SVO status report confirms allotment of cattle pound to Joint Commissioner

JAMMU, Aug 3: The much publicized Public Interest Litigation (PIL) filed by a practicing lawyer Irtiza Mushtaf seeking SVO probe into the allotment scam in Jammu Municipal Corporation took new turn today with the filing of status report by SSP Vigilance Organization Jammu wherein it has been confirmed that there was no order through which the land adjoining to Quarter No.10 Main Stop Gandhi Nagar which was being used for keeping stray animals was converted into residential building.
It has further been revealed that the accommodation has been allotted to R.S. Jamwal, former Joint Commissioner of JMC, who attained superannuation on July 31, 2017.
As per the status report, a file containing note sheet was made available by the JMC wherein the proposal was mooted to convert the cattle pound for residential use of the Joint Commissioner.
In the report, it has been disclosed that verification No.119/2016 has been initiated in P/S VOJ against the officers/officials of JMC and during the course of verification Departmental Vigilance Officer (DVO) JMC intimated that on municipal property situated at Gandhi Nagar Jammu 10 residential quarters have been raised.
Moreover, the building is housing one office of the Municipal Sub-Division of Works, Civil Store of Trikuta Division, Municipal Electric Store and Municipal Ward Office of Ward No.20 and some portion of the property was being used for keeping stray animals and stores.
However, with the passage of time, quarters have been constructed for providing accommodation to the officers/officials and from time to time additions, alterations, constructions and renovations have taken place at the site.
“As per the information furnished by JMC the quarters have been allotted to the then Commissioner JMC, R S Jamwal, the then Joint Commissioner (Adm) JMC, Madan Mohan Khajuria, Ex-PA to Commissioner JMC,  Bharat Bhushan driver, Surinder Kumar PSO to the then Commissioner JMC, Balbir Singh driver, Narinder Sharma President PEACE (NGO), Chain Singh and Khariati Lal”, the status report said.
As per the report, the probe is still under progress and some more documents and particulars of the officers/officials who remained associated with the construction of the flats and allotment thereof, are being scrutinized to ascertain the criminal liabilities of the public servant, if any, and as soon as, the records and particulars are received the verification shall be finalized on merits.
