No end to stagnation in FPF, Govt yet to frame Recruitment Rules

JAMMU, Apr 2: There seems to be no end to the stagnation in the Forest Protection Force (FPF) as Government has failed to finalize the Recruitment Rules till date.
The failure to frame the Recruitment Rules was admitted by the Minister for Forests in the written reply to the question of Domana MLA Bharat Bhushan in the Legislative Assembly today.
The Recruitment Rules of the Forest Protection Force were drafted and referred to the ARI and Trainings Department for their clearance. However, the ARI and Trainings Department returned the same with the observations that the Forest Protection Force being a force like Police its recruitment procedures/rules are envisaged in the Forest Protection Act/Rules and there is no need to place the same before the Standing Committee in the ARI and Trainings Department.
“In pursuance of the observations of ARI and Trainings Department, the process for formulation of the Recruitment Rules has been taken up afresh”, the Minister said, adding “once these rules are drafted the same will be placed before the competent authority for approval”.
About the reasons behind non-consideration of the FPF Inspector for promotion and other service benefits, the Minister said, “the promotions of different categories of employees in the FPF including the Inspectors could not be made so far firstly due to non-finalization of the Recruitment Rules and secondly due to the fact that there are certain missing links between the different categories of posts”, adding “in order to fill these missing links, a proposal for creation of new posts at different levels was forwarded to the Finance Department on January 31, 2013 and the same was returned with certain observations. The case is being processed further in the light of these observations in consultation with the Director, Forest Protection Force”.
The Minister, however, said that all the service benefits under J&K Civil Services Rules were being granted to the employees of Forest Protection Force including the Inspectors. “Only one FPF Inspector has been promoted on the basis of outstanding performance in the Inspector’s Training at Punjab Police Academy during 1999-2000 session”, he added.
