After PMO’s intervention, FCS&CA orders inquiry into bungling in ration distribution

SRINAGAR, Feb 4: After Prime Minister’s Office (PMO) intervention, the Department of Food, Civil Supplies and Consumer Affairs (FCS&CA) has ordered inquiry into the distribution of subsidized ration to well off families at the cost of deserving people.
The Joint Director Administration of the Department of Food, Civil Supplies & Consumer Affairs, Kashmir in this connection directed the Assistant Director Stores, Kashmir and Deputy Director Ladakh to conduct an independent on spot inquiry into the matter within 10 days positively so that the department would proceed further in the matter.
The complainant alleged that the local Munshi of ration depot and other officials of the department have issued large number of bogus ration to the residents of Dangerpora, Mallabagh in Srinagar. “A single family has multiple ration cards that too under different categories like BPL, AAY etc, who do get subsidized ration illegally and genuine subscribers remain deprived of it”, read the complaint.
He also alleged that several persons who are well-off and have big business and jobs as also have big estates do have BPL or AAY ration cards. “The bungling is of such a nature that unmarried and dead persons do have ration cards for fictitious families and these malpractices are done at store level to departmental level taking tool of a poor people who do not get their genuine share as subsidized ration as they do not have means to bribe the officials”, complainant submitted.
The complaint, which was addressed to President, Prime Minister and Union Minister of Food Supplies said that the complainant has brought the matter in the knowledge of officials of the State and requested for legal action but they are feeling themselves to be in net as such did not even provide required information as sought for the last four years.
The PMO has sent the complaint to the office of Chief Secretary and making a mention of it, the CS forwarded it to Commissioner Secretary Food with the request to have representation examined for appropriate action under rules.
Commissioner Secretary was also asked to share the action taken report with the applicant and to upload the same on the portal of CPGRAMS-GOI. Under Secretary to Government of India has also addressed a communication to Principal Secretary, Department of Food and Civil Supplies, J&K mentioning therein the grievance of applicant/complainant for sever allegation of irregularities in issuance of ration cards and issuance of multiple ration cards to a number of families in J&K
Joint Director, in this connection, has addressed a letter to Assistant Director along with complaint which was addressed to President of India, Prime Minister as also to Union Minister for Food and Supplies. The complainant alleged therein severe irregularities in framing out ration list of Dangerpora Mallabagh, Srinagar and unfairness in distribution of essential commodities.
Assistant Director has been asked to question thoroughly the majority of bona-fide rationees along with complainant (resident of same area) during the inquiry period so that truth may come to surface as well as complaint is disposed off appropriately as the complainant is off and on approaching the office of Directorate for conduct of fair inquiry.
The complainant submitted that the Director CBI and IG Crime, reserves the right to investigate the matter, so that the truth may come to surface as such these officials be directed to initiate inquiry against the CA&PD department as also against the Revenue officials who, according to the applicant/complainant, have lead to large scale fraud and bungling which continues with no end.
Complainant further brought to the notice of Government of India about the illegal encroachment, Traffic Mess, illegal State land grab, preservation and protection of water bodies, but as per the applicant, no action has been taken on ground level by the State authorities despite directions given by the Central Government.
