secretary (Coordination) Resident Commission, J&K Government, New Delhi, has been transferred and posted as Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board. He will also hold additional charge of the Principal Resident Commissioner, J&K Government, New Delhi.
Rohit Kansal, Principal Secretary to the Chief Minister was transferred and posted as Principal Secretary to the Government, Planning, Development and Monitoring Department. He will also hold the charge of Administrative Secretary, Hospitality & protocol, Estates and Civil Avaition Departments. He will function as Principal Secretary, (Grievances) and supervise the functioning of restructured Grievance Cell of J&K Government.
Khurshid  Ahmad Shah, Commissioner/Secretary to the Government, General Adminis-tration Department has been transferred and posted as Commissioner/Secretary to the Government, Public Works (R&B) Department.
Sanjeev Verma, Commissioner/ Secretary to the Government, Public Works (R&B) Department, was transferred and posted as Divisional Commissioner, Jammu.
Hemant Kumar Sharma, Divisional Commissioner, Jammu has been trnasferred and posted as Commissioner/ Secretary to the Government, ARI and Trainings Department, vice Javed Ahmad Panjoo, who will report to the Forest, Ecology and Environment Department.
Hilal Ahmad Parray, Officer on Special Duty in the General Administration Department was posted as Commissioner/ Secretary to the Government, General Administration Department.
Syed Sehrish Asgar, awaiting orders of adjustment was posted as Deputy Commissioner, Budgam, vice Mohammad Harun.
Mohammad Harun, Deputy Commissoiner, Budgam, has been transferred and posted as Director, Command Area Development, Kashmir, against an available vacancy.
