Vigilance books then SHO Kalakote on corruption charges

JAMMU, July 26: Vigilance Organization has booked Mohd Bashir of Degwar Perwan, Haveli Poonch, then SHO Police Station, Kalakote on charges of demanding and accepting bribe from a rape victim.
A case vide FIR number 24/2018, under section 5 (1) (d), read with section 4-A of PC Act, punishable under section 5 (2) J&K Prevention of Corruption Act, was registered against him yesterday.
The instant case was registered on the basis of verification conducted into the complaint lodged by a lady of  Tehsil Kalakote in Rajouri who alleged in  FIR No.44/2010 U/S 376 RPC,  registered in P/S Kalakote,  then SHO Mohd. Bashir and Investigating Officer Mattu Khan, had demanded and accepted Rs  10,000/- on account of deleting the name of her nephew  Puran Singh from the said case.
During verification, it came to fore that complainant was victim of gang rape and consequently she approached then SHO Kalakote  Mohd. Bashir for registration of case but he refused to take cognizance  though her complaint had been endorsed to him by SSP Rajouri. As SHO  avoided to register FIR, the complainant then approached the Court of Chief Judicial Magistrate, Rajouri who directed the then SHO Kalakote namely  Mohd. Bashir finally to register a formal case and consequently case FIR No.44/2010 was registered in Police Station Kalakote U/S 376 RPC.
During verification,  it surfaced that the said SHO and IO of the case threatened the complainant to implicate her nephew Puran Singh in the said rape case and under this duress, the said SHO and the IO of the case namely SI Mattu Khan ( who is now expired), then posted at P/S Kalakote, initially demanded an amount of Rs 50,000/- from complainant for deleting the name of her nephew from the rape charges and the money was finally settled at Rs.30,000/- out of which Rs.10,000/- were handed over by the complainant to the officers.
Thus, then SHO Kalakote  and  IO,   by abuse of their official position, illegally demanded and accepted an amount of Rs  10,000/- as gratification from the complainant. On prima facie establishment of charges, case was  registered and investigations taken up.
