Regularisation of State employees

It has been learnt that under the Governor’s administration the task of regularisation of State Government employees in various Government Departments, Corporations/PSUs has been expedited. This was a long pending demand of employees as in maximum departments many officials/officers were holding higher posts but drawing their salaries of lower posts for the reason that proper DPCs/PSC clearance were not accorded. For instance, a Junior Engineer was allowed to work without confirmation as Assistant Engineer, then Assistant Executive Engineer and even as Executive Engineer without proper regularisation as Executive Engineer. This old pay and grade culture has ruined the State for the last more than 20-25 years and many officers have even retired as Head of Departments without confirmation in relevant grades. This has led to manipulation, frauds and discrimination as the Government has not stuck to any firm seniority in any department be it Engineering, Social Welfare, Forest, Agriculture and even the Kashmir Administrative Services (KAS). Those who ruined the entire edifice of service structure have always remained close to the power corridors and obtained positions illegally by manipulations in the garb of so called OPG Promotions.
It is highly appreciable that your good self has instructed the Government to finalize seniority lists in the respective departments and hold regular DPCs for regularisation/confirmation of eligible officers.
However, it is pointed out that some elements in the Administration who were against implementation of reservation in its real sense are finding ways and means to discriminate SC/ST/OBC employees on the pretext of High Court Orders when the same order has been stayed by the Hon’ble Supreme Court directing maintenance of Status Quo on the Judgement. It is worthwhile to mention that the High Court judgement which is being misquoted by the Law Department and GAD has been challenged by the aggrieved persons in the Supreme Court wherein the Supreme Court has directed to maintain Status Quo on the judgement.
The Governor Satya Pal Malik is requested to instruct the Government to regularise all the SC/ST/OBC and reserved categories employees who too have functioned on higher posts in OPG as per their percentage of reservation in each class and categories at every level along with general category employees. Further, it is requested to instruct the Government to maintain proper ratio between general and reserved category employees in each grade as per their entitlements.
