SEECC concerned over non-submission of APRs for regularization

JAMMU, June 29: An emergency meeting of Incharge School Education Officers and Lecturers Forum was held under the chairmanship of its provincial president Amar Nath Thakur to discuss the regularization issue of Incharge CEOs, Principals, ZEOs, Lecturers and Headmasters in the light of fresh directions issued by Commissioner Secretary School Education vide No:-Edu/Gaz-32/2015 and No:- Edu/v/03/2014 dt 08.05.2015.
The participants in the meeting showed their resentment against the education authorities at district level for non-submission of vacancy position of lecturers in various disciplines and APRs of incharge officers as per format required for regularization. These information and documents had to be submitted to administrative department before 18-05-2015 but till date the same have not been submitted by CEOs to the Director School Education Jammu, they added.
Speakers said that some of the incharge officers including CEOs, Principals & ZEOs are involved in Vigilance and corruption cases and their APRs are not written by their controlling authorities. The degrees of some incharge lecturers are forged and fake and they fear their reversion while some of the incharge officer have died and retired without their regularization, they explained.
Thakur requested Commissioner Secretary School Education and Director School Education to take action against the CEOs who have not submitted the APRs and vacancy position of lecturers and Headmasters till date ignoring the directions. All those officers and lecturers who have submitted their required APRs and information as per format may be regularized implementing the Supreme Court directions, he added.
Thakur also requested Commissioner Secretary to provide seniority to all the lecturers at par with their juniors who have been regularized and given the Sr lecturer grade in the cases pending in the administrative department since 2013.
Those who spoke in the meeting included Yograj Singh, Kuldeep Singh, Tara Sharma, Taramani, Bansi Lal, Ashoni Sharma, Bharat Bhushan, D K Dhar, Manohar Singh, Des Raj and others.
