JAMMU, Jan 18: Congress member Ghulam Nabi Monga and three others- Dr Shehnaz Ganai (NC), Sham Lal Bhagat (Cong) and Ali Mohd Dar (NC), representing Panchayats in J&K Legislative Council, today staged walk out to lodge their protest on the issue of delimitation of Panchayats in the State
GN Monga while raising the issue in the House termed it as a move to undermine the authority of PRIs for personal and political benefit on the PDP- BJP Coalition Govt. He alleged that Coalition has lost the ground miserably and now it is trying to get some political mileage out of delimitation of PRIs.
Monga along with other Members representing Panchayats in Upper House sought clarity from the Govt over delimitation of Panchayats, which is absolutely unfair, for the fact Panchayats should have its own Election Commission as per the Panchayati Raj Act and there is no question of interference by the Govt or Chief Electoral of the State in Panchayats.
He said bringing Ordinance merely to make way for interfering in PRI is very unfortunate on the part of Coalition Govt. It is deliberately attempt to make Panchayats dysfunctional inorder to interfere in developmental works at grass root level to gain political mileage.
The Minister tried to convince the members by responding that State Election authorities have the role play in it. Not satisfied with the reply of Rural Development Minister, Abdul Haq Khan over delimitation issue, all the four Members staged walkout from the House, demanding withdrawal of the Ordinance.
Meanwhile, NC member Dr Shehnaz Ganai staged walk-out from the Upper House after she was not allowed by the Chairman, to raise a supplementary question on the main question of Showkat Hussain Ganai on “Beti Padhao, Beti Bachao’ campaign. The NC member alleged that being female member from the opposition, she was not allowed by the Chairman Ananat Ali to raise her voice in the House in support of the members of the fair-sex. She termed it unfortunate and staged walk out from the House to lodge her protest.
