JAMMU, Mar 27: All Jammu and Kashmir Electric Department Linemen and Workers Union said that Power Development Department (PDD) has been violating sub-ordinate service recruitment rules provided in SRO 381 or 1981.
Addressing a press conference, Girdhari Lal, general secretary of the Union, said that at the time of appointment, a designation was assigned to an employee but at the time of his promotion to next higher rank, he has been designated as Tech I, II, III or IV, which has put the employees of different cadres and trades to lot of sufferings as no separate seniority lists are being circulated trade wise, due to which the employees get deprived of promotional benefits. There is necessity of circulation of seniority trade wise opportunity of promotion to the senior most employees in their particular trade, he added.
He invited the attention of the authorities towards Government order number 270 of 1996 dated 06-08-1996 wherein the employees are required to be assigned designation as per their trade. He added that the department has been violating the provisions of SRO 381 of 1981 wherein service recruitment rules in PDD as well as Government order number 270 were elaborated.
Lal also said that the DPC has accorded sanction to the promotion of ITI employees and Non-ITI employees on 06-06-2012, but it is unfortunate that only the order of the ITI employees has been implemented and the order of promotion of Non-ITI employees has been kept in abeyance thereby depriving senior most Non-ITI employees of their promotional benefits.
He also informed that Commissioner Secretary PDD in a letter dated 08-03-2016 to PDD has categorically mentioned that the employees need to be assigned designation.
Lal appealed to PDD authorities to ensure circulation of trade wise seniority lists of the employees for ensuring timely promotional benefits to the senior most employees in their respective trades.
He said that no ex-gratia has been paid to the kin of the employees, who either died or faced disabilities while performing official duty. He appealed to PDD authorities to release the same at the earliest.
He also demanded regularization of services of all daily wagers, who had completed their seven years of services.
Among others present were Tara Chand, Vijay Kumar, Ashiq Hussain, Surinder Kumar, Suresh Anthal, Anil Slathia, Kartar Nath, etc.
