Kind attention of the Pay Cabinet Sub Committee constituted by the Government of J&K State is drawn towards the following submissions, facts for favour of their kind consideration:-
Prior to issuance of SRO-75 Dt 30-03-1992 read with revised pay rules 1992, the teachers, foresters and girdwars were working in the same grade of Rs (220-430) vide SRO-345 of 18-07-1974 effective from 1.7.1972.
Similarly, the masters of the J&K School Education Deptt. and naib tehsildars, rangers, section officer-SO(s) and AAO(s) were working in the same pay scale of Rs (340-700) as per SRO-345 dated 18.07.1974.
But it is quite strange and surprising that the teachers and masters of the J&K Education Deptt. being highly qualified were placed in the lower pay scale of Rs (950-1500) for under-graduates, Rs (1200-2040) for graduates and Rs (1760-3200) for masters respectively whereas their counterparts in other departments i.e. girdawars, foresters and naib tehsildars, rangers, SO(s) and AAO(s) were placed in the higher pay scale of Rs (1400-2300) and Rs. (2000-3200) respectively vide sro-75 Dt.30-03-1992 and hence discriminating the teaching community.
Again, in the grade revision of 1998 the teachers and masters of the J&K School Education Deptt vide SRO-18 Dt. 19-01-1998 effective from 01-01-1996 were placed in the lower grade of Rs. (3050-4590)/Rs (4000-6000) and Rs (5700-10,100) respectively and as against it the girdawars, foresters were placed in the higher pay scale and the rangers, AAO (s) and SO(s) etc were placed in the higher pay scale of Rs. (6500-10,500) and hence discriminating the masters-teachers again.
After a hard struggle made by teachers unions anomaly was removed the Government of J&K by placing the masters in the pay scale of Rs. (6500-10,500) bringing them at par with AAO (s) and section officers-SO(s).
But surprisingly again a pay anomaly erupted when the SO(s) and AAO (s) were placed in the higher pay scale of Rs. (7450-11500) by the Government of J&K through its Finance Departments order issued in the year 2007 and thus ignoring and depriving the masters of the same pay scale of Rs (7450-11500), which is a grave injustice with the masters.
Not only this, but while implementing the 6th pay commission recommendation (partially not in toto) vide SRO-93 dt 15-04-2009 the masters were placed in the PB-2 in the pay band of Rs. (9300-34800) with a lower grade pay of Rs (4280), whereas the AAO (s) and SO(s) were placed in the PB-2 in the pay band of Rs (9300-34800) with a higher grade pay of Rs (4600) and hence continuously ignoring the masters-teachers.
Therefore, keeping the above submissions and facts in view, a fervant plea is made to the Government the cabinet subcommittee constituted by the Government to kindly look into our just and genuine demand.
