UDHAMPUR, Aug 26: In the first of its kind,  three-day State level capacity building training programme was organized by SK Police Academy Udhampur in collaboration with the National Institute of Social Defence (Ministry of Social Justice and Empowerment, GoI).
Mohd Sulaiman Salaria,  IGP, Director SKPA,  inaugurated this programme. He was accompanied by Stanzin Nurboo, SSP.  40 J&K Police officers of ranks of Dy Superintendents of Police, Inspectors, and Sub-Inspectors participated in this programme,  which was  coordinated by S Randheer Singh,  SSP,  assisted by Inspector Sunmati Gupta as the Course Secretary.
During the training course,  the participating officers were sensitized about the basics of social defence,  which is the protection of society against crimes through a systematically organized and coherent action by both the State and the civil society.
During the deliberations,  it was emphasized that certain categories of population, who failed to cope with rapid changes in society   like rural urban migration etc, have started lagging behind the rest of the society due to their vulnerability. These categories include persons with disabilities, social deviants, who come in conflict with law viz juvenile delinquents/vagrants, drug addicts, alcoholics, sex workers, beggars, convicted offenders and the disadvantaged viz the elderly, the destitute, the deserted, street children etc .
The experts explained that the social defence necessarily views crimes as social phenomenon and need to prevent crime, and its repetition by adopting a holistic approach combined with humane treatment to an offender as a tool of reformation rather than restoring to harsh coercive measures or retributive penalty.
Experts who addressed different sessions, included  Dr  Kavita Suri, Director Department of Lifelong learning. University of Jammu;   Vinay Kumar, Asstt. Professor.
