Police modernization

Two decade old militancy and militancy related incidents have placed very heavy burden on the shoulders of our police force. The dedication and selflessness with which the force has met the challenge and the sacrifices it has made are all laudable worth writing in letters of gold. Many brave hearts among them have been honoured with high awards in recognition of their services and sacrifices. They have done pride to the nation most befittingly.
An institution that is making sacrifices so that the civil society lives and prospers in peace and without threat from any quarter, deserves to be provided with all facilities and support structure that helps its functionaries in performing their duty with added determination and devotion. The police need adequate infrastructure in terms of barracks, facilities, care for the ward and families, educational facilities like scholarships and remittance of tuition fees for wards and other facilities. Can you imagine that 18 Police Stations and 103 Police Posts across the State are presently without own buildings. Moreover, numerous Police Stations and Police Posts are without reception, interrogation room and rest rooms. Even huge number of Police Stations and Police Posts lack desired level of mobility facilities thereby hampering the functioning of Jammu and Kashmir Police, which is  vested with the responsibility of keeping track of militants and challenging them wherever they are. The State Police need at least one hundred new barracks with adequate space and facilities. Bureau of Police Research and Development, which functions as part of the Union Ministry of Home Affairs, has recommended to the authorities for providing upgraded infrastructure. The unfortunate thing is that the police organization has failed to submit Utilization Certificate for the 2014-15. This creates difficulties for the MHA to release the funds for current financial year so that police organization would proceed smoothly with its agenda. Why the UC has not been submitted should be probed into and defaulters have to be reprimanded for violating the procedure. Funds should flow quickly and without delay to make the police force effective.
Apart from inordinate delay in release of grant by the MHA, which we think should be released as soon as he Utilization Certificate is submitted; the police are also suffering from inadequate manpower. The task before the police has increased many times and services of the institute are not sufficient to cater to the demand for them. As such, it is natural that the police force needs to be provided with adequate manpower and infrastructure. Realizing the role of the police, we expect the Government to expeditiously move in the direction of providing requisite paraphernalia of infrastructure for the state police.
