JAMMU, Jan 11: Opposition today again disrupted the proceedings of Legislative Assembly over the demand for constitution of a judicial commission to probe deaths in Kashmir valley during the five months long unrest and staged walkout.
As soon as the Lower House assembled, the members of National Conference and Congress stood up from their respective seats and resorted to protests and sloganeering in support of their demand for setting up of the judicial commission.
“This Government is making tall claims about ensuring transparency at all levels but as far as deaths during the five-months long unrest in Kashmir valley are concerned it is not ready to bring the facts to the fore”, Congress MLA from Inderwal, Ghulam Mohammad Saroori said and sought to know from the Government the reasons behind not constituting judicial commission headed by a retired Supreme Court judge.
“If the Chief Minister can make announcement regarding setting up of Special Investigation Teams (SITs) at district levels to probe such deaths what is the harm in constituting judicial commission”, he further said amidst sloganeering from the National Conference and Congress MLAs.
As Speaker Kavinder Gupta started the Question Hour by ignoring the protesting Opposition, the National Conference and Congress MLAs moved towards the front row and resorted to massive sloganeering against the Government. “Khamosh Sarkar Hai Hai”, “Goongi Behri Sarkar Hai Hai” and “RSS Sarkar Hai Hai” slogans rented the House thereby disrupting the Question Hour.
“If this Government has nothing to hide then what is the hitch in constituting judicial commission”, said National Conference MLA from Nagrota Devender Singh Rana. He urged the Speaker, Kavinder Gupta to issue directions to the Government keeping in view the persistent demand of the Opposition MLAs.
As there was no response either from the Speaker or from the Treasury Benches, the sloganeering continued for 22 minutes although several questions of PDP-BJP MLAs were taken up and answered by the Ministers concerned during this period. In most of the questions, the replies of the Ministers were not audible because of uproar.
Later, all the MLAs of National Conference led by former Chief Minister Omar Abdullah and Congress staged walk-out over the issue.
It was for the fourth consecutive day that Opposition had been pressing Government for setting up of Judicial Commission headed by a retired Supreme Court judge to probe the killings during last year’s unrest in Kashmir valley.
Later, talking to media-persons outside the House, National Conference MLA Ali Mohammad Sagar said Opposition wanted that Government should set up the judicial commission. He was supported by Congress MLA Usman Majid.
“If Chief Minister is saying that Kashmir unrest is result of well planned conspiracy then there is need to hold judicial probe so that conspirators are exposed”, Usman Majid said.
