JAMMU, Nov 30: There is great resentment among Engineering fraternity about balatant violations of standing court directions and rules by the Administrative Department of PWD R&B in promotions/placements as I/C Superintending Engineers. The engineers represent that to favour some blue eyed persons, all rules have repeatedly, been trashed by the powers that be, in the corridors of PWD (R&B) Secretariat.
As per the Govt. Order No. 437 dated November 29, 2013 issued by the Administrative Department of PWD, eleven I/C Executive Engineers have been placed as I/C Superintending Engineers in their own pay and grade. Ironically, three I/C Executive Engineers at S. No. 2, 3, 4 of this order had earlier also been placed by the Govt. as I/C Superintending Engineers vide its order No. 514 PW (R&B) dated 06.12.2012 but were subsequently, reverted back to the post of I/C Executive Engineers vide Govt. Order No. 515 PW (R&B) Dt. 06.12.2012 in pursuance to Court order. Then the PWD (R&B) Department was being looked after by the Chief Minister himself.
These I/C Executive Engineers have now, again been, placed as I/C Superintending Engineers in utter violation of standing court directions and catch up rule. Similarly, the I/C Executive Engineers figuring at S. No. 5&8 have been placed as I/C Superintending Engineers in the same manner in utter disregard to existing catch up rules.
As per the standing rules for promotions in PWD (R&B) the promotions / elevations in any form i.e. stop gap, arrangement / placements beyond the post of Executive Engineers are done strictly as per Seniority List of Assistant Engineers which is in vogue in the Department, as beyond the post of Executive Engineer no further accelerated promotion is permissible as per the catch up rules. This final seniority list has been issued by the PWD (R&B) Department vide order No. 312 PW(R&B) of 2012 Dt. 13.08.2012, but in the case, this very own seniority list of the Department have been totally ignored and the placements to the post of I/C Superintending Engineers have been done in blatantly unlawful manner.
This arbitrary and unlawful action of the PWD has caused deep resentment among senior and dedicated Executive Engineers of the Department, who stand deprived of their promotions and this wrong action of Administrative Department of PWD (R&B) has totally demoralized the cadre of I/C Executive Engineers of the general category.
These I/C Executive Engineers who have been placed as I/C Superintending Engineer figure much below in final seniority list issued by the Department vide order No. 312 PW(R&B) of 2012 Dt. 13.08.2012, while as the legitimate senior claimants have been ignored and left high and dry in utter disregard to court directions and catch up rules.
The Engineers have demanded through enquiry into the functioning of Administrative Department of PWD (R&B) and appealed to Chief Minister to immediately intervene in this very urgent matter, so that these illegal placements of I/C Superintending Engineers are withdrawn in the interest of natural justice and transparency in governance.
