Securing borders

On our west and east, we have to deal with intransigent neighbours. Both of them are unprincipled in regard to maintaining internationally recognized norms of relationship with us. Pakistan resorts to unprovoked firing and shelling to achieve some short term objectives like pushing the infiltrators into our side of the LoC or IB or diverting attention from some of their internal problems to Indo-Pak history of belligerency. There is no alternative to securing the borders. India has given serious thought to border security and various methods have been adopted and these are updated from time to time. One important suggestion that has lately come up among the security think tank is of making bunkers close to the border at vulnerable spots so that in the course of unprovoked firing and shelling by Pakistani troops, civilian population living on the border can take shelter and save themselves from the impact of bullets. It was decided that under Border Area Development Programme (BADP) 60 new bunkers would be made at identified places. The decision was taken by the Home Ministry sometimes in October last and by now we have reports that 35 bunkers have been made and these are declared serviceable. The bunkers can accommodate 20 persons and they are provided with all essential facilities like water, electricity and food preservation arrangement. Hopefully in next couple of months all the 60 bunkers will be made.
The need of building bunkers rose because owing to Pakistani firing, the civilian population living along the border, both LoC and IB, had to move away from their homes along with their cattle. This caused serious disruption of normal life of these civilians. The concept of building bunkers will save them from the hassle of leaving their homes and seeking shelter away from the range of fire. MHA is convinced that providing bunkers will solve the problem of movement of civilian population in times of firing. Actually, the Government has a scheme of raising more than two thousand bunkers in due course of time and thus fortify our borders with Pakistan. As regards border with China in Ladakh, steps are underway to seal that border also. New posts are created and road connectivity has also been provided. The Home Ministry is taking right steps towards securing the borders. We appreciate the speed with which the work has begun and is in progress.
