Calls for implementation of 73rd, 74th amendments

JAMMU, Sept 12: The ‘Sangh Parivar Coordination Committee’, an amalgam of 37 sister organizations of RSS and BJP, held day-long brainstorming session here today and discussed host of issues including prevailing security and political situation in the Kashmir valley and upcoming Urban Local Bodies and Panchayat elections in the State to restore democracy at the grass-root level despite boycott of the polls announced by National Conference and People’s Democratic Party (PDP).
The Coordination Committee decided that the BJP should actively participate in Municipal and Panchayat elections and mobilize the electorates to turn out in large number to exercise their right to franchise as the elections will directly give powers for development at the village level.
RSS All India Joint Secretaries, Manmohan Vaidya and Krishan Gopal, North Zone Incharge Banveer Kumar, State leader Brig Suchet Singh, Union Minister of State in Prime Minister’s Office (PMO), Dr Jitendra Singh, BJP national general secretaries, Ram Lal (Organizations) and Ram Madhav, State party president, Ravinder Raina, Ashok Koul, Kavinder Gupta, Sat Sharma, Sunil Sharma, Dr Narinder Singh and several other senior leaders of BJP and RSS affiliated organizations attended the day-long meeting.
Insiders said there was a unanimous view that 73rd and 74th amendments of the Constitution of India should be implemented in toto in Jammu and Kashmir to empower Panchayats and Municipalities and give powers right up to the gross root level, which have been denied to the people here for past several years.
They regretted that only some parts of these two amendments have been implemented in Jammu and Kashmir while the rest were denied to the people on the pretext of special status of the State, which is not fair.
Describing National Conference and People’s Democratic Party (PDP) decision to boycott Municipal and Panchayat elections on the pretext of Article 35-A as “blackmailing politics”, the BJP and its sister organizations decided to expose the two parties by mobilizing the people to turn out in large numbers to vote in the local polls.
Sources said the organizations decided to expand their bases in remote areas of the State especially Kashmir and Ladakh regions, where the BJP hadn’t been able to win a single Assembly seat so far despite emerging as single largest party in Jammu region in the last Assembly polls.
“A strategy was discussed on how to proceed ahead in strengthening the BJP in Kashmir and Ladakh regions while maintaining the tempo of 2014 Parliament and Assembly elections in Jammu region,” sources said, adding that the speakers gave their suggestions
The organizations also presented their report card for the last year and vision for the next year and the help they would need from top brass of the BJP and RSS, sources said.
According to sources, the issue of Governor rule in the State and whether the BJP should form Government again in the State or not was also taken up by some of the leaders and there was unanimous view that the issue should be left to the Central Government and the BJP high command.
