Misuse of SSA funds: Purchased items not entered in stock register

SAMBA, May 23: Alleged bungling has surfaced in purchase of various items worth lakhs of rupees by the office of Chief Education Officer Samba under Government of India’s flagship scheme Sarav Shiksha Abhiyan (SSA), during the last nine years.
These items, including Computers, Laptops, printers, accessories and other costly items, were allegedly purchased from open market without inviting competitive rates and then never entered in the official stock register thus telling of a fraud in the purchases from 2008 to 2016 during the tenure of then Chief Education Officers.
Despite making purchase worth lakhs of rupees, there has been no maintenance of stock registers during these years with the result that whereabouts and other descriptions of the procured items are not known.
Ironically, the authorities at the helm of affairs never bothered to seriously conduct physical verification of the purchased items and thus the fraud was going on since years with the alleged connivance of concerned officers and the successive Chief Education Officers.
Though a committee of the officers was constituted in 2015 for physical verification of the store stock of the CEO Office for furnishing its report to the Director School Education Jammu, there was no further progress on the same for the reason best known to the persons at the helm of affairs.
Further, sources said that there was no maintenance of log book during these years and bills for fuel, refreshment, lodging of officials in hotels outside the district, were cleared without proper verification of the same and entry into the log book.
These funds were issued under SSA scheme, of which concerned CEO is Chairman by designation.
