Violation of MGNREGA rules

All District Development Commissioners have been asked to conduct an “in-depth” enquiry in the matter of engagement of support staff under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) where rules have reportedly been blatantly violated. We welcome the decision taken and expect responsibility to be fixed pointedly against those who cared not to comply with the set procedures and rules. It is a matter of satisfaction that within a period of 15 days, the process of fixing of responsibility is desired to be fixed.
In the year 2010, the State Government constituted selection Committees in all the districts for engagement of support staff — MIS Operators, Technical Assistants, Gram Rozgar Sahayaks and Social Audit Coordinators for smooth implementation of this scheme of the Union Ministry of Rural Development. Since many a time, exit routes are found by people of doubtful integrity to manipulate things especially when it concerns engaging staff by fresh recruitments, something very fishy is suspected to have taken place in the instant case.
A large number of complaints had poured in the Rural Development Department (RDD) about non procedural and illegal methods employed in engagement of support staff in contravention of the guidelines throwing to wind, proper process of selection. Representations from various quarters too in addition to normal complaints, received in the RDD have pointed towards unmasking those who wilfully resorted to unfair means in the selection process. How could any “officer” go beyond the rules and bypass the exclusive domain of the Selection Committees and “issue orders” of appointment must be probed into and suitable action taken so as to prove a deterrent for future.
