Ray of hope

Governor’s personal intervention has kindled the hope among the victims of September floods that the Central Government’s largesse will finally come to their rescue. Home Ministry has agreed to provide Rs. 2,926.11 crore for relief and rehabilitation, and rebuilding of infrastructure.
The then State Government of the day had forwarded to the Centre demand for Rs. 43,959.56 crore to meet the expenditure on providing relief and rehabilitation of the affected people and for rebuilding damaged infrastructure of the State. The Home Ministry took some time to consider the proposal and has now taken a decision according to which an amount of Rs. 2,926.11 crore are sanctioned for providing relief and rehabilitation to the affected families.  Amount for the first component has been approved for release to the State Government. As regards the second component, the Home Ministry thinks that the State Government shall need to prepare detailed proposals for each sector and send them the same to the concerned Ministries of the Government of India.
This decision dispels the impression created by some motivated sections of society that the Union Government was not seriously considering grant of relief amount for Kashmir flood victims. Centre is seriously interested that flood sufferers should be rehabilitated as early as possible so that they can resume normal life. At the same time damages to the infrastructure have to be repaired and sooner the details asked for by the Home Ministry are conveyed, funds will be released expeditiously and reconstruction of damaged infrastructure will begin without further loss of time. Governor’s urgency of seeing reconstruction of infrastructure can be understood by his second fervent request to the Home Ministry to release the funds and at the same time issuing directions to the Chief Secretary to ask secretaries of all departments to prepare the details asked for by the Home Ministry and forward the information to facilitate speedy release of funds.
