NMC demands release of pending DA installments

JAMMU, Nov 26: National Mazdoor Conference (NMC) today urged the State Government to immediately release two pending installments of 17% DA due from Jan-July this year in favour of the employees of the State Government and pensioners.
Talking to media persons here, NMC president, Subhash Shastri, said it was also done way back in 2009 during the election of Lok Sabha when the Model Code of Conduct was there, hence, there was no justification on the part of the Government to delay it, as it was a routine financial matter.
He said in 2009 the State Government had given approval on communication of the then Chief Electoral officers after which State Government had released 7% DA to its employees and pensioners.
Now the State Government should not take the Model Code of Conduct as an excuse to not release two installments of pending DA in favour of 4.5 lakhs employees and 1 lakh pensioners, he added.
He said already there is in built provision in the annual budget, there should not be any hitch for the State Government in releasing these installments of DA to its employees and pensioners, more so when almost all State Governments except Jammu and Kashmir have already release the DA installments since long.
Shastri hoped that the State Government would take positive decision in this regard and release both installments of DA at the earliest so that salaried class and pensioners would heave a sigh of relief.
Recalling recommendations of the Central 4th Pay Commission, which were implemented in January 1986 by the then Government, Shastri said it also had recommendations that as soon as DA crosses more than 100% the Centre is under an obligation to merge 50% DA into basic pay/pension. He said now as the DA has already touched 107%, the Government should merge 50% DA into basic pay/pension with retrospective effect.
