Regularisation of casual workers

Sir,
Kindly refer to the news report titled “CM annonces regularisation of 60,000 casual workers” published in DE dated December 14, 2017 wherein it has been mentioned that the regularisation process of the casual workers may take two years and in addition to it, it has been mentioned that presently nobody knows exact number of the workers to be regularized as everybody working in various departments has applied for regularization but only those workers who will fall under criteria set by the Government will be eligible for regularization. In this context, I  fail to understand as to why the regularization process may take two years and it is to my utter surprise as to why the Government does not know the exact number of daily/casual workers and as to why the Govt. has not mentioned the clear cut criteria for regularization when the Heads of the Departments & the Administrative Secretaries of various Departments have reportedly submitted the consolidated list of the daily/casual workers to the higher concerned authorities for necessary action and it’s regularization there of. So far as my knowledge is concerned the criteria for regularization is that a casual worker who has seven years service without any break is entitled for regularization and when the criteria is so simple how will it take two years when it is a task of just one month as the Government is having much man power at its disposal and it is worthwhile to mention it here that these casual workers have been working for more than 10-15 years or more reportedly.
Therefore, in the best interest of the thousands of casual workers it is fervently requested to the Chief Minister, Finance Minister and other concerned authorities of the J&K State to expedite the regularization process viz-a-viz the crystal clear cut criteria for regularization and not to wait for two years which is sheer injustice with these employees as they have been serving the people and are eagerly waiting for their regularization. Hope, for an early action for the greater good of the casual workers and the Government itself as well.
