Patwaris as school inspectors

I was much surprised and stunned to know that the SDM Mahore in Reasi district has empowered all the patwaris, girdawars naib tehsildars and tehsildars  to check the attendance of  school teachers.Not only this,he has also authorised the village elites like namberdars, chowkidars, ex-sarpanches and panches etc to have supervision over the Government schools.It has been done vide his office order Number: SDM/M/2018-19/54 dated 10/4/2018 and as per this order the teachers now will have to get their casual leave sanctioned before proceeding on leave by the concerned ZEO. How  would be it possible for a teacher to attend ZEO office for getting the leave sanctioned.For this purpose, the concerned teacher will have to take additional leave for attending the ZEO office.In this way this order is quite odd and illogical and as such needs to be revoked immediately.
To mention here, the School Education Department has its own administrative system comprising of a network of zonal, sub-divisional and district offices.If the patwaries are to check the schools, what would be the duty and responsibility of ZEOs, and other officers of education department? Besides, it is totally wrong to authorise patwaries to supervise the working of school teachers.In fact, the status of a school teacher is  higher than that of the patwaries. lnstead of making patwaries as school inspectors, it is appropriate to activate the educational administration and management.
Hence,it is suggested that the said order issued by the SDM Mahore should be revoked immediately and necessary reforms be introduced to activate the school  administration.

Sir,
It has reference to the news  (Patwaris to inspect schools for action against absent teachers” (DE, 13-04-18) The teachers are considered ‘Nation Builders’ and held in high esteem across the globe. Unfortunately, in our State every attempt is being made to denigrate and humilate the teacher and recent order of SDM Mahore, Reasi is the reflection of same mentality.
Notwithstanding the tall claims of successive Governments, the Education Department is being run on whims of the people at the helm of affairs. No serious thought is being given to make a comprehensive policy involving the teaching community and other genuine stake holders.
The solution to check absentism does not lie in giving powers to patwaris, whose punctuality in itself has always been in question. Similarly, solution to paper leakage does not lie in keeping the ”question papers” in police custody.
If the Government is sincere to improve educational standards in the State, the situation lies in punishing the black sheep and infusing a sense of respect, responsibility and faith amongst the teaching community in general.
