JAMMU, Jan 29: PDP Legislator Mohd Khursheed Alam today said that all was not well in Sainik School Manasbal (Kashmir) as due to continuous  neglect on the part of concerned authorities since 1990, the things have deteriorated in the his prestigious school of Kashmir whose aim is to produce officers for Defence forces.
Raising discussion in the Upper House of the J&K Legislature here today, the PDP member said two Sainik Schools  one at Manasbal in Kashmir and another at Nagrota in Jammu were set up during 1981 in the J&K State. While Sainik School Nagrota was doing very well, the  condition of Manasbal school has deteriorated in every respect. There is no adequate staff. Principals are changed even twice or thrice in a year. The basic aim of this school is being defeated.  The authorities are not taking care of it. The number has also dropped and there was urgent need of intervention of State Govt.
Minister for Education, Syed Mohammad Altaf Bukhari while responding informed the Upper House that as per the Memorandum of Association (MoA) of Sainik School Manasbal, the Principal/Registrar of Sainik School Manasbal is to be appointed by the Board of Governors headed by J&K Chief Minister.
He said similarly, the Principals have been appointed for Sainik School Manasbal from Defence Services as well as from State Education Department as per the circumstances and requirements of the school and the prevailing situation in the Valley since 1990.
The Minister said the accusation regarding unsatisfactory performance of Sainik School Manasbal is not true. However, he said that despite all odds the students of Sainik School Manasbal have performed well at all stages and have emerged successful with flying colours academically  as well as in co-curricular activities which is evident from the results of the School for the past three years.
Giving more details, Altaf  said that  Manasbal School was established under the aegis of Jammu and Kashmir Sainik Schools Society registered under Registration of Societies Act IV and is residential English Medium School affiliated to the Central Board of School Education (CBSE), New Delhi providing education for secondary and senior school certificate examinations.
He informed that the Board of Governors is the Chief Executive Body of the Sainik School, Manasbal and is headed by Chief Minister of J&K State. He said that annual budget of the school is being assessed and approved by the Board, while as Board also evaluates the working of the school and also examines proposals put up by the members of the Society.
Besides, there is an Executive Committee with Chief Secretary as its Chairman and Secretary Finance, Secretary School Education, DDC Ganderbal, as its members and Project Director/Principal as the Secretary of the Executive Committee of the J&K Sainik School.
The Minister informed that from the date of establishment of the school, the Principals of Sainik School Manasbal were being deputed from the Army Education Core (AEC) from time to time. However, after 1995 the Principals are being deputed from School Education Department.
“Similarly, admission to Sainik School Manasbal is confined to boys domicile of Kashmir division including Leh and Kargil while as other Sainik Schools including Sainik School Nagrota have students from all over the country, which hikes their ratio in National Defence Academy as compared to Sainik School Manasbal,” he said.
Moreover, the students of Sainik School Manasbal are more inclined to Civil Services, he added.
