NPP, BJP stage walk out over discrimination, corruption

SRINAGAR, Aug 29: The Bhartiya Janta Party (BJP) and National Panthers Party (NPP) members today walked out of the State Assembly in protest against the discrimination with Jammu region on regularization and promotion of doctors and rejection of discussion by Speaker on inclusion of word Secular in Jammu and Kashmir Constitution.
MLA Ashwani Sharma raised the issue of discrimination in the Assembly with the Jammu region on promotion of doctors. He said that 16 doctors were promoted in Kashmir region this year while files of six doctors of Jammu region were deliberately rejected for promotion.
Sharma also alleged that there was discrimination in the regularization of Rehbar-e-Zirat (ReZs) against Jammu region. He said that those of Kashmir division were regularized and those of Jammu division were left out.
Minister for Agriculture, Ghulam Hassan Mir, however, while replying to Kumar’s query informed the House that the ReZs of Kashmir Division were regularized on the directions of Srinagar wing of High Court where the case of the incumbents was pending.
As regard the regularization ReZs belonging to Jammu division, the Minister said that case is pursued in the Jammu wing of High Court and Government will implement the directions as and when passed.
The Minister ruled out intentional delay of regularization of Jammu based ReZs and said that case in Jammu wing is being vigorously pursued and likely to be decided soon. He, however, maintained that the effect to all the appointments will be given simultaneously from April 2014 and there will not be any discrimination with any incumbent. He said the Jammu based ReZs who are protesting for regularization should pursue their case in the High Court.
The Health Minister, Taj Mohi-ud-Din, while replying to Ashwani Sharma’ allegations said that there is no discrimination on regional basis. He said that the doctors from both the provinces were promoted and there is a Departmental Promotion Committee in place and told the member that he is ill informed.
The BJP and NPP MLAs were not satisfied with the answers of the ministers and they protested against the discrimination.
NPP MLAs led by Harshdev Singh wanted discussion on the introduction of Secular word in the Jammu and Kashmir Constitution. Carrying placards in their hands they wanted discussion on it but Speaker rejected it and asked them: “Do you have doubt on the State being not secular.”
The BJP MLAs also protested against corruption and raised slogans against Government and Deputy Chief Minister. They also raised slogans, “Chour Chour, Musairay Bhai, Yeh Zameen Kahan Say Aye.”
