JAMMU, Dec 6: There has been no let up in the desire of IAS officers from Jammu and Kashmir cadre to New Delhi with five more officers approaching the Department of Personnel and Trainings (DoPT) for Central deputation while highest ever number of four senior IAS officers were already posted on various designations in Resident Commission office, New Delhi. On the other, four senior IAS officers, whose repatriation has been sought by the State Government, have expressed their reluctance to return.
Official sources told the Excelsior that five senior officers of Jammu and Kashmir cadre, posted in the State and New Delhi, have approached the DoPT seeking Central deputation citing various reasons. However, with number of IAS officers from J&K, who were already on Central postings, was high, the DoPT didn’t seem to be in a hurry to consider request of the IAS officers.
Moreover, according to sources, the officers from Jammu and Kashmir cadre, who were on Central deputation and whose repatriation has been sought by the State Government officially, were too expressing their reluctance to return with some of them even citing “work culture” in the State as one of the reasons for their preference towards the Central posting.
When approached for comments, Union Minister of State Incharge DoPT, Dr Jitendra Singh said: “we try to persuade the cadre officers to return to their States. Even if they are unwilling, we try to motivate them. We encourage the cadre officers to revert to their States and serve the people”.
Sources said even after persuasions by the DoPT, all four officers, whose return to the State has been sought by the Jammu and Kashmir Government, were unwilling to return from the Central deputation. Instead of this, they said, five more officers have knocked doors of the DoPT seeking Central postings.
Apart from Central deputation, sources noted that four senior IAS officers were presently posted in Resident Commission office in New Delhi, which was also an “indirect Central deputation”.
They included Krishan Ballabh Aggarwal, Resident Commissioner, New Delhi, Rakesh Kumar Gupta, Principal Resident Commiss-ioner, New Delhi, Dheeraj Gupta, Principal/Secretary (Coordin-ation), Resident Commission, New Delhi and Yasha Mudgal, Resident Commissioner, New Delhi. All of them are senior IAS officers.
There has already been a long list of Jammu and Kashmir cadre IAS officers, who are on Central deputation with majority of them unwilling to return.
They included Brij Raj Sharma, Additional Secretary, Union Ministry of Home Affairs, Suresh Kumar, Ministry of Coal, Government of India, Pradip Kumar Tripathi, Joint Secretary, DoPT, Sudanshu Pandey, Joint Secretary, Department of Commerce, Manoj Kumar Dwivedi, Joint Secretary, Union Ministry of Commerce, Arun Kumar Mehta, Joint Secretary, Environment, Forests and Climate Change, Atal Duloo, Joint Secretary, Rural Development, Shantmanu, Development Commissioner Handicraft, Union Ministry of Textiles, Bipul Pathak, Joint Secretary, Ministry of Mines, Ashok Kumar Parmar, Joint Secretary, Ministry of Information and Broadcasting, Sundeep Kumar Nayak, Managing Director, National Cooperative Development Corporation of India, Ajeet Kumar Sahu, Mandeep Kour, Deputy Secretary, Revenue, Pandurang Pole, inter-cadre deputation to Maharashtra and Jitendra Kumar Singh, who has recently proceeded to inter-cadre deputation to Jharkhand along with his spouse.
The State Government had earlier insisted that the IAS officers from Jammu and Kashmir shouldn’t be moved out-either for Central deputation or for other States even if they insisted unless the State Government duly cleared their deputation.
Jammu and Kashmir has 106 sanctioned vacancies of IAS officers but present strength is only 83 including the officers on Central deputation or those posted in New Delhi on State assignments. Of them, minimum 20 per cent and maximum 30 per cent can proceed on Central deputation at a given time, which means a minimum of 21 and a maximum of 31 IAS officers can be on Central deputation from Jammu and Kashmir.
Moreover out of 106, nearly 40 officers are conferred IAS, who generally don’t proceed on deputation, leaving behind 66 Direct Recruits.
