JAMMU, Jan 10: Ruling PDP and Opposition Congress members clashed in State Assembly during second sitting today and heated exchange of words were witnessed in the House after the NC Legislator Aga Syed Ruhulla made some remarks about PDP and former Chief Minister, Mufti Mohammed Sayeed during debate on Governor’s address.
He was strongly countered by PDP’s Yawar Dillawar Mir and Raja Manzoor who stood up from their seats and interrupted the NC Legislator by hooting him down.
The PDP Legislators were supported by some other members from their party also who too stood up from their chairs. There were heated exchange of words among the members included Javed Ahmed Beig.
Earlier Aga Ruhullah said that PDP stabbed, NC president Dr Farooq Abdullah in 1989 by brining Jagmohan as the Governor of the State. He also held PDP and BJP responsible for Ragdo Ragdo agitation in Valley and Bum Bum Bolay agitation in Jammu.
He questioned PDP-BJP alliance and termed it a part of conspiracy to abrogate Article 370 and special Constitutional position of then State.
Later Ali Mohammed Sagar intervened and appealed members to maintain discipline. Even there was a verbal duel between Akbar Lone and Minister of Agriculture Ghulam Nabi Hanjura when later tried to clarify Aga regarding Dr Abdullah and said he resigned before the Jagmohan joined the State as Governor in 1990.
Loan while pointing towards Hanjura said “listen he (Aga) is talking about the achievements of Mufti Mohamed Sayed”.
Aga while lambasting PDP said that situation worsened in the State during its rule in 2016 and innocent people were killed. He reiterated that Government should order judicial probe into the same.
Participating in the debate PDP Javed Hussain Baig countered NC and said it was expected that with your knowledge and experience you will help in brining State out of present crisis but you boycotted the House for tow days and started turning leaves of history during the debate.
He said, while going through Kashmir history from 1931 a movement was started in Kashmir Valley and it was the movement of poor and oppressed people and named as Muslim Conference. Later it was Sheikh Mohammed Abdullah who converted it into National Conference and joined hands with India in 1947 for power.
He said at that time Mufti Mohamed Syed was not in power and in 1953 you gave slogan of plebiscite for 22 long years. But Mufti Mohammed Sayed never gave such a slogan as he came in politics in 1962. Later Sheikh Abdullah signed another accord in 1975 and it was too not done on the behest of Mufti Mohammed Sayed, he added.
Taking NC to task, Baig said later the party ruled the State from 1977 to 1983 and in 1987 you entered into coalition with Congress and you claimed that it was done for the better interests of the people though NC was a regional party and “I want to know what betterment you did to masses”.
While refuting that PDP has made any conspiracy in 2002 to form Government in the State and oust NC from power, Baig said that at that time also NC was part of coalition at Delhi and wondered how could PDP make a conspiracy at that time.
While pointing towards NC, he said the Party is talking now because it has lost power (Kursi). He asked what is wrong in framing alliance with BJP does it not have the mandate of people. “Can we settle Kashmir without BJP and is this your political ideology”.
Showering praises on Mufti, he said when entire Kashmir hated Congress it was Mufti who kept its flag atop and asked the NC not try to dig the deep pit as you will be yourself trapped in that and it will also prove counter productive for you.
He also recited a Persian couplet which Sheikh had told Nehru during accession.
Criticizing NC, Peoples Conference MLA Advocate Bashir Ahmed Dar said that Sheikh Abdullah who gave slogan of plebiscite is responsible for continuance of blood shed in Valley. He said it was he who accepted the post of Chief Minister instead of Prime Minster and showed Pakistani salt to Kashmiris in 1977 elections.
He said when such a great leader could not find solution to the Kashmir issue how others can be blamed. He said Mehbooba Mufti tried her best in defusing the crisis in Valley during last year Summer unrest and all the members enter this House by taking oath on the name of Indian Constitution and later make such statements in side the house which shows that we are confused.
He said the reason for deteriorating situation in Kashmir is that in 1987 Assembly elections were rigged as I too was agent of later Abdul Gani Loan from Handwara Constituency in Kupwara district and it was openly said that he is to be defeated and NC is to be made victorious from the seat. “This was done later which hurt my sentiments also and I too decided to pick up a gun after seeing such a highhandedness”, he added.
He while criticizing opposition said some say holy alliance and some say unholy while there is neither holy nor unholy alliance in politics. Similarly some talk of Nagpur while Nagpur has an address those who allied with other Party has even no address.
He reminded the Congress that NC called you once the insects of a gutter and did not you ally with Congress later. You interrupted Governor address but when you face some problem you approach Governor by taking a delegation there.
While participating in the debate MLA Udhampur Pawan Gupta pointed out glaring failures of present Government in handling the situation in Kashmir post Burhan Wani’s encounter. He criticised grant of compensation to stone pelters and said if parents are involved why they be given Rs five lakh. As Deputy Speaker did not allow Pawan to speak further he staged walkout in protest.
While initiating the debate, Earlier Abdul Majeed Paddar complemented the Government for undertaking various welfare measures for the need-based and holistic development of the State.
Shakti Raj Parihar said certain forces are hell bent on vitiating the peaceful environment of the State but it was due to the sustained efforts of the Government that peace was restored.
Aijaz Ahmad Mir criticized the opposition for repeatedly disrupting the proceedings of the House. He urged the members to adopt positive approach towards finding a lasting solution to address larger political issues in the State.
Sat Paul Sharma lauded the Government for successfully launching various developmental and welfare schemes across the State. He said it is because of the commitment of the Government that various developmental schemes launched to uplift the socio-economic profile of the State, are being regularly monitored. Sharma also called for holding Panchayat and local body elections across the State. He also lauded Prime Minister, Narendra Modi and former Chief Minister, Mufti Muhammad Sayeed for their approach towards bringing peace and prosperity to the State.
Anjum Fazili while referring to the developmental activities in the State lauded the efforts of the Government in working for the betterment of the people.
Rajeev Jasrotia lauded the coalition Government for undertaking the holistic development of the State. He also projected the demand for giving special compensation as well as reservation to the people living alongside the International Border as well as the Line of Control (LoC).
MY Tarigami called for undertaking steps for finding a lasting solution to ensure peace and prosperity in the State. He also called for giving the forest rights to the tribal community of the State as envisaged in the Forest Act.
Nawang Rigzin Jora while participating in the discussion urged the Government to reach out to the people with the developmental schemes so that they would be benefitted in a true way. He urged the Centre and Sate Government for initiating a dialogue process with all the stakeholders to address Kashmir issue.
He also said that there are diverse issues in all the three regions of the State, which need to be tackled, keeping in mind the local sensitivities. He also urged Chief Minster, Mehbooba Mufti to felicitate school going girls from Ladakh region, who have recently climbed the Mount Everest.
Hakeem Muhammad Yaseen said the Government needs to introspect on their functioning and works efficiently to provide good governance to the people of the State. He also said the Government should also be held accountable for their works so that positive results can be seen on the ground.
Engineer Abdul Rashid said besides addressing the developmental issues, the political issues should be addressed on priority.
Gulzar Ahmad Wani said the Agenda of Alliance needs to be implemented in its true spirit.
Javid Ahmad Rana said the State is facing challenges due to the polarization across all the regions of the State. He said the Government should adopt holistic approach to take all the shades of opinion along for their socio-economic development.
GM Saroori said smooth functioning of the various institutions needs proper attention. He also called for implementation of the recommendations of various Committees like Rangarajan, Sageer panel etc.
